Build a ServiceNow AI agent by defining a tightly bounded business objective, creating the agent and skills in AI Agent Studio (or generating application artifacts with Build Agent in ServiceNow Studio), testing skills and end-to-end behavior, explicitly activating triggers, and transporting the approved application through your normal change process. Access depends on your ServiceNow release, plugins, roles, entitlements, model-provider configuration, and geographic or regulatory edition, so verify those prerequisites before designing the workflow.
What a ServiceNow AI agent is—and what you must control
A ServiceNow AI agent is an agentic workflow that can interpret an objective, invoke approved skills and tools, read or update permitted records, and return structured results. It is more than a prompt attached to a chat window: the agent has instructions, tools, access controls, triggers, execution settings, and an application lifecycle.
The safest implementation treats the agent as production software. Define the records it may access, the operations it may perform, the conditions that require a human, and the output that downstream automation will consume. Do not allow a broad instruction such as “resolve incidents” to stand in for a contract. State which incident fields may be read, which fields may be changed, what evidence is required, and when the agent must stop and escalate.

- AI Agent Studio: the central workspace to create, manage, test, and evaluate agents, skills, and agentic workflows.
- Build Agent in ServiceNow Studio or the ServiceNow IDE: a conversational builder that can propose or update application files and metadata, including workflow components, skills, instructions, tools, ACLs, and supporting scripts.
Use AI Agent Studio when you need direct control of agent configuration and evaluation. Use Build Agent when generating application artifacts will accelerate development, but treat every generated change as a proposal requiring review.

Prerequisites: confirm access before you design
Availability is release- and environment-dependent. A feature visible in one instance may be absent in another because of licensing, model-provider configuration, geography, or security restrictions. Confirm the following in the target instance:
- The target ServiceNow release supports the AI Agent Studio and Build Agent capabilities you intend to use.
- The required ServiceNow Otto application, plugins, MCP server connections, and related settings are installed and configured.
- Your account has the necessary administrator or
flow_designerpermissions for the tasks you will perform. - Your organization has the entitlements and model-provider access required for agent execution.
- The deployment target permits the relevant AI features. In-country SKUs and restricted environments—including FedRAMP, NSC DOD IL5, Australia IRAP-Protected, and self-hosted deployments—can have different availability or configuration requirements.
- Your application scope, source-control process, and promotion path are known before generated files are created.
Open All > App Development > ServiceNow Studio to check the application-building surface, or open the ServiceNow IDE if that is your organization’s supported workflow. In AI Agent Studio, verify that you can create or manage an agent and access its testing tools. If a menu, action, or model is missing, resolve the entitlement, plugin, role, or environment issue first; do not work around it by granting broad permissions in production.
Write the agent contract before creating anything
A clear contract prevents an agent from becoming an untestable collection of prompts. Write one business outcome in plain language and specify the boundaries around it.

Objective and input context
Describe the result the agent must produce, not a vague personality. For example: “Classify a newly created access request, check the requester’s department and manager, and return an approval recommendation with the evidence used.” List the input context supplied by the trigger or flow, such as a record identifier, user identity, request text, or related configuration item.
Records, tools, and permissions
List every table, record type, API, flow action, or MCP-connected tool the agent may use. For each one, state whether the agent can read, create, update, or delete data. Map those operations to ACLs and application scope. A tool that is technically available but outside the intended security boundary is still a defect.

Outputs and success criteria
Define the output objects that callers will receive. Use stable names and types—for example, a recommendation string, a confidence or rationale field, an escalation flag, and a record reference—rather than asking the agent to return unstructured prose. State what counts as success, what evidence must be present, and what should happen when required data is missing.
Autonomous versus supervised execution
Choose autonomous execution when the agent can complete the permitted operation without a human approval step. Choose supervised execution when a support user must review and authorize the work. In supervised mode, identify the support user or user group that satisfies your security controls. The choice is exposed when the agent is invoked from Flow Designer, so make it part of the design rather than an afterthought.
Create the agent, workflow, and skills
Start in AI Agent Studio
- Open AI Agent Studio and create or select the application scope in which the agent belongs.
- Create the agentic workflow and give it a specific objective that matches the contract.
- Add the instructions, skills, and tools the workflow needs. Keep instructions explicit about allowed data, prohibited actions, escalation conditions, and expected outputs.
- Configure triggers only after you understand how the workflow will be invoked. A generated trigger is not active merely because it exists.
Skills should represent reviewable capabilities, such as “look up the requester’s manager,” “summarize related incidents,” or “prepare an approval record.” Keep a skill narrow enough to test with representative records and to assign a clear ACL boundary. A skill must be published before another skill can use it as a tool; plan publication order when skills depend on one another.
Use Build Agent for conversational generation
In ServiceNow Studio or the ServiceNow IDE, ask Build Agent to create or update the application from a concrete plan. Build Agent can propose files and metadata for the workflow, agent, skills, instructions, tools, ACLs, and supporting scripts. It does not remove the need for engineering review: the generated output is a change set to inspect, not an automatically trusted implementation.
Keep generated artifacts in the intended application scope. Check that table references, script includes, flows, ACLs, and agent metadata point to the correct scope and do not introduce an undeclared dependency. If the proposal crosses scopes, stop and resolve the design or permission issue before accepting it.

Review generated changes with checkpoints
Build Agent records checkpoints and exposes proposed edits, diffs, summaries, and conversation change logs. Use those controls as a code-review loop:
- Read the implementation plan before accepting any file or metadata change.
- Inspect every generated instruction for ambiguous permissions, hidden assumptions, and promises the tools cannot satisfy.
- Review tool definitions and parameters. Confirm that each tool has the narrowest useful operation and that failures are handled explicitly.
- Inspect ACLs, scripts, and data queries for least-privilege access, scope correctness, and unintended disclosure.
- Run a small refinement cycle, compare the new diff with the previous checkpoint, and keep the version that improves behavior without adding unnecessary dependencies.
- Use rollback when a change weakens a tested behavior, changes an output contract, or introduces an unwanted dependency.
Have a developer review the final generated changes even when the agent appears to work in a demonstration. The reviewer should be able to explain how a trigger reaches the workflow, how each tool is authorized, and how an error reaches a human or calling flow.
Test skills first, then the complete agent
Test individual skills in Otto Skill Kit
Start with the smallest unit. In ServiceNow Otto Skill Kit, run each skill against representative records that include normal cases, missing fields, conflicting data, and unauthorized access. Verify the returned object, tool parameters, record changes, and error path. A skill that succeeds only with ideal data will make end-to-end failures difficult to diagnose.
Run manual and automated tests in AI Agent Studio
After skills pass, execute the complete agent in AI Agent Studio. Perform a manual single execution to confirm the workflow, then run automated evaluations across multiple executions. Evaluate whether the agent selects the right tool, obeys the access boundary, produces the required output object, and stops when an escalation condition is met.
AI Agent Studio testing does not provide live assistance through the Now Assist panel. For live-agent interaction testing, use Now Assist in Virtual Agent instead, with a test audience and data set that cannot expose production-sensitive information.

Add ATF coverage
Generate and run Automated Test Framework (ATF) tests where the application behavior warrants regression coverage. ATF should verify the surrounding ServiceNow behavior—record updates, flow outcomes, ACL enforcement, and error handling—not merely whether a model returned plausible text. Keep representative fixtures stable enough that a failed test identifies a product change rather than an accidental data difference.
Investigate failures systematically
- Tool-call failure: confirm the tool is published, its input schema matches the calling skill, and the connection or MCP configuration is available in the test environment.
- Authorization error: identify the executing user, application scope, ACL, and record-level condition; do not solve the failure by assigning unrestricted roles.
- Incorrect output: tighten the objective, provide the missing context, define the output object and validation rules, and add a test case for the failure.
- Unsafe data exposure: remove unnecessary fields and tools, enforce ACLs, and test with a user who should not see the protected record.
- Inconsistent behavior: reduce overlapping instructions and tools, make escalation rules explicit, and compare executions using the same fixture data.
Activate triggers and invoke the agent from a flow
Generated triggers are not activated automatically. Enable them only after the agent and its tests have been approved.
To call an agent from Flow Designer:
- Open the flow and add the Flow Designer Gen AI spoke’s Use an AI agent action.
- Select the configured agent.
- Pass the objective and the input context required by the agent contract.
- Choose autonomous or supervised execution.
- Optionally enable waiting for completion when later flow steps depend on the agent’s result.
- Define the expected outputs so downstream actions can reference typed results rather than parsing conversational text.
- In supervised mode, select a support user who meets the security controls and can authorize the proposed work.
Keep the trigger narrow. A record-created trigger that launches on every table row can create an uncontrolled workload and make rollback difficult. Start with a filtered condition, observe executions, and expand only when the behavior and capacity are understood.

Deploy the agent and its supporting application as one governed release. The transport mechanism depends on your instance process and supported tooling:

Before promotion, have a developer review the generated files and metadata, obtain deployment approval, and run readiness and security checks. Confirm that the target environment has the required plugins, connections, entitlements, model configuration, roles, and application scope. After deployment, verify the agent metadata, skills, tools, ACLs, and triggers in the target instance, then run a representative execution with safe test data.

Production-readiness checklist
- The business objective, input context, records, tools, outputs, escalation rules, and success criteria are documented.
- Required plugins, ServiceNow Otto configuration, MCP connections, roles, entitlements, and model-provider settings are verified in the target environments.
- Skills are narrow, published in dependency order, and tested against representative records.
- Generated instructions, tools, ACLs, scripts, diffs, and scope changes have developer review.
- Manual execution, automated evaluations, and appropriate ATF tests pass, including authorization and unsafe-data cases.
- Triggers remain disabled until approval, then are activated deliberately with filtered conditions.
- The Flow Designer invocation specifies execution mode, completion behavior, and typed expected outputs.
- Deployment approval, readiness checks, security checks, and transport records are complete.
- Post-deployment verification confirms metadata, triggers, ACLs, and a representative execution in the target instance.
Common failure modes and recovery decisions
The feature or action is missing
Check the release, plugin installation, entitlement, role, model-provider configuration, and geographic or restricted-environment availability. Ask an administrator to verify the target instance rather than copying configuration from a different edition.
A generated workflow works in development but not after promotion
Compare application scope, captured metadata, plugin versions, MCP connections, ACLs, model settings, and referenced records. Re-run readiness checks and a representative test in the target instance before enabling the trigger.
A skill cannot be selected as a tool
Confirm that the skill is published and that its input and output definitions match the calling skill. Check scope and access to the underlying records or flow actions.

The agent changes data without the expected approval
Disable the trigger, inspect the Flow Designer action’s execution mode and support-user configuration, and review the tool ACLs. Restore the last approved checkpoint or application version before retesting in a controlled environment.
Results are plausible but unusable downstream
Replace free-form output instructions with an explicit output object and validation criteria. Update the flow’s expected outputs and add an ATF assertion for each field that downstream steps require.
Final guidance
The shortest path to a dependable ServiceNow AI agent is not the shortest prompt. It is a bounded contract, least-privilege tools, reviewable generated changes, layered testing, deliberate trigger activation, and a governed application release. Build in small checkpoints, prove each skill before composing the workflow, and verify the deployed metadata and execution in the environment where users will rely on it.
