You can build a token-budgeted LLM service on free hosting by enforcing limits in your own application before each model call, then reconciling the reservation against actual token use. A host’s free allowance, an inference provider’s credits, provider rate limits, and your per-user token budget are separate controls. This tutorial lays out the request pipeline and the decisions to make before deploying it; it does not assume a particular language, database, or tokenizer.
What “free server” covers—and what it does not
Free can mean that the application host costs nothing within a plan’s terms, that a model provider grants a limited inference allowance, or that an API account has a usage tier. None automatically implements a per-user token budget in your service. Confirm which component is free, what the allowance covers, whether usage can incur charges, and whether eligibility depends on geography or account status.
| Option | What the cited documentation says | What that does not establish |
|---|---|---|
| Hugging Face Spaces | The Spaces overview describes a platform for creating and deploying ML demos and says Static Spaces are free for everyone. Spaces overview. | Free static hosting does not mean hosted model inference is free, nor does it establish that a dynamic service or its storage is free. |
| Hugging Face Inference Providers | The pricing page lists $0.10 in monthly credits for Free users and says the terms are subject to change; it also describes pay-as-you-go usage. Inference Providers pricing. | This is a limited credit, not unlimited inference or a complete service-cost estimate. |
| OpenAI API | The rate-limits guide’s Free-tier row lists a $100 monthly usage limit for users in eligible geographies. Rate limits and usage tiers. | This is account- and geography-dependent, not a universal free entitlement or a per-user token budget implemented by your application. |
| Cloudflare Workers AI | A surfaced Cloudflare pricing documentation preview quotes $0.011 per 1,000 Neurons and says Workers AI is included in Free and Paid Workers plans. Pricing documentation preview; see also platform limits. | The price comes from a preview URL and should not be relied on without checking the current official pricing page. Neurons are an inference pricing unit, not the full cost of hosting a service. |
These figures measure different things and are not directly comparable: credits or account usage limits are not the same as an inference price per unit. Free-tier terms, model availability, limits, and prices can change; check the linked official pages and your account’s current terms before deployment.
Separate the four controls
- Application token budget: Your service’s own policy for how much a user, API key, or tenant may consume in a defined period. You enforce it.
- Provider rate limits: The API’s throughput constraints. OpenAI, for example, documents requests per minute or day and tokens per minute or day as distinct metrics; one can be exhausted while the other remains available. See its rate-limit guide.
- Provider spend controls: Account-level safeguards such as spend alerts and hard spend limits, documented separately from rate limits in the same guide. They protect the provider account; they do not replace your per-user policy.
- Hosting allowance: The host’s limits and billing terms for running your app. It does not, by itself, cap model tokens.
Treat these as layers, not substitutes. A safe service needs its own budget enforcement even when the host or provider offers quotas.

Design the request pipeline
1. Authenticate and identify the budget owner
Require authentication before accepting billable model requests. Map each request to a stable user, tenant, or API key identifier so usage cannot be reset simply by changing an untrusted client-supplied ID. Keep provider credentials on the server; never embed them in browser code.
2. Validate the request before tokenization
Check the request’s shape, allowed roles and fields, message count, and maximum field lengths. Reject malformed or oversized payloads early so an attacker cannot consume CPU or memory during parsing and token estimation. Apply request-size constraints independently of the token budget.
3. Count or estimate model-specific input tokens
Use a tokenizer matched to the selected model, or a documented provider token-counting facility if one is available. Token use depends on the model and message formatting, so a rough character count is not a reliable substitute for an appropriate counter. The sources here do not establish a particular tokenizer package or language stack; select one whose model coverage and behavior you can verify.
4. Enforce per-request bounds
Set a maximum input size and a maximum output-token allowance. Estimate input tokens before dispatch, reserve room for the bounded output, and reject or truncate requests that exceed policy. If truncating, do it deliberately—such as dropping or shortening older context—and tell the caller what happened rather than silently sending an unexpectedly different prompt.
5. Atomically reserve the caller’s budget
Choose a budget period, such as a rolling window or a daily allowance, and define its reset semantics in a consistent timezone. Before contacting the model, atomically verify available budget and reserve the estimated input plus the maximum permitted output. A separate “read balance, then write reservation” can overspend when concurrent requests see the same balance; use an atomic operation or transaction supported by your chosen state store. This is application design guidance, not a provider requirement.
6. Call the provider with a strict output cap
Send the validated messages and the output-token limit you reserved. Do not rely on a post-response check to control cost: by then, the generation has already happened. Also enforce provider-specific request constraints and handle provider errors without looping immediate retries.

7. Reconcile actual usage and handle missing usage
When the response includes usage data, record actual input and output tokens and adjust the reservation to match. If usage is missing, malformed, or unavailable on an error path, do not treat the request as having consumed zero. Keep the conservative reservation or apply a documented fallback policy, and log the uncertainty for later review.
8. Apply a separate request-rate limit and return clear errors
Token budgets control consumption over a period; request-rate limits control how quickly calls arrive. Apply both. When the application’s budget is exhausted, return HTTP 429 with a clear explanation and, where practical, when the budget becomes available again. When the provider throttles a request, follow its retry guidance rather than retrying immediately in a tight loop.
Choose limits and make the policy auditable
Set limits around the service’s use case, not just the provider’s maximums. A small application might distinguish per-request input and output caps from a user’s daily token allowance. Record the policy version and the budget period used for each reservation so a limit change does not make old records ambiguous.

- power input connectorthe power input connector of the raspberry pi 4 has been changed to usb type c. it is easier to use than micro usb and can supply a larger current reliably.the power requirement of raspberry pi 4 model b is 5v 3.0a, which is higher than the previous model.
- Define whether budgets are per user, key, tenant, or a combination.
- Specify whether rejected requests consume budget; normally, reject them before reserving.
- Decide how failed or timed-out provider calls are accounted for. If the provider may have processed a request despite a lost response, avoid assuming it cost nothing.
- Keep an auditable record of reservations, provider-reported usage, adjustments, and denials. Avoid logging secrets or unnecessary prompt content.
- Make reset boundaries and user-visible remaining-budget behavior explicit.
The database, counter mechanism, exact reset schedule, and implementation language depend on the chosen hosting and storage stack. Verify that the state service supports the atomic reservation behavior your policy requires; a stateless app instance with only local memory cannot reliably enforce shared limits across instances or restarts.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Deploy without exposing credentials or overselling “free”
Put provider credentials in the host’s server-side secret configuration, then read them only from backend code. Restrict the key’s permissions where the provider allows it, and rotate it if exposed. Configure hosting and provider spend controls as additional safeguards, but keep application-level budgets active.

If using a gateway, Cloudflare AI Gateway’s REST API documentation describes calls to Cloudflare-hosted and third-party models and features including logging, caching, and rate limiting. Those features can be part of an architecture, but a gateway is optional and does not remove the need to define your own per-user budget policy. See the REST API documentation.

Before launch, confirm current free-plan terms, inference credits, geographic/account eligibility, model limits, and overage behavior on the provider’s official pages. Measure latency and reliability for your intended users; the options above do not establish a performance ranking.
Test the budget controls before launch
- Submit malformed JSON, an excessive message array, and a field above the configured length cap; each should be rejected before a provider call.
- Send a request at the input or output cap, then one just above it; confirm the first is bounded and the second follows the documented reject or truncation policy.
- Issue concurrent requests near a user’s remaining budget; confirm atomic reservation prevents their combined allowance from exceeding the limit.
- Exhaust a user’s token budget and verify the service returns its own clear 429 response without calling the model.
- Simulate a provider response with usage data, without usage data, and with an error or timeout; confirm reconciliation never silently credits uncertain usage as zero.
- Trigger request-rate throttling separately from token exhaustion; verify the service distinguishes the conditions and does not retry in an immediate loop.
These tests validate your application policy, not the provider’s account limits. Check provider usage and billing controls independently in the account dashboard or documentation.
