A usable incident response plan is a short, approved operating document that tells people who leads, what they do first, how decisions are authorized, and how the organization keeps essential services running when email, chat, file storage, or other systems are compromised. Build it around your actual services and providers, print the contacts and first-response steps, and rehearse a realistic scenario at least once a year.
The plan should be proportionate to your organization. A small nonprofit can start with a few clearly assigned roles and a one-page action checklist, then improve it after exercises and real incidents. It does not replace qualified technical responders or jurisdiction-specific legal advice; it gives those people a coordinated structure to work within.
What an incident response plan is—and what it is not
The Cybersecurity and Infrastructure Security Agency (CISA) defines an incident response plan as “a written document, formally approved by the senior leadership team, that helps your organization before, during, and after a confirmed or suspected security incident.” That definition matters for a nonprofit or regional organization because a plan is not merely an IT troubleshooting note. It is an authority and coordination document for leadership, operations, communications, legal advisers, technology staff, and outside providers.

Write the plan so a person who was not involved in preparing it can follow it during a stressful outage. Use names or role titles, ordinary language, decision thresholds, and alternate contact methods. Keep technical investigation procedures with the qualified technical team or service provider; the organizational plan should state when to call them and who can authorize disruptive actions.

Have senior leadership approve the finished document and its authority model. CISA’s February 2024 Incident Response Plan Basics guidance emphasizes formal approval and clear roles before an incident occurs.
How do we define scope and decision authority?
Begin with the services people rely on, not with a list of security products. A regional office, association, school, clinic, or charity may need to keep payroll, donor or member services, emergency communications, scheduling, case management, payments, and public information operating even when a shared drive or collaboration platform is unavailable.
Map essential services
For each service, record the process, the systems and data it depends on, the people who use it, and the external provider that operates any part of it. Note which services can be performed manually for a limited period and which fail immediately without technology.
| Service question | What to record |
|---|---|
| What must continue? | The service, its maximum tolerable interruption, and the people who depend on it. |
| What supports it? | Applications, identity accounts, networks, devices, data stores, payment channels, and physical locations. |
| Who operates it? | Internal staff, a managed provider, a cloud service, a telecom provider, or another contractor. |
| What is the fallback? | A manual process, alternate system, phone tree, paper form, or temporary relocation. |
Set an authorization model
Name the executive who can authorize a system shutdown, an emergency account reset, a pause in transactions, a switch to manual operations, or a change to a public-facing service. Define who can act when that executive is unreachable and how the decision is recorded. Do not assume the person with the highest technical skill has authority to accept operational, financial, safety, or legal consequences.
Write a simple rule for urgent action: the incident lead may coordinate immediate protective steps within an approved boundary, while decisions that materially interrupt services, expose information, spend emergency funds, or notify external parties go to the named authority. Your counsel can adjust this boundary to your governance documents and local requirements.

Who should be on the response team?
Assign functions even if one person performs several of them. CISA’s small-organization guidance identifies technology, communications, legal, and business continuity responsibilities. Add an executive decision-maker and a liaison for critical providers. A small team can combine roles, but the plan must state who is acting and who is the backup for each function.
| Function | Primary responsibilities | Backup or outside support |
|---|---|---|
| Incident lead | Declares the response, maintains the situation log, sets meeting cadence, and coordinates all functions. | Named deputy; an external coordinator if internal coverage is thin. |
| Technology lead | Works with internal administrators or a qualified provider on triage, preservation, containment, restoration, and technical status. | Managed service provider, incident-response specialist, or alternate administrator. |
| Executive authority | Approves disruptive actions, emergency spending, service priorities, and major external decisions. | Designated deputy under the organization’s governance rules. |
| Legal adviser | Advises on privilege, contracts, privacy, reporting, evidence handling, and communications risk. | Pre-engaged counsel or an approved emergency contact. |
| Communications lead | Prepares internal updates, public statements, stakeholder notices, and media coordination through the authorized spokesperson. | Trained alternate communicator. |
| Business continuity lead | Activates manual workarounds, protects safety and essential operations, and sequences service restoration. | Operations manager or site lead. |
| Provider and partner liaison | Opens escalations with hosting, identity, telecom, payment, and other critical providers; tracks commitments and access. | Procurement or operations backup. |
| Insurance and law-enforcement liaison | Uses the organization’s policy and reporting instructions, and coordinates with law enforcement when leadership and counsel approve. | Executive or legal backup. |
Include only people who need to know sensitive details, but make sure someone is available outside normal hours if your services operate then. Record each person’s authority, not just a job title. For example, “may approve a public holding statement after legal review” is more useful than “communications manager.”

Create a separate, concise contact sheet that responders can use without signing in to organizational systems. Print it and keep controlled copies in more than one safe location. CISA recommends printing plans and contact lists because internal email, chat, or document storage may be down or inaccessible.
Include these entries
- Incident lead and backup, with work, mobile, and after-hours numbers.
- Executive decision-maker and alternate.
- Technology administrators and the contracted technology provider’s escalation route.
- Cloud, identity, telecom, payment, payroll, backup, and other critical service contacts.
- Legal counsel, cyber-insurance notification instructions, and any required broker contact.
- Authorized spokesperson and internal communications alternates.
- Local law-enforcement contact and the current regional CISA contact or assistance channel.
- Key funders, partners, building managers, or regulators whose contracts require prompt notification.
Validate and protect it
Ask each person or provider whether the organization is permitted to contact them, what information they require, and whether a contract specifies an escalation method or response time. Test every number and portal at least annually. Mark the sheet with a version date and an owner responsible for updates. Keep one copy accessible to the response team without a network login, while protecting personal phone numbers and sensitive provider information from general circulation.
What do we do first if our systems are hacked?
Use a short first-response sequence that works for a suspicious event as well as a confirmed compromise. It is an organizational checklist, not a universal forensic playbook. The technology lead or qualified provider must adapt containment and evidence steps to the affected systems.

- Report through a known route. Staff should report suspicious messages, unexpected account resets, unavailable shared drives, unusual payment requests, lost devices, or other concerns to the designated route. State clearly that good-faith false alarms are welcome and will not be penalized.
- Alert the lead and start a log. Contact the incident lead or backup, record the date and time, identify the reporter, and capture the initial facts without speculating about the cause.
- Assess the possible impact. Decide whether safety, essential services, sensitive data, financial activity, or organizational systems may be affected. Bring in qualified technical help immediately when the answer is uncertain.
- Preserve records and coordinate containment. Keep relevant logs, messages, device details, and provider tickets. Let the technical lead coordinate isolation, credential changes, or other containment so an improvised action does not destroy evidence or interrupt a critical service unnecessarily.
- Use the authorization model. Confirm who can approve a shutdown, account reset, transaction pause, external notification, or public statement. Record the decision, rationale, approver, and time.
- Maintain essential operations. Activate the documented manual workaround or alternate service for the highest-priority functions. Tell staff which process is authoritative so duplicate or conflicting records are not created.
- Recover in an agreed order. Restore the services that support safety and essential operations first, validate them, and then expand recovery. Keep a record of what was restored and by whom.
- Review after stabilization. Hold a structured debrief, identify control or process gaps, assign owners and due dates, and update the plan, contacts, training, and technical safeguards.
Never promise that an event is harmless merely because a system is back online. Recovery and investigation can continue after service resumes, and counsel may advise preserving information for legal or contractual reasons.
How do we make an incident response plan if we don’t have a security team?
Start with role combinations and outside support rather than waiting to hire a dedicated security department. The executive director, operations manager, technology administrator, communications lead, and legal adviser can form a compact team. A managed technology provider or incident-response specialist can supply technical depth, but the organization still needs an internal person who can authorize priorities and speak for its mission.
A workable small-team arrangement
- The operations manager serves as incident lead and keeps the log.
- The technology administrator or provider handles technical coordination.
- The executive director approves service interruptions, spending, and public decisions.
- The communications or development lead prepares stakeholder updates through the authorized spokesperson.
- Standing counsel advises on privacy, contracts, and notification decisions.
- A program manager activates manual workarounds and tracks effects on clients, members, or residents.
Document the arrangement and the limits of each role. If one person holds two functions, name a different backup for at least the decision and communications functions so a single absence does not stop the response. Contracted help should be evaluated for response scope, availability, authority, data handling, geographic coverage, escalation commitments, exclusions, and compatibility with existing systems; no single provider category fits every organization.
How can we respond if email is down?
Decide the fallback before an outage. Choose a primary out-of-band channel, a backup channel, and a method for verifying that a message really comes from the response team. Options may include phone calls, text messages, a separately administered collaboration account, a call tree, or an in-person meeting point. The plan should state which channel is authoritative and how often updates are issued.
Prepare communications in advance
- Name the one person who may speak publicly and the person who approves the message.
- Set an internal update cadence, such as an initial notice followed by updates at agreed intervals or when a material fact changes.
- Prepare a holding-statement framework that says what is known, what services are affected, what people should do, and where verified updates will appear. Do not precommit to unverified causes, affected records, or restoration times.
- List audiences separately: staff, volunteers, clients or members, funders, partners, regulators, families, and media.
- Keep a paper sign-in or call record when digital logging is unavailable, then reconcile it with the main incident log later.
Use a channel that does not depend on the potentially compromised identity system, and verify sensitive instructions by a second method. A request to change payment details or send confidential records should never be trusted solely because it appears in an emergency message.

How do we keep operating and restore services?
Continuity planning answers the operational question: what must people do while technology is unavailable? For each essential service, write the temporary procedure, the person who activates it, the forms or records required, the maximum safe duration, and the reconciliation step when systems return.
| Priority | Typical action | Validation before moving on |
|---|---|---|
| Safety and urgent obligations | Use phone or in-person procedures, protect people and facilities, and maintain legally or contractually critical operations with counsel’s advice. | Responsible leader confirms the process is safe and staffed. |
| Core service delivery | Switch to the documented manual or alternate workflow and record transactions consistently. | Operations lead confirms records can be reconciled. |
| Identity and communications | Restore trusted accounts and an approved communication path before broad access. | Technology lead verifies access controls and monitoring. |
| Supporting systems | Restore remaining applications, archives, and convenience functions after higher priorities. | Owners test data integrity and user access. |
Do not let pressure to restore everything at once override evidence preservation or safety. The incident lead should maintain a written sequence, dependencies, test results, and unresolved risks.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What legal and reporting decisions belong in the plan?
The plan should identify counsel and a decision process, not publish a universal deadline. Notification duties vary with the organization, the data involved, affected people, contracts, funder terms, and jurisdiction. Ask counsel to map applicable privacy, breach-notification, employment, sector, grant, and contractual requirements and to identify who makes each reporting decision.
Include a prompt to consult counsel before contacting affected individuals, regulators, funders, insurers, or law enforcement unless an immediate safety obligation requires faster action. Record what was considered, who approved the decision, the information known at that time, and any follow-up date. Keep technical facts, legal advice, and public messaging coordinated but distinct.
If the organization has cyber insurance or a retained response service, follow the policy’s notification instructions and any approved-provider requirements. Treat those arrangements as part of the escalation map, not as a substitute for internal authority.

How should we train and exercise the plan?
Teach every staff member and volunteer the reporting route, the signs that should be reported, and the rule against investigating beyond their competence. CISA recommends practicing realistic scenarios at least annually. For a small team, a spoken walkthrough can reveal gaps without requiring a costly simulation.
Run a 30–60 minute discussion exercise
- Choose a plausible scenario, such as an unexpected account reset combined with an unavailable shared drive on a weekend.
- Have the person playing the reporter make the initial call using the printed contact sheet.
- Ask who leads, who can pause transactions, how the provider is reached, and which channel is used if email is unavailable.
- Test the authority model by presenting a decision that affects services, data, spending, or public communications.
- Walk through the manual workaround and the first restoration priority.
- Capture every unanswered question, assign an owner and due date, and update the plan.
Exercise outside normal hours when the organization operates outside office hours. Include the backup people, not only the primary contacts. A successful exercise is one that exposes a fixable weakness, not one that produces a perfect performance.
How do we maintain the plan over time?
Assign one owner to review the document after exercises, incidents, major technology changes, provider changes, leadership turnover, or changes to the services the organization delivers. At each review:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute- Call-test the roster and confirm alternates, provider routes, and authorization limits.
- Check that printed copies match the approved digital version and are stored securely.
- Update essential-service dependencies, manual workarounds, and restoration priorities.
- Verify that new systems, data types, locations, and contractors are represented.
- Confirm training dates and unresolved exercise actions.
- Ask counsel whether legal or contractual assumptions have changed.
Use a version number, approval date, owner, and change history. Keep obsolete copies controlled so responders do not follow an outdated phone number or authority rule.
A compact plan outline you can adapt
The following outline keeps a small organization’s first version usable while leaving room for operational detail:
- Purpose and scope: incidents covered, essential services, and plan limitations.
- Approval and authority: senior approver, emergency decision rights, spending and shutdown limits.
- Roles and backups: incident lead, technology, legal, communications, continuity, executive, and provider liaison.
- Contact and escalation sheet: internal, after-hours, provider, counsel, insurer, law enforcement, and regional assistance contacts.
- First-response checklist: report, alert, assess, preserve, contain with technical guidance, authorize, communicate, recover, review.
- Communications: fallback channels, spokesperson, approval path, update cadence, audiences, and holding-statement framework.
- Continuity and recovery: manual workarounds, service priorities, dependencies, validation, and reconciliation.
- Legal and records: counsel consultation, reporting decision log, evidence preservation, and contractual notifications.
- Exercises and maintenance: annual exercise, action tracking, review triggers, version control, and approval renewal.
Where can a regional organization get additional help?
CISA maintains resources for small and medium-sized organizations, including no-cost guidance and regional support. Check the current CISA small-business resources and regional contact information when you prepare or update the plan because available services and contact routes can change. Your existing technology provider, insurer, counsel, and local emergency or law-enforcement contacts may also have contractual or jurisdiction-specific procedures to incorporate.
Use external assistance to strengthen the plan, not to avoid assigning internal authority. The organization remains responsible for deciding which services matter most, who may act, how people are informed, and how lessons are converted into improvements.
