You can build a browser-based passport or ID photo tool that detects a face and guides its position without sending the image to a server. MediaPipe Tasks Vision provides JavaScript face-detection and landmark tools for that job. But “never uploads” is only a defensible promise after checking the entire app’s network behavior, and a face detector cannot certify that an issuing authority will accept a photo. Requirements depend on the authority and whether the photo is submitted digitally or printed.
What MediaPipe can do in a browser
Google’s MediaPipe Face Detector web guide documents the @mediapipe/tasks-vision JavaScript package. Face Detector returns face locations and key points, including the eyes, nose tip, mouth, and tragia. That can support a framing overlay, estimates of face position or relative size, and prompts to adjust the camera or subject.
For richer facial geometry, MediaPipe offers the separate Face Landmarker task, which can output 3D face landmarks, optional blendshape scores, and transformation matrices. Choose the least complex task that meets the feature: a crop or positioning guide may need only a face box and a few points; pose feedback or more detailed measurements may benefit from landmarks. Neither output is an official photo-compliance decision.

Use image mode to analyze a still image selected or captured for the tool. Use video mode when giving live framing feedback from camera frames. Face Detector’s detect() and detectForVideo() calls run synchronously and can block the browser’s UI thread. Google recommends using web workers to keep such processing from blocking the interface. A worker can improve responsiveness; it does not, by itself, prove that the rest of the app is private.

What “never uploads” should mean
MediaPipe’s privacy notice, last modified June 5, 2026, says input processing takes place on-device and MediaPipe does not send that input data to Google servers. The same notice says performance and utilization metrics are sent to Google, and that developers are responsible for obtaining any required informed consent for processing those metrics. This is a statement about MediaPipe’s handling of input data, not a blanket guarantee about every application built with it.
The web guide demonstrates CDN-hosted WASM and model files. Loading those assets makes network requests even if the photo itself stays on the device. A tool can instead bundle or self-host its scripts and model, but developers still need to examine analytics, telemetry, error reporting, hosting, and any optional upload or export paths before promising that no image leaves the device.

A practical privacy checklist
- Trace the app’s actual network requests while selecting, capturing, processing, and exporting a photo; distinguish model and script downloads from image data.
- Check analytics, performance metrics, crash reporting, and any third-party libraries for data sent off-device, and disclose relevant processing clearly.
- Make export behavior explicit. A local download is different from a server upload, while any upload feature needs to be identified rather than hidden behind a general privacy claim.
- Test the finished app, not only the vision library’s documented behavior. The app’s own code and dependencies determine whether the image is transmitted.
Photo rules depend on the authority and submission route
Do not build one universal “passport photo” preset. The same country can have distinct requirements for a printed photo and an online submission, and another authority may use different rules altogether. Ask the user to choose the issuing authority and document or application route, then show the current official checklist for that choice.

These examples show why a digital-upload rule should not be inferred from a printed-photo specification. They do not establish requirements for every nationality, national ID, visa, or application channel; a production tool needs current rules for each document and authority it supports.

Guide users without silently changing their photo
Use detection to identify useful, limited feedback: no face found, more than one face detected, face off-center, or face size outside the selected guide’s target. Pair the measurement with the selected authority’s checklist and explain that the image still needs a human check against the official instructions.
Favor prompts before capture—face the camera, improve even lighting, use a plain background, or remove an obstruction where the selected rules require it—over silently altering pixels. Do not remove a background, reshape a face, retouch skin, change expression, or generate missing details and then describe the result as compliant. The UK says its photo must be unedited, and U.S. online renewal guidance explicitly prohibits software, app, filter, or AI changes. A useful positioning guide is not an acceptance guarantee.

Design the tool around honest limits
- Make the issuing authority and submission route explicit before applying measurements or prompts.
- Separate positioning assistance from rule validation: a face location or landmark is an estimate, not a ruling on lighting, expression, exceptions, or image quality.
- Show the applicable official instructions and date-sensitive dimensions alongside the preview, and direct users to confirm current rules before submitting.
- Describe precisely what stays on-device, what network requests the app makes, and whether any image-related feature sends data elsewhere.
