Build one authoritative inventory for every AI agent, give each record a business sponsor and a technical owner, and reconcile it continuously with identities, deployments, permissions and telemetry. That combination turns an untracked collection of bots, copilots and autonomous workflows into a governable estate. The inventory must include production systems, experiments, low-code creations, repository projects and externally hosted agents; otherwise “shadow” agents remain outside policy.

What an enterprise AI agent inventory is

An AI agent inventory is a system of record describing every software agent that can reason, call tools, retrieve data or take actions for the organization. It is more than a catalog of approved applications: it must also show who is accountable, what the agent can reach, which model and dependencies it uses, how autonomous it is, and how to stop or change it.

Use a stable identifier for each agent and retain its history as configuration changes. A single record should answer four operational questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Can we find the agent, including unapproved or inactive instances?
  • Who is accountable for its purpose, risk and operation?
  • What can it do, access or change?
  • How do we approve, monitor, suspend, transfer or retire it?

Microsoft governance guidance describes a centralized baseline covering ownership, identity, lifecycle management and observability. Its Agent 365 guidance recommends starting with a registry, clear ownership and basic observability. AWS guidance similarly positions a registry as a way to support discovery, reuse and governance while avoiding unnecessary duplication.

Set authority before collecting records

Name an executive sponsor

Give the inventory an executive sponsor with authority over security, architecture, compliance and business-unit participation. Place agent oversight in existing cloud, security, data-governance and architecture forums rather than creating a parallel process that can be bypassed. Define who can approve production use, accept residual risk, require remediation and order suspension.

Define what counts as an agent

Write a scope statement before discovery begins. Include autonomous and semi-autonomous applications, assistants that invoke tools, retrieval-augmented workflows, scheduled agents, agents embedded in business software, and experiments that have credentials or access to organizational data. Record separate instances when they have different identities, permissions, environments or owners. A shared template or prompt without execution capability may remain outside the registry, but the deployed service that runs it belongs in scope.

Set minimum publication rules

Require registration before production deployment. A development agent can be marked “experimental” while it is being evaluated, but it still needs an accountable sponsor, technical owner and identity if it can access company systems. Make the registry a control point in deployment pipelines and low-code publication workflows.

Discover the full agent estate

Start with broad collection, then reconcile and verify. Do not rely on a voluntary form: the first baseline should deliberately expose ownerless, duplicated, inactive and unauthorized activity.

Collect from every creation and execution surface

  • Cloud accounts, projects, subscriptions and managed agent services.
  • Low-code and workflow environments, including personal and departmental workspaces.
  • Source-code repositories, package manifests, infrastructure-as-code and CI/CD pipelines.
  • Model catalogs, prompt or policy repositories, tool and plugin catalogs, API gateways and MCP servers.
  • Identity directories, service principals, workload identities, secrets stores and access-management systems.
  • Application inventories, data catalogs, retrieval indexes, databases and file stores.
  • Runtime logs, action traces, network telemetry, gateway records, billing data and incident systems.
  • External services or vendors where an agent acts on the organization’s behalf.

Reconcile, do not simply import

Normalize names, owners and environments, then match candidates by identity, deployment identifier, repository, endpoint, namespace and network destination. Flag records that appear in telemetry but not in the registry, and registry entries with no recent deployment or activity. Investigate one identity used by multiple agents: shared identities prevent reliable attribution and usually indicate a design that needs correction.

Handle shadow agents safely

Do not delete an unknown agent before establishing what it does. Place it in an “unverified” state, restrict new access where policy permits, contact the apparent business and technical contacts, capture its dependencies and usage, and either register it through review or decommission it. Preserve evidence and an approval trail so an ownerless service cannot simply reappear under a different name.

Design the minimum viable registry record

The record should be detailed enough to support access decisions, incident response and retirement without becoming an unmaintainable questionnaire. The following fields form a practical baseline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Area Required information Why it matters
Identity Agent name, stable ID, instance ID, environment, platform, endpoint and deployment location Distinguishes agents and lets operators find the running instance
Accountability Business sponsor, technical owner, data owner, security or risk approver, operations owner Assigns decisions and escalation paths
Purpose Business objective, intended users, acceptable outcomes, prohibited uses and service criticality Tests whether behavior remains within the approved mission
Behavior Autonomy level, human-approval points, capabilities, actions, rate limits and failure boundaries Shows what the agent may do without intervention
Dependencies Model and version, prompts or policies that materially affect behavior, tools, plugins, MCP servers, APIs, retrieval indexes, data stores and external services Supports supply-chain review and controlled change
Data Sources, sensitivity, residency, retention, sharing constraints and data-access pattern Connects the agent to privacy, records and security controls
Access Agent identity, credentials, permissions, sites, APIs, downstream systems and network exposure Enables least-privilege analysis and rapid containment
Lifecycle Version, deployment date, approval state, review date, expiry date, reassignment history, retirement state and decommissioning evidence Prevents forgotten or obsolete deployments
Operations Usage, performance measures, cost center, service level, incident links, action-trace location and support queue Provides evidence for reliability, budgeting and response

AWS guidance specifically identifies capabilities, permissions, purpose, ownership, version history, dependencies, performance, usage, approval status, governance and security classifications, rate limits, data-access patterns and business purpose as useful registry data. Microsoft guidance emphasizes inventory and change control for models, tools, plugins and data sources because each can introduce supply-chain risk.

Assign ownership that survives organizational change

Every production record needs two accountable roles at creation: a business sponsor and a technical owner. Microsoft Entra Agent ID guidance states, “Assign a sponsor and an owner at creation time.” Do not permit either field to be empty.

Business sponsor

The sponsor owns the reason the agent exists. This person defines intended users and outcomes, confirms acceptable use, accepts residual business risk, provides budget and decides whether the service still creates sufficient value. The sponsor is not necessarily the person who wrote the prompt or workflow.

Technical owner

The technical owner administers the agent identity, code or configuration, permissions, deployment, reliability, telemetry, upgrades and decommissioning. This role must have enough authority to rotate credentials, roll back a version, disable tools and respond to incidents.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Supporting roles

  • Data owner: authorizes use of data sources, sensitivity levels, retention and sharing conditions.
  • Security or risk approver: reviews threat modeling, privilege, external exposure, human-approval requirements and exceptions.
  • Operations or service owner: owns incident response, service levels, support routing and continuity.

Store the previous owner, effective date, reason and approval whenever ownership changes. If a sponsor leaves, suspend or constrain the agent until reassignment is accepted; do not silently substitute a mailbox or team alias as the accountable party.

Give every agent a distinct identity

Use a unique, auditable identity for each agent instance. Avoid shared service accounts and shared credentials: they make it impossible to attribute an action to a particular agent and complicate incident containment. The identity should be tied to the registry ID and environment, with separate development, test and production identities.

Apply least privilege separately to APIs, data, tools, websites and administrative functions. Document why each permission exists, its approver, expiration and last use. Prefer short-lived credentials, workload identity and managed secret rotation where the platform supports them. A registry entry that says “database access” is insufficient; record the database, operations, schemas or collections, row or field restrictions and whether writes require human approval.

Log every consequential action with the agent identity, user or triggering process, session or task context, timestamp, model or policy version, tool invoked, parameters subject to applicable redaction, result and approval decision. Microsoft’s guidance summarizes the requirement as making actions attributable to a particular agent, context and time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Classify risk and set review intensity

Use a local risk model based on autonomy, data sensitivity, permission breadth, external exposure, user population and business impact. A simple tiering scheme can be implemented before a more formal quantitative model.

Tier Typical characteristics Minimum controls
Low Internal productivity, read-only access, low-sensitivity data, limited users and reversible effects Registration, named owners, basic testing, least privilege, action logging and periodic review
Moderate Broader internal data, multiple tools, write operations with reversibility or a larger user population Threat assessment, dependency review, monitored rollout, approval gates for writes, incident runbook and more frequent review
High Customer-facing, financial, HR, legal, safety, regulated or high-privilege functions; irreversible or externally visible actions Formal pre-production testing, documented human approval for consequential actions, tighter logging, segregation of duties, short review intervals and tested shutdown procedures

Microsoft maturity guidance calls for controls proportionate to agent criticality, with escalation, lifecycle ownership, observable behavior, a central registry and audit logging at higher maturity. Your policy should state the review interval for each tier and the events that trigger an immediate review.

Gate publication and control changes

Production approval

Before publication, confirm that the record is complete, owners have accepted their responsibilities, the risk tier is assigned, permissions are least-privilege, dependencies are identified, tests meet the tier’s standard and an operational owner can respond. Store approval evidence, not just a status label.

Change triggers

Automatically reopen review when any of these changes:

  • Model, model version, system prompt or policy that materially affects behavior.
  • Tool, plugin, MCP server, API, retrieval index, data source or external service.
  • Permission, identity, network exposure, downstream system or user population.
  • Autonomy level, human-approval rule, rate limit or business purpose.
  • Business sponsor, technical owner, data owner or risk approver.

Use version history to show what changed, who approved it, when it reached each environment and whether a rollback is available. Treat an unreviewed dependency update as a governance event, even when the agent’s own code did not change.

Expiration, suspension and retirement

Set an expiration or recertification date at creation. At that date, the sponsor must confirm continuing need and the technical owner must confirm permissions, dependencies, telemetry and operating health. Suspend agents that are expired, ownerless, inactive beyond policy, materially over-permissioned or associated with unresolved critical incidents. Retirement should revoke identities and credentials, remove scheduled triggers, archive required records, delete or retain data according to policy and record evidence of decommissioning.

Operate the inventory as a continuous control

A registry becomes useful when it is reconciled continuously rather than updated only during annual certification.

Automate health checks

  • Compare registry records with identity objects and flag missing or duplicate mappings.
  • Compare deployments and endpoints with approved versions and environments.
  • Match access logs and action traces to the registered agent identity.
  • Find agents with no activity, excessive permissions, expired approval or missing telemetry.
  • Detect dependency versions outside the approved range.
  • Report records whose sponsor or technical owner is inactive or unavailable.

Define review cadences

Set the interval by risk tier, then add event-driven reviews for owner changes, incidents, model or tool changes and new data access. A low-risk internal read-only agent may use a longer recertification interval than a customer-facing financial agent; the exact periods belong in your policy and should be measurable in the registry.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Connect incidents to records

Incident responders should be able to locate the agent’s identity, owner contacts, permissions, dependencies, recent actions, deployment version and shutdown procedure from the registry. Link incidents and corrective actions to the record, and record whether the issue requires a new risk classification or broader control change.

Choose implementation capabilities deliberately

Whether you extend an existing configuration-management system, use a cloud-native registry or adopt a dedicated product, compare capabilities rather than labels.

Decision axis Questions to ask
Discovery coverage Can it discover code, low-code, cloud and externally hosted agents, including experiments and ownerless deployments?
Identity integration Can it issue or map unique auditable identities and detect shared credentials?
Ownership workflow Does it require sponsor and technical owner assignment, support reassignment and escalate ownerless records?
Permission and data policy Can it evaluate least privilege, sensitivity, retention, residency and data-sharing constraints?
Lifecycle automation Are approval, review, expiration, suspension and retirement integrated with deployment and access systems?
Observability Can it trace actions, export audit data, connect incidents and report usage, performance and cost?
Dependency control Does it version models, prompts or policies, tools, plugins, MCP servers, APIs, indexes and data stores?
Scope and operating burden What platforms and APIs are covered, what integrations must be built, and who maintains the controls?

A Microsoft-centric estate may use Microsoft’s Agent 365 and Entra Agent ID guidance as reference points for registry, ownership and identity workflows. An AWS-heavy estate may evaluate AWS registry patterns and Bedrock AgentCore Identity capabilities. Neither approach removes the need to inventory agents running outside that provider; cross-platform coverage and exportable records should be explicit requirements.

A phased implementation plan

Phase 1: establish the baseline

  1. Appoint the executive sponsor and confirm decision rights.
  2. Publish the scope definition, minimum fields, risk tiers and production gate.
  3. Collect candidates from cloud, low-code, repositories, identity, gateways and telemetry.
  4. Mark records as verified, unverified, duplicate, inactive or ownerless without deleting evidence.

Phase 2: make accountability enforceable

  1. Require a business sponsor and technical owner before production registration.
  2. Issue or map a unique identity for each instance and remove shared credentials.
  3. Assign data, security and operations roles according to the risk tier.
  4. Connect the registry to deployment approvals, access requests and incident management.

Phase 3: add lifecycle and observability

  1. Capture model, tool, plugin, MCP, API and data-source versions.
  2. Store approval evidence, review dates, expiration and rollback information.
  3. Emit action traces linked to agent identity, context and time.
  4. Automate checks for ownerless, inactive, expired, over-permissioned and unregistered agents.

Phase 4: improve maturity

  1. Measure discovery coverage, owner-assignment time, unreviewed-change rate, permission exceptions and retirement completion.
  2. Test shutdown and reassignment procedures through exercises.
  3. Use incidents and near misses to refine risk tiers, controls and training.
  4. Extend controls to suppliers and external services that operate agents for the enterprise.

Standards and governance context in 2026

NIST announced its AI Agent Standards Initiative on February 17, 2026, to support secure adoption and interoperability of autonomous agents. This is standards direction, not a completed universal inventory schema, so organizations still need a local record model and control policy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft’s administering and governing agents whitepaper update dated May 11, 2026 added zone-based governance, sharing controls, owner reassignment, inventory, monitoring and security reporting. These developments reinforce the need to design for reassignment, environment separation and evidence collection rather than treating the registry as a static spreadsheet.

Operating checklist

  • Every agent, including experiments and low-code deployments, has a stable ID.
  • Every production record has a business sponsor and technical owner.
  • Each instance uses a unique auditable identity and least-privilege access.
  • Purpose, capabilities, autonomy, data, permissions, systems reached and external exposure are documented.
  • Models, prompts or policies, tools, plugins, MCP servers, APIs and data stores are versioned.
  • Risk tier, approval evidence, review date and expiration or retirement state are visible.
  • Actions are attributable to an agent, context and time.
  • Owner changes preserve history, reason, effective date and approval.
  • Registry data is reconciled with identities, deployments, access logs and telemetry.
  • Suspension, incident response, reassignment and decommissioning are tested and documented.

A centralized inventory with accountable owners is the foundation. Unique identities and dependency records make it actionable for security; lifecycle gates and observability keep it accurate after launch. Build those controls into the systems where agents are created and operated, and innovation can proceed without creating an invisible second estate.
