An effective AI strategy starts with the business result you need, not with a list of models or tools. Define a measurable operational or customer outcome, map the work that influences it, test whether AI is the right intervention, and then rank opportunities by expected value, risk, feasibility and readiness. Fund the data, infrastructure, skills, governance and operating ownership needed to run successful systems after a pilot ends.

This approach prevents “pilot sprawl”: disconnected experiments that consume budget without improving a process. It also gives executives a defensible way to say no when a simpler process, software or data change would solve the problem better.

What an AI strategy is—and what it is not

An AI strategy is a set of choices about where AI should be used, what outcomes it must improve, what capabilities the organization must build, and how risks will be controlled over the system’s life. It connects four things:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Business direction: the outcomes leadership is trying to change.
  • Use cases: specific tasks, users and workflows in which AI could intervene.
  • Capabilities: data, infrastructure, people, funding, procurement and partnerships.
  • Controls: risk assessment, oversight, monitoring and response.

A technology catalogue reverses that order. It begins with a model or platform and searches for a problem to justify it. That can produce impressive demonstrations, but it does not establish value, accountability or a path to scale.

The OECD’s Governing with Artificial Intelligence work is written for government agencies, so its maturity and adoption framework is not a corporate mandate. Its useful lesson for any organization is the sequence: set direction, identify opportunities, assess suitability and risk, build enabling conditions, and govern use proportionately. For enterprises, the OECD’s 2026 Due Diligence Guidance for Responsible AI is the more directly applicable reference for understanding uses and examining significant risks.

1. Start with a business outcome

Write the desired change in operational or customer language before mentioning AI. “Deploy a large language model” is an implementation idea; “reduce the time required to resolve a customer request while maintaining answer quality” is an outcome.

Turn a broad ambition into a measurable result

A useful outcome statement identifies the process, the affected people and the direction of change. Examples include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Customers receive accurate answers faster.
  • Forecasts support better inventory or staffing decisions.
  • Reviewers spend less time on repetitive classification and more time on exceptions.
  • Errors in a high-volume administrative process decline.
  • Employees can find approved internal information without searching several repositories.

Specify how the organization will know whether the result occurred. The reviewed frameworks support strategic direction and prioritization, but they do not prescribe a universal KPI formula. Your measures therefore need to reflect the process and the organization’s risk tolerance.

Define a baseline and guardrails

Record the current state before selecting a solution. Depending on the process, the baseline may include cycle time, rework, abandonment, forecast error, escalation rate, accessibility, satisfaction or cost per transaction. Pair the primary outcome with guardrails such as accuracy, privacy incidents, unequal error rates, policy compliance or human-review coverage.

Do not make a single speed or cost number the whole business case. A faster process that increases harmful errors is not a successful deployment. State which measures are targets, which are limits, who owns each measure and how often it will be reviewed.

2. Build a complete use-case inventory

Once the outcomes are clear, identify the work that could influence them. An inventory should cover AI that is being developed, purchased or already used, including systems operated by a supplier or embedded in another product. Include relevant relationships such as customers, employees, applicants, contractors, partners and other affected groups.

  • The business goal it supports and the process owner.
  • The task AI would perform or assist with.
  • The users, affected people and decision-makers.
  • The proposed intervention, such as prediction, classification, generation, recommendation, extraction or search.
  • Inputs, outputs, data sources and retention needs.
  • Where a human reviews, approves, overrides or appeals an output.
  • Dependencies on suppliers, models, APIs, integrations and workflow changes.
  • Known harms, failure consequences and monitoring signals.
  • Current status: idea, experiment, procurement, pilot, production or retired.

Include uses in functions that are often missed during central planning. The OECD enterprise guidance gives examples across HR, marketing, sales, customer service and procurement; the same inventory can include finance, operations, legal, security and internal knowledge work.

Example inventory categories

Function Candidate task Outcome to test Questions to record
Customer service Retrieve approved answers and draft a response Shorter resolution time without lower answer quality What content is authoritative? When must an agent approve or rewrite?
Operations Detect anomalies for human investigation Earlier detection with manageable false-alert volume What is the consequence of a missed or false alert?
Sales and marketing Prioritize leads or tailor content More productive attention on suitable prospects Which data is permitted, and how can a person challenge an outcome?
Procurement Extract terms and compare documents Less manual review time with reliable exception handling Which clauses require specialist judgment?
Human resources Answer policy questions or summarize applications Better access to information or reduced administrative effort Could the output affect a person’s opportunity, pay or employment?

The table is a starting taxonomy, not a list of approved applications. Each candidate still needs a suitability and risk decision.

3. Test whether AI is the right solution

Do not treat “AI” as the default answer. For every candidate, compare it with a simpler process change, deterministic software, better search, improved data capture, automation without machine learning, training or additional staffing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a solution-neutral decision gate

  1. Describe the bottleneck. Identify the specific step that limits the outcome, including handoffs, delays, missing information or inconsistent judgment.
  2. List non-AI options. Consider policy changes, form redesign, workflow rules, database cleanup, integration or a clearer knowledge base.
  3. Explain why AI is needed. AI is more plausible when the task involves variable language, images, patterns or predictions that are difficult to encode with fixed rules.
  4. Define the acceptable error and intervention. Decide whether an incorrect output can be caught before harm and whether a human has enough context and authority to correct it.
  5. Make a recorded decision. Select AI, a non-AI solution or no change, with the assumptions and evidence that would cause the decision to be revisited.

The OECD government guidance explicitly emphasizes helping decision-makers determine whether AI is the best solution. Applied to an enterprise, this is a discipline for avoiding unnecessary complexity, not a requirement to adopt a particular technology.

4. Prioritize the portfolio by value, risk and readiness

Most organizations have more plausible ideas than they can safely deliver. Prioritization should compare opportunities against the same business direction while making trade-offs visible. OECD guidance supports favoring high-benefit, lower-risk uses, especially when building initial maturity. It does not prescribe a universal numeric score or weighting scheme.

Use consistent comparison axes

Axis What to ask Evidence to request
Contribution to a stated goal Which outcome changes if this works? Named owner, baseline and target measures
Expected benefit How much valuable work, quality or access could improve? Process volume, affected users and plausible benefit mechanism
Risk and impact What happens if the system is wrong, unavailable or misused? Potential effects on people, money, safety, rights, trust and compliance
Data availability and quality Are the required inputs accessible, representative and permitted? Data owners, provenance, coverage, freshness and known gaps
Technical and workflow feasibility Can the system integrate into the work and operate within required performance? Interfaces, latency, security, reliability and human handoffs
Skills, infrastructure and integration Can the organization build, run and support it? Accountable team, environments, specialist skills and support model
Monitoring and adjustment Can outcomes and failure signals be observed and acted on? Metrics, review cadence, escalation path and rollback method

Use a simple qualitative scale such as high, medium and low for each axis, then document why a rating was assigned. If you introduce numeric weights, treat them as an internal management choice tied to your goals and risk tolerance, not as an industry-standard formula.

Separate “valuable” from “ready”

A strategically important idea may not be ready because its data is inaccessible or its workflow has no accountable owner. Conversely, a low-risk experiment may be easy to run but irrelevant to a priority outcome. Keep these questions separate:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Value: Would solving the problem materially improve a stated goal?
  • Readiness: Can the organization test and operate the solution with available conditions?
  • Risk: Is the potential impact acceptable with proportionate controls?

Fund discovery or data preparation for high-value, low-readiness opportunities when the missing capability is a tractable investment. Do not label an idea “priority” merely because it has executive enthusiasm.

5. Check the enabling conditions before funding delivery

A use case cannot scale on model quality alone. The OECD government framework identifies seven enabling areas; among them are data quality and access, digital infrastructure, skills, investment, procurement and partnerships. For an enterprise, use these as planning dimensions rather than a mandatory checklist.

Data

Confirm that the relevant data exists, can be accessed for the intended purpose and is sufficiently accurate, current and representative. Identify ownership, lineage, retention, sensitive fields and a process for correcting errors. If the data cannot be trusted or legally used for the task, change the use case or repair the data before building.

Infrastructure and integration

Map the environments in which the system will run, the systems it must connect to, identity and access controls, logging, resilience, latency and cost boundaries. A demonstration in an isolated environment does not prove that a production workflow can operate reliably.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Skills and accountability

Plan for more than model development. Delivery may require domain experts, data engineers, security and privacy specialists, procurement staff, product or process owners, user researchers, operations personnel and people who can evaluate outputs. Assign an accountable owner for the outcome and a technical owner for system performance.

Investment and procurement

Budget for discovery, data preparation, integration, evaluation, user training, monitoring, incident response and eventual retirement—not only the initial build. Procurement documents should state data-use rights, audit access, service levels, security duties, change notification, exit assistance and responsibility for defects where those terms matter to the use case.

Partnerships

Decide which capabilities should be internal and which can come from suppliers, research partners or shared services. A partner can provide a component without taking responsibility for your business outcome. Keep ownership of the use-case decision, risk acceptance, monitoring and user communication inside the organization.

6. Govern AI in proportion to risk

Governance should be strict enough for the potential impact and light enough that people can follow it. Controls for an internal drafting assistant need not be identical to controls for a system that influences access to employment, credit, healthcare or essential services. Proportionality does not mean ignoring low-risk uses; it means matching review depth, approval authority, testing and monitoring to the consequences of failure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Apply a staged risk approach

  1. Understand the use. Record what the system does, who develops or supplies it, where it operates, what data it uses and which business relationships are affected.
  2. Identify significant risks. Examine plausible harms, including inaccurate or discriminatory outputs, privacy and security problems, over-reliance, lack of explainability, service interruption and misuse.
  3. Choose controls. Set human review, access restrictions, data handling rules, testing requirements, documentation, user notices, escalation and fallback procedures according to the identified impact.
  4. Assign oversight. Name the person or body that approves deployment, accepts residual risk, reviews monitoring results and can pause or retire the system.
  5. Reassess when circumstances change. New data, a model update, a changed user group, a new supplier or a changed decision context can alter the risk profile.

This staged approach reflects the OECD’s 2026 enterprise due-diligence guidance, which starts with an initial understanding of AI uses and moves to deeper assessment of significant risks. It is more useful than treating every system as either “safe” or “unsafe.”

Use NIST’s functions as an organizing structure

NIST’s AI Risk Management Framework (AI RMF) 1.0, published in 2023, is voluntary and use-case agnostic. Its four functions provide a way to assign work:

Function Strategy question Typical artifacts
Govern Who sets policy, accountability, risk tolerance and oversight? Roles, policies, approval records, training and escalation routes
Map What is the context, intended use, affected groups and potential impact? Use-case record, data map, stakeholder analysis and risk hypotheses
Measure How will performance, limitations and harms be evaluated? Test plans, quality measures, subgroup checks, security tests and monitoring definitions
Manage What actions reduce risk, and how will incidents or drift be handled? Mitigations, launch conditions, incident playbooks, corrective actions and retirement criteria

NIST describes its Playbook as optional guidance rather than a mandatory sequence. Its exact wording is: “The Playbook is neither a checklist nor set of steps to be followed in its entirety.” Select the suggestions that fit the use case, and verify the current status of the framework because the Playbook page notes that the AI RMF is being updated.

7. Design an operating model that survives the pilot

Strategy becomes durable when responsibility continues after launch. Define a lifecycle with explicit ownership:

  • Discover: the process owner defines the outcome and alternatives.
  • Design: a cross-functional team specifies data, workflow, controls and evaluation.
  • Approve: accountable leaders accept the proposed value, risk and operating cost.
  • Deploy: users receive training, documentation and a way to challenge or report outputs.
  • Operate: the team monitors quality, usage, drift, incidents, cost and business outcomes.
  • Improve or retire: changes pass the appropriate review; systems that no longer deliver value or cannot be controlled are withdrawn.

Do not assign monitoring to “the business” or “IT” without naming a person and a review cadence. A model can remain technically available while its data, user behavior or business context changes. The owner must have authority to pause use, route work to a fallback process and fund corrective action.

8. Move from experiment to scaled capability

A pilot should answer a decision question, not merely demonstrate that a model can produce an output. Define the question before the experiment—for example, whether the proposed intervention improves a process enough to justify integration and controls.

Use stage gates

  1. Problem validation: confirm the bottleneck, baseline, affected users and non-AI alternatives.
  2. Feasibility: test data access, technical integration, workflow fit and evaluation methods.
  3. Controlled trial: limit users, data and consequences; require human review where appropriate.
  4. Value and risk review: compare results with the outcome target and guardrails, document failures and reassess significant risks.
  5. Scale decision: approve expansion only when operating ownership, support, monitoring, security, procurement and funding are ready.

Measure both system behavior and business effect. A text generator’s fluency is not the same as a correct answer; a classifier’s accuracy is not the same as fewer costly errors; user adoption is not the same as improved outcomes. Keep a record of rejected use cases and failed experiments so that teams do not repeat the same discovery work.

  4. Prioritize: compare value, impact, readiness, feasibility and monitorability using an agreed rubric.
  5. Prepare: fund data, infrastructure, skills, procurement and governance gaps for the selected portfolio.
  6. Deliver: run controlled trials with explicit success measures, guardrails and decision owners.
  7. Scale and learn: integrate what works, monitor it in operation and update the portfolio as conditions change.

Review the portfolio on a regular management cycle rather than treating strategy as a one-time document. New regulations, suppliers, data sources, incidents or business priorities can change whether an opportunity remains worthwhile.

Common failure modes and how to correct them

“We started with a tool”

Symptom: teams demonstrate a model but cannot name the process owner or target outcome.
Correction: return to the outcome statement and require a baseline, affected users and a comparison with non-AI options before further funding.

“Every department has its own pilot”

Symptom: duplicated vendors, incompatible data practices and no view of cumulative risk.
Correction: maintain an organization-wide inventory, shared intake fields and a portfolio review that includes supplier-provided systems.

“The model works, but nobody uses it”

Symptom: technical evaluation is positive while the workflow remains unchanged.
Correction: redesign the handoff, clarify when users should rely on or challenge the output, train affected staff and measure the process outcome rather than model activity alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A pilot became production by accident”

Symptom: an experiment handles real data or consequential work without an approval record, monitoring or fallback.
Correction: establish stage gates and deployment criteria; if those conditions are missing, restrict the experiment and route consequential decisions through the existing process.

“Controls are either absent or identical for everything”

Symptom: low-impact uses face unnecessary delay while high-impact uses receive the same shallow review.
Correction: classify potential impact, examine significant risks in depth and apply proportionate controls, documentation and oversight.

“The business case ignores operating cost”

Symptom: funding covers a proof of concept but not integration, evaluation, support, monitoring or retirement.
Correction: budget the full lifecycle and identify who can approve changes, respond to incidents and stop the system when it no longer meets its purpose.

Worked example: improving internal service answers

Suppose an organization wants employees to find approved policy information faster. The outcome is improved access to reliable answers, not “deploy a generative assistant.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define the candidate

The inventory record names employees as users, the service team as process owner, approved policy repositories as data sources and answer drafting or retrieval as the proposed intervention. It also records that some questions require specialist judgment and that outdated policy text could cause harm.

Test alternatives

The team first considers consolidating duplicate documents, improving search metadata and publishing clearer ownership. If those changes solve the problem, AI is unnecessary. If employees still need help interpreting varied natural-language questions, an AI-assisted retrieval workflow may be appropriate.

Set controls and measures

Measures might include time to locate an approved source, answer quality assessed by specialists, unresolved-question rate and user effort. Guardrails could require source links, restrict answers to approved material, flag uncertainty and route sensitive topics to a human. Access controls must prevent one employee from receiving information that belongs to another group.

Decide whether to scale

A controlled trial can test whether the workflow improves the stated outcome without allowing the system to make binding employment decisions. Scaling requires an owner for policy content, monitoring for stale or unsupported answers, an incident route and a process for updating the system when policy changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
