Balance domestic and global AI providers by workload and risk, not by a blanket preference for one nationality. Keep sovereignty-assured options for data-sensitive, mission-critical or legally constrained systems; use global providers where tested capability, scale, availability or cost better fit the work. Govern both choices with the same evidence requirements, contracts and exit plans.
There is no defensible universal domestic-to-global ratio. The right portfolio depends on your data, jurisdiction, continuity obligations, technical requirements and ability to switch providers.
What “domestic” and “global” should mean in an AI strategy
“Domestic” is not a single technical property. A model may be hosted in your country while its provider, parent company, support staff, software dependencies or hardware supply chain remain subject to another jurisdiction. Conversely, an international provider may offer a regionally isolated service, local legal entity and strong contractual controls without meeting every possible sovereignty requirement.

- Data location: Where are prompts, files, logs, backups and support copies processed and stored?
- Ownership and control: Which entity controls the provider, infrastructure and encryption keys?
- Applicable law: Which countries’ disclosure, sanctions, export-control and government-access rules can apply?
- Operational access: Which employees, contractors and subprocessors can administer the service?
- Supply-chain visibility: Can you identify critical software, chips, cloud services and model components?
- Continuity: Could a foreign policy decision, export restriction or commercial withdrawal interrupt the service?
- Inspectability and change: Can you audit, configure, retrain, replace or locally operate the system?
Write these requirements into procurement documents instead of using “domestic” as a pass/fail label.
Use sovereignty as a graduated requirement
The European Commission’s Cloud and AI Development Act page describes four assurance levels that separate sovereignty criteria rather than treating them as binary. The levels progress from processing and storage in infrastructure located in the European Union, to independence from third-country providers, to EU ownership and control criteria, and finally to transparency and control across the full supply chain without third-country interference. The Commission presents this as a framework for public bodies to apply through risk assessments, not as a universal procurement mandate.
Level 1: Regional processing and storage
This level addresses where data is handled. It can reduce cross-border transfer exposure, but it does not by itself establish who owns the provider, who can access systems administratively or which foreign laws may apply to the company.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsLevel 2: Independence from third-country providers
Here the question expands to operational and technical dependence. A service may need alternatives to foreign control points, support dependencies or externally managed critical components.
Level 3: Ownership and control
Ownership, voting control, governance and legal authority become explicit criteria. Contractual residency alone cannot answer these questions.
Level 4: End-to-end supply-chain control
The strictest interpretation requires visibility and control through the technology stack, with protection against third-country interference. This is substantially harder and more expensive than regional hosting, so reserve it for workloads whose consequences justify the effort.
Segment workloads before selecting providers
Inventory every proposed AI use case, then classify consequences rather than starting with a vendor list. A practical synthesis of risk-based policy and acquisition guidance is to document the following for each workload:

- Regulatory exposure and obligations to explain, document or report incidents.
- Need for local language, culture, terminology or domain adaptation.
- Latency, uptime, throughput and geographic availability requirements.
- How difficult it would be to migrate prompts, workflows, data and outputs.
- Human-review requirements and the consequences of automation failure.
Illustrative workload tiers
| Workload example | Primary concerns | Likely sourcing approach |
|---|---|---|
| Public-information chatbot | Accuracy, accessibility, abuse prevention and predictable availability | Use the provider that passes representative tests; domestic assurance may be useful but is not automatically necessary. |
| Internal document assistant | Confidentiality, identity integration, retention, audit logs and administrator access | Require clear data-use terms and regional controls; compare domestic and global candidates on the same evidence. |
| Regulated decision support | Traceability, human oversight, documentation, bias controls and incident response | Favor options that can satisfy legal and audit requirements, regardless of nationality; require a tested fallback. |
| Mission-critical operational control | Continuity, low latency, cyber resilience, local support and failure containment | Consider sovereignty-assured or locally operable systems, redundancy and an independently tested degradation mode. |
These tiers are decision aids, not a statutory classification. Your legal and risk teams should set the consequences and approval thresholds.
Set the required domestic assurance for each tier
Translate the workload inventory into explicit requirements. For a high-sensitivity system, you might require in-country processing, domestic incident response, locally enforceable contracts, customer-controlled keys and a continuity plan if an overseas service is restricted. For a low-risk public application, those conditions may add cost without reducing a material threat.
Questions to put in the requirements document
- Must data remain in a specified country or economic area, including backups and support access?
- Must the provider be incorporated, majority controlled or operationally staffed domestically?
- Can foreign affiliates, subprocessors or administrators access the environment?
- What notice and cooperation are required for government requests or legal conflicts?
- Can the provider continue operating if a foreign government restricts exports, payments or service delivery?
- What evidence is required for software bills of materials, model provenance and hardware dependencies?
- What audit rights, logging, key management and deletion verification do you need?
Record which requirement is mandatory, which is preferred and which risk the organization accepts when it is unavailable.
Evaluate domestic and global candidates on identical evidence
Do not let nationality change the test. The OECD’s 2025 account of US federal acquisition guidance describes market research, demonstrations and tests, performance-based requirements, protections against lock-in, contract terms for data and intellectual property, and continuing oversight and value evaluation. Those are useful practices for other organizations, while the cited guidance itself applies to US federal acquisition.
Capability and quality tests
Build a representative evaluation set from real, permitted tasks. Measure factual accuracy, refusal behavior, harmful-output rates, latency, throughput, multilingual quality and reliability under peak conditions. Have subject-matter reviewers score outputs using a documented rubric. Keep test prompts, model versions, settings and dates so results remain comparable when a provider changes the service.
Security and resilience evidence
Request architecture diagrams, identity and access controls, encryption details, vulnerability-management practices, incident records or summaries, recovery objectives and dependency maps. Ask how the provider isolates tenants, detects abuse and handles a suspected compromise. Require a practical continuity exercise rather than accepting a generic uptime statement.
Data, intellectual property and legal terms
Confirm whether prompts, files, outputs and telemetry are used for training; how long they are retained; where subprocessors operate; and how deletion is verified. Clarify ownership and permitted use of inputs, outputs, fine-tuned weights, embeddings and evaluation data. Define cooperation for regulatory inquiries, litigation holds and incident notification.

Documentation and transparency
For general-purpose AI systems placed on the European Union market, European Commission guidance describes provider obligations that can include documentation for authorities and downstream users, model evaluation, systemic-risk assessment, serious-incident reporting, cybersecurity, a copyright policy and a public summary of training content. Applicability depends on the provider’s role, the model and the market. Ask candidates to identify which obligations apply and provide the documentation you need for downstream risk management.

Build a portfolio instead of choosing a slogan
A portfolio can assign different providers to different risk bands, use a primary and fallback service, or combine a locally controlled model with an international specialist for less sensitive tasks. The rationale should be recorded per workload:
- Domestic or sovereignty-assured option: appropriate when legal control, local adaptation, sensitive data or continuity under geopolitical disruption is decisive.
- Global option: appropriate when a provider demonstrates materially better capability, scale, service coverage, language performance, availability or economics for the task.
- Dual-provider design: appropriate when outage or policy risk justifies the integration and testing cost of a fallback.
- Local deployment: appropriate when the organization can operate the model, security controls and update process to the required standard; hosting a model locally does not remove supply-chain or maintenance risks.
This is a risk-based recommendation, not a claim that domestic providers are inherently safer or that global providers are inherently superior. The cited policy and procurement sources establish criteria and processes, not a universal allocation percentage or comparative provider-performance results.
Example portfolio decision
An organization could place confidential case files and emergency operations on a service meeting its highest sovereignty level, route public-content drafting to the candidate with the best tested quality and cost, and maintain a second provider for continuity. The assignment should follow evidence from the workload tests, not the provider’s headquarters alone.
Use a decision table that procurement can audit
| Axis | Questions for procurement and technology teams |
|---|---|
| Capability | Does the provider meet task-specific quality, latency, language and reliability needs in representative tests? |
| Data and legal control | Where is data processed and stored? Which entities control the provider and infrastructure? Which laws and government-access rules may apply? |
| Security and resilience | What safeguards, incident processes, continuity arrangements and dependencies are documented? |
| Transparency and compliance | Are required technical and downstream documents available? Can the organization assess model limits and applicable obligations? |
| Portability and lock-in | Can data, prompts, workflows and derived outputs move? What are the contract exit terms and migration costs? |
| Economics | What are total operating costs, including integration, oversight, transition and service continuity? How do they compare with measured task value? |
| Ecosystem contribution | Does the option build domestic capability, skills, research links or trusted international collaboration relevant to the organization? |
Use one evidence register for every candidate. Mark each answer as demonstrated, contractually committed, independently verified, partially evidenced or unknown. Unknowns should trigger a clarification request or a documented risk acceptance.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Write contracts that preserve switching options
Portability is a design and contracting problem. Before signing, map every dependency: model APIs, prompt templates, retrieval indexes, vector stores, safety filters, identity integrations, monitoring, fine-tuning artifacts and human-review workflows.
Contract terms to seek
- Continued access to customer data, logs, configurations and derived products during and after termination.
- Clear ownership and permitted use of inputs, outputs, evaluations, fine-tuned assets and embeddings.
- Advance notice of material model, pricing, policy, location or subprocessor changes.
- Transition assistance, export formats, reasonable migration windows and deletion certificates.
- Service-level remedies, incident-notification deadlines and cooperation with investigations.
- Limits on unilateral reuse of confidential data and controls for subcontractors.
Design an abstraction layer where practical: keep application logic, prompts, evaluation suites and safety policies under your control, and isolate provider-specific calls behind replaceable interfaces. Portability is not free; budget for re-testing because a replacement model may change quality, latency and safety behavior.

Govern the lifecycle, not just the purchase
Assign named owners for provider approval, risk acceptance, testing, monitoring, incident response and periodic review. A useful operating cycle is:
- Approve: classify the workload, set assurance requirements and document the selected provider and fallback.
- Validate: run representative quality, security and resilience tests before production.
- Deploy: restrict access, log material interactions, enforce retention and provide human escalation.
- Monitor: track quality drift, harmful outputs, latency, outages, cost, data-location changes and model-version changes.
- Review: reassess the provider when the workload, law, model, ownership or geopolitical conditions change.
- Exit or remediate: invoke transition terms, switch traffic, or impose corrective actions when controls or performance fall below requirements.
For systems using general-purpose models in the European Union, downstream teams should obtain the provider documentation needed to understand intended tasks, integration requirements, input and output specifications and training-data information, then incorporate it into their own risk and change-management records.
Measure value and risk after deployment
Track measures that connect provider choice to business and public-interest outcomes:
- Task success and error rates on a stable, representative evaluation set.
- Human override, escalation and harmful-output rates.
- Latency, availability, recovery performance and fallback activation.
- Confirmed data-location, retention and access-control exceptions.
- Time and cost required to reproduce a workflow on the fallback provider.
- Integration, oversight, support and migration costs alongside usage charges.
- Local skills, research partnerships or infrastructure capability created when those are strategic objectives.
Review these measures by workload. A provider that is economical for summarization may be unsuitable for a safety-critical decision-support system, even if both use the same model family.
Account for national strategy without treating it as proof of provider quality
Canada: sovereign infrastructure with international participation
Canada’s national AI strategy calls for sovereign infrastructure operated under Canadian control and law while stating that foreign investment will continue to be welcomed when it delivers clear benefits for Canadians. It also describes collaboration with trusted allies. The strategy says, “The underlying infrastructure must be operated under Canadian control and Canadian law — not dependent on platforms that can be restricted or withdrawn at the discretion of a foreign government.” It also notes, “Even so, growing a sovereign alternative is critical to overcoming Canada’s technological vulnerabilities.”
The 2026 strategy page estimates that Canada will require 5.5 gigawatts (GW) of AI compute for commercial players by 2030. It describes proposed partnerships offering 850 MW of compute capacity by 2030, with scaling capacity of up to 2.3 GW. These are Canada-specific planning estimates and proposals, not delivered capacity or figures that can be transferred to another country’s business case.
United Kingdom: domestic capability and international openness
The UK National AI Strategy, published in 2021, presents ecosystem investment, diffusion and adoption, and pro-innovation governance as pillars. It supports domestic design and development while also describing international data flows. Use it as an example of a mixed policy approach, not as evidence about the current UK provider market or a current performance ranking.

Common mistakes and how to correct them
Mistake: treating residency as sovereignty
Correction: assess ownership, law, administrator access, dependencies and supply-chain control separately.
Mistake: assigning one provider to every workload
Correction: segment use cases and allow different assurance levels, models and fallbacks.
Mistake: accepting marketing demonstrations
Correction: run documented tests on representative data, record model versions and involve domain reviewers.
Mistake: postponing exit planning
Correction: preserve data and derived products, isolate interfaces and negotiate transition support before deployment.
Mistake: assuming policy frameworks are already binding everywhere
Correction: identify the jurisdiction, effective date and provider role; treat the European Commission’s Cloud and AI Development Act framework as a policy framework unless your applicable law says otherwise.
Mistake: ignoring the cost of sovereignty
Correction: include local operations, redundancy, audits, specialized hardware, support and migration testing in total-cost analysis, then compare that cost with the consequence of losing control or availability.
A practical implementation sequence
- Inventory AI use cases, data classes, owners and failure consequences.
- Define the domestic-assurance dimensions and mandatory thresholds for each risk tier.
- Build a common evaluation set, scoring rubric and evidence register.
- Invite domestic and global candidates to the same demonstrations, tests and security review.
- Negotiate data, intellectual-property, location, change-notice, continuity and exit terms.
- Choose a workload-level portfolio, including fallbacks where the consequence of outage justifies them.
- Deploy with logging, human oversight, access controls and provider-change monitoring.
- Review performance, legal exposure, resilience, cost and portability at scheduled intervals and after material changes.
This process keeps domestic capability and international access compatible: sovereignty requirements are applied where they reduce a real risk, while global providers remain eligible when they provide measurable value under enforceable controls.
