Build the plan around the work your company wants to improve with AI—not around a generic list of courses. Identify real and planned AI use cases, map the employees who perform or govern that work, assess demonstrated capability, set risk-based proficiency targets, provide supervised practice, and measure whether people can perform safely afterwards. Use a competency framework as a structure, then adapt it to your products, systems, policies, and jurisdictions.
What an AI skills plan must accomplish
An AI skills plan is a workforce-development system that connects business outcomes, employee duties, technical capability, and responsible use. It should answer five operational questions:
- Where is AI already being used, or where could it create material value?
- Which roles interact with those systems, make decisions from their outputs, build them, or govern them?
- What can each group do today, and what must it demonstrate to work effectively and safely?
- Which gaps matter most because of business impact, error risk, regulation, or scale?
- How will the company know that capability improved and remains current?
The plan is not a catalogue of prompt-writing classes. AI literacy includes critically evaluating AI, communicating and collaborating with it, and using it as a tool at work and elsewhere. Technical specialists need additional skills for data, development, deployment, evaluation, security, and risk management.
Context matters. OECD reported that AI adoption among firms in OECD countries rose from about 7% in 2021 to 20% in 2025, while roughly one-quarter of workers were exposed to generative AI during 2022–2024. Workers with advanced skills such as machine learning and data science remained rare, at about 1% of the workforce. These are cross-country estimates, not benchmarks for any individual technology company.

Start with business outcomes and an AI-use-case map
Define the outcomes first
Write down the business result each proposed capability should support: shorter incident-resolution time, better software-test coverage, faster customer analysis, more reliable documentation, reduced manual operations, or a new product capability. An outcome makes it possible to distinguish useful learning from activity that merely increases tool familiarity.
Inventory current and planned use
Ask teams to record both approved and unofficial uses. Include internally developed models, embedded features in existing systems, and third-party services. For every use case, capture:
- The workflow and task being changed.
- The people who provide inputs, review outputs, approve actions, or are affected.
- The data involved, including confidential, personal, regulated, or customer information.
- The model or AI feature, its access controls, and its known limitations.
- The consequence of an incorrect, biased, unavailable, or misleading output.
- What a successful human-controlled result looks like.
Classify each use case as exploratory, piloted, production, or prohibited. This prevents a single “AI skills” curriculum from treating a low-risk drafting assistant and a customer-impacting automated decision as equivalent.
Segment employees by responsibility, not only by job title
Department labels hide important differences. A product manager, support analyst, and security engineer may all sit in one division but have very different AI duties. Group people by what they do with AI and the decisions they can make.
| Planning audience | Capability emphasis | Example focus |
|---|---|---|
| General employees / AI Workers | Effective use; awareness of capabilities and limits; critical thinking; data protection; responsible practice | Work-specific use and output-verification exercises |
| Leaders / AI Leaders | Strategy; procurement and governance; risk; workforce readiness; communication and change | Decide where AI fits, set guardrails, and fund capability development |
| Digital and data professionals / AI Professionals | Build, integrate, evaluate, and maintain systems; technical risk controls; ethics and regulation; interdisciplinary work | Specialist pathways tied to the product and AI lifecycle |
These categories are planning personas, not rigid job descriptions. One employee can span several personas—for example, an engineering manager may lead an AI project, review production controls, and use an assistant for routine work. The Alan Turing Institute’s business framework uses AI Citizens, AI Workers, AI Professionals, and AI Leaders; the OECD’s public-workforce analysis similarly separates general employees, leaders, and digital/data professionals. Treat both as starting structures and adapt them to a technology company’s actual responsibilities.
Choose a competency framework and tailor it
The AI Skills for Business Competency Framework from The Alan Turing Institute is a useful organizing model. Version 2 is identified as May 2024; the institute described Version 3 as a December 2025 consultation, and a Version 3.0.0 record was published on 9 March 2026. Version 3 organizes personas, duties, competencies, knowledge/skills/behaviours, AI-project lifecycle phases, and proficiency levels. Check the framework’s status when you adopt it, because releases and terminology can change.

Use the framework to create a common vocabulary, not to outsource your company’s judgment. Add your own products, approved tools, architecture, data classifications, incident processes, accessibility needs, and local law. A UK-rooted framework may require substantial adaptation for another jurisdiction or for a company operating across several jurisdictions.
For each role or persona, create a one-page capability profile containing:
- Relevant AI duties and decisions.
- Required knowledge, practical skills, and observable behaviours.
- Target proficiency for each skill.
- Permitted tools and data.
- Evidence that demonstrates competence.
- Escalation and accountability requirements.
Assess the starting point with evidence
Separate confidence from capability
Use a short self-assessment to discover perceived strengths, concerns, and access barriers, but do not treat confidence as proof. Pair it with task evidence: a reviewed prompt-and-verification exercise, a data-handling scenario, a model-evaluation task, or a governance decision appropriate to the role.
Use a consistent rating scale
A four-level scale is easy to apply across pathways:
- Awareness: explains the tool’s purpose, limitations, data rules, and escalation route.
- Supported practice: completes a defined task with approved tools, supervision, and a checklist.
- Independent practice: selects an appropriate approach, verifies outputs, documents decisions, and handles routine exceptions.
- Design or leadership: sets standards, evaluates trade-offs, manages material risk, coaches others, or owns outcomes.
Do not imply that this scale is a universal or externally validated instrument. It is a company method for translating framework competencies into observable work.
Collect a baseline
- Map each employee to one or more personas and in-scope use cases.
- Ask a small set of role-relevant knowledge questions.
- Observe a practical task using a safe sandbox or synthetic data.
- Review output quality, verification behaviour, data handling, and documentation.
- Record tool access, language, accessibility, time, and manager support constraints.
- Store results at the minimum detail needed for planning and protect assessment data.
Set target proficiency by role and risk
General employees
Most employees should be able to choose an approved tool, provide an appropriate instruction, recognize uncertainty and hallucination, check important claims against reliable sources, protect sensitive data, disclose or document AI assistance when policy requires it, and escalate a questionable result. Their target is dependable use in defined workflows—not model development.

Leaders and managers
Leaders need enough technical and operational understanding to decide where AI belongs, reject unsuitable automation, assess vendor and procurement claims, allocate review capacity, set accountability, communicate change, and fund ongoing development. They should be able to read an evaluation or risk summary without pretending to be a specialist.
Digital and data professionals
Specialist pathways may include data quality and lineage, model or system selection, evaluation design, monitoring, security, privacy, reliability, human oversight, incident response, regulatory analysis, and communication with non-technical stakeholders. Tie depth to the lifecycle phase the person owns: discovery, data preparation, development, validation, deployment, operation, or retirement.
Risk-adjust the target
Raise the required proficiency when an output affects customers, employment, safety, finances, security, regulated decisions, or production systems. A low-risk drafting task may need supported practice; a system that triggers external action should require independent review, documented controls, and specialist ownership.

Prioritize gaps transparently
Score each gap against four factors:
- Business relevance: how strongly closing it supports a stated outcome.
- Likelihood of error: how often the current weakness could cause a problem.
- Consequence: the technical, financial, customer, safety, privacy, or reputational impact.
- Reach: how many employees and workflows are affected.
Add legal or contractual urgency where applicable. Start with shared foundations—approved-tool use, data handling, output checking, accountability, and escalation—then branch into role-specific learning. Keep a small number of high-risk specialist gaps ahead of a large number of low-impact preferences.
Design learning around real work
Use a layered pathway
- Foundation: a short orientation to the company’s AI policy, approved tools, data rules, limitations, verification, documentation, and reporting routes.
- Role practice: exercises based on the employee’s actual workflow, using synthetic or approved data and realistic failure cases.
- Supervised application: a manager, peer, or subject-matter reviewer checks work before it enters a consequential process.
- Demonstration: the employee completes a defined task and explains choices, checks, and escalation.
- Reinforcement: office hours, exemplars, peer communities, refreshed guidance, and incident-based learning.
Match format to constraints
Available approaches include self-paced online lessons, cohort instruction, bootcamps, and industry–academia collaboration. Choose based on role, access, language, time, use case, and risk. Self-paced material can deliver a common foundation; cohorts and bootcamps are better for feedback and practice; collaborative programs can support advanced specialist capability. No single format is established as best for all technology companies.
Make exercises test judgment
Useful exercises ask learners to decide whether to use AI, select an approved tool, redact or reject data, write an instruction, inspect an output, verify a claim, document assistance, and escalate a failure. Include deliberately flawed outputs and ambiguous cases. A polished answer produced by a model is not evidence of competence unless the employee can explain why it is safe and fit for purpose.

Put guardrails beside the skills
Training cannot compensate for unclear operating rules. Publish, in the same place employees find learning:
- Approved and prohibited tools, account requirements, and access boundaries.
- Data classes that may, may not, or may conditionally be entered into each tool.
- Human-review requirements and who remains accountable for the result.
- Verification expectations for factual, code, analytical, and customer-facing outputs.
- Disclosure, record-keeping, attribution, and retention rules.
- Security, privacy, bias, accessibility, and copyright escalation routes.
- How to report an incident, suspected leakage, harmful output, or unexpected model behaviour.
For organizations acting as AI providers or deployers within scope of the EU AI Act, Article 4 requires measures to support AI literacy for relevant staff and people acting on their behalf. Commission guidance says measures should consider technical knowledge, experience, education and training, the context in which AI is used, and the people affected. The cited consolidated text is stated as current on 27 July 2026; confirm the current legal text and obtain jurisdiction-specific advice before relying on it. Article 4 does not establish one universal individual proficiency threshold in the cited material.
Build a practical 90-day rollout
Days 1–30: scope and baseline
- Name an accountable sponsor and a cross-functional working group from product, engineering, data, security, legal or compliance, HR, and affected business teams.
- Inventory AI use cases, workflows, data, tools, owners, and consequences of failure.
- Define personas and priority roles; identify employees who span more than one persona.
- Publish the initial capability profiles and run a baseline assessment using self-report plus task evidence.
Days 31–60: design and pilot
- Rank gaps by value, risk, urgency, and reach.
- Write the foundation module and two or three role-specific exercises for the highest-priority workflows.
- Prepare synthetic data, review checklists, model answers, and escalation examples.
- Pilot with a small cross-section, observe failure modes, and revise instructions and controls.
Days 61–90: demonstrate and scale
- Run the pathway for priority groups and provide supervised opportunities to apply it.
- Assess demonstrations against the target proficiency and record evidence, not attendance alone.
- Give managers a dashboard showing capability status, unresolved high-risk gaps, and access barriers.
- Set a review cadence tied to tool releases, incidents, policy changes, new roles, and legal developments.
Measure capability and business effect
Use a balanced scorecard rather than a completion percentage:
| Measurement layer | Possible company measure | What it tells you |
|---|---|---|
| Participation | Completion, attendance, access, and time-to-finish | Whether people reached the learning opportunity |
| Knowledge | Scenario responses on limits, data, verification, and escalation | Whether core concepts are understood |
| Demonstration | Reviewed task scored against the role profile | Whether the person can perform safely in context |
| Work quality | Error rate, rework, review findings, cycle time, or support outcomes for the relevant workflow | Whether capability changes real work |
| Responsible practice | Policy exceptions, undocumented use, leakage reports, or escalation quality | Whether speed is being achieved without unacceptable risk |
| Sustainment | Reassessment results after a tool, role, policy, or legal change | Whether skills remain current |
Choose measures that fit the workflow and establish a baseline before claiming improvement. There is no universally accepted assessment instrument or ROI metric for technology companies in the cited material. Avoid attributing a productivity change to training when a tool, staffing level, process, or product change also moved.
Keep the plan current
AI skills decay when tools, interfaces, policies, and risks change. Assign an owner for each capability profile and review it on a defined schedule and after material events. Reassess when the company introduces a new model, changes data permissions, moves a use case into production, experiences an incident, enters a new jurisdiction, or changes a role.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsMaintain a versioned skills catalogue with the competency, target level, evidence, approved learning, policy dependencies, and review date. Feed incidents and near misses back into exercises. OECD’s 2026 work emphasizes continuous upskilling, employer-led training, modular pathways, and alignment with changing labour needs; a one-time course cannot meet that requirement.

Common failure modes and fixes
Training everyone as if they were an AI engineer
Why it fails: it wastes time for general employees and still misses leadership, governance, and workflow judgment. Fix: use persona-based pathways with shared foundations and specialist depth only where duties require it.
Measuring attendance instead of performance
Why it fails: completion does not show that an employee can detect an unreliable output or protect data. Fix: require a reviewed, role-relevant demonstration.
Teaching prompts without controls
Why it fails: a better instruction cannot make an unapproved tool or sensitive input acceptable. Fix: teach tool selection, data handling, verification, documentation, accountability, and escalation together.
The Tool Desk

Why it fails: generic competencies may not match your architecture, products, contracts, workforce, or jurisdiction. Fix: map each competency to a company duty, tool, policy, and observable evidence.
Launching a static curriculum
Why it fails: capabilities and requirements move faster than annual training cycles. Fix: use modular content, owners, versioning, and event-triggered reviews.
A decision checklist for approving the plan
- Are the company’s priority outcomes and AI use cases named?
- Does every in-scope workflow have an owner and a risk classification?
- Are employees grouped by AI responsibility rather than title alone?
- Does each role profile specify knowledge, skills, behaviours, target proficiency, and evidence?
- Does the baseline combine self-assessment with practical evidence?
- Are foundations followed by role-specific practice and supervised application?
- Do learning materials state approved tools, data boundaries, review duties, and escalation paths?
- Are high-consequence use cases held to higher proficiency and control requirements?
- Are measures tied to demonstrated capability and work quality rather than attendance alone?
- Is there an owner and review trigger for new tools, incidents, policy changes, and legal developments?
Bottom line
The strongest AI skills plan is a living operating system for capability. Start from the work and its consequences, segment employees by responsibility, use a current framework for structure, assess what people can actually demonstrate, prioritize gaps by value and risk, and pair learning with enforceable guardrails. Then measure safer, better work and revise the plan as the company and its AI systems change.
