Build the partnership around a shared, evidenced skills problem—not around a technology vendor or a preselected qualification. The practical sequence is: define the learner and employer need, find a complementary institution, choose a model that both regulators and quality systems can support, co-design assessable outcomes, write governance and student-protection rules into the agreement, then pilot and expand only when evidence supports it.
UK–India policy now gives this work a clear platform. India–UK Vision 2035, endorsed on 24 July 2025, calls for an education and skills partnership, deeper transnational education (TNE), and joint or dual-degree cooperation; its technology pillar includes artificial intelligence. The 8th UK–India Science and Innovation Council statement, issued on 12 October 2026, reports stronger institutional partnerships and progress under the Technology Security Initiative, including a Joint AI Centre. Those commitments create momentum, but they do not choose a partner, award, curriculum or regulatory route for you.
What an AI skills partnership is meant to achieve
An AI skills partnership is a planned collaboration in which a UK university and an Indian institution share responsibility for developing learners’ ability to understand, apply and govern AI. It may be a short course, a credit-bearing module, a certificate, a staff-development programme, a joint award or a dual award. The label matters less than the documented purpose, learning outcomes, responsibilities and protections.
Write a one-page outcome statement before discussing a course title. It should identify:

- Use context: the sectors, occupations and public-service settings in which learners will use the skills.
- Evidence of demand: local learner data, employer interviews, curriculum reviews, vacancy analysis or staff capability audits from both institutions.
- Outcome: a defined skill demonstration, credit, certificate, progression route or institutional capability change.
Do not assume that a need identified on one campus transfers unchanged to the other. Differences in language, connectivity, disciplinary priorities, labour markets, academic calendars and students’ prior experience should shape the design.
Why UK–India policy makes this a timely project
Vision 2035 describes education systems and the exchange between the two countries as underpinning wider collaboration. Its education pillar supports TNE and joint or dual degrees, while the technology pillar includes AI. This is a policy direction, not automatic approval or funding for an individual proposal.
The 8th UK–India Science and Innovation Council statement reports that more than £450 million has been invested since 2008 across more than 290 projects and 1,665 publications. It also reports that joint publications have risen by 238% since 2013 and are cited 120% above the global average. These are figures reported in that 2026 joint government statement; they describe the wider research relationship, not the expected results of a particular skills course. The statement’s objective is to connect both research systems more closely and turn joint research into technologies, products and businesses, a useful rationale for linking skills provision to research translation and employers.

Treat those as figures reported by that page rather than independently verified current enrolment statistics. They can explain strategic interest in scalable provision, but they should not substitute for your own demand evidence.
Step 1: Turn the shared need into a partnership brief
Ask each institution to complete the same needs template independently, then compare the results in a joint workshop. This avoids allowing the better-resourced partner to define the problem for both sides.

Questions for the needs workshop
- Which learner group is the first priority, and how many learners could realistically participate in year one?
- What can those learners do now, and what evidence shows the gap?
- Is the target capability general AI literacy, applied use in a discipline, model development, data work, educator practice or governance?
- Which occupations, employers or public bodies would use the capability?
- What access constraints exist—devices, bandwidth, time zones, language, disability support, fees or release time for staff?
- What outcome would justify institutional investment: a verified skill, academic credit, a progression route, staff capability or an employer-backed project?
Record assumptions separately from evidence. A proposal that says “all students need generative AI” is too broad to guide curriculum, staffing or evaluation. A brief such as “final-year engineering students need to validate AI-assisted design outputs against safety and professional standards” is specific enough to assess.
Step 2: Find and assess a complementary counterpart
Start with international-office networks, existing faculty relationships, discipline associations, programme calls and British Council convening support. Going Global Partnerships is designed to support UK–India higher-education collaboration, including teaching, TNE, mobility, curriculum, assessment, quality assurance and student-outcome goals. The British Council Hub and UKIN describe support with partner identification, regulatory navigation, stakeholder engagement and market entry.

The Hub states that it does not replace legal or technical services, conduct due diligence, or approve applications or business models. Both institutions therefore need their own academic, financial, legal, operational and reputational assessment.
Partner-assessment matrix
| Criterion | Questions to test | Evidence to request |
|---|---|---|
| Academic complementarity | Do the institutions bring different but compatible strengths? | Programme specifications, subject expertise, research or teaching portfolios |
| Faculty capacity | Can named staff design, teach, moderate and update the work? | Workload plans, relevant expertise, development needs and succession cover |
| Learner access | Can each partner recruit and support the intended cohort? | Admissions route, enrolment data, accessibility arrangements and support services |
| Employer connection | Can the curriculum use authentic local problems and receive feedback? | Employer letters, advisory boards, placements or project partners |
| Digital and physical infrastructure | Can learners access required platforms, data and secure computing? | Connectivity assumptions, device availability, identity management and support model |
| Institutional commitment | Will senior leaders protect time and resolve cross-border issues? | Named sponsor, budget authority and written resource commitments |
| Cross-border experience | Has the institution delivered collaborative or international education? | Previous agreements, evaluation reports and quality reviews |
| Risk profile | Are finances, reputation, safeguarding and continuity manageable? | Audited accounts where appropriate, policies, incident history and contingency plans |
Use a scored matrix only to structure discussion; do not let a numerical total replace professional judgment. A technically strong institution with no available staff or no route to local approval is not a viable partner.
Step 3: Choose the model and award deliberately
There is no universally best UK–India model. Select the least complex structure that can achieve the outcome, while allowing for the level of academic control, student protection and regulatory scrutiny involved.

| Model | Best fit | Decisions that must be settled | Typical complexity |
|---|---|---|---|
| Jointly taught short course | Rapid, non-award skills development or professional learning | Attendance, completion evidence, teaching split, access and learner support | Lower, but still requires local checks |
| Credit-bearing module | Students who need progression within an existing qualification | Credit value, equivalence, assessment moderation, transcript treatment and recognition | Moderate |
| Co-developed certificate | A shared skills credential with a defined audience | Issuer, assessment standard, verification, branding, renewal and appeals | Moderate |
| Staff or student exchange | Faculty development, mobility and relationship building | Selection, visas, costs, safeguarding, insurance, credit and duty of care | Moderate to high |
| Twinning or progression arrangement | Students completing stages at both institutions | Admissions, progression, credit transfer, fees, support and continuity | High |
| Joint or dual degree | Long-term academic integration and a substantial award | Approvals, curriculum ownership, examination, award wording, student protection and teach-out | Highest |
Vision 2035 supports TNE, campuses and joint or dual degrees as areas of cooperation; it does not determine which route an individual institution may use. For every option, document purpose and award, regulatory and quality-assurance route, curriculum control, delivery and mobility, local relevance, employer connection, governance, cost and sustainability.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsStep 4: Co-design outcomes, curriculum and assessment
Write shared, assessable learning outcomes before dividing teaching. A strong set describes observable performance, not enthusiasm for AI. Depending on the audience, outcomes might require learners to:
- Explain core AI concepts and distinguish useful automation from unsupported claims.
- Apply appropriate tools to a disciplinary task and document the workflow.
- Evaluate AI outputs for accuracy, bias, privacy, security, copyright and safety risks.
- Choose when not to use AI and escalate uncertain or harmful outputs.
- Communicate limitations and evidence to a non-specialist employer or public audience.
Curriculum decisions to make together
- Examples and casework: include UK and Indian contexts, local sectors and public-interest use cases rather than importing one country’s assumptions.
- Language and accessibility: define the language of instruction, plain-language explanations, captioning, alternative formats and support for different levels of digital confidence.
- Teaching ownership: assign who creates, teaches and updates each unit, and how partner faculty review changes.
- Assessment: specify authentic tasks, marking criteria, moderation, resubmission, identity assurance and permitted AI assistance.
- Academic integrity: tell learners which uses are allowed, what must be disclosed and how oral explanation or process evidence will be used.
- Staff development: schedule time for instructors to practise the tools, review risks and calibrate marking before launch.
Going Global Partnerships identifies shared curriculum and assessment understanding and collaborative teaching as partnership objectives. Use that emphasis to create a single assessment standard, even when teaching is distributed across campuses.
Step 5: Build inclusion and responsible-use practice into the course
The UK Skills for AI research proposes PRIMES and practical guidance for inclusive training so people can use AI effectively, safely and responsibly. Use that work as a source of design ideas, not as proof that the framework has been validated for Indian higher education. Test its relevance with Indian learners, faculty and employers, and adapt it through partner-led evaluation.
Minimum design checks
- Offer a low-bandwidth or asynchronous route where live participation is not dependable.
- Provide non-AI alternatives for learners who cannot access a tool or whose discipline prohibits it.
- Explain what data may be entered into a system and prohibit confidential or personal data unless an approved environment and lawful basis exist.
- Teach verification, source checking, bias awareness, accessibility and environmental or resource implications where relevant.
- Monitor participation and outcomes by relevant, lawful demographic and access categories so a successful average does not hide exclusion.
Step 6: Put governance and protections in the agreement
Create a joint steering group with an accountable senior sponsor, an academic lead and an operational lead from each institution. Meet frequently during design and at defined points during delivery; record decisions and unresolved risks.

Clauses the written agreement should cover
- Scope and outcomes: the learner population, award or non-award status, delivery period and success measures.
- Decision rights: who can approve curriculum changes, tools, assessment rules, spending and public statements.
- Resources: staff time, facilities, platforms, translation, accessibility, travel and contingency funding.
- Quality assurance: approval route, assessment moderation, external or independent review, records and audit access.
- Data and security: roles, lawful processing, retention, transfers, incident reporting, access controls and approved AI environments.
- Intellectual property: ownership and licensing of learning materials, recordings, datasets, software, student work and jointly created outputs.
- Student protections: fees, refunds, complaints, appeals, safeguarding, accessibility, academic misconduct and teach-out if the project closes.
- Staff and learner mobility: selection, visas, insurance, health and safety, supervision and duty of care.
- Continuity: what happens if a platform fails, funding ends, a key instructor leaves or a partner cannot deliver.
- Dispute escalation: operational resolution, senior review, mediation and termination rights.
Obtain specific legal, tax, regulatory, data-protection and qualification advice for the selected model and jurisdictions. British Council Hub materials explicitly state that the service does not provide those professional services or approve a proposed business model.
Step 7: Plan delivery before recruiting learners
Translate the agreement into an operating plan with dates, owners and dependencies. Confirm academic calendars, time zones, platform access, identity management, technical support, attendance rules, assessment windows and communications. Publish a learner-facing statement that explains the award, partner roles, costs, data use, AI rules, support and complaints route in clear language.
When a pilot is appropriate
A pilot is useful when the partners need evidence about demand, access, teaching coordination or assessment reliability. It should be a real learning experience with the same essential protections as the intended programme, not an informal experiment on students. Agree the cohort size, selection method, baseline, completion definition and stop-or-change criteria before teaching begins.
Operational readiness checklist
- Named instructor and backup for every teaching activity.
- Tested learner accounts, accessibility features and support response times.
- Approved datasets, tools and example prompts with clear restrictions.
- Moderated assessment materials and a process for suspected misuse.
- Safeguarding, incident and business-continuity contacts in both institutions.
- Consent and communications for evaluation, recordings, student work and employer feedback.
Step 8: Evaluate outcomes and decide whether to scale
Set a shared baseline before teaching. Combine implementation measures with evidence that learners can perform the intended skills.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| Evaluation area | Possible measures | Decision use |
|---|---|---|
| Reach and access | Applications, participation, completion, device or bandwidth barriers, accessibility requests | Whether recruitment and delivery are equitable and feasible |
| Learning | Pre/post task performance, moderated assessment results, demonstrated verification and responsible-use decisions | Whether outcomes were achieved, not merely whether learners attended |
| Teaching readiness | Staff confidence, preparation time, moderation variance and support incidents | What development or staffing is needed before expansion |
| Experience | Learner and faculty feedback, response times and complaints | Which operational changes improve trust and retention |
| Relevance | Employer review of projects, placement or progression signals and discipline fit | Whether the skills matter beyond the classroom |
| Sustainability | Cost per learner, staff load, platform dependence and partner contributions | Whether the model can continue without exceptional pilot resources |
Review the evidence jointly, publish an action log and assign owners and deadlines. Scale only after correcting material problems in access, assessment, safety, staffing or regulatory compliance. A larger cohort magnifies a weak process.

Funding and convening routes to check
Review the British Council Going Global Partnerships programme and current TNE grant listings for possible support. The British Council higher-education page lists a 2026–27 TNE grant call for emerging disciplines; requirements, deadlines, eligibility, eligible costs, partner conditions, award terms and reporting obligations must be confirmed in the live call documents before relying on it. A listing is not a guaranteed award.
The British Council Hub and UKIN may help UK institutions explore partners, regulations and stakeholder connections. Check current membership conditions and service details directly. Build a viable plan that can operate if an application is unsuccessful, and separate grant-funded pilot costs from recurring costs such as staff time, learner support, platform licensing, moderation and quality review.
A practical decision gate from idea to launch
- Need gate: both institutions approve a written, evidence-backed learner and employer problem.
- Partner gate: each completes academic, financial, legal, operational and reputational checks on the counterpart.
- Model gate: leaders select the award and delivery structure after model-specific regulatory advice.
- Design gate: outcomes, curriculum, assessment, inclusion and responsible-use rules are jointly approved.
- Agreement gate: governance, resources, data, IP, student protection, continuity and disputes are signed off.
- Readiness gate: staff, systems, support, communications and moderation are tested with owners named.
- Evidence gate: pilot results are reviewed against pre-agreed thresholds before continuation or scale.
Common failure modes and fixes
Starting with a tool or a fashionable course title
Fix: return to the capability gap and write assessable outcomes before selecting tools. Tools can change during the partnership; the learner outcome should remain stable.
Free tools Windows power users keep installed
One-click scans. No signup required.
Assuming policy support equals permission
Fix: treat Vision 2035 and government statements as strategic context, then obtain approvals and professional advice for the actual award, data flows and delivery location.
Letting one partner own the curriculum
Fix: assign joint ownership, localise examples and require both institutions to approve assessment and material changes.
Measuring attendance instead of capability
Fix: use performance tasks, moderation and evidence of responsible decisions, alongside completion and satisfaction.
Outsourcing diligence to a convening service
Fix: use convening support to find and connect people, while each institution conducts its own legal, financial, academic and technical checks.
Scaling before operational problems are visible
Fix: pilot with clear stop-or-change criteria, review access and assessment incidents, and resource the fixes before adding cohorts or awards.
