An enterprise AI text-messaging system is an event-driven application, not a prompt connected directly to a phone number. A business event or inbound request enters your application; the application verifies identity, channel capability, consent, and suppression status; policy rules decide whether contact is allowed; an AI component drafts or classifies within defined limits; a messaging provider sends the approved message; inbound replies arrive through a webhook; and every decision, delivery event, and consent change is recorded.

The safest design keeps deterministic controls outside the model. AI can interpret language, extract fields, suggest a reply, or route a case, but code and policy services should decide eligibility, opt-out enforcement, authentication, payment handling, escalation, and whether a message may actually be sent.

The reference architecture

Use separate components with explicit responsibilities. This makes the workflow testable, auditable, and replaceable when a provider, model, or channel changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Event sources: CRM updates, order systems, appointment systems, employee applications, monitoring tools, or an inbound customer request create a message task.
  2. Workflow and policy service: validates the event, identifies the recipient, determines message purpose, checks consent and suppression, applies rate limits, and decides whether a human must approve the action.
  3. AI service: receives only the context it needs and returns a constrained classification, extracted fields, or proposed text. It does not receive unrestricted credentials or authority to send.
  4. Messaging provider: accepts an approved outbound request and returns a provider message identifier. It emits delivery, failure, and inbound-message events.
  5. Webhook gateway: authenticates and validates callbacks, converts provider-specific payloads into an internal event format, and places them on a durable queue.
  6. State and audit store: preserves consent history, suppression status, conversation state, model decisions, policy decisions, message identifiers, delivery events, and operator actions.
  7. Human operations: handles uncertainty, complaints, sensitive requests, failed delivery, and cases that policy rules require a person to review.

Keep outbound sending behind one application endpoint even if several teams or products initiate messages. A single enforcement point prevents a campaign, retry worker, or fallback route from bypassing consent checks.

How a message moves through the system

Stage What happens Data to retain
Trigger A business event or inbound request creates a work item. Event type, source system, event time, correlation ID, recipient reference.
Identity and capability The application resolves the recipient and checks that the requested channel and sender are usable for that destination. Recipient identifier, destination, channel, sender identity, capability result.
Consent and suppression An authoritative service evaluates permission for the specific purpose and channel. Consent state, purpose, source, timestamp, withdrawal history, suppression reason.
Policy decision Rules determine whether the message is transactional, promotional, restricted, delayed, or escalated. Rule version, decision, reason, reviewer if applicable.
AI step The model classifies, extracts, or drafts within a defined schema and context window. Model and configuration identifier, input reference, structured output, confidence or refusal, timestamp.
Send The application validates the final payload and calls the provider API. Provider request ID, message ID, payload hash or approved content, send result.
Inbound webhook A reply or provider event is authenticated, deduplicated, and queued. Webhook ID, received time, signature result, raw-event reference, normalized event.
Outcome The system updates conversation state, retries when appropriate, escalates, or selects an allowed alternate channel. Outcome, retry count, escalation owner, alternate-channel decision, final status.

Google’s documented RCS for Business sequence follows this pattern: an external trigger calls the send API, the user replies, a webhook delivers the reply to the agent, application logic interprets it, and the agent responds through the API. Google also documents that an unsupported RCS device returns HTTP 404; the agent should then use another technology such as SMS. That behavior is specific to the documented RCS integration, so verify equivalent behavior for every other provider and channel.

Define the use case before choosing an AI model

Start with a narrow business outcome rather than an unrestricted “AI agent.” Typical enterprise intents include delivery updates, appointment reminders, account support, service requests, employee notifications, and one-time passcodes. For each intent, write a short contract:

  • What event can initiate contact?
  • Is the message transactional, service-related, or promotional?
  • What recipient identity is required?
  • Which channels are permitted?
  • What information may be shown in an ordinary message?
  • Which responses can be completed automatically?
  • Which requests require authentication, a secure flow, or a person?
  • What is the maximum frequency and retry policy?
  • What evidence must be retained for an audit?

A delivery update might permit an automated status response, while a request to change a bank account, disclose a government identifier, or answer a security question should move to a secure, authenticated process. AWS describes messaging use cases ranging from one-time passcodes to conversational AI; that range does not determine your legal, security, or operational boundaries.

Choose channels and providers against requirements

Make a requirements matrix before selecting a provider. Capability examples from AWS, Twilio, Google, and Microsoft show why a simple “best provider” ranking is misleading: availability, registration, sender types, policies, and pricing vary by country, channel, traffic pattern, and account eligibility.

Requirement Questions to answer
Channels Do you need SMS, MMS, RCS, WhatsApp, push, voice, or more than one? Is two-way messaging supported on each?
Coverage Which recipient countries, networks, and device capabilities are required? What happens when a device cannot receive the preferred channel?
Sender identity Will you use a long code, short code, toll-free number, alphanumeric sender, verified brand, or another identity? What registration and review are required?
Throughput What are normal and peak send rates, queue limits, provider rate limits, and expected inbound volume?
Events Which delivery, read, failure, inbound, and consent events are exposed? Are identifiers stable enough for correlation?
Consent controls Can opt-in, opt-out, suppression, and cross-channel state be represented and synchronized?
Security and data What encryption, access controls, retention settings, regional processing, audit exports, and contractual terms are available?
Operations What are the support model, status visibility, incident process, dashboards, and export options?
Economics What are per-message, per-conversation, number, registration, model, storage, support, and engineering costs at your forecast volume?

Current comparative prices were not established in the available material. Obtain quotes for the target countries, sender types, channels, expected send and receive volume, and peak traffic rather than relying on a generic per-message figure.

Build consent and suppression as first-class services

Consent is a state machine and evidence record, not a Boolean column attached to a phone number. Google calls for consent that is specific, transparent, revocable, and centrally recorded in an auditable manner. Requirements differ by channel, purpose, sender type, and jurisdiction.

Capture a clear opt-in

The enrollment experience should identify the organization, explain the purpose and expected frequency, disclose applicable rates where required, provide privacy information, and offer a usable withdrawal method. AWS’s RCS guidance describes concrete page and confirmation content for its review process; treat provider-specific review requirements as an additional layer, not as a substitute for local obligations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Store evidence, not just the current status

Field Purpose
Recipient and destination Links the consent record to a verified contact and channel address.
Purpose and campaign scope Shows what the person agreed to receive.
Channel Distinguishes SMS, MMS, RCS, and other routes.
Source Records the form, keyword, application, agent, or imported system that captured consent.
Timestamp and time zone Establishes when the action occurred.
Status and effective time Represents active, withdrawn, pending, expired, or blocked state.
Evidence reference Points to the form version, confirmation event, or signed record without copying unnecessary personal data.
Change actor and reason Explains whether the recipient, an operator, an automated rule, or another system changed state.

Enforce suppression immediately before every send

Before each outbound attempt, read the authoritative consent and suppression state. Do this again after queueing and before provider submission if a message can wait long enough for consent to change. A retry worker must perform the same check; so must an RCS-to-SMS fallback.

Process STOP and equivalent withdrawal requests promptly. Twilio documents consent states and cross-channel synchronization for SMS, MMS, and RCS, and its policy says that after opt-out, subsequent messages are prohibited unless the recipient later provides express written consent. Microsoft guidance likewise says revoked recipients should be removed from recurring campaigns and warns against evading opt-out controls. Synchronize state with other campaign systems so a person cannot opt out in one application and continue receiving messages from another.

Give AI a narrow, testable role

Put an application layer between the messaging provider and the model. The application chooses which fields to disclose, validates model output, applies deterministic rules, and executes any permitted action.

Suitable AI tasks

  • Classify an inbound reply as an intent such as tracking, rescheduling, cancellation, complaint, or human assistance.
  • Extract structured fields such as an order reference or preferred appointment window.
  • Draft a response from approved templates and current system data.
  • Detect sentiment, urgency, language, or potential fraud indicators for routing.
  • Summarize a conversation for an employee handoff.

Tasks that should remain deterministic or human-controlled

  • Consent, suppression, frequency limits, sender eligibility, and channel selection.
  • Authentication and authorization decisions.
  • Payment, account recovery, security answers, and changes to high-impact records.
  • Final approval of regulated, legally sensitive, or unusually consequential messages.
  • Provider credentials, API keys, signing secrets, and internal security controls.

Use a strict schema for model output, for example an intent enum, extracted fields, confidence band, response-template identifier, and escalation flag. Reject malformed or out-of-range values. Require a human handoff when confidence is low, the intent is unknown, the user asks for a prohibited action, or the conversation leaves the approved scope. Log the model configuration and policy version with the decision so an auditor can reconstruct what happened.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect sensitive information

Keep payment data, passwords, government identifiers, and security answers out of ordinary conversational turns. Google’s policy says sensitive information must not be collected or used outside a secure flow and calls for masking where applicable. Design a link or authenticated application step for sensitive actions rather than asking the model to handle secrets in message text.

OpenAI states: “By default, we do not use data from ChatGPT Enterprise, ChatGPT Business, ChatGPT Edu, ChatGPT for Healthcare, or our API platform—including inputs or outputs—for training or improving our models.” Treat this as OpenAI’s stated default, not as a complete compliance determination. Confirm the exact product, contract, retention settings, access controls, eligible data-residency options, and organizational requirements for your deployment.

Implement the workflow step by step

  1. Define intents and boundaries. Document trigger events, permitted channels, message purpose, data minimization rules, escalation conditions, and maximum retry and frequency limits for each use case.
  2. Create a canonical contact record. Separate the person’s business identity from destination addresses. Track verification status, locale, time zone, channel capabilities, consent records, and suppression entries.
  3. Build a policy decision endpoint. Require purpose, channel, destination, template or proposed content, correlation ID, and event context. Return allow, deny, delay, or human-review with a reason and policy version.
  4. Connect the model through a broker. Redact disallowed fields, select approved tools and retrieval sources, set timeouts, validate the response schema, and prevent the model from calling the provider directly.
  5. Implement the send transaction. Recheck consent and suppression, apply idempotency, render the final content, enforce length and encoding rules, call the provider, and persist the provider message ID.
  6. Publish a durable outbound event. Include correlation ID, recipient reference, channel, provider, message ID, policy result, model result reference, and timestamps. Do not place secrets in event payloads.
  7. Expose authenticated webhooks. Verify provider signatures or equivalent authentication, reject stale or malformed requests, store the raw event securely, and acknowledge only after durable acceptance.
  8. Normalize inbound and delivery events. Convert provider-specific statuses into internal values such as queued, sent, delivered, failed, expired, read, inbound, opted-out, or escalated.
  9. Route the response. Update conversation state, run deterministic checks, invoke AI only with allowed context, and either send an approved reply, request clarification, or create a human case.
  10. Close the loop. Record delivery outcome, consent changes, escalation ownership, resolution, and any data-retention or deletion action required by policy.

Design reliable webhooks and retries

Webhook delivery is asynchronous and can be duplicated, delayed, reordered, or unavailable during an outage. Use a provider event identifier, or a stable hash of the event when no identifier exists, as an idempotency key. Store the key before acknowledging a callback; a repeated event should update state safely without sending a duplicate response.

  • Authenticate callbacks using the provider’s current signing mechanism and rotate secrets without downtime.
  • Keep the public endpoint thin: validate, persist, enqueue, and acknowledge. Perform model calls and business actions from workers.
  • Correlate every inbound message and delivery event with an internal conversation and outbound request.
  • Allow for late events. A failure received after a delivery event must not overwrite a newer terminal state.
  • Retry transient provider or network failures with bounded exponential backoff and jitter.
  • Do not retry policy denials, invalid destinations, permanent opt-outs, malformed payloads, or authentication failures.
  • Send exhausted work to a dead-letter queue with an operator workflow, not an infinite retry loop.

Google documents JSON webhooks for incoming responses and events. Twilio’s consent API recommends unique correlation IDs for contact updates and recording the consent date. Verify each provider’s current callback authentication, retry, and event-ordering semantics before production.

Implement channel fallback without creating a consent loophole

Fallback is a routing decision, not permission to contact someone by any available route. If a preferred channel is unavailable, check that the alternate channel is authorized for the same purpose before sending. Preserve the original correlation ID, record why the route changed, and apply the alternate channel’s formatting, registration, and policy requirements.

For the documented Google RCS case, an unsupported device produces a 404 and the agent should fall back to another technology such as SMS. Your implementation should distinguish that capability response from a policy denial, a temporary outage, or an invalid destination. A policy denial must stop the workflow; a temporary outage may be retried; an unsupported channel may be eligible for fallback only after the SMS consent check succeeds.

Security, privacy, and governance controls

  • Least privilege: Give workers only the provider scopes and data access they need. Separate sending, consent administration, model administration, and audit-reader roles.
  • Encryption: Protect data in transit and at rest, including queues, webhook payloads, transcripts, and exported audit records.
  • Redaction: Mask secrets and sensitive identifiers in logs, traces, support screens, and model prompts.
  • Retention: Set separate retention periods for message content, metadata, consent evidence, model inputs and outputs, and security logs.
  • Residency: Map where provider and model data is processed and stored against regional requirements. Eligible residency options do not automatically apply to every product or account.
  • Access review: Audit staff and service-account access, revoke unused credentials, and monitor unusual export or send patterns.
  • Change control: Version prompts, templates, policy rules, routing tables, and model configurations; require review before production activation.
  • Incident response: Prepare procedures for accidental disclosure, unauthorized sends, provider compromise, webhook forgery, and widespread opt-out failure.

Provider policy pages and product documentation describe controls and responsibilities, but they are not a substitute for legal review, security assessment, or a documented data-protection analysis for your jurisdiction.

Test the workflow before broad rollout

Use a test matrix that covers both normal conversations and control failures. Test in a sandbox or controlled number range where available, then run a limited production pilot with monitoring and an operator on call.

Operate and improve the system

Define service-level objectives for webhook acceptance, response latency, delivery processing, and human handoff. Alert on rising permanent failures, duplicate sends, webhook authentication failures, opt-out spikes, model refusal rates, and queue age. Keep a runbook for provider outages, credential rotation, consent-data reconciliation, and emergency campaign shutdown.

Review conversations with privacy controls and sample-based quality checks. Compare model classifications with human outcomes, track false escalations and missed escalations, and update templates and rules through versioned change control. Treat a sudden increase in opt-outs or complaints as a product and targeting signal, not merely a messaging metric.

Estimate total cost and capacity

Build a volume model using outbound messages, inbound messages, media, delivery events, phone numbers or sender registrations, model calls, storage, observability, support, and engineering operations. Include peak bursts, retries, fallback traffic, human-agent time, and compliance work. Provider list prices alone will not show the cost of a high-volume workflow.

Capacity planning should cover queue depth, provider rate limits, webhook concurrency, model latency, database writes, and the maximum number of simultaneous human escalations. Load-test the application and queues with representative payload sizes, but do not present those internal results as universal provider performance.

Roll out in controlled stages

  1. Design review: Approve use-case boundaries, data classification, consent model, fallback rules, and human escalation criteria.
  2. Vertical slice: Implement one intent from trigger through send, webhook, audit record, and escalation.
  3. Adversarial testing: Exercise opt-outs, replayed events, malformed input, sensitive-data requests, and provider failures.
  4. Limited pilot: Use a small audience, conservative rate limits, approved templates, and active operator coverage.
  5. Gate expansion: Require stable delivery, suppression, security, and escalation metrics before adding intents or channels.
  6. Continuous governance: Recheck provider policies, registration status, model terms, regional requirements, and retention settings whenever the workflow or market changes.

Decision checklist

  • Can every outbound message be traced to a trigger, policy decision, consent state, and provider message ID?
  • Can a recipient’s withdrawal stop queued, retried, and fallback messages?
  • Is the model unable to send directly or access secrets?
  • Are sensitive actions moved to an authenticated secure flow?
  • Are webhook callbacks authenticated, idempotent, and replay-safe?
  • Does every channel have a documented capability, registration, and consent rule?
  • Can operators see failures, escalations, and suppression changes without exposing unnecessary content?
  • Can you disable one campaign, intent, channel, provider, or model without taking down unrelated messaging?
