An effective AI adoption policy is a working control system, not a one-time approval memo. It should tell employees which AI uses are allowed, what customer information may be entered, which tools have been approved, who accepts the risk, how outputs are checked, and what happens when a model, supplier, contract, or use case changes.
Build the policy around an inventory of AI uses, data classification, documented approvals, supplier due diligence, human review, monitoring, incident response, and recurring training. NIST’s AI Risk Management Framework (AI RMF) organizes this work as Govern, Map, Measure, and Manage across the AI lifecycle. The framework is voluntary, so use it as a structure for decisions rather than as proof that a particular deployment is legally compliant.
What the policy must accomplish
The policy protects customer data by controlling the whole path from an employee’s first prompt to the final business action. A tool can create privacy risk even when it does not permanently store a prompt: inputs may be retained temporarily, used to improve a model, combined with other signals, or transformed into outputs that reveal information about a person.
Set five outcomes for every covered AI use:
- Visibility: the organization knows which AI systems, features, models, suppliers, and business processes are in use.
- Data control: employees know what information may be entered, under which configuration, for how long, and with whom it may be shared.
- Accountability: named people can approve, restrict, pause, or stop a use case.
- Reliability and fairness: outputs are tested and reviewed before they influence customers, employees, or business decisions.
- Change readiness: a change in model, terms, data flow, supplier, or purpose triggers a new review.
NIST describes this as continuous work. Its AI RMF Core states: “Risk management should be continuous, timely, and performed throughout the AI system lifecycle dimensions.” The AI RMF 1.0 was released on January 26, 2023. NIST AI 600-1, the Generative Artificial Intelligence Profile dated July 26, 2024, adds suggested actions for generative AI but is not an organization-specific compliance determination.

Define scope before writing rules
Cover more than standalone chatbots. Employees may encounter AI in customer-service software, productivity suites, recruiting tools, fraud systems, analytics platforms, developer tools, marketing systems, call transcription, translation, search, and vendor-managed applications. A policy that only names a public chatbot leaves the highest-risk embedded features unexamined.
Systems and people in scope
- All employees, contractors, temporary staff, and relevant partners who can submit customer information to an AI-enabled system.
- All business units, subsidiaries, and customer-facing channels that process organizational data.
- AI developed internally, purchased from a supplier, enabled by default in another product, or accessed through an application programming interface.
- Models used for generation, classification, ranking, recommendation, prediction, transcription, extraction, personalization, or automated action.
- Development, testing, production, support, and archival environments.
Write explicit exclusions
State whether the policy excludes purely personal use that never touches company or customer information, non-AI automation that has no model component, or systems governed by a separate safety program. Exclusions should be narrow and documented; an employee should not be able to avoid review simply by calling a feature an assistant, search function, or automation.
Create an AI use-case inventory
An inventory is the control point for approvals, audits, training, and change management. Record one entry for each material purpose, not merely one entry per supplier. The same model can have very different risks when used to draft an internal summary, answer a customer, or recommend an eligibility decision.
Minimum inventory fields
| Field | What to record |
|---|---|
| Purpose and business owner | The problem being solved, expected benefit, accountable business leader, and operational contact. |
| Users and affected people | Employee groups, contractors, customers, applicants, children or other vulnerable people, and any third parties affected by outputs. |
| System details | Product or internal system name, model or feature, version where available, deployment environment, and supplier. |
| Data flows | Inputs, generated outputs, connected databases, transfer locations, retention periods, and deletion path. |
| Decision and action | What the output does, whether it is advisory or automatically executed, and whether a human can override it. |
| Risk record | Foreseeable privacy, security, accuracy, discrimination, safety, operational, and contractual harms, with mitigations and residual risk. |
| Approval history | Reviewers, decision date, conditions, evidence, expiration or review date, and later changes. |
Require the owner to update the entry when the purpose, model, supplier, connected data, user group, output action, or material terms change. Inventory records should be accessible to privacy, security, legal, procurement, internal audit, and the team operating the system.
Assign governance roles and approval authority
Do not make “the IT department” the sole owner. Privacy, security, legal, procurement, data governance, affected business teams, and executive leadership see different risks. Assign a single accountable executive risk owner, then define operational reviewers and escalation paths.

Recommended responsibilities
| Role | Core responsibility |
|---|---|
| Executive risk owner | Sets risk tolerance, resolves escalations, approves high-impact uses, and has authority to pause a system. |
| Business owner | Defines the purpose, affected customers, workflow, success criteria, and human-review process. |
| Privacy lead | Reviews data minimization, lawful basis where applicable, notice, individual rights, inference, retention, and secondary use. |
| Security lead | Reviews access, identity, encryption, logging, isolation, testing, incident response, and resilience. |
| Legal and compliance | Assesses applicable jurisdiction, sector rules, contracts, intellectual-property issues, and regulatory commitments. |
| Procurement and vendor management | Checks supplier terms, subcontractors, service commitments, audit rights, change notices, and exit arrangements. |
| Data governance owner | Confirms classification, data quality, permitted uses, lineage, retention, and deletion. |
| System operator | Implements approved settings, monitors use, maintains records, and reports incidents or changes. |
| Front-line reviewer | Checks outputs in the workflow, corrects errors, records overrides, and escalates unsafe behavior. |
Define which decisions each role may make. For example, an operational reviewer may approve a low-risk internal drafting use, while any system that materially affects a customer requires executive, privacy, security, and legal review. No one who benefits from rapid deployment should be the only person deciding whether safeguards are adequate.
Use a four-part risk assessment
Apply NIST’s Govern, Map, Measure, and Manage functions as a repeatable assessment rather than a checklist that is completed once.

1. Govern: set the rules and accountability
Document risk tolerance, prohibited uses, approval thresholds, record-keeping requirements, training duties, supplier controls, and the authority to suspend a system. Governance should cover the full lifecycle, including design, procurement, deployment, monitoring, updates, and retirement. Include contingency plans for a high-risk supplier outage, model withdrawal, contract termination, or security event.
2. Map: understand context and possible harm
Describe who may be affected, what the system is expected to do, what it must not do, and how an error could cause harm. Map every input and output, including data inferred by the model. Consider whether a combination of harmless-looking fields could identify a person, reveal a sensitive attribute, track behavior, or expose a customer relationship.
3. Measure: test performance and privacy behavior
Define tests that match the use case. Measure factual accuracy, harmful or discriminatory output, refusal behavior, leakage of confidential information, prompt-injection resistance, access-control failures, latency, and the rate at which humans overturn outputs. Test representative and difficult cases, document the test data and date, and keep results with the inventory entry. A passing test does not eliminate the need for monitoring after launch.

4. Manage: choose controls and residual risk
Reduce collection, restrict access, configure retention, add human approval, narrow the use case, or select another supplier. Record what risk remains after controls and who accepted it. If the remaining risk exceeds the organization’s tolerance, do not deploy; redesign the workflow or reject the use case.
Classify customer data and set handling rules
Employees need a short, usable classification scheme. Labels alone are ineffective unless each label has a permitted action and a technical control.
| Category | Examples | Default AI rule |
|---|---|---|
| Public | Published product descriptions, public filings, or information intentionally released by the organization. | May be used in an approved tool for an approved purpose, subject to accuracy and copyright checks. |
| Internal | Non-public procedures, ordinary business correspondence, internal forecasts, or non-sensitive code. | Use only in approved tools with organizational accounts, access controls, and documented retention. |
| Confidential customer data | Account details, support conversations, order history, identifiers, or contract information. | Use only when the inventory and approval expressly permit it, with minimization, restricted access, logging, and verified supplier terms. |
| Restricted or highly sensitive data | Authentication secrets, payment credentials, precise location, health information, government identifiers, biometrics, children’s data, or data whose exposure could cause serious harm. | Prohibited by default. Permit only through a documented exception with strong technical safeguards, a specific purpose, and senior approval. |
Operational rules employees can follow
- Identify the tool, account, model, and business purpose before entering any customer information.
- Use the minimum fields needed; remove names, direct identifiers, free-text history, and attachments when a masked or synthetic example will work.
- Never paste passwords, access tokens, payment-card data, private encryption keys, or unrestricted customer exports into an AI service.
- Do not assume that a provider’s general privacy statement means prompts are excluded from training or retained for a short period. Verify the contract, product tier, configuration, and administrator settings.
- Keep approved data in approved workspaces. Personal accounts, consumer extensions, browser plug-ins, and unapproved application programming interfaces are not substitutes for organizational controls.
- Do not use generated output as a new source of customer truth without checking its origin, accuracy, and permitted purpose.
The Federal Trade Commission’s September 2025 plan illustrates this kind of control in a government setting: it prohibits exposing agency data to generative AI models that may train on prompts containing sensitive data and permits internal use of tools that meet agency privacy and security standards. That is an FTC agency policy under federal administrative requirements, not a rule that automatically binds private businesses.
Approve tools and configurations, not just brand names
Approval should identify the exact product edition, workspace, account type, model, region, connectors, and settings. A supplier may offer different retention or training controls across plans. An approved supplier does not make every feature or every data category approved.
Approval questions
- What exact inputs does the feature receive, including telemetry, uploaded files, metadata, and connected records?
- Is customer content used to train, fine-tune, evaluate, or otherwise improve a model? Can the organization disable those uses contractually and technically?
- How long are prompts, outputs, logs, backups, and abuse-monitoring records retained?
- Where are data and support personnel located, and what transfers or subcontractors are involved?
- Can administrators enforce single sign-on, least privilege, workspace separation, export, deletion, and audit logging?
- What safeguards exist against prompt injection, data exfiltration, malicious files, and unauthorized connector access?
- How are model, feature, policy, and subprocessor changes announced, and how much notice is provided?
Conduct supplier and third-party due diligence
AI risk often enters through a supplier, a software development kit, a plug-in, a data broker, or a subcontractor. NIST’s governance outcomes call for policies addressing third-party software, data, and supply-chain risk, along with contingency planning and safe decommissioning.

Evidence to request
- Data-flow diagrams and a description of provider, model-hosting, support, and subprocessor roles.
- Contract language covering purpose limitation, confidentiality, retention, deletion, training restrictions, breach notice, cooperation, and return or destruction of data.
- Security documentation, independent assessments where available, access-control design, encryption, vulnerability management, and incident procedures.
- Service continuity information, recovery objectives, export formats, and an exit plan if the provider fails, changes terms, or discontinues the model.
- Change-management commitments for new models, data uses, subprocessors, regions, and material feature changes.
Record unanswered questions and compensating controls. If a supplier will not disclose a material data use or cannot support deletion and access requirements, treat that uncertainty as a risk decision, not as an assumption that the answer is harmless.
Require human review where customers can be affected
Decide whether an output is merely a draft, an input to a decision, or an action that changes a customer’s situation. Require qualified human review before sending communications, denying or limiting service, changing an account, assigning a risk category, escalating a fraud case, or making another consequential determination. The reviewer must have enough context, time, authority, and training to reject the output; a nominal click-through is not meaningful oversight.
Define the reviewer’s checklist
- Is the output responsive to the customer’s actual request and based on permitted data?
- Are facts, calculations, citations, and dates verified against authoritative records?
- Could the wording disclose information about another person or reveal an inferred sensitive attribute?
- Does the result show signs of bias, fabricated facts, unsafe advice, or an instruction that conflicts with policy?
- Has the customer been told, where required or appropriate, how automation contributed to the interaction?
- Is there a route to correct the record, appeal the outcome, or obtain human assistance?
Keep a record of material overrides and recurring failure patterns. Use those records to adjust prompts, controls, training, or the decision to continue the use case.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Monitor use and handle incidents
Monitoring should detect both data exposure and unsafe behavior. Establish a reporting channel that employees and relevant partners can use without waiting for certainty. A report should capture the system, time, user, data involved, prompt or output when safe to retain, recipients, immediate actions, and suspected supplier involvement.

Train employees and relevant partners
Training should happen before access is granted and whenever the policy, tool, or risk changes. A short annual presentation is not enough for people who operate customer-facing systems.
Core training topics
- Data classifications, prohibited inputs, approved tools, account requirements, and the process for requesting an exception.
- How prompts and files may be retained, used for model improvement, logged, or exposed through connectors.
- Hallucinations, bias, prompt injection, malicious documents, re-identification, inference, and overreliance on plausible output.
- Human-review duties, customer communication, escalation, and how to report an incident or near miss.
- Role-specific practice using synthetic or masked data, followed by a short knowledge check.
Train contractors, support partners, and suppliers whose personnel can access customer data or operate an AI workflow. Keep attendance, completion, assessment results, and remedial training records with the governance documentation.
Set review dates and change triggers
Give every approval a review date appropriate to its risk. A low-risk internal drafting use may receive an annual review; a customer-impacting or sensitive-data use may need quarterly monitoring and a formal review at least annually. A date alone is not enough: define events that force an earlier reassessment.

- A new model, model version, feature, connector, supplier, subprocessor, region, or account type.
- A change in prompts, data fields, retention, training use, access permissions, or customer-facing purpose.
- A material incident, near miss, complaint, audit finding, unexpected output pattern, or failed test.
- A change in the population affected, especially inclusion of children, vulnerable people, or a new jurisdiction.
- Contract amendments, service discontinuation, supplier acquisition, outage, or inability to meet deletion or security commitments.
- New legal, regulatory, contractual, or customer-notice requirements relevant to the use.
When a system is retired, revoke credentials and connectors, export records needed for audit, delete data according to the approved schedule, notify users, and document that decommissioning was completed.
A practical rollout plan
First 30 days: establish control
- Appoint the executive risk owner and operational reviewers.
- Publish interim rules prohibiting restricted customer data in unapproved AI services.
- Survey business units, procurement records, software catalogs, and expense reports to find existing AI use.
- Open the inventory and classify each discovered use by data, customer impact, and automation level.
Days 31–60: assess and approve
- Complete data-flow and supplier reviews for the highest-risk uses first.
- Set approved tools, workspace settings, access groups, retention, logging, and human-review requirements.
- Test representative inputs and outputs, including leakage, harmful content, prompt injection, and failure cases.
- Approve, restrict, redesign, or stop each use; record conditions and a review date.
Days 61–90: operate and improve
- Deliver role-based training and require acknowledgement before access.
- Launch incident reporting, monitoring dashboards, override logging, and periodic owner attestations.
- Run a tabletop exercise for accidental disclosure, supplier outage, and unsafe automated output.
- Report unresolved risks and policy exceptions to executive leadership, then schedule the next review cycle.
Policy language you can adapt
The following compact clauses can be incorporated into a longer policy after legal and operational review:
Employees may use only AI systems and configurations listed in the organization’s approved inventory for the stated business purpose. Restricted customer data must not be entered into an unapproved service or personal account. Confidential customer data may be processed only when the inventory entry, supplier terms, technical settings, and access controls expressly permit it.
AI output is not authoritative by default. The designated reviewer must verify material facts, protect third-party information, follow the approved workflow, and document or escalate errors that could affect a customer. Automated action is prohibited unless the inventory entry specifically authorizes it and the required controls are operating.
Any change to the model, supplier, data, purpose, user group, connector, retention, or customer impact requires re-review before continued use. Suspected exposure, unauthorized access, harmful output, or supplier change must be reported through the incident channel immediately.
Common policy failures and their fixes
- One blanket ban: Employees work around it with personal tools. Replace it with approved-use paths, clear prohibited data, and a fast review route.
- Vendor approval without feature approval: Different tiers and connectors have different data practices. Approve the exact edition, settings, and purpose.
- Privacy review limited to storage: Models can infer, re-identify, track, or expose information through outputs. Review inputs, outputs, access, and downstream action.
- Human review as a checkbox: Reviewers may lack time or authority to intervene. Define decision rights, evidence checks, override logging, and escalation.
- No inventory owner: Records become stale. Assign an accountable owner and require updates at every material change.
- Training without monitoring: Employees forget rules and tools evolve. Combine training with logs, tests, incident reporting, and periodic attestations.
- Assuming a framework is a legal safe harbor: NIST AI RMF and AI 600-1 provide voluntary guidance. Determine obligations based on the organization’s jurisdiction, sector, contracts, data, and use case.
Legal and geographic limits to resolve
No single policy satisfies every business. The exact requirements depend on where the organization and customers are located, the industry, the kinds of customer data processed, contractual commitments, and whether the system makes a consequential decision. Obtain context-specific privacy, security, and legal advice before approving a high-impact use.
The FTC’s September 2025 compliance plan demonstrates how one federal agency set internal controls under OMB memoranda; it should not be presented as a generally applicable private-sector mandate. NIST’s framework and generative-AI profile are useful voluntary guidance, not certifications or universal checklists.

Keep the policy alive
Measure whether the program is working: inventory coverage, training completion, approved-versus-unapproved use, review turnaround, incidents and near misses, override rates, supplier changes, test failures, and time to contain an exposure. Review those measures with the accountable executive and affected teams. Retire controls that do not reduce risk, strengthen controls where evidence shows recurring failure, and stop uses whose residual risk no longer fits the organization’s tolerance.
