A year-round enrollment plan replaces last-minute recruiting with a repeatable cycle: assess community needs, define a realistic offer, recruit and register, convert enrollment into attendance, review the evidence, and adjust the next cycle. The exact calendar depends on your school year, seasons, eligibility rules, staffing, transportation, meals, funding, and licensed capacity. Use the framework below to build a local plan that families can understand and your team can deliver.
What a year-round enrollment plan actually manages
Enrollment is more than the number of completed forms. A useful plan manages the entire path from a family first hearing about a program to a young person attending regularly and returning for the next session. That path includes inquiries and referrals, applications, eligibility or selection, confirmation, first-day attendance, continued attendance, withdrawals, vacancies, and re-enrollment.
The annual cycle has seven connected parts:
- Review and listen: examine prior enrollment and attendance records and ask youth, families, staff, and partners what helped or blocked participation.
- Set the offer and targets: confirm purpose, age groups, eligibility, dates, session lengths, capacity, staffing assumptions, and priority audiences.
- Build the outreach calendar: assign audiences, messages, trusted messengers, channels, owners, deadlines, and measures.
- Open registration and follow up: make the process understandable, accessible, and easy to complete, then contact families who stop partway through.
- Confirm participation and prepare delivery: use the best available enrollment forecast to plan staff, sites, supplies, meals, and transportation.
- Welcome, attend, and retain: explain expectations, monitor no-shows and absences, follow up, and remove barriers revealed by participation data.
- Close the loop: compare results with goals and record specific changes for the next cycle.
This approach keeps recruiting, operations, and attendance decisions connected. A full roster that does not translate into first-day or regular attendance is not a successful enrollment outcome; it is a signal to investigate the funnel.

Start with needs, evidence, and real capacity
Review the previous cycle before setting a target
Pull records by site, session, age group, and priority audience where collection is appropriate and lawful. At minimum, review inquiries or referrals, completed applications, accepted or confirmed places, first attendance, regular attendance, no-shows, withdrawals, vacancies, time to fill openings, waitlists, and re-enrollment. Look for the point at which people stopped progressing rather than treating a low final count as a single recruitment problem.

Record documented reasons for vacancies and withdrawals when families are willing to share them. A vacancy caused by transportation, a confusing consent step, an ineligible applicant, and a schedule conflict require different responses. Head Start ERSEA guidance is useful here as a measurement model: examine vacancy patterns, why places remain open, how long openings take to fill, whether priority families are being reached, and whether the process is family-friendly. Head Start eligibility rules themselves apply only to Head Start programs.
Listen to people who use and deliver the program
Combine administrative data with short conversations or surveys involving youth, caregivers, frontline staff, schools, and community partners. Ask about schedule, transportation, cost, language, accessibility, activities, safety, communication, and belonging. Youth and families can identify barriers that do not appear in a registration database, while staff can explain operational constraints behind a missed target.
Refresh community-needs information when local demographics, school boundaries, competing services, or transportation availability change. The California Department of Education summer-learning toolkit treats needs assessment, stakeholder feedback, attendance tracking, and advance planning as connected activities; use those elements as a menu and adapt them to your program type and jurisdiction.
Test demand against delivery limits
Before promising places, list the constraints that determine how many young people you can safely and consistently serve:
- licensed or approved capacity by site and age group;
- staffing ratios, staff availability, training, and substitute coverage;
- room, outdoor space, accessibility, and operating hours;
- transportation routes, pickup permissions, and travel time;
- meal or snack capacity and applicable food requirements;
- materials, technology, and activity-specific equipment;
- funding terms, eligibility rules, and required priority groups;
- procurement, hiring, enrollment-verification, and safeguarding lead times.
Use these constraints to set a serviceable capacity, not merely a theoretical seat count. If demand exceeds capacity, publish selection or waitlist rules before registration opens and apply them consistently.
Define the offer and set measurable local goals
Write an offer families can understand
For each site or session, specify the program purpose, age range, dates, daily schedule, session length, location, eligibility or selection rules, cost or subsidy terms, transportation and meal arrangements, attendance expectations, accessibility information, and how families can ask questions. Distinguish facts that are fixed from details that may change. An accurate description prevents families from enrolling on the basis of assumptions the program cannot meet.
Choose targets that match mission and resources
Set a small group of measurable goals tied to your local baseline, funding terms, capacity, and community priorities. Examples include completing a defined number of applications from a priority audience, reducing the proportion of accepted youth who never attend, filling openings within a documented local time frame, or increasing re-enrollment for the next session. Do not import a universal fill-rate, retention percentage, or attendance threshold; the available guidance does not establish one for all youth programs.

Define each measure precisely. For example, decide whether “enrolled” means an accepted place, a confirmed place, or a completed first-day check-in. Specify the period, site, age group, and denominator so monthly results remain comparable.
Build a month-by-month recruitment calendar
Use the sequence below as a planning skeleton, then move activities to fit your local school year, program seasons, hiring cycle, and procurement deadlines. A calendar should name the audience, message, messenger, channel, registration action, deadline, staff owner, and success measure for every activity.
| Cycle stage | Core work | Output to carry forward |
|---|---|---|
| Review and listen | Analyze enrollment, attendance, no-shows, withdrawals, vacancies, waitlists, and re-enrollment; gather youth, family, staff, and partner feedback. | Barrier list, baseline dashboard, and questions requiring follow-up. |
| Set the offer and targets | Confirm purpose, age groups, eligibility, dates, schedules, capacity, staffing assumptions, priority audiences, and local goals. | Approved program description, capacity plan, and measurable targets. |
| Prepare outreach | Map audiences and trusted messengers; create accurate, translated or otherwise accessible information; assign owners and tracking codes or source fields. | Outreach calendar, message set, registration guide, and staff responsibilities. |
| Open registration | Publish dates, eligibility, required documents, participation expectations, questions contact, and response timeline; offer help completing the process. | Live registration path and a queue for incomplete applications. |
| Follow up and confirm | Contact families who have missing steps, confirm places, manage waitlists or vacancies, and update the forecast. | Current seat status and an expected-attendance estimate. |
| Prepare delivery | Convert the forecast into staffing, rooms, transportation, meals, supplies, schedules, and contingency decisions. | Launch-ready operating plan. |
| Welcome and retain | Explain routines, monitor first-day attendance and absences, follow up, collect feedback, and adapt when barriers appear. | Attendance actions, issue log, and improvement decisions. |
| Close the loop | Compare outcomes with goals; identify which channels produced completed enrollment and sustained attendance; document changes. | Next-cycle priorities and revised calendar. |
Assign one named owner to each task even when several people execute it. Include a backup owner for time-sensitive steps such as eligibility review, family calls, transportation confirmation, and daily attendance entry.
Plan messages for each audience
Do not use one generic announcement for every family. Separate messages for returning participants, newly eligible families, priority groups, families on a waitlist, and families who expressed interest but did not complete registration. Explain the value of participation in terms families care about, such as learning, relationships, meals, safe supervision, enrichment, leadership, or a reliable schedule. Lauver and Little’s 2005 review of out-of-school-time literature describes direct community outreach, peer recruitment, fitting activities and schedules to participant needs, and extra effort to reach youth who might otherwise be missed as promising approaches, not guaranteed solutions.

Use trusted and accessible channels
Match the channel to how each audience receives information. Possible messengers include school staff, youth-serving partners, community organizations, current families, and program alumni. Offer direct conversations when a form or website is a barrier. Provide translated or otherwise accessible information where locally needed, and make sure the description, consent materials, and contact process agree with one another.
Design a registration path that families can finish
Make the steps visible
Present the process in a numbered sequence: check eligibility, review the program description, submit the application and consent materials, provide required information, receive an acceptance or waitlist decision, confirm the place, and learn when and where to arrive. State what happens next and when the family will hear back. If a document is missing, identify the exact item and provide a way to ask for help.
Reduce avoidable abandonment
Test the registration path on a phone and with a person unfamiliar with program terminology. Remove duplicate questions, explain unfamiliar terms, identify required fields, and provide a non-digital or assisted option where local circumstances require it. Keep a secure list of incomplete applications so staff can follow up instead of asking families to start again.

Set a deadline that supports operations
A deadline should leave enough time to turn expected enrollment into hiring, room assignments, transportation, meals, materials, and safety decisions. For summer programs, the Wallace Foundation’s planning guidance recommends setting registration deadlines two to three months before the program begins. That is summer-specific planning guidance, not a universal rule: move the date earlier when hiring, procurement, transportation, or local approval takes longer, and later only when you can still make sound operating decisions.

Keep a documented vacancy process so staff do not make inconsistent promises.
Forecast operations from expected attendance, not forms alone
Once registration opens, maintain two numbers for each site and session: confirmed enrollment and expected attendance. Expected attendance should reflect confirmations, known no-show risk, prior patterns, and direct family responses. It is a planning estimate, not a reason to deny a place without applying your published rules.
Staffing and facilities
Use the forecast to assign staff, rooms, activity groups, opening and closing coverage, substitutes, and accessible supports. Keep lead time for job descriptions, recruitment, background checks, training, and scheduling. The California toolkit includes advance job-description planning and staffing development; those practices are especially useful when seasonal hiring is involved.
Transportation, meals, and materials
Confirm routes, pickup permissions, meal counts, dietary information, supplies, and technology against the latest expected attendance. Keep a change log for increases or decreases so vendors and site teams receive one current number. The Wallace summer planning guidance specifically connects an early registration deadline with facilities, transportation, meals, and supplies.
Plan for variance
Define an action for each forecast range: what you will do if attendance is below expectation, near capacity, or above capacity. Possible actions include combining or splitting groups within safe limits, adding a waitlist, changing a route, ordering a flexible quantity, or activating a substitute list. Document who can make each decision and by when.
Convert enrollment into first-day attendance and retention
Welcome families before the first session
Send a concise confirmation that repeats the location, start time, arrival and pickup process, required items, contact number, transportation details, meal information, accessibility supports, and attendance expectations. Use the family’s preferred communication method when known. Invite questions instead of assuming that a confirmation email means the family is ready.

Make the first visit predictable and welcoming
Train every front-line role that interacts with families, including administrative staff, attendance clerks, site coordinators, and afterschool staff. Julie McCalmont of Oakland Unified School District told the Wallace Foundation: “It’s important that all front-line staff at school sites — from administrative staff and attendance clerks to after school coordinators — are properly trained on all summer-related recruitment and attendance taking procedures. They can make a big impact on a family’s commitment to bring their child each and every day to our summer learning programs.”
Prepare a clear arrival routine, visible welcome point, roster process, and response for a youth who arrives without expected information. The goal is to remove uncertainty without lowering safeguarding or authorization requirements.

Follow up after no-shows and absences
Track first-day no-shows separately from later absences. Contact the family promptly using the approved channel, ask whether the place is still needed, and record the reason when the family chooses to share it. For repeated absences, listen before assuming disengagement: transportation, health, work schedules, caregiving, program fit, or communication problems may be involved. Reconfirm the attendance expectation and agree on a practical next step.
Use programming and relationships as retention tools
Lauver and Little’s review identifies clear expectations, realistic participation goals, balanced activities, incentives, and leadership, service, or work opportunities for teens as promising retention practices. Apply them selectively and evaluate whether they fit your mission and community. Ask young people what they value, then adjust activities or schedules when participation evidence points to a barrier.

Use summer-specific guidance without treating it as universal
Summer programs often require earlier decisions because the operating window is short and seasonal hiring, transportation, meals, and supplies must be arranged in advance. The Wallace Foundation’s Summer Planning Calendar and related recruitment and attendance tools recommend a registration deadline two to three months before a summer start. Adapt that interval to local procurement, staffing, licensing, and school-calendar conditions.
The California Department of Education Jumpstart Toolkit includes recruitment planning, applications and consent materials, attendance tracking, surveys, scheduling, staffing development, and advance job-description work. It also advises programs in its summer-program context to aim for a minimum of 120–150 hours of summer programming for all youth. That is a toolkit-specific program-design recommendation, not an enrollment target or a requirement for every jurisdiction.
Arizona summer-learning guidance emphasizes accurate recruitment materials, personalized outreach to students and families, a firm deadline, and tracking both attendees and those who never attend. Use those practices as adaptable examples rather than as a timetable that overrides local rules.
Protect data and document decisions
Collect only information needed to determine eligibility, communicate, deliver services, evaluate access, or meet a documented requirement. Limit access by role, use secure storage, define retention and deletion practices, and follow applicable privacy, safeguarding, disability, language-access, and records rules. Do not create demographic or priority fields merely because they would be interesting to compare.
Keep an audit trail for major decisions: capacity changes, waitlist offers, deadline extensions, withdrawals, transportation changes, and adjustments to staffing or meals. Documentation helps the next cycle begin with evidence instead of staff memory and makes it easier to explain decisions to families and partners.
A practical troubleshooting guide
Many inquiries, few completed applications
- Check whether the description, eligibility rules, and required documents are clear and consistent.
- Identify the exact step where people stop and offer assisted completion or a non-digital route.
- Ask whether language, accessibility, device access, or timing is creating friction.
- Train messengers to explain the value and requirements accurately rather than sending families to a generic link.
Many accepted youth never attend
- Separate first-day no-shows from later absences in the dashboard.
- Send a confirmation that includes arrival, transportation, meals, accessibility, and contact details.
- Call or message promptly to learn whether the place is still wanted and record the reason when offered.
- Compare the advertised schedule and expectations with the delivered experience.
Vacancies remain open
- Review the published eligibility and selection process for unnecessary barriers or unclear instructions.
- Measure time to fill and examine whether the waitlist is current.
- Use trusted partners and direct outreach to priority families who were not reached.
- Set a documented offer-and-response window so openings do not remain in limbo.
Attendance falls after a strong start
- Look for schedule, transportation, activity-fit, safety, belonging, or communication problems by site and week.
- Ask youth and families directly rather than inferring a single cause.
- Assign follow-up after repeated absences and agree on a practical support or decision.
- Adjust programming when evidence shows a barrier, then monitor whether attendance changes.
Demand exceeds safe capacity
- Apply the published selection or waitlist rules consistently.
- Do not promise a place until staffing, space, transportation, meals, and safeguarding requirements are confirmed.
- Record unmet demand and use it in the next needs assessment and funding conversation.
Resources and a repeatable operating checklist
The Wallace Foundation Summer Learning Toolkit provides a planning calendar and recruitment and attendance tools, including a printable calendar option. The California Department of Education Jumpstart Toolkit provides a broader summer-learning menu covering recruitment, applications, attendance, surveys, scheduling, staffing, and advance planning. Treat both as adaptable resources; verify current editions and local requirements before relying on a form or deadline.
At the end of each cycle, archive a one-page review containing:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- capacity, enrollment, first attendance, regular attendance, withdrawals, vacancies, and re-enrollment by site and session;
- the largest funnel drop-offs and documented reasons;
- outreach sources that produced completed applications and sustained participation;
- feedback themes from youth, families, staff, and partners;
- operational variances in staffing, transportation, meals, facilities, and supplies;
- three specific changes, each with an owner and a date for the next cycle.
That record turns enrollment into an annual operating discipline: listen, set a deliverable offer, communicate clearly, measure every transition, support attendance, and use the evidence to set the next calendar.
