A trusted data foundation for AI agents is not simply a large collection of documents connected to a model. It is a governed set of authoritative, current sources, with defined quality standards, access boundaries, retrieval methods, and safeguards for what an agent may do with the information it receives. Build it around a bounded use case, least-privilege access, and continuous oversight; treat data governance and agent governance as connected responsibilities.

What makes data trustworthy for AI agents?

Trustworthiness is a property of the whole path from source to outcome—not just whether a file looks accurate. An agent can return a misleading answer if its source is outdated, incomplete, duplicated, or not authoritative. It can also expose information or take an inappropriate action if access controls do not carry through to retrieval and tool use.

For each source, establish who owns it, whether it is authoritative for the task, what it contains, who may use it, how it is updated, and what happens when it is wrong or unavailable. Then ensure the agent can retrieve only permitted information and that its actions can be reviewed. Microsoft’s “Data architecture for AI agents” guidance similarly emphasizes that retrieval choices affect answer quality, freshness, and risk.

“Available to the model” is not the same as “approved for the agent.” A source may be technically accessible but unsuitable because it is stale, sensitive, outside the task’s purpose, or governed by different retention rules. Trust must also extend to the agent itself: its identity, tools, configuration, versions, owners, and lifecycle need controls.

This means data preparation is not a one-time cleanup followed by a handoff to an AI team. A useful source can become unreliable when its owner leaves, a policy changes, an index falls behind, a permission model is altered, or the agent gains a new tool. The foundation needs an operating model: named people or teams who maintain sources, resolve defects, review access, and respond when the system behaves outside its intended boundaries.

How do I prepare company data for AI agents?

Use a sequence that connects the business purpose to source authority, access, safety, and ongoing evaluation. The steps below are a practical design plan, not a mandatory order imposed by a single standard; revisit earlier decisions as the use case changes.

1. Bound the use case before connecting data

Write down the task the agent is allowed to perform, the users it serves, and the systems it can affect. Be specific: “help a support specialist find the approved return policy” is a more useful boundary than “answer customer questions.” Identify what a mistake could cost, who could be affected, and whether the agent only provides information or can change records, send messages, or initiate transactions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Define permitted and prohibited tasks in operational terms.
  • List the people, data, tools, and systems in scope.
  • Classify actions by consequence, including which require human approval and which must remain human-operated.
  • Set conditions for escalation, refusal, and stopping the agent.

This is consistent with the context-first approach in NIST’s AI Risk Management Framework (AI RMF) Map function, which considers purpose, deployment context, affected people, and lifecycle interactions. Microsoft guidance also recommends defining an agent’s purpose and boundaries.

A bounded task also makes later design decisions testable. If the agent is permitted to find an approved policy but not to issue a refund, its data scope and tools should reflect that distinction. If its role changes to initiating refunds, reassess the consequences, required records, approval points, and controls before expanding access. Documenting prohibited actions matters as much as listing intended ones: otherwise, teams may leave risky behavior implicit and discover the boundary only after deployment.

2. Inventory candidate sources and name an authority

Make an inventory of the documents, databases, APIs, and business systems the agent might use. For each one, record the accountable owner, its status as an approved source of truth, sensitivity, permitted purpose, location, retention requirements, and update process. If two sources disagree, decide which one governs the answer and how the agent should handle the conflict rather than expecting the model to resolve authority on its own.

Keep an explicit boundary between an approved source and a convenient one. A copied spreadsheet, archived policy, or informal team document can be useful context without being authoritative. Exclude sources that lack an owner or a defensible use purpose until those issues are resolved. Microsoft’s architecture guidance recommends deciding what data agents may use, where they may operate, and how long they may retain it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For the inventory to remain useful, link source records to an accountable maintenance process, not just a name in a spreadsheet. Establish who can approve a source for a purpose, who updates it, who resolves conflicting versions, and who is notified when it changes or is retired. When an agent depends on an API or a business application, record that dependency too; data authority includes the system that supplies the information and the rules under which it is exposed.

3. Set quality and freshness rules that match the task

Define how each source will be checked for correctness, completeness, duplicates, permission errors, and staleness. State who is responsible for resolving defects and what the agent should do when a check fails: use a verified fallback, disclose that the information may be stale, ask a person, or decline to answer. A quality rule without an owner and a response path is difficult to enforce.

Choose refresh cadence based on how quickly a change matters to the use case. A frequently changing operational record may need a different update path from a stable policy document. Establish how updates are detected and how long they may take to reach retrieval. Microsoft’s Agent Readiness Framework recommends enterprise-wide data standards, named owners, and refresh cadences. Its available framework material includes survey percentages, but without sufficiently clear year and methodological context those figures should not be treated as a current benchmark.

Freshness is more than a schedule. Decide how the team will know that a refresh failed, an index is lagging, or a source has not changed when an expected update should have arrived. Set an acceptable staleness window for the task and make the failure behavior explicit. In some cases, the agent can provide a qualified answer from a permitted fallback; in others, a stale source should trigger escalation or a refusal rather than a confident response.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Choose a retrieval and integration pattern

Decide how the agent will access each source: through an existing product interface, a search or retrieval service, an API, or a tool protocol. There is no universal best pattern. Compare the options against the source’s authority, required freshness, permission fidelity, sensitivity, auditability, latency, reliability, operating burden, and recovery behavior when a dependency fails.

Pattern What to establish Key decision
Existing product interface Which data and actions the interface exposes, how identity and permissions are enforced, and what activity is logged. Does the interface preserve the controls and source authority required for this task?
Search or retrieval service How content is indexed and refreshed, how source permissions are represented, and how retrieved material can be traced back to its source. Can it return sufficiently current, authorized material and make its provenance reviewable?
API Authentication, permitted operations, data returned, error handling, and audit records. Can the API expose only the fields and operations the agent needs?
Tool protocol How tools are authenticated, what each tool may do, and whether calls and resulting data flows are recorded. Can the protocol meet the organization’s identity, permission, and audit requirements?

The table describes questions to resolve, not guaranteed features of every implementation. Microsoft documentation describes authenticated MCP tool calls and auditing as one implementation example; MCP is not a universal requirement. For every pattern, test stale data, missing permissions, conflicting sources, timeouts, and service failures. Decide whether the agent should retry, use an approved fallback, ask a person, or stop.

Retrieval should be chosen source by source where needed. A stable, authoritative policy might be served through a search path, while a current operational value may need a system interface or API that returns live data. The important point is not to make every source look alike, but to preserve the authority, freshness, and permission properties the task requires. A path that is convenient but cannot show what source produced an answer or enforce the intended access boundary is not a good fit merely because it is easy to connect.

5. Compare options against the same decision criteria

Apply a consistent set of questions when assessing sources and access paths. These are design criteria synthesized from architecture, governance, and risk guidance—not a published vendor benchmark.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Authority: Is this an approved source of truth for the task, and who owns it?
  • Freshness: How quickly must a change reach the agent, and can staleness be detected?
  • Permission fidelity: Can access controls be enforced at the level of the user and the requested data?
  • Sensitivity and retention: What may be processed, stored, remembered, or returned, and for how long?
  • Auditability: Can a reviewer reconstruct the source, identity, tool call, and action behind an outcome?
  • Operational fit: What are the integration effort, reliability, latency, cost, and recovery requirements?

Use the same criteria when comparing architectures and vendors, but do not treat them as a scoring model that can settle every tradeoff automatically. A lower-latency path may be more operationally complex; a centralized retrieval service may simplify some controls but still require reliable permission representation and refresh. Evaluate the total operating burden, including maintaining connectors, monitoring failures, reviewing permissions, and responding to incidents. No single architecture is established as right for every organization or use case.

How can agents access company data securely?

Give each agent a managed identity and the minimum permissions

Make the agent identifiable and manageable, then grant only the data, tools, and operations required for its assigned task. Avoid broad credentials or access that spans unrelated workflows. Authenticate tool calls and record the call and resulting data flow so administrators can determine what the agent accessed and did.

When the agent acts on a person’s behalf, decide how that person’s authorization boundary will be preserved. Identity passthrough is one option described in Microsoft guidance, but whether and how it is available depends on the chosen platform. If user permissions cannot be carried through a retrieval path, treat that as an architectural gap to resolve—not as a reason to assume all users may see the same results.

Least privilege applies to tools as well as information. If a task requires reading a policy, the agent should not receive an unrelated write operation simply because the same integration exposes it. If a tool can both retrieve and change data, constrain which operations are available to the agent and under what conditions. Authentication establishes which identity made a call; authorization determines whether that identity may perform the requested operation. Both need to be addressed and auditable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect sensitive data and treat retrieved content as untrusted

Classify sources and set rules for processing, retention, memory, and output. Where appropriate, keep public and confidential sources separate and make sensitive content available only to workflows with a legitimate purpose. Limit persistent agent memory to what is necessary and governed; do not let convenience turn temporary context into uncontrolled retention.

Retrieved text can contain malicious instructions as well as useful facts. Treat it as untrusted input, not as authority to change the agent’s instructions or permissions. Test for prompt-injection and data-leakage risks, and enforce critical boundaries with deterministic controls rather than relying only on the model to follow a request. Microsoft’s agent-risk guidance recommends limiting data and tools to the task and using controls around consequential behavior.

Output controls matter alongside input controls. Decide which sensitive information may be returned to which users and for which purposes, and verify that retrieval restrictions persist through summaries, tool outputs, and any retained memory. A source permission check at one stage does not by itself establish that every later use or output is appropriate. Test the complete path, including attempts to retrieve or expose information outside the task’s authorization boundary.

What oversight and lifecycle controls should be in place?

Keep consequential actions reviewable and interruptible

For high-impact or irreversible actions, require approval before execution. Show the reviewer enough context to make a real decision: what the agent intends to do, which record or recipient it will affect, and the material information supporting the proposed action. Do not make approval a vague confirmation that hides the action’s scope.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Provide users with meaningful progress and outcome summaries, and give operators a safe way to stop the agent. Define what happens to an in-progress action after a stop or failure. Microsoft’s “Reduce autonomous agentic AI risk” guidance explicitly recommends approval for high-risk or irreversible actions.

Review should be a control point, not a rubber stamp. The person approving an action needs to understand its scope and have the ability to reject or correct it. Decide in advance which actions require review, what evidence the reviewer sees, and how rejected proposals are handled. Some actions may be too consequential to delegate at all and should remain human-operated. The boundary can differ by use case; it should be explicit rather than inferred from the agent’s technical capabilities.

Register agents, log activity, and control changes

Assign each agent an accountable owner and maintain an inventory of its purpose, identity, permitted data, tools, and dependencies. Keep accessible records of inputs, retrieved sources, tool calls, actions, and outcomes at a level that supports auditing and incident response, while respecting applicable data-handling requirements. Logs should help answer what happened, under which identity, and with which dependencies—not simply confirm that the agent ran.

Review permissions periodically and after material changes to a data source, tool, model, business process, or agent configuration. Version dependencies and configurations so a team can identify what changed when behavior changes. Define a decommissioning process that revokes access, disables credentials, and handles retained data and records according to policy.

Lifecycle ownership includes the changes that happen after launch. Register the agent, keep an accountable owner, and make sure there is a process to review its data and tool access as the business purpose changes. When retiring an agent, close its access paths and credentials and address retained data and records under the applicable policy. A forgotten agent with old permissions is still a security and governance concern, even if users no longer rely on it.

How should the foundation be measured and improved?

Set evaluation criteria before deployment, based on the task’s risks and requirements. Measure the data and the agent’s use of it; a fluent answer is not evidence that the right source was retrieved or the caller was authorized.

  • Data quality: Are required fields complete, accurate, and free of unresolved conflicts?
  • Freshness: Do updates reach the agent within the use case’s allowed window?
  • Retrieval correctness: Does the agent select authoritative, relevant material and identify uncertainty or conflicting sources appropriately?
  • Permission enforcement: Are unauthorized records and actions blocked across retrieval and tools?
  • Safety behavior: Are prohibited actions refused, and are risky actions routed for approval?
  • Operational resilience: Are failures detected and handled as designed, with escalation or safe stopping where needed?
  • Incident response: Can the team reconstruct an event, contain access, and revise controls based on what occurred?

Review these measures when the source data, retrieval route, model, tools, permissions, or business process changes. NIST describes risk management as continuous across the AI system lifecycle. Its AI RMF organizes work into Govern, Map, Measure, and Manage; it is voluntary, and the functions are not a fixed-order checklist. NIST has said AI RMF 1.0 is being updated, so consult NIST for the current edition before treating a version as the latest. In February 2026, NIST announced an AI Agent Standards Initiative focused on standards, open protocols, agent security, and identity. That announcement signals active standards work; it is not itself a completed standard for agent data foundations.

In practical terms, Govern covers the policies, roles, and accountability that sustain the work; Map keeps the system’s purpose, context, and potential impacts visible; Measure evaluates behavior and risk against the use case; and Manage uses those findings to prioritize responses and improve controls. These functions can inform one another throughout the lifecycle rather than being treated as four steps completed once in sequence. For example, an incident or a change in business purpose can prompt a new risk assessment, revised permissions, and additional evaluation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Monitoring should include dependencies, not only the final answer. A source can change, an integration can fail, or a permission can be revised without an obvious change in the agent’s interface. Track those changes and decide who reviews them, what triggers a reassessment, and whether deployment should pause while a defect is resolved. Continuous improvement is the mechanism that keeps the foundation aligned with both the data and the task.

A practical readiness check before launch

  • The use case, users, permitted actions, prohibited actions, and escalation path are documented.
  • Every connected source has an owner, an authority decision, a permitted purpose, and a refresh process.
  • Quality failures, stale data, conflicting sources, and unavailable dependencies have defined responses.
  • Retrieval and tool access enforce identity and least privilege, with user-level permissions preserved where required.
  • Sensitive data, retention, memory, and output rules are explicit; retrieved content is tested as untrusted input.
  • High-impact actions require meaningful approval, and operators can stop the agent safely.
  • Logs and dependency versions support audit, incident response, and controlled change.
  • Evaluation covers freshness, retrieval, permissions, unsafe action attempts, and recovery—not just answer fluency.

Before launch, use the readiness check to expose unresolved decisions rather than to create a false sense of completion. If a source has no owner, a retrieval route cannot preserve permissions, or the team cannot stop a consequential action safely, those are issues to fix or explicitly accept through the organization’s risk process. A launch decision should reflect the use case’s requirements and remaining risks, not simply the fact that the connection works.

Frequently Asked Questions

How do I prepare my data for AI agents?

Start with a bounded use case, then inventory candidate documents, databases, APIs, and business systems. Name an owner and authoritative status for each source, set quality and freshness rules, choose a retrieval path that can enforce permissions, and define what the agent should do when data is stale, conflicting, or unavailable. Reassess the foundation when the task or its dependencies change.

How can agents access company data securely?

Give each agent a managed identity and only the data, tools, and operations required for its task. Authenticate and log tool calls, preserve user-level permissions when an agent acts on a person’s behalf, and treat retrieved content as untrusted input. Define handling, retention, memory, and output rules for sensitive data, and test the complete access path.

What makes data trustworthy for AI agents?

Trust depends on source authority, ownership, quality, freshness, permitted purpose, and access controls—as well as the agent’s retrieval and actions. A source should have a maintenance process and a defined response for defects or staleness. Reviewable logs, least privilege, and ongoing evaluation help keep the path from source to outcome accountable.

Should an AI agent be allowed to take actions without approval?

That depends on the consequences of the action. Require approval for high-impact or irreversible actions, show reviewers what the agent intends to do and what it will affect, and provide a safe way to stop the agent. Some actions may be too consequential to delegate and should remain human-operated.

Does NIST prescribe a fixed checklist for building an agent data foundation?

No. NIST’s AI RMF is voluntary and organizes risk work into Govern, Map, Measure, and Manage. The functions are not a fixed-order checklist; risk management is intended to continue throughout the AI system lifecycle. NIST announced its AI Agent Standards Initiative in February 2026, but that announcement is not a completed agent-data standard.

The Bottom Line

Build a trusted data foundation around a defined task, sources with accountable owners and clear authority, quality and freshness rules, and retrieval paths that preserve permissions. Give agents only the identity, data, and tools they need; keep consequential actions reviewable and interruptible; and monitor the agent and its dependencies throughout their lifecycle. Trust is maintained through ongoing governance and evaluation, not achieved by connecting more data once.
