A Treasury ladder is a group of Treasury bills and/or notes bought with staggered maturity dates. Instead of having one investment mature on one date, you schedule principal to return at regular intervals that match planned spending. Bills deliver their return and face value at maturity; notes add fixed coupon payments every six months and return principal when they mature. The ladder makes cash availability more deliberate, but it cannot fix today’s yield for securities you will buy or reinvest later.
What a Treasury ladder does
Each “rung” is a separate Treasury security with its own maturity date. When a rung matures, you can spend the proceeds, leave them in cash, or buy another Treasury at the auction terms then available. By staggering rungs, you create a recurring timetable for principal rather than relying on a single maturity or selling an investment unexpectedly.
The schedule is predictable in timing, not necessarily in future interest rates. Securities already purchased have defined terms, but a replacement rung is a new purchase. Its price, rate and maturity will depend on the auction or market conditions at that time. A ladder therefore helps organize liquidity while leaving future reinvestment income variable.
Start with the dates and amounts you expect to need. Keep money for immediate expenses in a separate cash reserve so a marketable security does not have to be sold before maturity. TreasuryDirect confirms that you can sell a marketable Treasury before maturity, but the sale price can differ from the amount invested.

Choose between Treasury bills and Treasury notes
The first design decision is whether each rung should be a bill, a note or a combination. Bills are generally used for short-term dates and maturity-only cash flow. Notes suit investors who want longer maturities and scheduled interest payments.
| Security | Available terms listed by TreasuryDirect | How interest is paid | Principal | Minimum purchase |
|---|---|---|---|---|
| Treasury bills | 4, 6, 8, 13, 17, 26 or 52 weeks | Sold at a discount or at par; the difference between the purchase price and face value is the interest, received with the face value at maturity | Face value is paid at maturity | $100, in $100 increments |
| Treasury notes | 2, 3, 5, 7 or 10 years | Fixed interest paid every six months until maturity | Repaid at maturity | $100, in $100 increments |
The TreasuryDirect description of notes is explicit: “Notes pay a fixed rate of interest every six months until they mature.” That coupon schedule can provide interim cash without waiting for the note’s principal date. A bill, by contrast, does not send a periodic coupon; its return arrives when it matures.
When bills fit
- Use bills when your planned withdrawals are within the bill terms listed above.
- Expect one maturity payment rather than a recurring coupon.
- Match each bill’s term to a specific spending date, allowing for weekends, holidays and settlement timing.
- Use several bills when you want frequent short-term maturities instead of one large maturity.
When notes fit
- Use notes when you can commit money for two years or longer and want a fixed coupon every six months.
- Place coupon dates into your cash-flow calendar; coupon income is separate from the principal repayment at maturity.
- Remember that a note’s principal remains invested until maturity unless you sell it, and an early sale can produce more or less than the amount paid.
Build the ladder around your cash needs
- List withdrawals and dates. Write down recurring bills, tuition, taxes, planned purchases and any other known cash needs. Record the approximate amount and the date each payment is due. If a date is uncertain, use a conservative earlier maturity.
- Set aside a reserve. Keep immediate operating cash outside the ladder. A ladder is designed for planned liquidity; it is not a substitute for an emergency reserve.
- Pick an interval. Decide whether maturities should occur every month, quarter, six months or another interval. The right interval depends on your cash pattern and the amount available. Treasury rules do not require equal intervals or equal dollar amounts.
- Assign an instrument to each date. Select bills for short maturities and maturity-only proceeds. Select notes where a longer commitment and semiannual coupons are useful. Check the current auction calendar and offering terms before ordering because auction dates and rates change.
- Buy separate securities. Each rung should have its own maturity date. Record the security type, term, face value, purchase price, maturity date, expected proceeds and, for notes, coupon dates.
- Review before maturity. Decide whether the proceeds will be spent, held as cash or reinvested. Make that decision before the maturity date so the money follows the plan rather than sitting idle or being committed accidentally.
There is no universal “best” number of rungs. A person with one annual liability may need only a few dates, while someone funding monthly expenses may prefer many smaller maturities. Equal-dollar rungs are easy to administer, but unequal amounts are sensible when withdrawals are uneven.
How to choose the interval and rung size
Match frequency to the expense calendar
Use the shortest practical interval that solves your liquidity problem. If a large payment is due once a year, a single annual maturity may be sufficient for that liability. If expenses arrive monthly, monthly or near-monthly maturities can reduce the need to keep a large idle balance. When using notes, remember that coupons arrive every six months even if your principal maturities are less frequent.
Size each rung for the cash you will actually use
Allocate enough face value to cover the intended withdrawal while accounting for taxes, transaction timing and any cash you want to retain. Do not assume every rung must have the same face value. Larger rungs can be placed before known large expenses; smaller rungs can cover ordinary recurring needs.

Allow a timing margin
Maturity is a date, not a promise that funds will be available before an earlier bill is due. Place the maturity before the spending date and confirm how your holding channel credits proceeds. If a date falls near a weekend or holiday, use an additional buffer rather than planning to spend money before it settles.

Short-term bill ladder
An investor who wants recurring short-term liquidity could buy separate bills with staggered 4-, 8-, 13-, 17- and 26-week terms, selecting purchase dates so maturities arrive at the desired intervals. Each bill would deliver its face value at maturity. On each date, the investor could spend that amount or buy another bill with a term that fits the next planned date.
Longer-term note ladder
An investor with a multi-year horizon could hold notes with different maturity years. Each note would pay fixed interest every six months, creating coupon cash flow, while the staggered principal dates provide larger amounts at different times. The investor should map coupon dates separately from principal dates because they are two different cash-flow streams.
Combined design
A combined ladder can use bills for expenses expected within the next year and notes for money that can remain invested longer. Bills create near-term maturity dates; notes provide semiannual coupons and later principal repayments. Keep the two schedules in one calendar so a coupon is not mistaken for a principal maturity.

Buying and holding the securities
You can hold Treasury securities in TreasuryDirect or through a bank, broker or dealer. The operational steps, settlement timing, reinvestment controls and destination for proceeds depend on the channel. Confirm those procedures before placing an order, especially if the ladder supports an automatic bill payment.

TreasuryDirect workflow
- Review the current auction calendar and the offering terms for the bill or note you want.
- Choose the security type, term, purchase amount and funding source.
- After the purchase, record the maturity date and, for a note, each six-month coupon date.
- Before maturity, open the holding’s reinvestment settings if you want another Treasury purchased automatically.
- Verify the destination account for proceeds when no reinvestment is scheduled.
TreasuryDirect describes reinvestment as “using the money from a maturing security to buy another security of the same type.” For TreasuryDirect bill holdings, reinvestment may be scheduled up to four business days before maturity. A bill reinvestment uses the same term as the maturing bill. A note can be reinvested in a different term. Check the current TreasuryDirect interface and rules because operational details can change.
Bank or broker workflow
If the securities are held through a bank or broker, follow that institution’s order, settlement and maturity instructions. TreasuryDirect directs investors with securities held through a bank or broker to that institution for account-specific procedures. Ask how proceeds are credited, whether automatic reinvestment is available, when an instruction must be entered, and how coupon payments are delivered.
What happens at maturity
Every rung reaches one of three decisions: spend, hold or reinvest.
Spend the proceeds
Use the maturity proceeds for the expense assigned to that rung. If no reinvestment is set for an eligible TreasuryDirect holding, TreasuryDirect says the security’s value is paid at maturity to the account’s designated destination. Confirm the destination and timing in your account before relying on it for a payment.

Hold the proceeds
Keeping proceeds in cash can be appropriate when the expense date has moved, when you are building a reserve or when current auction terms do not fit your plan. Holding cash changes the ladder’s future income, so update the schedule and note the amount that is no longer invested.
Reinvest the proceeds
Reinvestment extends the ladder by purchasing another security with the maturity proceeds. The new security is priced at the future auction or market terms, so its yield and eventual cash flow can differ from the maturing rung. A bill must be replaced with the same bill term in TreasuryDirect’s reinvestment function; a note may use a different term. Reinvestment is therefore a recurring decision, not a permanent rate lock.
How often will a Treasury ladder pay cash?
There is no single answer because payment frequency depends on the securities and dates you choose. A bill-only ladder pays when individual bills mature. If maturities are arranged monthly, principal can become available roughly monthly; if they are quarterly, cash arrives roughly quarterly. The number of rungs and their terms determine the pattern.
A note ladder pays fixed coupons every six months for each note, plus principal when each note matures. Notes bought on different schedules can have coupon dates that cluster or spread across the year. Put every coupon and maturity into the same calendar before deciding whether the resulting cash flow meets your needs.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsEarly sale, reinvestment and rate risk
Early-sale risk
A Treasury ladder is most predictable when you hold each security to maturity. If you sell earlier, the market price may be higher or lower than your purchase amount. The available sources confirm that early sale is possible but do not establish a typical price change or guarantee a result. Keep near-term spending money outside longer rungs to reduce the chance that you must sell.

Future-rate risk
When a rung matures and you reinvest, the replacement rate may be higher or lower than the previous rate. A ladder spreads the dates on which you face that decision; it does not eliminate changing-rate risk. Compare the new auction terms with your cash need, desired term and willingness to lock money for longer.
Mismatch risk
A maturity can arrive too late, or a rung can be too large or too small for the expense it was meant to fund. Review the calendar at least before every maturity and whenever your spending plan changes. Adjust future purchases rather than selling a longer-dated security solely because the original plan was not updated.
Taxes and record keeping
TreasuryDirect lists interest on bills and notes as subject to federal tax and exempt from state and local taxes. That is a general description of the instruments, not individualized tax advice. Your tax result can depend on your circumstances, account type and jurisdiction; consult a qualified tax professional for personal guidance.

Common mistakes and fixes
- Putting emergency cash into long maturities: retain a separate reserve and use shorter bills for money needed soon.
- Assuming bills pay coupons: plan for a single maturity payment; only notes provide the scheduled six-month interest payments described by TreasuryDirect.
- Assuming today’s rate continues: treat every reinvestment as a new rate decision and check the current auction terms.
- Using equal rungs automatically: size maturities around actual expenses; equal dollars are optional.
- Forgetting coupon dates: record each note’s six-month payments separately from principal maturities.
- Leaving reinvestment instructions unchecked: confirm whether proceeds will be spent or automatically reinvested before each maturity.
- Ignoring the holding channel: TreasuryDirect, banks and brokers can have different procedures and deadlines; follow the institution that holds the security.
- Planning a payment for the maturity date itself: allow for settlement and transfer timing, weekends and holidays.
A maintenance routine that keeps the ladder predictable
- At the start of each year, list expected expenses and identify which maturities and coupons will fund them.
- Before each purchase, check the current Treasury auction calendar, offering terms and the amount that can be invested without reducing your cash reserve.
- Immediately after purchase, enter the maturity and coupon dates in a calendar with reminders.
- Several business days before each maturity, decide whether to spend, hold or reinvest and verify the instruction in the account.
- After the proceeds arrive, reconcile the amount with the expected value and update the next rung.
- When your expenses change, alter future purchases first; avoid selling long-dated holdings unless you accept market-price risk.
A well-built ladder is a cash-flow calendar backed by individual Treasury maturities. Bills are useful for short-term, maturity-only proceeds; notes add fixed six-month coupons and longer principal dates. Build the dates from your spending plan, keep a reserve for immediate needs, document every rung and treat each reinvestment as a fresh decision at then-current terms.
