A ransomware threat-hunting program is a repeatable process for finding attacker activity that bypassed preventive controls, proving whether your telemetry and detections work, and moving credible findings into incident response before encryption or extortion spreads. Build it around accountable owners, prioritized behavior hypotheses, retained identity and endpoint evidence, a documented escalation path, and recurring validation—not around buying a single platform.
What a ransomware threat-hunting program does
Threat hunting is proactive investigation. Instead of waiting for an alert, hunters start with a falsifiable hypothesis about attacker behavior, search available evidence, test whether the behavior occurred, and document what the organization should change. The goal is not to investigate every unusual event or to replace alert monitoring. It is to find malicious activity that preventive controls, signatures, or alert thresholds did not stop or recognize.
Ransomware hunting must remain connected to incident response. CISA’s #StopRansomware Guide detection-and-analysis checklist says to “Initiate threat hunting activities.” The same guidance calls for determining affected systems, isolating them, developing and documenting an initial understanding, preserving volatile evidence such as memory and short-retention logs, and coordinating with response stakeholders. A hunt that uncovers likely compromise therefore becomes an incident workflow with an owner, evidence-handling rules, containment decisions, and communications—not a detached analytics project.

- Who owns the hunt, who can declare an incident, and who approves disruptive containment?
- Which ransomware-relevant behaviors can you search for in your environment right now?
- What evidence is retained long enough to investigate, and how do you preserve it when a case starts?
- How will a missed detection become a tuned control, a new hunt, a playbook change, or a training requirement?
Assign ownership before writing hunt queries
Make one team accountable for the program while giving other teams explicit responsibilities. In a smaller organization, several roles may be held by the same people; the handoffs still need to be written down.
| Role | Program responsibility | Decision or evidence it must provide |
|---|---|---|
| SOC or threat-hunting lead | Owns the backlog, hypotheses, schedules, case quality, and coverage reporting. | Prioritized hunts, status, findings, and recommended detection changes. |
| Identity and Active Directory team | Explains account lifecycle, privileged groups, authentication paths, and emergency access. | Reliable account-change and authentication telemetry; validation of suspicious identity activity. |
| Endpoint and server team | Provides process, service, configuration, and security-control data from workstations and servers. | Host scoping, isolation capability, and confirmation of changes that affect recovery or logging. |
| Network and remote-access team | Maintains VPN, remote desktop, firewall, proxy, and exposed-service visibility. | Connection context, public-facing asset inventory, and containment options. |
| Backup and infrastructure owners | Protects backup systems, snapshots, hypervisors, storage, and recovery credentials. | Evidence of backup or shadow-copy changes and a tested recovery path. |
| Incident-response lead | Takes control when a hunt meets the incident threshold and directs evidence preservation and containment. | Incident classification, scope, legal or regulatory coordination, and response tasks. |
| Security leadership | Sets risk tolerance, funds telemetry and staffing, and resolves cross-team priorities. | Accepted remediation deadlines and escalation when risk remains unresolved. |
| External responders or specialist support | Provide surge capacity or specialist forensics when internal capability is insufficient. | Defined access, chain-of-custody expectations, and a named internal decision maker. |
Publish a responsibility matrix for each hunt. It should identify the investigator, technical data owners, incident commander, approver for isolation or credential resets, communications lead, and remediation owner. A hunt cannot be considered complete merely because a query ran; it is complete when its result, evidence location, disposition, and follow-up owner are recorded.
Define the data you must be able to search
Start with behaviors and response needs, then map the telemetry that can prove or disprove them. The inventory below is implementation guidance derived from the behaviors and evidence-preservation emphasis in CISA guidance, not a literal CISA telemetry checklist.
| Telemetry area | Useful events and context | Questions to confirm |
|---|---|---|
| Identity and Active Directory | New or escalated accounts, group membership, privilege changes, authentication method, source host, failures, and service-account use. | Can you distinguish normal administration from an unexpected privilege grant? Are events searchable for the period needed to investigate? |
| VPN and remote access | Login time, source and destination, device identity, geolocation or network context, MFA result, concurrent sessions, and administrative actions. | Can you link a remote login to a managed device and a user? Are anomalous or impossible patterns reviewable? |
| Endpoints and servers | Process creation, command lines, script execution, services, scheduled tasks, security-tool status, configuration changes, and file or registry activity. | Can investigators isolate a host and collect volatile evidence without destroying it? |
| Backups, snapshots, and storage | Deletion or alteration of backup jobs, repositories, credentials, shadow copies, journaling, and retention settings. | Are backup-control logs independent from the systems an attacker could alter? |
| Network and public-facing services | Internet exposure, exploitation attempts, administrative protocols, east-west connections, DNS, proxy, firewall, and remote-service logs. | Is there an authoritative inventory of exposed applications and their owners? |
| Cloud and SaaS control planes | Administrative sign-ins, new credentials, policy changes, storage actions, and audit-log configuration. | Are cloud audit logs enabled, retained, and protected from ordinary administrator deletion? |
| Case and response records | Alert links, analyst notes, timestamps, evidence hashes or locations, decisions, and communications. | Can a reviewer reconstruct what was known, when it was known, and why a containment decision was made? |
For every source, record the owner, collection method, retention period, clock synchronization, search latency, and access restrictions. Mark sources that are unavailable or too short-lived. CISA specifically recommends preserving volatile evidence such as memory and short-retention logs during response; your runbooks should state who can collect those items and where they are stored.
Build a prioritized ransomware hunt backlog
Rank hunts by potential to enable encryption or extortion, likelihood in your environment, and the quality of evidence you can obtain. Treat actor advisories as inputs to the backlog, not as a universal checklist. CISA’s Play ransomware advisory, for example, describes valid-account use, exploitation of public-facing applications, and external remote services including RDP and VPN for initial access. The search result identifies a June 4, 2025 update and maps observed behaviors to MITRE ATT&CK Enterprise version 17; verify the live advisory before relying on those details.

Valid-account and privilege abuse
Hypothesis: An attacker is using a legitimate identity or has recently elevated one to gain access while avoiding malware-based detections.
- Search for newly created accounts, accounts enabled after inactivity, unexpected password or MFA changes, and additions to privileged groups.
- Compare administrative activity with the user’s normal hosts, hours, locations, and ticketed work.
- Look for service-account use from interactive sessions or systems outside the account’s stated purpose.
- Escalate when identity changes lack an owner, approval, or corresponding maintenance record, especially when followed by remote access or endpoint-control changes.
Suspicious VPN and remote-service access
Hypothesis: A compromised credential or exposed remote service is providing initial or repeat access.
- Correlate VPN, RDP, remote-management, and other external-service sessions with device posture, MFA results, source networks, and unusual time patterns.
- Investigate new devices, simultaneous sessions, rapid movement between servers, and logins followed by privilege changes or security-tool tampering.
- Give priority to remote access into systems that administer backups, identity, virtualization, or large file shares.
Exploitation of public-facing applications
Hypothesis: An exposed application was exploited and then used as a foothold.
- Join web, application, reverse-proxy, authentication, and host process logs around suspicious requests or error bursts.
- Check for a new process, account, scheduled task, shell, or outbound connection originating from the exposed service.
- Confirm the asset’s owner, patch status, internet exposure, and emergency isolation procedure.
Lateral movement and administrative spread
Hypothesis: An intruder is moving from an initial host toward identity, backup, and high-value data systems.
- Hunt for a user or host accessing an unusual number of servers, administrative shares, remote-management endpoints, or domain controllers.
- Look for a sequence connecting remote login, credential use, service creation, scheduled-task creation, or sudden administrative tooling.
- Prioritize paths that reach backup consoles, storage, hypervisors, and central management systems.
Changes that weaken recovery or visibility
Hypothesis: An attacker is preparing for ransomware by reducing the organization’s ability to recover or investigate.

CISA’s guide calls out endpoint changes that may impair backups, shadow copies, disk journaling, or boot configurations. Search for deletion or disabling of shadow copies, backup agents, security tools, logging, journaling, recovery settings, and boot-related configuration. Treat an unexplained change as high priority when it follows suspicious authentication, privilege activity, or lateral movement. Preserve the relevant host and control-plane evidence before attempting cleanup.

A useful hunt specification lets another analyst reproduce the work and understand what action follows each result. Use this structure for every backlog item:
- Hypothesis: State the attacker behavior and the defensive assumption being tested.
- Scope: Name systems, identities, business units, cloud accounts, and a time window. Begin with a period appropriate to the behavior, then expand if evidence warrants it.
- Data sources: List the exact log sets, fields, joins, and known collection gaps.
- Expected behavior: Describe legitimate maintenance, approved break-glass use, and ordinary automation so analysts do not treat every match as malicious.
- Search and triage: Record the query or analytic logic, pivots, enrichment, and the order in which an analyst checks identity, host, network, and change-management context.
- Escalation threshold: Define when to open an incident, isolate a host, disable or reset an identity, preserve memory, or engage a specialist. Make the threshold depend on corroborating evidence and business impact, not on a single noisy field.
- Outcome: Record benign explanation, suspicious activity, confirmed compromise, inconclusive result, data gap, detection gap, and the owner and deadline for each follow-up.
Keep investigation notes in a case system with timestamps and immutable or access-controlled evidence references. Record negative results too: a hunt that finds no malicious activity but reveals missing VPN history or insufficient retention has produced a measurable control gap.
Connect hunting to incident response
Define the handoff before the first urgent case. When a hunt crosses its escalation threshold, the investigator should stop treating it as an isolated research task and activate the response plan.
- Declare and assign: Name the incident commander, record the initial hypothesis, and identify affected or potentially affected systems.
- Preserve evidence: Capture volatile data and short-retention logs first, document collection times and custodians, and avoid actions that overwrite evidence unnecessarily.
- Scope: Search related identities, hosts, remote sessions, exposed services, backup systems, and high-value data paths.
- Contain deliberately: Isolate affected systems, restrict remote access, suspend or reset compromised accounts, or block services according to preapproved playbooks. Record who authorized each disruptive action.
- Coordinate communications: Notify leadership, legal, privacy, regulatory, insurance, public-relations, and business owners when the incident plan requires it.
- Recover and verify: Use known-good recovery procedures, validate that attacker access is removed, and monitor for recurrence before returning systems to normal operation.
- Learn: Convert confirmed behaviors, missed detections, evidence gaps, and response delays into backlog items with owners.
Do not let a hunt team quietly remediate a host and close the case without response coordination. That can destroy volatile evidence, leave other compromised systems active, and create an incomplete record of decisions.

Validate coverage with a repeatable test loop
CISA’s Play advisory describes a practical validation loop: choose a technique, map security technologies against it, test those technologies, analyze detection and prevention performance, repeat across the inventory, and tune the program from the results. Turn that loop into a recurring control-improvement cycle.
| Step | What to do | Record |
|---|---|---|
| Choose a behavior | Select a prioritized ransomware technique or observed behavior, such as valid-account misuse or remote-service access. | Technique, rationale, environment scope, and risk owner. |
| Map controls | Identify identity, endpoint, network, backup, cloud, and response controls that should prevent or reveal it. | Control, data source, owner, and expected signal. |
| Test | Use an approved simulation, replay, emulation, or controlled configuration test that does not endanger production. | Test method, date, systems, prerequisites, and safety approval. |
| Analyze | Check prevention, alerting, searchability, analyst time to triage, and escalation behavior. | Observed events, missed events, false positives, and evidence quality. |
| Remediate | Tune rules, improve collection, change access controls, update playbooks, or accept residual risk explicitly. | Action owner, deadline, verification method, and risk decision. |
| Repeat | Run the next behavior and retest after material changes to systems, advisories, or controls. | Coverage history and trend by behavior and business area. |
Use ATT&CK technique identifiers where they improve shared language, but do not mistake a mapping for proof of coverage. A technique is covered only when the required telemetry arrives, the search or detection works, an analyst can interpret the result, and response can act within the needed time.
Measure the program without vanity metrics
Count work that changes risk or demonstrates readiness. Useful measures include:
- Percentage of prioritized behaviors with a named hypothesis, data owner, tested detection, and response playbook.
- Telemetry availability, retention, clock accuracy, and search latency for identity, endpoint, remote-access, backup, and cloud sources.
- Detection-test results: prevented, alerted, searchable-only, missed, or not testable.
- False-positive rate and analyst time required to reach a disposition.
- Time from suspicious finding to evidence preservation, incident declaration, containment decision, and confirmed scope.
- Number and age of open remediation actions, with an accountable owner and accepted-risk decision where applicable.
- Percentage of exercises and real incidents that produce a completed after-action review and verified control change.
A high hunt count can indicate noise rather than maturity. Pair volume with evidence quality, confirmed coverage, remediation completion, and response performance.

Analyst practice
- Rehearse identity, VPN, endpoint, backup, and public-facing-application pivots using sanitized data.
- Require analysts to write a hypothesis, expected benign explanations, escalation threshold, and evidence plan before searching.
- Review cases for unsupported conclusions, missing timestamps, and unassigned follow-up actions.
Tabletop and technical exercises
- Run a leadership tabletop that begins with a suspicious privileged-account change and tests communications, legal decisions, and business continuity.
- Run a technical exercise that tests remote-access investigation, host isolation, volatile-evidence collection, backup-control protection, and restoration verification.
- After each exercise, assign remediation owners and retest the specific failure rather than merely filing a report.
Use readiness assessments and external guidance carefully
CISA lists no-cost ransomware services and describes its Ransomware Readiness Assessment as a tiered-practice self-assessment for gauging readiness to defend against and recover from ransomware. Check the live CISA StopRansomware Services page for current availability and eligibility before starting. Treat the assessment as an input to your backlog, not as certification or proof that hunts and response will work under pressure.
Keep actor intelligence current. Advisories can change indicators, tactics, mappings, and recommended actions. Recheck the live CISA pages when an advisory is used to reprioritize a hunt, and record the advisory date and version in the case or backlog item. Adapt the behavior to your own architecture rather than copying an indicator list that may be stale.
Choose technology by the work it must support
A platform can improve search and correlation, but purchasing one does not create an effective hunting program. Evaluate any existing or proposed approach against the operational requirements below:
Free tools Windows power users keep installed
One-click scans. No signup required.
| Evaluation axis | Evidence to request |
|---|---|
| Telemetry coverage | Can it collect and retain the identity, endpoint, remote-access, backup, network, and cloud events needed for your prioritized behaviors? |
| Identity and privilege visibility | Can investigators trace account creation, elevation, authentication context, and service-account use? |
| Endpoint and recovery visibility | Can it reveal process and configuration changes that affect security tools, shadow copies, journaling, boot settings, or backups? |
| Retention and searchability | Are retention, indexing, export, access control, and search latency sufficient for both routine hunts and incidents? |
| Validation capability | Can the team run controlled tests, see whether prevention and detection worked, and compare results over time? |
| Investigation and case management | Can analysts preserve notes, evidence references, timelines, approvals, and handoffs without losing context? |
| Response integration | Can authorized responders isolate hosts, restrict accounts, or open coordinated cases through documented workflows? |
| Operating cost and staffing | Who maintains collectors, detections, parsers, integrations, and after-hours response, and what happens when a key analyst is unavailable? |
| Tuning ability | Can the team turn false positives and missed events into controlled rule changes and verify that the change worked? |
Run a proof of capability against your own hunt hypotheses and response playbooks. A feature checklist is less useful than demonstrating that an analyst can find a suspicious privilege change, pivot to remote access and endpoint evidence, preserve the case, and trigger the approved containment path.
A practical launch plan
- Weeks 1–2: establish governance. Name the program owner, incident commander backup, data owners, escalation authorities, and reporting audience. Publish the responsibility matrix and evidence-handling rules.
- Weeks 2–4: baseline visibility. Inventory identity, remote access, endpoint, network, public-facing, backup, cloud, and case telemetry. Document retention, gaps, collection health, and isolation capability.
- Weeks 4–6: select the first hunts. Choose a small set covering valid-account or privilege abuse, suspicious remote access, exposed-service exploitation, lateral movement, and recovery-control changes. Write each as a complete investigation specification.
- Weeks 6–8: execute and hand off. Run the hunts, preserve evidence for suspicious results, and exercise the incident threshold and containment approvals.
- Weeks 8–10: validate controls. Apply the choose-map-test-analyze-tune loop to the highest-risk behaviors. Record misses, false positives, and remediation owners.
- Ongoing: operate a cadence. Review the backlog at least monthly and after major architecture changes, incidents, exercises, or relevant advisories. Retest remediated controls and close items only after verification.
Keep the first cycle narrow enough to finish with evidence and measured improvements. Expand only when the organization can sustain collection, investigation, response, and tuning for the behaviors already in scope.
