Build an IT hiring strategy around the work a role must deliver, then assess candidates consistently against the capabilities that work requires. Keep genuine must-haves, remove credentials and wish-list skills that do not predict performance, and decide deliberately whether to recruit, divide the role, or develop current staff.
Start with the work, not a list of credentials
Before opening a requisition, define what the person must accomplish and which capabilities make those outcomes possible. A useful role profile distinguishes essential skills from preferences and makes clear what a successful hire should be able to do soon after joining.
That distinction prevents a common hiring trap: combining several specialties into one idealized profile. If the work spans separate disciplines, consider clearer role boundaries, prioritizing the most urgent need, or building complementary skills across a team rather than waiting for one candidate to cover everything. ISC2 warns that “unicorn” hiring can make recruitment harder and points to role-specific recruiting and skills development as alternatives (ISC2, April 2026).

- List the work the role owns, the decisions it makes, and the problems it must solve.
- Identify the capabilities required to do that work, separating true entry requirements from skills that can be learned on the job.
- Describe how each essential capability will be assessed during selection.
- Check that the scope fits one role and a realistic level of experience.
NIST NICE offers employer resources covering cybersecurity job descriptions, performance-based assessments, hiring strategies, upskilling, and retention. The framework is cyber-focused, but its role-centered workforce-management resources can inform how employers clarify cybersecurity work (NIST NICE Workforce Management).

Use skills-first hiring without lowering the bar
Skills-first hiring means evaluating job-relevant capability directly instead of treating a degree, certificate, or previous job title as an automatic stand-in for it. It does not mean removing qualifications that are genuinely necessary. Keep essential requirements, but be prepared to explain how each one relates to the work.
The OECD’s 2024 report discusses how skills-first approaches can broaden access for candidates without traditional qualifications and how strict entry requirements can constrain entry-level technology talent pools (OECD, “Bridging Talent Shortages in Tech”). Singapore’s Ministry of Manpower reported that academic qualifications were not the main determinant in hiring for 79.6% of vacancies in Singapore in 2025. That statistic covers all vacancies, not IT jobs alone; the ministry also reported that employers associated broader criteria with faster hiring, wider talent access, and improved employee performance (Singapore Ministry of Manpower, March 20, 2026).
Use the following test for each requirement: Would someone who lacks it be unable to perform a core duty, or is it simply a familiar signal that may or may not predict ability? If it is the latter, assess the capability itself and consider widening eligibility.

Choose selection steps that reflect the actual job
Use selection criteria tied to the role and apply them consistently to candidates. A practical process might combine structured interviews with a job-relevant work sample or scenario, but no single assessment format is established as best for every IT role. Match the method to the work, the candidate burden, and the quality of signal you need.
- Match to tasks: Does the exercise resemble a meaningful part of the role rather than test unrelated trivia?
- Consistency: Do candidates receive comparable questions, instructions, time, and scoring criteria?
- Access and fairness: Can candidates with different backgrounds demonstrate the capability, and are accommodations available where appropriate?
- Time and cost: Is the exercise proportionate to the role and manageable for both candidates and evaluators?
- Useful signal: Can the results distinguish job-relevant capability rather than polish, familiarity with a particular test, or unpaid labor?
- Development value: Can the results help identify onboarding or training needs if the candidate is hired?
Write down the criteria before interviews begin, use a consistent scoring rubric, and record evidence for ratings. This makes comparisons clearer and provides a basis for reviewing whether the selection process predicted later performance. NIST NICE identifies performance-based assessment as a workforce-management resource area, not as an endorsement of one universal test (NIST NICE).
Decide whether to recruit, split the role, or develop staff
External hiring is not the only response to a capability gap. Weigh the urgency of the work, how scarce the skill is, the time and cost to recruit, the time required to train, continuity risks, and whether the capability will remain useful as technology changes.

NIST NICE includes both hiring and upskilling resources, while ISC2 identifies development of existing staff as an alternative to trying to recruit one person with every desired skill (NIST NICE; ISC2).

Recruiting activity is not proof of recruiting effectiveness. Decide in advance what success means for each role, then track a small set of consistently defined measures. Useful measures include candidate conversion between stages, time to fill, assessment performance, quality of hire, retention, and progress in internal development. Interpret them together: for example, a shorter time to fill is not necessarily an improvement if retention or job performance suffers.
U.S. Government Accountability Office (GAO) found that five selected federal departments had not fully evaluated whether their cybersecurity workforce mitigation actions were effective, leaving them unable to determine whether the actions addressed identified problems. This is evidence about those federal departments, not a benchmark for private employers, but it illustrates the risk of implementing interventions without checking outcomes (GAO, January 16, 2025).

Read labor-market numbers in context
IT labor markets differ by geography, occupation, specialty, and time. Cybersecurity figures can illustrate changing demand in that field, but they do not establish a single global shortage across IT.
The UK Department for Science, Innovation and Technology’s 2026 report estimates a UK cyber workforce of 145,900 in 2025 and approximately 10,200 annual entrants or replacements needed to meet 2026 demand. These are estimates for UK cybersecurity, not all IT. The same report counts 66,964 online postings across all cyber roles in 2025, up 10% from 2024 after a 41% decline the previous year. It reports monthly averages of 2,911 postings for core cybersecurity roles and 2,669 for wider cyber-enabled roles (UK DSIT, “Cyber security skills in the UK labour market 2026”).
The UK workforce figure is an experimental estimate. The report removed a previous workforce-gap estimate because it depended on assumptions and available data had limitations. The figures point to a modest rebound in cyber postings in 2025 after earlier declines; they should not be used as a proxy for demand in other countries or IT specialties.

Use cybersecurity as a case study, not a proxy for all IT
Cybersecurity shows why employers should distinguish headcount from capability. ISC2’s April 2026 analysis of its 2025 cybersecurity workforce study says 95% of respondents reported at least one organizational cybersecurity skills need, and 59% described the deficiency as critical or significant. Those are survey responses, not estimates of the share of all employers (ISC2).
A separate 2026 SANS Institute and GIAC Certifications report found that, among 947 respondents—primarily cybersecurity and InfoSec leaders—60% cited skills gaps and 40% cited headcount shortages as their top workforce challenge. This cybersecurity-focused survey is distinct from ISC2’s study and should not be generalized to all IT employers (SANS Institute and GIAC Certifications, March 2026).
Together, these findings support a practical question for technology leaders: is the constraint too few people, or is it a mismatch between available capabilities and the work? The answer may call for hiring, development, redesigned roles, or a combination—not automatically a larger requisition.
