Build shared memory as a governed data-and-retrieval service, not as a larger prompt or a vector index. The system should store durable facts, decisions, documents and task state with explicit scope, identity, provenance, timestamps and versions; enforce permissions when data is written and read; treat retrieved items as untrusted candidate context; and give people tools to inspect, correct, delete and roll back what agents remember.
What shared memory means in a multi-agent team
A model’s conversation window disappears when a session ends and cannot safely serve as a team knowledge base. Shared memory is the combination of persistent storage, retrieval, identity, authorization and lifecycle governance that lets several agents and people use the same knowledge without erasing ownership or accountability.
The distinction matters because stored content can change future behavior. A false instruction, an obsolete project decision or a secret copied from an untrusted document may be retrieved later and treated as guidance. A reliable design therefore separates the facts being stored from the controls that determine who may use them and how much confidence to place in them.

A vector database can help find semantically similar text, but similarity is not permission, truth or freshness. The durable record needs an authoritative source reference and history; the retrieval service needs deterministic access checks; and the interface needs to show people what was remembered and why it affected an answer.

Start with explicit identities and memory scopes
Define the principal on every operation: a human user, an agent, a service account or an administrator acting under a documented procedure. When a person delegates work to an agent, either propagate the person’s effective permissions through the agent chain or apply a clearly defined delegation policy. Do not assume that a prompt telling an agent to “keep data private” creates an enforceable boundary.
Assign each record a scope at write time and evaluate that scope again at read time. A practical model has four scopes:
- Personal: preferences, drafts and private notes visible only to the owner and explicitly authorized services.
- Project or team: decisions, runbooks and artifacts shared by named members or service identities.
- Agent working state: temporary plans, tool results and intermediate state for one agent or workflow instance.
- Tenant or organization: approved policy and reference material available across a controlled workspace.
Use deterministic identity and tenant isolation in the storage and service layers. Microsoft’s memory-safety guidance specifically recommends isolating memory by user, agent and tenant and warns against relying on prompts for separation: Microsoft memory-safety guidance. Google Cloud likewise recommends least privilege, authorization, privacy controls, sensitive-data filtering and monitoring for connections between agents and tools: Google Cloud’s multi-agent architecture guidance.

A useful implementation divides responsibilities so that no single index or model is expected to provide security, persistence and reasoning at once.
1. Ingestion and write gate
Every write should arrive through an explicit user or system action. The gate authenticates the caller, records the purpose, classifies the data and rejects material that should not be persisted, such as credentials or sensitive attributes inferred without a legitimate need.
Require a reason for durable writes. A user confirmation, an approved workflow event or a policy-controlled extraction job is more auditable than allowing an agent to save every generated sentence. The gate should also normalize content type, attach the originating principal and source reference, assign retention rules and detect attempts to store instructions that conflict with system policy.
2. Durable source of truth
Store the canonical record and its history in a system that supports authorization, versioning and deletion. Keep the original document or source link available rather than preserving only an embedding or a summary. If a fact changes, create a superseding version or a conflict record instead of silently overwriting the old value.

The source of truth may be relational, document-oriented or another durable store. The important properties are controlled access, recoverable history and a defined process for retention, deletion and rollback.
3. Derived indexes
Build retrieval structures from the canonical records. Keyword search helps with exact names and identifiers; semantic or vector search helps with paraphrases; and graph traversal can expose relationships among people, projects, decisions and entities. These are derived representations, so they must inherit the source record’s permissions and be rebuildable when a record is corrected or deleted.
4. Access-aware retrieval service
Agents and human interfaces should call a retrieval service rather than query indexes directly. The service authenticates the caller, filters candidates by tenant and scope, checks record-level permissions, evaluates relevance and freshness, and performs safety and sensitive-data checks before assembling context. It should return source links or chunk-level attribution with each item.
Microsoft describes this pattern as treating memory as candidate context rather than authoritative truth and recommends retrieval-time validation for relevance, freshness, safety and cross-context disclosure: Microsoft memory-safety guidance. For high-impact decisions, link the user to the authoritative source or require human review instead of allowing an old memory to decide silently.
Use a common record envelope
Different content types can share one metadata envelope. The exact fields are a design choice, not an industry standard, but the following set supports access control, provenance and correction.
| Field | Purpose | Example or rule |
|---|---|---|
| Memory ID | Stable identifier for references and audit events | Immutable across versions |
| Tenant or workspace | Top-level isolation boundary | Required on every record and index entry |
| Owner or originating principal | Identifies who supplied or caused the write | User, agent, workflow or service identity |
| Permitted readers and writers | Defines the access-control policy | Groups, roles or explicit principals |
| Scope | Labels personal, project, agent or tenant visibility | Set before persistence, not inferred at retrieval |
| Source reference | Allows verification and attribution | Document URL, ticket ID, message ID or file version |
| Created and updated timestamps | Supports freshness checks and chronology | Record both event times and source time when known |
| Content type | Controls parsing and display | Decision, preference, task state, policy or document chunk |
| Confidence or review state | Shows whether a human or trusted process has reviewed it | Unreviewed, reviewed, disputed or deprecated |
| Model or system version | Explains generated transformations | Record the model or extraction pipeline when applicable |
| Retention or expiry policy | Determines how long the item and derivatives remain | Apply the rule to caches, summaries and indexes too |
| Version and supersedes links | Preserves corrections and conflict history | Never destroy the audit trail by overwriting in place |
Keep audit events separate from user-visible content when appropriate, but make them queryable by authorized operators. At minimum, log create, read, update and delete operations with the caller, purpose, record, decision and downstream destination.
Build the system step by step
Step 1: Classify the knowledge you intend to share
List the information that agents actually need: stable preferences, approved policies, project decisions, source documents, task state and short-lived working notes. Mark credentials, regulated data, personal information and unverified instructions as restricted or non-persistable. This inventory determines which scopes and retention rules are possible.

Step 2: Define authorization before choosing a database
Write policies in terms of principals, scopes and actions: who may create, read, revise, export and delete each class of memory. Include service-to-service calls and delegated agent chains. Enforce the policy at the API and storage boundaries, and test denial cases; a model instruction is not a substitute for an authorization decision.

Step 3: Implement the write gate
Require a caller identity and purpose, validate the payload, classify sensitivity, attach provenance and assign a version. Reject secrets and unsupported inferred attributes. For agent-generated memories, capture the triggering conversation or workflow event so an operator can reconstruct why the item was saved.
Step 4: Persist canonical records and history
Write the envelope and content to the source of truth before producing embeddings, summaries or graph edges. Use immutable event history or explicit version rows so that a correction can identify what changed, who changed it and which version superseded the prior one.
Step 5: Generate derived representations
Index only records the pipeline is permitted to process. Carry tenant, scope, record ID and version into every derived object. When a source is deleted or its access policy changes, queue removal or re-indexing of vectors, full-text entries, graph edges, summaries and caches.
Step 6: Build access-aware retrieval
Have the caller present its identity and requested purpose. Filter by tenant and scope before ranking. Then apply relevance, freshness, conflict and safety checks. Return the content together with attribution, review state, timestamp and a link to the source. If no candidate passes the checks, return no memory rather than filling the gap with an unauthorized or stale item.
Step 7: Assemble context with a clear trust order
Keep system safety policy and explicit user instructions above retrieved text. Delimit memories as data, not commands, and prevent an untrusted document from changing tool permissions or policy. For decisions involving money, access, safety or compliance, require a source check or human approval.
Step 8: Expose human controls
Provide a memory view that shows what is stored, its source, scope, readers, last review time and whether it influenced an answer. Authorized people should be able to correct, deprecate, delete and report a record. Explain when a deletion is pending propagation to indexes, backups or downstream summaries.

Step 9: Instrument every lifecycle event
Record successful and denied reads and writes, policy decisions, retrieval latency, source attribution, conflicts, poisoning indicators and deletion propagation. Keep enough history to determine who created, accessed, changed or removed an item and which agents or interfaces received it.
Step 10: Test with adversarial and ordinary workflows
Run tests with realistic team collaboration, delegation and correction flows, then repeat them after schema, model or policy changes. Measure permission correctness and source fidelity, not only retrieval relevance.

Make retrieval more reliable than similarity alone
A useful retrieval pipeline performs checks in a deliberate order:
- Authenticate: establish the human, agent or service identity and tenant.
- Authorize: apply scope and record permissions before exposing candidate text.
- Rank: combine keyword, semantic and relationship signals where they fit the query.
- Check freshness: compare timestamps, expiry rules and superseding versions.
- Resolve conflicts: prefer an approved newer record, surface disagreement or ask for review; do not silently merge incompatible decisions.
- Inspect safety: detect secrets, personal data and embedded instructions that should not enter a prompt.
- Attribute: return the source reference, version and review state with the context.
- Log: record the decision, returned records and downstream recipient.
A vendor example, SharedMemory, documents a combination of private and shared volumes, a write guard, graph extraction, hybrid vector/graph search and source-attributed chunks: SharedMemory platform overview. Those are vendor-stated capabilities, not evidence of superior accuracy. Evaluate any implementation against your own permissions, deletion and retrieval tests.
Give people practical control over memory
Transparency is an operational feature, not merely a settings page. A person should be able to answer four questions: What does the system remember? Where did it come from? Who can use it? Did it affect this response?
Support correction and deletion workflows that update the canonical record and every derivative. Define how quickly removal reaches vector indexes, graph stores, caches, summaries, exports and backups. Record the request, authorization decision, completion status and any systems that could not yet be updated.
Keep review states such as unreviewed, approved, disputed and deprecated when the workflow benefits from them. A disputed record can remain available for investigation without being eligible for ordinary agent context. For poisoning or cross-context disclosure incidents, operators need history sufficient to identify the first write, every read and the downstream prompts or actions that followed.

Choose a persistence pattern by workload and threat model
There is no documented universal winner. Compare alternatives using the same data classes, identity model, deletion requirements and workload.
| Pattern | What the documented guidance describes | Questions to answer before adoption |
|---|---|---|
| Managed agent-memory service | AWS describes managed persistence for conversation history and extracted long-term insights shared across sessions, with fine-grained access controls and storage isolation: AWS agent-layer guidance. | Does identity integrate with your tenant model? Can you set retention, export records, rebuild indexes and verify deletion? How dependent are operations on the provider? |
| Database-backed memory | Microsoft’s Azure HorizonDB material presents PostgreSQL-backed persistence and retrieval, including vector, full-text and graph options: Azure agent guidance. | Can your team operate the authorization, indexing, lifecycle and evaluation layers? Does the database support the isolation and audit guarantees you require? |
| Purpose-built memory product | SharedMemory documents private and shared volumes, a write guard, graph extraction, hybrid retrieval and attributed sources: SharedMemory platform overview. | Independently verify data handling, tenant boundaries, export, deletion propagation, audit access, latency and retrieval quality rather than relying on feature descriptions. |
The Microsoft reference architecture also describes persistent conversation history and agent state with versioning, snapshots and conflict handling: Microsoft multi-agent reference architecture. Treat these as implementation patterns; fit depends on your regulatory duties, existing operations, latency budget, portability needs and staffing.
Use protocols as interfaces, not as policy
Model Context Protocol (MCP) can standardize how an agent connects to tools and data, while Agent2Agent (A2A) can standardize agent-to-agent collaboration. Neither protocol decides which memory a caller may read or write. Put identity, authorization, input validation, monitoring and privacy rules at the service boundary.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsRegister only approved MCP servers, restrict tool credentials, inspect traffic for sensitive-data exposure and watch for indirect prompt injection. The Azure guidance discusses MCP and A2A as connectivity mechanisms, and Google Cloud recommends approved endpoint registration and monitored, authorized tool access: Azure agent guidance and Google Cloud’s multi-agent architecture guidance.
Threats and operational tests
Exercise the following cases before allowing agents to write durable memory:
| Scenario | Expected control | Evidence to inspect |
|---|---|---|
| An agent writes a false or malicious persistent instruction | Write validation, provenance, review state and policy precedence prevent automatic trust | Rejected or quarantined record, alert and complete audit trail |
| A user requests another user’s private memory | Authorization denies the query before ranking or prompt assembly | Denied event with principal, scope and reason; no leaked snippets |
| An old decision conflicts with a newer one | Version and supersedes links surface the conflict or select the approved current record | Both histories retained and response cites the selected source |
| A deleted record remains in a summary or index | Deletion workflow propagates to derivatives, caches and backups according to policy | Propagation status, completion proof and exception handling |
| Two agents update one fact concurrently | Version checks, conflict detection and human or policy resolution prevent silent loss | Competing writes and final resolution are reconstructable |
| An untrusted document contains secrets or instructions | Sensitive-data and prompt-injection checks strip, quarantine or block the content | Detection result, safe context and alert for investigation |
Monitor unauthorized reads and writes, stale or conflicting records, poisoning indicators, deletion failures, retrieval latency and audit completeness. Track quality with permission accuracy, source attribution and correction success in addition to relevance scores.
Account for the real costs
Governed memory adds architectural complexity, storage and retention work, logging costs, retrieval latency from safety checks and user-interface effort for transparency. These are workload-dependent trade-offs rather than universal numerical penalties. Measure them with your own traffic and data sensitivity.
Keep a rollback plan: preserve prior versions, snapshots and reproducible index builds; document which downstream agents consume each memory class; and rehearse restoring a known-good state after poisoning or an authorization defect. A rollback that restores only the primary database is incomplete if summaries, caches or graph edges still contain the compromised content.
Launch checklist
- Every record has a tenant, scope, originating principal, source, timestamps and version information.
- Write and read authorization is enforced by services and storage, not model prompts.
- Agents use least-privilege credentials and receive only task-relevant memory.
- Derived indexes carry source IDs and permissions and can be rebuilt.
- Retrieval checks authorization, relevance, freshness, conflicts, safety and attribution.
- Retrieved text cannot override system policy or grant tool permissions.
- People can inspect, correct, dispute and delete memories and see whether one influenced an answer.
- Deletion covers summaries, embeddings, graph data, caches, exports and backups according to a documented policy.
- Create, read, update and delete events are auditable, including denied attempts.
- Adversarial tests cover poisoning, cross-user access, stale decisions, concurrent writes and prompt injection.
- Operations measure latency, audit completeness, permission correctness and source fidelity.
