Building a semiconductor fab means delivering three interdependent projects: a contamination-controlled cleanroom and its building, the power, air, water and subfab systems that keep it running, and the process tools for a specific type of chip. Intel’s 2023 general explainer puts a typical fab at about $10 billion and three to five years to complete, but that is an illustrative benchmark—not a quote or a schedule that applies to every project.
What it takes to build a semiconductor fab
A wafer fab is not just a large cleanroom filled with machines. It is a factory engineered around the processes needed to manufacture a defined product on silicon wafers. Building design, contamination control, utilities and process equipment must be planned together: the tools need suitable space and services, while the building and utility systems must support their operating conditions.
The phrase “build a fab” can also refer to different project scopes. A greenfield wafer fab, an expansion beside an existing site, modernization of an operating facility and an advanced-packaging plant are not interchangeable projects. Their announced costs and schedules cannot be treated as comparable without knowing what each figure includes.

Second is the infrastructure that serves the cleanroom and tools: utility distribution, process-water treatment, power, and the subfab where support equipment is housed. Third is the process-tool set selected for the intended product and process technology. A project estimate that leaves one of these scopes implicit can be difficult to compare with another project even if both use the word “fab.”

How much does it cost to build a semiconductor fab?
The clearest broad benchmark in the public figures is Intel’s June 2023 description: about $10 billion, three to five years and 6,000 construction workers to complete a typical fab. Intel presents this as a generalized explanation, not a current estimate for a specified site, process or capacity. It should not be read as a standard industry price or a guaranteed schedule.
Other public figures illustrate why scope matters. The U.S. Department of Commerce’s 2024 TSMC Arizona announcement described a planned investment of more than $65 billion for three greenfield fabs. It also described up to $6.6 billion in direct federal funding, with disbursements tied to construction, production and commercial milestones. The investment covers a multi-fab project; the funding is an award figure, not the construction cost of one fab.
| Figure | What it covers | How to interpret it |
|---|---|---|
| About $10 billion; three to five years; 6,000 construction workers | Intel’s generalized description of a typical fab, published in June 2023 | An illustrative manufacturer benchmark, not a site-specific quote or universal schedule |
| More than $65 billion planned investment | Three planned greenfield TSMC Arizona fabs, announced by the U.S. Department of Commerce in November 2024 | A multi-fab project figure, not a normalized cost per fab or per unit of capacity |
| Up to $6.6 billion direct funding | U.S. Department of Commerce award for the TSMC Arizona project, announced in November 2024 | Federal funding with disbursements tied to milestones; not the project’s total cost |
| Project investment amount not stated here | Amkor’s announced Peoria advanced-packaging and test facility, covered by a December 2024 Commerce award | A packaging-and-test project, not a wafer fab; do not compare it as one |
| Project-wide terms, not a single-fab figure | Intel preliminary terms announced by Commerce in March 2024, spanning projects in Arizona, New Mexico, Ohio and Oregon | The portfolio includes new fabs, modernization, packaging facilities and technology development |
A meaningful estimate needs to state the product and process technology, wafer size and planned capacity, whether the project is greenfield or an expansion, the readiness of the site, and which scopes the figure includes. In particular, establish whether the announced amount covers process tools, the cleanroom, utility and subfab systems, packaging, and production ramp-up. The public announcements above do not provide a normalized, apples-to-apples cost-per-capacity comparison.
That scope check is useful even when a project headline gives a precise total. A portfolio announcement may combine construction at multiple locations with modernization, packaging or technology development. A direct-funding award may be only one component of financing and may be disbursed as milestones are met. Neither number answers, by itself, what it costs to deliver one specified wafer fab. Likewise, a figure for a planned project does not necessarily describe a final outturn cost or include every item needed to ramp production.
A practical way to frame a budget
Start by defining the output the facility is intended to make: product class, process technology, wafer size and capacity. Then define the site and project type. A greenfield project and an expansion have different starting conditions, while the state of site infrastructure affects what the project must provide. Finally, state what the budget includes: building and cleanroom, air systems, utilities and subfab, process equipment, packaging if applicable, and the ramp toward commercial production.
These are not optional labels for a comparison table. They determine whether two announcements are describing the same kind of undertaking. The available named examples span three greenfield wafer fabs, a multi-state portfolio of fab and non-fab activities, and a packaging-and-test facility. Putting those figures side by side without preserving their scope creates a misleading cost comparison. The same caution applies to schedule: the construction period and the time to production readiness are related, but they are not automatically the same milestone.
What equipment and facility systems does a fab need?
Intel describes a typical fab as four connected levels. The arrangement makes clear why cleanroom construction and process-tool procurement cannot be treated as separate afterthoughts.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Fan deck: houses cleanroom air systems that help maintain the controlled environment.
- Cleanroom: contains the manufacturing tools and the space in which wafer processing takes place.
- Clean subfab: accommodates supporting equipment such as pumps, transformers, power cabinets and service connections.
- Utility level: carries infrastructure such as electrical panels and mains that serve the facility and equipment.
For its generalized example, Intel says a typical fab includes 1,200 multimillion-dollar tools and 1,500 pieces of utility equipment. These figures convey the scale and variety of the factory system; they are not a procurement list or a count that can be assumed for a fab with a different product, process or capacity.

The four levels are a useful reminder that a tool is not just a machine placed in a room. It must fit into the manufacturing space and connect to the services provided by the facility. Supporting systems such as pumps, transformers, power cabinets and service connections need locations and distribution paths as well. The cleanroom, clean subfab and utility level therefore form part of the factory’s production system rather than incidental building space.
Process tools are selected for the product
There is no single universal tool lineup. The project must specify what it will make, then select and integrate the equipment required for those manufacturing steps. NIST’s 2024 environmental assessment identifies lithography, etching and deposition among the energy-intensive process steps. The same assessment notes the energy needs of process equipment and support systems, including vacuum pumps and local exhaust abatement.
That distinction matters when asking what equipment is needed to build a fab. The answer is not simply a shopping list of tools: the process and product determine the manufacturing equipment, while the building must also accommodate the equipment’s support needs. The number of process tools in Intel’s generalized example illustrates scale, but does not establish the exact lineup or quantity required for a different production plan.

EUV lithography is one technology in this larger tool mix, not a synonym for a fab. It uses light with a 13.5-nanometer wavelength for advanced chip features. In its 2025 annual report, ASML described a 1,000-watt EUV source demonstration in April 2025, while cautioning that commercial readiness of a 1,000-watt source would take time. That report does not give a fab-level scanner price or equipment procurement lead time, so neither should be inferred from the demonstration.
Which utilities must be planned?
Utilities are production-critical design inputs: their demand, reliability and distribution affect both facility design and the operation of process equipment. NIST’s 2024 assessment identifies power, cleanroom air management and process-water treatment among the important facility needs.
- Electricity and power quality: process tools and supporting equipment use power, and dependable supply matters to continuous operations. NIST notes that outages or voltage sags can disrupt fab operations; its assessment discusses backup provisions as part of reliable-power planning.
- Air handling and environmental control: cleanroom circulation, temperature control and humidity control are integral to maintaining the production environment.
- Water treatment: a fab needs treatment systems to produce ultra-pure water for processing, as well as water for wet-processing needs.
- Equipment support and exhaust: systems such as vacuum pumps and local exhaust abatement need power and must be accommodated in the subfab and facility design.
To indicate the scale—not to predict the demand of a future site—NIST reported 2021 median consumption of approximately 2.74 million megawatt-hours of electricity and 4.25 billion gallons of ultra-pure water among a sample of 29 fabs. These are historical sample medians reported in a 2024 assessment. A project’s actual requirements must be established for its facility and planned production; the sample values are not a site forecast.
The two medians are useful context because they show that utility planning is a central part of fab development, not a late-stage facilities task. Power is required by process equipment and support equipment, while cleanroom air systems need to circulate and control the environment. Process-water treatment must produce ultra-pure water, and wet processing also requires water. The site plan must therefore account for utility supply and distribution alongside the building and tool layout.
Recommended Free Tools
Reliability belongs in the design conversation as well as total consumption. NIST notes that outages or voltage sags can disrupt operations and identifies reliable power and backup provisions as important. A historic median does not tell a project how much capacity to procure, and it cannot establish the reliability or backup design for a particular location. Those decisions depend on the planned facility and production. Treating the sample as a forecast would confuse an observed group statistic with a site-specific engineering requirement.

How long does it take to build a chip factory?
Intel’s three-to-five-year figure is a broad 2023 description of completing a typical fab, not a universal commissioning schedule. A project schedule also needs to distinguish construction from readiness to produce: breaking ground, completing a building, installing tools and reaching commercial production are different milestones.
A useful project plan tracks the following stages separately. The public examples do not establish a standard duration for any individual stage.
- Site development: prepare the project site and plan the facility and infrastructure scope around the intended product, capacity and location.
- Building and cleanroom completion: construct the facility and its controlled manufacturing space, including the levels needed for air systems, equipment support and utilities.
- Utility and subfab integration: install and connect the power distribution, air handling, water treatment and equipment-support systems needed by the selected tools.
- Tool installation and integration: bring in the process and utility equipment and connect the manufacturing system within the completed facility.
- Process qualification: establish that the process and tools can produce the intended product under the project’s requirements.
- Commercial ramp: move from readiness and qualification toward commercial production. This is distinct from a construction-completion date.
The sequence is a planning framework, not a promise that every project follows identical durations or has no overlapping work. A schedule should name its milestone and publication date rather than use “fab complete” as if it meant commercial output.
When evaluating a timeline, ask what the start date means and what event the end date promises. Groundbreaking is evidence of a construction milestone. A building-completion target is not, on its own, evidence of installed and integrated process tools. A production forecast is a separate statement about when manufacturing is expected to begin or reach a specified production level. These distinctions are particularly important when a forecast is quoted long after its publication date.
TSMC Arizona illustrates why dates need context. Commerce’s April 8, 2024 preliminary-terms release said the first fab was expected to reach high-volume production in the first half of 2025. That was a historical forecast issued in April 2024; it should not be repeated as a current status. Commerce later reported on April 29, 2025 that TSMC Arizona had broken ground on its third fab. The later groundbreaking is a distinct milestone and does not establish a production date for that fab.
What project announcements do—and do not—tell you
Named announcements can show the scale and changing scope of semiconductor investment, but they need careful reading. The Commerce Department’s March 2024 preliminary-terms announcement for Intel covered projects in Arizona, New Mexico, Ohio and Oregon, including new fabs, modernization, packaging facilities and technology development. Those activities cannot be combined into one fab cost.
For TSMC Arizona, Commerce’s April 8, 2024 preliminary-terms release said the first fab was expected to reach high-volume production in the first half of 2025. That was a forecast made at that time, not a current production-status statement. A later Commerce release, dated April 29, 2025, reported that the project had broken ground on its third fab. Groundbreaking establishes a construction milestone; by itself, it does not show that a facility is equipped, qualified or producing commercial wafers.
Amkor’s announced Peoria project is a further scope distinction: Commerce described it as an advanced packaging and test facility, not a wafer-fabrication plant. Packaging and test are important parts of the semiconductor supply chain, but their facility scope should not be represented as wafer-fab construction.

These examples should be compared along several axes rather than by headline amount alone: wafer fabrication versus packaging and test; greenfield construction versus modernization; intended process technology and product; wafer capacity; geography and existing site infrastructure; whether process tools and utilities are included; and whether a schedule refers to construction or a production-ramp milestone. The cited announcements do not provide a common cost-per-capacity basis for those comparisons, so a reader should not derive one from the totals.
How to assess a proposed fab budget or schedule
Before using a public figure to evaluate a project, pin down what the figure measures. A project-level number may aggregate several sites or activities; a funding award is not the same as total project investment; and a construction milestone is not a production milestone.
- Identify whether the project makes wafers, performs packaging and test, modernizes an existing facility, or combines several scopes.
- Check whether it is a greenfield site or an expansion, and whether the announcement covers one facility or a portfolio.
- Look for process, product, wafer capacity and site details before comparing costs.
- Confirm whether process tools, cleanroom construction, utilities, packaging and ramp-up are included in the stated amount.
- Read schedule dates as forecasts tied to the date of the announcement, and distinguish groundbreaking, construction completion, qualification and commercial production.
- Treat sample energy and water figures as context only; site infrastructure planning requires a project-specific demand estimate.
Without these details, a headline cost or date may be accurate for the announcement’s stated scope yet still be a poor benchmark for a different fab.

If an announcement does not provide one of those details, mark it as unspecified rather than filling the gap with an assumption. This approach preserves the useful information in public announcements while avoiding an apples-to-oranges comparison.

Are all semiconductor factory projects wafer fabs?
No. A wafer fab processes wafers, while an advanced-packaging and test facility has a different scope. Commerce described Amkor’s announced Peoria project as packaging and test, not wafer fabrication. Intel’s March 2024 portfolio announcement also covered multiple locations and included modernization, packaging and technology development alongside new fabs.
Does an EUV source demonstration tell you a fab’s tool cost or schedule?
No. ASML’s 2025 annual report describes EUV’s 13.5-nanometer light and a 1,000-watt source demonstration in April 2025, while noting that commercial readiness would take time. It does not provide a fab-level scanner price or a procurement lead time.
