A security awareness program changes employee behavior when it helps people take specific, safer actions in the work they actually do—and makes those actions easy to perform. Start with organizational security and privacy risks, choose a few observable behaviors to improve, teach them in ways suited to different roles, and measure what people do over time. A completed course is evidence of participation, not proof of behavior change.
NIST’s Special Publication 800-50 Revision 1, published in September 2024, provides a lifecycle for building and improving a cybersecurity and privacy learning program: strategy, analysis and design, development and implementation, and assessment and improvement. Its guidance is customizable for organizations of different sizes; adapt it to your workforce, mission, risks, and resources rather than treating it as a universal course plan.
What should a behavior-changing program accomplish?
Define success as a small set of observable actions linked to real organizational risks—not as the number of slides delivered or employees marked complete. Examples include reporting a suspicious message through the approved channel, using multifactor authentication (MFA), installing operating-system updates promptly under organizational policy, or following password-management rules.

These are examples, not universal priorities or targets. A useful objective identifies the audience, the action, and the context in which it matters. “Employees will understand phishing” is difficult to observe. “Employees who receive a message requesting credentials will use the report function or contact the security team through a known channel rather than follow the message’s link” is specific enough to teach and evaluate.

Connect each behavior to a risk the organization is trying to manage. If incident reports show that staff are unsure where to report suspicious messages, improve reporting knowledge and access. If a team administers sensitive systems, its learning may need to focus on privileged access and secure administrative practices. The objective should follow evidence about the organization and the work—not a generic list of topics.
NIST describes the program as a risk-management activity intended to encourage behavior change and support an organizational privacy and security culture. Its lifecycle pairs a strategy with audience analysis, implementation, measurement, and improvement; it does not promise that training alone will prevent incidents. See the NIST SP 800-50 Rev. 1 guide.
How do you assess needs and segment audiences?
Before choosing courses or simulations, establish what people need to do and where the gaps are. Bring together evidence that helps explain both risk and work context. Depending on what your organization can appropriately access, review:

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- Relevant incident and near-miss reports, including recurring problems and lessons from response teams.
- Audit findings, risk assessments, self-assessments, and existing security or privacy policies.
- Workforce duties, system access, and the decisions employees make that could affect security or privacy.
- Questions or obstacles raised by employees, managers, HR, learning partners, and technical teams.
Use this assessment to group learners by meaningful differences in responsibility and exposure. NIST’s guide describes separate needs for general users, privileged account holders, and personnel with significant cybersecurity or privacy responsibilities. A shared baseline can introduce common expectations, but it cannot replace instruction and practice relevant to these distinct roles.

| Audience | What to tailor | Example learning objective |
|---|---|---|
| General users | Recognizing relevant threats, using everyday protections, and knowing how to report concerns in the tools and processes they use. | When a message looks suspicious, use the organization’s reporting channel and avoid interacting with its links or contact details. |
| Privileged account holders | Actions associated with elevated access, such as following approved access procedures and responding appropriately to unusual account activity. | Follow the organization’s approved process for administering privileged access and report unexpected access activity through the designated route. |
| People with significant security or privacy responsibilities | Responsibilities and decisions connected to their specific duties, including the applicable organizational policies and escalation paths. | Apply the relevant policy to a work scenario and identify the correct action or escalation path. |
These examples illustrate how to make objectives role-aware; they are not a complete list of responsibilities or a substitute for your policies. Use familiar scenarios, terminology, and systems wherever appropriate. A lesson is more likely to be useful when employees can connect it to a decision they make at work, rather than having to translate a generic example into their own context.
Keep the segmentation practical. The aim is not to create a separate course for every job title, but to distinguish groups whose duties or risks call for different learning. Record why each group exists, what behavior it needs to practice, and who is responsible for keeping its content current. NIST recommends that program materials meet the needs of the audiences for which they are intended.
How do you turn objectives into year-round learning?
Develop a learning experience, not just an annual presentation. Combine formats that fit the workforce and reinforce the same desired actions: concise awareness communications, practical exercises, role-based instruction, and reminders or threat updates between formal sessions. NIST addresses program materials, accessibility, and varied delivery formats, so plan for how people will access and use the learning—not only what it says.

Use short explanations for essential concepts, demonstrations for procedures, and realistic practice when employees need to recognize a situation and make a decision.
- Make practice resemble the work. Use scenarios that reflect relevant tasks, systems, and threats without making the exercise needlessly confusing or punitive.
- Reinforce between formal sessions. Share relevant threat updates or reminders when they can help employees act, and use later activities to revisit the behavior rather than assuming a single lesson will remain effective indefinitely.
- Check accessibility and delivery. Consider how employees with different roles, schedules, locations, and access needs will receive the material. Provide an alternative route when a format or delivery channel does not work for part of the workforce.
- Set cadence from evidence. Use policy, risk, workforce needs, and evaluation results to decide when formal instruction and reinforcement should occur. There is no single training frequency that this guidance establishes for every organization.
For phishing education, CISA advises realistic simulations and continued threat updates between trainings in its Four Cybersecurity Essentials for SLTTs. That fact sheet is directed at state, local, tribal, and territorial governments; its practical advice can inform other organizations, but it is not a regulation for all employers.

A simulation should help learners practice a decision and understand what to do next. If a person makes an unsafe choice, provide a timely explanation and a clear action to take in a real incident. A simulation that only records a failure may produce a score without teaching the reporting or verification behavior the program needs to encourage.
How can employees report phishing safely?
Give employees one clear, working reporting route for suspicious messages and explain what happens after they use it. Depending on your environment, that might be a built-in email reporting function, a security-team address, a service desk process, or another channel established by the organization. State how to find it, what information to include if known, and where to report if the primary route is unavailable. Do not imply that every organization uses the same tool or mailbox.
Teach verification through contact information employees already trust. For a message that asks for a payment, password, sensitive data, or urgent action, do not reply to the suspicious message or use its embedded links or phone number to confirm the request. Instead, use a known route, such as a previously established internal contact method or an independently verified directory entry.
Make the response safe and no-blame. CISA’s SLTT fact sheet recommends making it safe to report phishing even when a person has inadvertently downloaded malware or shared data. This matters operationally: early reporting gives the organization a chance to investigate and respond. Teach employees to report what happened promptly, including an accidental click or disclosure, rather than waiting until they know whether harm occurred.

Explain the next steps in plain language: who receives the report, whether the employee should stop using a device or take another immediate action, and how the organization will follow up. Those instructions must match your incident-response procedures. Do not invent a universal remedy such as disconnecting every device; the right response depends on the organization’s process and the situation.
How do you measure whether behavior is changing?
Build measures from the objectives, and interpret them as signals rather than proof that training caused a result or prevented a breach. NIST identifies several types of evidence, including completion and attendance, performance assessments, simulated-attack responses, incident reporting, longitudinal behavior measures, and qualitative feedback. A useful evaluation combines several of these instead of treating one score as the whole story.
| What you want to understand | Possible measure | What it can and cannot tell you |
|---|---|---|
| Participation | Attendance or course completion. | Shows who took part; does not establish whether the learner retained the material or changed behavior. |
| Knowledge and retention | Assess knowledge before training, immediately afterward, and three months after attending a course. | NIST lists this as an evaluation approach for checking retention. The three-month interval is a suggested measurement point, not an outcome statistic or universal requirement. |
| Reporting behavior | Track how many people report simulated or real suspicious messages, how quickly they report, and how those measures change by audience or over time. | Can show reporting patterns. Interpret changes alongside reporting-channel access, the number and type of messages, and employee feedback. |
| Security practices | Where appropriate data is available, track measures such as timely operating-system updates, MFA adoption, or adherence to password-management rules over time. | Can reveal operational patterns connected to objectives. They do not by themselves show why a behavior changed or whether the program caused it. |
| Employee experience and culture | Use surveys, interviews, focus groups, observations, or open-ended feedback to ask whether material feels relevant and whether people feel supported in reporting. | Can explain barriers and attitudes that a completion rate or simulation score cannot reveal; combine with other evidence. |
Use consistent definitions before comparing results. For example, decide what counts as a report, how reporting time is measured, which employee groups are included, and whether you are comparing similar exercises. A lower simulation click rate is not necessarily a complete picture if fewer people report suspicious messages, employees are less confident about the reporting process, or real incident handling is worsening.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsReview results by audience where doing so is appropriate and useful. An organization-wide average can conceal a gap in a group with privileged access or a particular responsibility. At the same time, take care not to over-interpret small groups or isolated changes. Pair operational indicators with feedback and incident context, and use the combined evidence to decide what to investigate or adjust next.

How should you review and improve the program?
Assessment and improvement are part of the lifecycle, not an end-of-year report card. Set a review process that brings together measures, feedback, incidents, assessments, and changes in organizational needs or risks. Use it to revisit the objectives, examples, delivery formats, and audience coverage.
- Identify a meaningful signal. Note a trend or finding, such as a reporting gap, feedback that a lesson does not match actual work, or an incident that exposes confusion about a procedure.
- Look for context before changing content. Check whether the issue reflects a knowledge gap, an inaccessible reporting route, unclear policy, a technical barrier, or another operational problem. Training cannot fix every process or system weakness.
- Choose a focused adjustment. Revise the affected objective, scenario, explanation, delivery format, or supporting procedure. Avoid adding generic content that does not address the observed issue.
- Decide how to evaluate the adjustment. Select a measure connected to the original objective and collect feedback that can help explain the result.
- Record the decision and revisit it. Document what changed and why, then assess the results alongside later incidents, risk findings, and workforce feedback.
CISA’s FY 2023–2024 Inspector General FISMA Reporting Metrics describe mature federal practice as analyzing qualitative and quantitative performance measures and using risk-management and monitoring outputs to update the program. Those metrics are federal assessment criteria for that cycle, not a blanket legal requirement for private organizations. The underlying improvement principle is useful more broadly: let risk evidence and program results shape what happens next.
What should you consider if you use a learning platform?
A platform can help deliver learning and track activity at scale, but it does not replace audience analysis, clear objectives, an easy reporting process, or thoughtful evaluation. Compare platforms against the program’s needs rather than choosing on course count or simulation volume alone. Useful questions include:
Recommended Free Tools
- Can you segment learners by relevant audience and role?
- Can it deliver the learning formats and realistic practice your objectives require?
- Can it support reporting and longitudinal measurement, rather than only showing completion?
- Does it accommodate the accessibility needs and delivery channels of your workforce?
- Can it fit your existing learning and reporting workflows?
- Can employee learning data be handled in a privacy-conscious way?
Plan how learning data will be collected, accessed, retained, and used. NIST notes that learning data and reporting practices create cybersecurity and privacy risks of their own. Collect only what is appropriate for the program, limit access according to organizational policy, and make sure measurement practices do not undermine employees’ confidence in reporting.
How to start with a practical program plan
If the current approach is mainly an annual course, begin with a manageable cycle rather than adding more content at once. This sequence turns NIST’s lifecycle into concrete planning work while leaving the cadence and scope to your organization’s needs.
- Write down the risks and evidence. Gather relevant incidents, audit findings, policies, role responsibilities, and workforce feedback. Identify the risks the learning program can reasonably influence.
- Select a few priority behaviors. Choose actions that can be observed and that matter to those risks. Avoid objectives so broad that you cannot tell whether the workforce has improved.
- Define audiences and objectives. Identify groups with distinct responsibilities or access, then state the behavior each group needs to practice.
- Build learning and reporting into the same plan. Choose accessible formats and relevant practice, confirm that the reporting route works, and explain what employees should expect after they report.
- Choose measures before delivery. Record a baseline where feasible, define how each measure will be calculated, and combine quantitative indicators with employee feedback.
- Review results and adjust. Use what the measures, feedback, incidents, and changing risks show to revise learning and address operational barriers.
Keep responsibilities clear between security, HR or learning partners, managers, and the teams that own reporting and incident response. Security specialists can identify relevant risks and procedures; learning partners can help make material usable and accessible; managers can connect expectations to daily work; and incident-response owners can make sure reporting instructions match actual practice. The precise ownership model depends on the organization.
