To build a popup in Elementor, you need an activated Elementor Pro Advanced plan or higher. In WordPress, open Editor > Templates > Popups, create a popup template, design it in the Elementor Editor, publish it, and then configure three separate controls: Display Conditions for where it may appear, Triggers for when it opens, and Advanced Rules for frequency and targeting limits. A button-driven popup uses a manual or on-click trigger, not a page-load trigger.

What you need before creating an Elementor popup

Elementor’s Popup Builder is not a basic editor feature. The Elementor Help Center states that the Popup Builder, display conditions, triggers, and advanced rules are available exclusively in Elementor Pro (Advanced plans and higher). Install and activate the eligible Pro plan before looking for popup templates. If the Popups area or targeting panels are missing, confirm that the Pro plugin is active and that the subscription tier includes the Popup Builder.

  • WordPress administrator access or a role that can create Elementor templates.
  • An activated Elementor Pro Advanced plan or higher.
  • A clear purpose for the popup, such as a newsletter signup, announcement, promotion, contact form, or two-step offer.
  • The page, post type, category, or site area where the popup should be available.
  • The interaction that should open it: page load, delay, scroll, inactivity, exit intent, or a button click.

Deciding the purpose and opening action first prevents a common mistake: designing a generic modal and then applying a trigger that interrupts visitors at the wrong moment.

How Elementor separates popup targeting controls

Elementor uses three different layers. Keeping them separate makes the settings easier to reason about:

Control Question it answers Typical settings
Display Conditions Where is this popup eligible to appear? Entire site, front page, selected page, post type, category, or another included area; exclusions can narrow the scope.
Triggers When should an eligible visitor action open it? Page-load delay, scroll direction or threshold, scroll to an element, click count, inactivity delay, or exit intent.
Advanced Rules How often and under what additional circumstances may it appear? Page-view or session requirements, maximum displays, referral URL, and device targeting.

A popup can satisfy its condition and still remain closed because its trigger has not occurred. Conversely, a trigger cannot make a popup appear on a page excluded by its conditions. This distinction is especially important for a button: the page must be included, and the popup must use a manual/on-click opening method rather than an automatic page-load trigger.

Step-by-step: create and publish an Elementor popup

1. Confirm the Pro feature tier

  1. Sign in to WordPress and open the plugins or Elementor settings area.
  2. Check that Elementor Pro is installed, activated, and connected to an eligible subscription.
  3. Open the Elementor template interface and look for the Popups section. If it is unavailable, resolve the license or activation issue before designing anything.

The official Elementor Help Center page titled “Conditions, triggers, and advanced rules,” updated August 27, 2026, describes the Pro requirement and the roles of each control. The creation workflow is documented in “Create a popup,” updated September 15, 2026.

2. Create a popup template

  1. In WordPress Admin, go to Editor > Templates > Popups.
  2. Click Add New Popup.
  3. Enter an internal name that identifies the purpose and scope, such as Newsletter - Blog Posts or Spring announcement - Homepage.
  4. Click Create Template.

Elementor opens its template library after the template is created. The name is for administration, so use a naming scheme that will still make sense when several campaigns are active.

3. Start from a template or a blank canvas

You have two valid starting points:

  • Library template: insert a prebuilt layout, then replace its text, imagery, form, colors, and button action.
  • Blank popup: close the library and build the structure yourself when the design needs to match an existing site component or a specialized workflow.

Match the content to the opening context. A page-load announcement needs a concise message and an obvious close control. A newsletter popup should explain what the visitor receives and how often. A two-step offer can use a first popup for the choice and a second interaction for the form. Do not use a long sales message for a trigger that fires during reading or immediately after page load.

4. Set the popup layout and design

Use the popup settings in the Elementor Editor to establish the modal’s dimensions and position before adding detailed content. Elementor documents controls for width, height, and horizontal position. A full-screen treatment can use 100vh for both width and height when that presentation is appropriate.

  1. Set the popup width and height for the desktop layout.
  2. Choose the horizontal position and any spacing needed to keep the modal clear of the viewport edges.
  3. Add the content structure: heading, explanatory copy, image or background, form, primary call to action, and close control.
  4. Switch to tablet and mobile previews and adjust typography, spacing, columns, and button width for smaller screens.
  5. Check that the close control remains visible against the background and that the popup does not require horizontal scrolling.

A compact modal is generally suited to a short announcement or signup. A full-screen popup is more appropriate when the content needs a deliberate, focused step, but it also covers more of the page and demands stronger mobile and keyboard testing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Publish and set Display Conditions

  1. Click Publish in the Elementor Editor.
  2. When the Display Conditions panel opens, choose an include rule for the content area where the popup should be eligible.
  3. Use exclusions when a broad include rule would cover pages that should not show the popup.
  4. Save the condition set and continue to the trigger configuration.

Conditions are geographic in the site structure, not a timer. They determine whether Elementor can use the popup on a location such as the entire site, the front page, a category, a post type, or another selected area. For a campaign limited to one landing page, include that page rather than the entire site. For a blog signup, include the relevant post or category area and exclude checkout, account, or other pages where an interruption would be inappropriate.

Desired scope Condition approach Why it matters
Every eligible page Include the entire site, then add exclusions for sensitive or transactional areas. A broad rule is easy to create but can expose the popup where it does not belong.
Homepage announcement Include the front page only. The announcement remains tied to the page that provides its context.
Blog category campaign Include the selected category or content area. Readers outside that topic do not receive an unrelated offer.
Single landing page Include the specific page. Useful for a campaign or form tied to one conversion path.

6. Choose a trigger: when should the popup open?

After conditions, configure Triggers. Elementor’s documented trigger inventory includes the following options:

Trigger What it does Good fit Watch for
Page load with delay Opens after the page has loaded and an optional delay has elapsed. A time-sensitive announcement or a short, site-wide notice. An immediate or very short delay can interrupt visitors before they understand the page.
Scroll direction or threshold Opens when a visitor scrolls in the configured direction or reaches the selected portion of the page. An offer revealed after a reader has consumed some content. A threshold that is too low can behave like a page-load popup.
Scroll to element Opens when a visitor reaches an element identified with a CSS ID. A form or related offer placed after a specific section. The CSS ID must be applied to the intended element and remain unique on the page.
Click count Opens after the configured number of clicks. A staged interaction or a campaign that follows several user actions. Use a clear call to action so visitors understand what their click does.
Inactivity delay Opens after the visitor has not interacted for the configured period. A help prompt or assistance message. Do not mistake inactivity for intent; the visitor may simply have paused to read.
Page-exit intent Attempts to open when the visitor is leaving the page. A final reminder or alternative action. It is not the same as a normal button click and should not be used for routine navigation.
On-click/manual Opens in response to a deliberate control, such as a button. Newsletter, details, contact, or offer dialogs launched by the visitor. The popup must be available on the button’s page, and automatic page-load triggers should not be enabled for this use.

Choose the smallest trigger that matches the purpose. A button-driven contact form should wait for the button. An announcement can use a controlled page-load delay. A long article may benefit from a scroll threshold, but only if the message is relevant to readers who have reached that point.

7. Add Advanced Rules

Advanced Rules control repetition and additional targeting after the condition and trigger have been selected. Elementor documents rules for requiring a number of page views or sessions, capping the number of displays, and targeting by referral URL or device.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Page views: require a visitor to view a specified number of pages before the popup becomes eligible.
  • Sessions: delay eligibility until the visitor has returned for a specified number of sessions.
  • Maximum displays: cap how many times the popup may be shown instead of presenting it on every qualifying visit.
  • Referral URL: target visitors arriving from a particular referring address when that context is part of the campaign.
  • Device: limit the popup to selected device categories when the content or layout is not suitable everywhere.

Use frequency limits to protect returning visitors from repeated interruptions. A recurring signup request should have a defined display cap or a page/session requirement. Device rules are useful when a full-screen design is practical on desktop but needs a separate mobile treatment.

8. Save, close, and verify the intended path

  1. Click Save & Close after the conditions, triggers, and rules are configured.
  2. Open the exact page and device type where the popup should appear.
  3. Test the intended opening action, including the delay, scroll position, CSS-ID location, or button click.
  4. Close the popup and reopen the page to check the frequency behavior.
  5. Test the close control with a mouse, keyboard, and touch input.
  6. Check the mobile layout, form destination, validation messages, and confirmation behavior.
  7. Confirm that the popup is not appearing on unrelated pages because an include rule is broader than intended.

These checks validate the actual path a visitor will take. The Elementor Help Center documents the available controls; whether a particular site behaves as intended still depends on its conditions, page structure, CSS IDs, device layout, and other active plugins or caching layers.

How to open an Elementor popup when a visitor clicks a button

A button popup is a user-invoked dialog. The essential configuration is: include the page containing the button in the popup’s Display Conditions, publish the popup, and use the Elementor popup/on-click action for the button rather than an automatic page-load trigger.

  1. Create and design the popup using the workflow above.
  2. In Display Conditions, include the page, post, or content area where the button is located. If the button appears in a reusable header or template, include every location where it can legitimately be used.
  3. Publish the popup and complete the condition, trigger, and advanced-rule panels. Do not enable a page-load, scroll, inactivity, or exit-intent trigger if the popup should open only after a button click.
  4. Edit the page in Elementor and select the button widget.
  5. Use the button’s popup or manual/on-click action control and select the saved popup by its internal name. Keep the button label explicit, such as “Request details” or “Join the list.”
  6. Update the page, open it as a visitor, and click the button. Verify that the popup opens once, the background page remains in the expected state, and the close control returns the visitor to the page.

If the button does nothing, first check that Pro is active, the popup is published, the page is included by its conditions, and the button references the current saved popup rather than an unpublished draft. If the popup opens as soon as the page loads, remove the automatic trigger; a button workflow should rely on the manual/on-click action.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choosing the right combination of conditions, triggers, and rules

Goal Conditions Trigger Advanced-rule considerations
Homepage announcement Front page Page load with a controlled delay Cap displays so returning visitors are not interrupted repeatedly.
Newsletter on selected articles Relevant post type or category Scroll threshold or delay Require page views or limit the maximum displays.
Contact form launched by a CTA Every page containing the CTA, or the specific landing page Manual/on-click Do not add an automatic trigger; use device rules only if the form needs separate layouts.
Help prompt after a pause Support or documentation area Inactivity delay Limit frequency so the prompt does not recur on every page.
Last-chance offer Campaign pages Exit intent Use a display cap and a clear alternative action.

This framework avoids mixing a location rule with an event rule. First decide where the popup is valid, then decide what visitor action should open it, and finally decide how often and for whom it may repeat.

Troubleshooting an Elementor popup

The Popups area or targeting panels are missing

  • Confirm that Elementor Pro is installed and activated, not only the base Elementor plugin.
  • Verify that the subscription is an Advanced plan or higher, because the Popup Builder and its targeting controls are Pro-gated.
  • Reload the WordPress admin after activation and check the template navigation again.

The popup never appears

  • Check that the template is published rather than saved as a draft.
  • Review Display Conditions and make sure the current page is included.
  • Confirm that the selected trigger has actually occurred: wait for the delay, reach the scroll threshold, become inactive, or perform the required click.
  • For a button popup, verify that the button points to the saved popup and that the page containing it is eligible.
  • Test the page in the intended device view and, where appropriate, in a fresh session so frequency rules do not hide the result.

The popup appears on pages where it should not

Inspect the include rule first. An entire-site condition makes the popup eligible broadly; narrow it to the front page, category, post type, or individual page and add exclusions for areas such as account, checkout, or confirmation screens.

The popup opens immediately instead of after a button click

Remove any page-load delay, scroll, inactivity, or exit-intent trigger that was added during setup. Keep the popup published and available on the button’s page, then use the button’s manual/on-click popup action. A condition makes the popup eligible; it does not itself define the click event.

The popup displays too often

Open Advanced Rules and set a page-view or session requirement, a maximum display count, or both. Consider whether a visitor who has already dismissed the message needs to see it again during the same session.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The design is clipped or difficult to use on mobile

  • Switch to Elementor’s mobile preview and reduce oversized headings, padding, and fixed-width content.
  • Check that the close control remains visible and that the form and primary button fit within the viewport.
  • Reconsider a full-screen layout if a compact modal can communicate the same message with less obstruction.
  • Test portrait and landscape orientations on an actual phone or tablet, not only the desktop browser window.

The form or button works visually but not functionally

Submit the form in a test session and confirm the destination, validation, success message, and any follow-up action. For a button that should close the popup or move to another page, verify its action independently from the popup’s opening trigger.

Accessibility and visitor-experience checks

A popup is an interruption, so its interaction must be more obvious than an ordinary content block. Before publishing a campaign, check the following:

  • The purpose is clear from the heading and supporting text.
  • The close control is visible, labeled appropriately, and usable with keyboard, mouse, and touch.
  • Text and controls have sufficient contrast against the popup and overlay.
  • The layout remains readable when browser text is enlarged or the viewport is narrow.
  • The popup does not appear repeatedly because a broad condition and unrestricted trigger were combined.
  • A visitor can leave the popup without losing the page context or being forced into the primary call to action.

These are verification standards for the finished page, not additional Elementor settings. They matter whether the popup opens automatically or after a deliberate click.

Publication checklist

  • Feature tier: Elementor Pro Advanced plan or higher is active.
  • Template: the popup was created under Editor > Templates > Popups.
  • Design: width, height, position, content, close control, and responsive layouts are complete.
  • Conditions: the intended pages or content areas are included, and unwanted areas are excluded.
  • Trigger: the opening event matches the purpose; button popups use manual/on-click behavior.
  • Rules: page-view, session, display-cap, referral, and device limits are intentional.
  • Testing: the popup opens on the correct page and device, closes correctly, and does not appear site-wide by accident.
  • Form and links: submissions, buttons, and destinations have been tested.

Once these checks pass, the popup has a defined location, a defined opening event, and a defined frequency policy—the three decisions that control how Elementor presents it to visitors.
