Build a hybrid AI strategy by choosing models for specific jobs, not by declaring one category the winner. Start with the task, users, data, potential harms, and operating constraints; apply the same acceptance criteria to open and proprietary candidates; then document the choice and govern it throughout its lifecycle. “Open” and “proprietary” are not, by themselves, guarantees of lower cost, better privacy, stronger security, or easier auditing.

What does a hybrid AI strategy mean?

A hybrid AI strategy is a repeatable way to decide which AI systems an organization should use for which work, how those systems will be deployed, and how their risks will be managed. It can include open models, proprietary models, or both. “Hybrid” does not require using multiple models in every workflow: a sound strategy may assign different models to different tasks, or keep one model where adding another would bring more operational burden than benefit.

The important distinction is between a portfolio decision and a model popularity contest. A model’s source or access label tells you only part of what matters. You also need to know the exact model and version, how it is accessed and hosted, what information flows to it, what its license or contract allows, what its provider documents, and who is responsible when it fails.

NIST’s voluntary AI Risk Management Framework (AI RMF) offers a useful lifecycle structure for this work. Its four functions—Govern, Map, Measure, and Manage—help organize decisions and controls; they are not a model leaderboard or a prescribed formula for choosing open over proprietary systems. NIST describes the AI RMF as intended to improve the incorporation of trustworthiness considerations into AI design, development, use, and evaluation.

How do I combine open and proprietary AI models?

Use the same decision process for each proposed use case, regardless of model category. Separate decisions about the model from decisions about deployment, data handling, and operational support. The sequence below is a practical synthesis of NIST guidance, not a verbatim NIST prescription.

1. Inventory the work before evaluating models

Describe the intended use in operational terms. “Use AI for customer service” is too broad to evaluate. Specify which customer questions the system may answer, what information it can access, when it must hand off to a person, and what a harmful or incorrect response could cause.

  • Task and intended benefit: What work should the system perform, and how will the organization know whether it achieved its purpose?
  • Users and affected people: Who operates the system, who relies on its output, and who may be affected without directly using it?
  • Data: What inputs, records, documents, or personal information are involved? Note sensitivity, access rights, and whether the data may be sent outside the organization.
  • Failure consequences: What happens if an answer is inaccurate, delayed, unavailable, biased, exposed, or misused? Identify whether a person can detect and correct the failure in time.
  • Operating constraints: Record latency and availability needs, integration requirements, expected workload, deployment environment, support expectations, and any applicable legal or rights review.
  • Accountability: Name the business owner and the people responsible for technical operation, security, privacy, and risk decisions.

Also ask whether AI is appropriate at all. NIST’s AI RMF Playbook advises weighing potential negative risks against benefits and considering whether the system achieves its intended purpose. If a simpler, more reliable process meets the need, adding a model can create avoidable risk and upkeep.

2. Set organization-wide gates and use-case risk tiers

Before testing candidates, define minimum acceptance criteria that apply to every model source. This prevents a familiar or easy-to-access option from receiving a weaker review simply because it is already available. Decide which failures are disqualifying, which require mitigation, and which residual risks an accountable leader may accept.

  • Task quality and reliability: Set a threshold for correct, useful outputs on the intended work, with critical failure types identified separately from ordinary quality defects.
  • Privacy and data handling: Specify what information may be submitted, how access is controlled, and what retention or deletion conditions are acceptable.
  • Security and misuse: Define tests for unauthorized access, harmful use, prompt or input manipulation, and service or dependency failures relevant to the application.
  • Transparency and oversight: Determine what users need to know, when a person must review or approve outputs, and how limitations will be communicated.
  • Legal, rights, and supply-chain review: Establish who checks applicable obligations, license or contract terms, intellectual-property concerns, and dependencies.
  • Monitoring and recovery: Require a way to detect degradation or incidents and a tested fallback that preserves an acceptable service level.

Apply controls in proportion to the use case and the organization’s risk profile and resources, rather than treating every model integration as identical. NIST’s Playbook assigns executive leadership responsibility for AI risk decisions and discusses tailoring third-party controls. Leadership should set risk tolerance and decision authority; technical teams can then evaluate candidates within those boundaries.

3. Compare deployment arrangements, not just labels

For every candidate, keep a record of the exact model and version, access method, hosting arrangement, data flow, license or contract terms, update policy, available documentation, and support boundaries. Confirm details with the actual provider or the applicable model license: they can vary between candidates and change over time.

In particular, distinguish model availability from the way it is operated. An open model may be run in different environments, while access to a proprietary model may be governed by particular service terms and deployment options. The label alone does not establish where inference occurs, whether inputs or outputs are retained, which party can access them, what disclosures are available, or what the organization is permitted to do with the model. Treat each as a question to verify, not as a category-wide assumption.

Decision area Questions to answer for each candidate Why it belongs in the decision
Task quality How well does this exact model and configuration perform on representative work, including consequential edge cases? General reputation or a result from another task does not establish fitness for this use.
Privacy and data What data is sent, where is it processed, who can access it, and what retention and deletion terms apply? Data risk depends on the actual flow and terms, not the model’s label.
Security and resilience How does the arrangement handle abuse, unauthorized access, dependencies, outages, and recovery? Both the model and the surrounding service or infrastructure can affect failure risk.
Transparency and auditability What documentation, usage instructions, limitations, logs, and audit evidence are available? Teams need enough information to evaluate, operate, and investigate the system.
License, contract, and supply chain What uses and modifications are permitted? What obligations, dependencies, or intellectual-property concerns require review? Permissions and obligations are specific to the candidate and arrangement.
Operations What are the latency, availability, integration, support, update, and maintenance implications in the intended environment? A model that meets a quality threshold may still be impractical to operate.
Total cost What are the current costs under the expected workload, including deployment, infrastructure, integration, monitoring, and support? Compare the cost of the intended end-to-end arrangement, not an isolated price or assumed category advantage.

These comparison axes synthesize NIST risk-management and third-party guidance; they are not a universal weighted score. Your organization must set the weights and thresholds for its context. If a value or term has not been verified, mark it as unknown and assign an owner to resolve it rather than treating the gap as evidence that a candidate passes.

4. Evaluate candidates on representative work

Build a held-out evaluation set that reflects the actual job rather than relying only on demonstrations, generic benchmarks, or vendor claims. Include normal examples, edge cases, relevant languages, and the needs of different users. Protect the evaluation data and confirm that its use is permitted.

  1. Define success and failure in advance. Write down acceptance thresholds before testing. Identify errors that could cause serious harm, not just average output quality.
  2. Test equivalent configurations. Record the exact model and version, prompts or system instructions, tools, retrieval sources, safety settings, and deployment arrangement. A result is meaningful only for the configuration actually tested.
  3. Measure task performance and reliability. Score outputs against the intended requirements. Examine failure patterns and severity, not only an aggregate score.
  4. Test privacy and security controls. Check the real data flow, access restrictions, retention terms, misuse scenarios, and relevant service or dependency failure modes.
  5. Assess operating behavior. Measure latency, availability, and workload-related cost under intended deployment conditions. Do not assume that a price or benchmark from another configuration predicts yours.
  6. Keep the evidence versioned. Save the evaluation criteria, test set version, candidate configuration, results, limitations, and decision rationale. Re-run relevant tests after model, prompt, data, service, or control changes.

NIST’s Playbook calls for appropriate testing of third-party systems and points to standardized assessment and test, evaluation, verification, and validation (TEVV) protocols. Apply the rigor warranted by the use case. A small internal drafting aid and a system whose output can materially affect people should not automatically receive the same evaluation depth or release authority.

5. Choose the simplest portfolio that meets the gates

Once candidates pass the common gates, select an arrangement that meets the use case’s requirements with risks the organization is prepared to manage. Possible outcomes include using an open model for one task and a proprietary model for another, choosing a single model across several tasks, or deciding not to deploy AI. There is no evidence-based reason to add multiple models solely to make a portfolio appear hybrid.

Routing tasks to different models, falling back when a service is unavailable, or sending uncertain outputs to human review may help in some designs. These mechanisms also add components, policy decisions, failure paths, and monitoring work. Test the complete workflow—including routing errors, fallback behavior, and human handoffs—before relying on it. This is an implementation recommendation, not a published NIST performance finding.

6. Record a decision that can be revisited

For each approved use, keep a concise decision record that ties the model choice to evidence and names the people accountable for follow-up. At minimum, record:

  • Intended use, users, affected people, accountable owner, and assigned risk tier.
  • Exact model and version, access method, deployment and data-flow description, and relevant license or contract review.
  • Acceptance criteria, evaluation data and configuration, results, known limitations, and unresolved questions.
  • Required human oversight, security and privacy controls, user disclosures, monitoring signals, and tested fallback.
  • Approval authority, review triggers, incident contacts, and decommissioning or migration conditions.

State assumptions plainly. If approval depends on a particular data boundary, service term, model version, or review step, identify it as a condition of use rather than burying it in general documentation.

How can we govern multiple AI model providers?

Use one organization-wide governance process, with controls tailored to each third-party system and use case. A shared process makes provider changes visible and consistent; tailoring recognizes that different applications, arrangements, and levels of risk need different safeguards.

NIST’s AI RMF Playbook says organizations can apply governance approaches to third-party AI systems and data as they would to internal resources, including open-source software, publicly available data, and commercially available models. The Playbook calls for appropriate transparency, testing, use instructions, supply-chain policies, auditability, and contingency planning. In practice, that means treating external models as part of the system you govern, not as an exception to governance.

Maintain an inventory and named ownership

Keep a current inventory of approved and experimental uses, including the model and version, provider or source, deployment arrangement, data categories, business owner, technical owner, risk tier, and approval status. Include dependencies that could affect operation or data handling. An inventory should make it possible to answer what is in use, where it is used, who owns it, and what would need attention if it changed or failed.

Control change and keep instructions current

Record model and configuration changes, provider updates, contract or license changes, and changes to prompts, tools, data sources, or integrations. Define which changes require re-evaluation or renewed approval. Give users clear instructions on intended use, limitations, escalation routes, and any required human review.

Prepare for failure, incidents, and exit

Specify how staff will report an incident, who investigates it, and who can pause or disable the system. Plan for provider or dependency outages and for a candidate becoming unsuitable because its terms, support, version, or operating conditions change. NIST’s Playbook discusses third-party failure contingencies and safe decommissioning; an exit plan should cover migration or shutdown, access revocation, data handling, and continuity of the underlying business process.

Monitor and re-evaluate over time

Monitor the signals relevant to each use case: quality and failure patterns, user feedback, security events, availability, and whether operating assumptions still hold. Keep the original decision record so reviewers can compare current conditions with the basis for approval.

What NIST guidance is relevant, and how current is it?

NIST’s AI RMF is voluntary guidance, not a certification or a universal set of legal requirements. NIST released AI RMF 1.0 on January 26, 2023. The NIST overview page checked October 9, 2026 says the framework is being revised, so organizations should verify the current status of NIST materials when adopting or updating internal policy.

NIST’s January 2025 announcement described AI 800-1 as a second public draft. It discussed model-evaluation practices, marginal-risk analysis, proportional applicability to open models, and risk management across the AI supply chain. The announcement’s comment deadline was March 15, 2025; that is a historical deadline, and the cited announcement does not establish the draft as finalized. Treat the document according to its stated draft status rather than presenting it as a completed standard.

NIST’s COSAiS project page, updated January 8, 2026, describes work on implementation-focused control overlays. It identifies use cases involving generative AI assistants and large language models, predictive AI, agents, and AI developers. Those materials are project and draft guidance, not a finished universal standard.

NIST also reported that the initial public draft received feedback from more than 70 industry, academic, and civil society experts. That figure describes expert feedback on a draft; it is not a measure of AI adoption, model quality, or performance.

Common mistakes that weaken a hybrid strategy

  • Choosing by category: Assuming an open model is inherently private or cheap, or a proprietary model is inherently secure or reliable, skips the evidence that actually matters.
  • Comparing unlike tests: Results from different prompts, data, model versions, or deployment conditions do not support a fair candidate comparison.
  • Optimizing for a single score: An average quality score can hide a rare but severe failure, an unacceptable data practice, or an operational constraint.
  • Treating model choice as procurement only: Governance, user instructions, monitoring, fallback, and decommissioning remain necessary after selection.
  • Assuming a provider or model stays the same: Versions, terms, documentation, and availability can change. Use dated reviews of the exact candidate and its current terms before procurement and at relevant change points.
  • Adding routing without testing it: A multi-model workflow can create new errors and dependencies. Evaluate the end-to-end system rather than assuming that routing or fallback automatically reduces risk.

A practical decision checklist

Before approving a model for a use case, confirm that the team can answer “yes” to the applicable questions below:

  • Is the intended task, user group, affected population, benefit, and failure consequence documented?
  • Has the organization considered whether AI is necessary and set a risk tier and decision authority?
  • Were open and proprietary candidates assessed against the same use-case requirements?
  • Are the exact model, version, access method, hosting, data flow, license or contract, and support limits known?
  • Has the candidate passed pre-defined tests on representative work, including consequential edge cases?
  • Are privacy, security, transparency, oversight, monitoring, and fallback arrangements adequate for this use?
  • Are an accountable owner, change record, incident process, review trigger, and exit plan in place?

If a material answer is unknown, treat it as an unresolved decision—not as proof that the candidate is acceptable. Assign an owner to close the gap, or restrict the use until the organization has enough evidence to make an informed risk decision.
