Build employee cybersecurity training as a recurring, risk-based program—not a once-a-year course. Assign an owner, identify who uses which systems and information, tailor lessons to those risks, give employees realistic practice, teach them exactly how to report suspicious activity, and use feedback and incident patterns to improve the next cycle. CISA’s FY2024 IG FISMA assessment guide supports risk-tailored content, periodic training, feedback, and continuous improvement. Its audience is federal information-security assessment; it is a useful design reference, not a universal legal mandate for every employer.
What makes a cybersecurity training program continuous?
A continuous program repeats and adapts. Employees receive training more than once, practice responses to plausible threats, and can report concerns through a known process. Program owners then review participation, feedback, exercises, incidents, and changes in systems or threats to decide what to change next.
This is different from treating training as a single compliance event. A completed course can show that training was delivered; on its own, it does not establish that employees can recognize a threat, know what to do, or that the organization has reduced its risk. CISA’s FY2024 IG FISMA Evaluation Guide connects training with evaluation, feedback, and ongoing improvement. Its criteria are written for a federal assessment context, so employers elsewhere should treat them as program-design guidance rather than assume they are binding requirements.
There is no universally correct syllabus or schedule in the cited guidance. The right content and cadence depend on the organization’s mission, systems, workforce, exposure, applicable obligations, and observed threats. CISA’s August 2025 guidance on cybersecurity essentials is specifically for state, local, tribal, and territorial (SLTT) governments; its recommendations for frequent, realistic phishing tests and safe reporting are practical examples, not a rule for every employer.

Start by assigning ownership and defining the outcome
Name an accountable program owner who can coordinate the work and make sure issues raised in training lead to action. Security may lead the program, but its contributors usually need to include IT, HR, managers, and business areas whose work or systems create particular risks. Decide who approves content, who maintains delivery and completion records, who receives reports, and who can update the program when priorities change.
Write down the purpose and boundaries before selecting courses or tools. A concise program plan can define:
- Audience: which employees, contractors, privileged users, managers, and specialized roles are in scope.
- Risks and outcomes: the threats or unsafe situations the program addresses and the response employees should be able to take.
- Ownership: who sets content, delivers it, handles questions and reports, and reviews results.
- Delivery: the formats employees can access, how training will be repeated, and how a timely update will be delivered.
- Evaluation: what delivery records, feedback, exercise observations, incident patterns, or changes will prompt a revision.
Keep outcomes concrete. For example, instead of a broad goal such as “improve awareness,” define the behavior the lesson is meant to support: an employee can recognize a suspicious request, verify it using a trusted contact method, and report it through the organization’s designated channel. The example describes a program outcome to plan for, not a promised or measured result.
Map employee roles to actual exposure
Before building a syllabus, map people to the information and systems they handle, the access they have, and the situations they encounter. The same general lesson may apply to everyone, while some topics or practice scenarios deserve additional attention for particular roles. Prioritize using the organization’s policies, work patterns, threat experience, and incident history rather than treating every possible topic as equally urgent.
| Audience or exposure | Training emphasis to consider | Why tailor it |
|---|---|---|
| All relevant users | Organizational policies and responsibilities; secure email and browsing; phishing, malware, and incident reporting | These subjects are among the topics identified in CISA’s FY2024 assessment guide. Select and explain them in terms of the organization’s actual tools and procedures. |
| Remote or mobile workers | Remote access and mobile-device security | Employees need guidance that fits how they connect to organizational systems and use devices for work. |
| Employees with elevated or specialized access | Role-specific instruction tied to the systems, information, or responsibilities in their remit | Greater or distinct access can call for additional practice and clearer responsibilities. The cited sources do not prescribe a fixed curriculum for these roles. |
| Managers and team leads | Relevant responsibilities, escalation paths, and how to support prompt reporting | Managers can help staff locate the right reporting route and raise recurring questions to program owners. |
| Employees whose work includes public-facing or social channels | Social-media risks and organization-specific rules | CISA’s FY2024 guide names social media as a possible topic; include it when it fits the organization’s work and exposure. |
This is a planning aid, not a universal role-to-course prescription. CISA’s FY2024 guide also names physical security among possible topics. Include it where it connects to the organization’s facilities, equipment, or work practices. Avoid turning the topic list into an annual checklist detached from actual risk.

Choose topics and delivery that employees can use
Organize lessons around decisions and actions employees may need to take, not just definitions. A useful topic gives a person enough context to recognize a situation, tells them how to respond, and identifies the organization’s approved route for getting help. CISA’s FY2024 guide names a range of possible subjects: policies and responsibilities, secure email and browsing, remote access, mobile-device security, social media, phishing, malware, physical security, and incident reporting. Which topics belong in a particular program depends on its environment.
Use more than one delivery format when that improves access or practice. CISA’s FY2018 IG FISMA metrics guide lists email advisories, intranet updates, web-based training, and phishing simulation tools as possible technologies. These are options, not a required bundle. Short modules may deliver a focused lesson; team discussions can explore how a policy applies to work; reminders can reinforce a reporting path; and scenario exercises can let employees rehearse a response.
Make each format serve a purpose. A reminder can point to a reporting channel, while a scenario can ask an employee to distinguish an unusual request from a normal one and decide what to do next. Role-specific instruction should connect to the tools and responsibilities people actually have. Provide an accessible way to ask questions or get help; otherwise, uncertainty about policy or reporting can persist after the lesson.
Set a repeat cadence without assuming one schedule fits everyone
Decide when new users must receive training, when it will recur, and how the program will respond when a threat or system changes. CISA’s FY2024 guide describes training within organization-defined timeframes and periodically thereafter. CISA’s ransomware guidance recommends regular repeat training for social-engineering risks. The FY2018 metrics guide asks organizations to plan frequency and deployment methods. None of these sources establishes a single monthly, quarterly, or annual cadence suitable for every employer.
Set the schedule using the workforce’s exposure, the rate at which tools and procedures change, observed threats, applicable obligations, and the organization’s ability to deliver and follow up. A planned recurring cycle should not be the only way employees learn about a timely change: when a reporting route, process, or relevant risk changes, decide how to communicate that update promptly and how to incorporate it into later training.

Document the chosen schedule and the reason for it. Review it when the organization adds systems, changes work practices, sees relevant incidents, or identifies confusion in an exercise or feedback. This makes cadence a managed decision rather than an arbitrary interval copied from another organization.

Scenarios can turn general advice into a practiced decision. Choose situations that resemble the organization’s risks, such as a suspicious email, a credential request, a potentially malicious attachment, social engineering, or an employee noticing an incident. Practice should reinforce what to do—not just whether someone can label an item suspicious.
CISA’s August 29, 2025 SLTT guidance recommends frequent, realistic phishing testing and threat literacy for state, local, tribal, and territorial governments. It also advises verifying suspicious messages through a known contact method rather than replying to the message or using a phone number or link included in it. For organizations outside that audience, these are useful design ideas to assess against local policy and risk, not a statement of a general mandate.
Before running an exercise, make sure its purpose, scope, and follow-up fit the program’s goals and internal policies. Participants should know how to report a suspected message, what response to expect, and where to ask questions. Use results to identify learning needs and improve instructions. An exercise is not useful if it creates uncertainty about whether a real report will be handled or leaves employees unsure what the safe next step was.
For suspicious messages, the practical response to teach is to pause, verify through a contact method already known to be trusted, and report through the organization’s official route. Do not reply to the suspicious message or use contact details it supplies to check whether it is legitimate. Adapt the lesson to the organization’s approved procedures.

Make reporting instructions specific and safe
Employees need to know how to report more than phishing. Teach the approved channels for suspected incidents and other suspicious activity, which channel to use in the relevant circumstances, and what information to include if known. Name the actual route in the organization’s training—such as its designated reporting process—rather than leaving employees with a generic instruction to “tell IT.” The precise contact details and tools vary by organization and are not established by the cited sources.
Make clear that employees should report promptly even if they clicked a link, opened an attachment, or disclosed information. CISA’s 2025 SLTT guidance recommends making it safe to report mistakes and describes a no-blame culture as supporting quicker action. CISA’s #StopRansomware Guide also supports an awareness and training program that teaches users to identify and report suspicious activity or incidents.
Safe reporting is a way to reduce hesitation and help responders act; it does not mean ignoring deliberate misconduct or replacing incident response. Training should explain what happens after a report at a level staff can use: where to send it, what immediate steps their policy expects, and how to reach help if the usual channel is unavailable. The organization must ensure its operational response process can receive and act on the reports its training encourages.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Evaluate whether the program is being delivered and improved
Review several types of evidence together. Completion records answer whether training was delivered to the intended users within the planned timeframe; feedback can reveal confusing content or inaccessible formats; exercises can expose uncertainty about recognition or reporting; and incident patterns can identify subjects that deserve attention. Changes in systems, work practices, or threats may also require new content even when no incident has occurred.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors| Program question | Evidence to review | What it can inform |
|---|---|---|
| Is the program planned for the organization’s risks? | Documented strategy, ownership, selected audiences, and rationale for topic choices | Whether priorities, responsibilities, or audience coverage need clarification. |
| Are intended users receiving training? | Delivery and completion records compared with the organization’s timeframes | Whether access, follow-up, or coverage needs attention. |
| Can employees use the material? | Employee feedback and questions | Whether explanations, format, or role-specific examples should change. |
| Can employees practice the intended response? | Exercise observations, results, and appropriate follow-up | Where further practice or clearer instructions may help. |
| Does content reflect current conditions? | Relevant incident patterns and changes to threats, systems, or procedures | Which parts of the next training cycle need revision. |
CISA’s FY2024 guide calls for evaluation and feedback that is used to improve the program, and includes continuous improvement in its maturity criteria. The FY2019 guide describes phishing exercises and follow-up as an example of measuring effectiveness. These sources support using evidence to refine a program; they do not establish a single metric that proves employee behavior changed or risk fell.

In particular, do not treat a low phishing click rate by itself as proof of real-world resilience. It is one exercise result in a particular context, not a validated standalone measure of breach reduction. Avoid claiming that training caused fewer incidents unless organization-specific evidence supports that conclusion. Likewise, the cited material does not supply a universal target completion rate.
Turn findings into the next training cycle
Make evaluation lead to a decision. If employees do not know where to report, revise the reporting instruction and make the official route easier to locate. If a scenario reveals confusion about a policy, clarify the policy or add a role-relevant example. If a system or process changes, update affected lessons and communicate the change through an appropriate channel. If reports or feedback identify a new pattern, assess whether existing training addresses it.
Record what changed and why, who owns the action, and how the revised material will reach the affected users. This gives the organization a practical improvement loop:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Plan: set program ownership, audiences, risks, delivery, and evaluation criteria.
- Deliver: provide relevant initial and recurring training using accessible formats.
- Practice: rehearse realistic recognition, verification, and reporting decisions where appropriate.
- Review: examine participation, feedback, exercise observations, incidents, and changes.
- Adjust: revise priorities, explanations, practice, or delivery and communicate updates.
Choose tools by program fit, not a feature checklist
If selecting a learning or simulation option, compare how well it supports the program you have defined. The cited sources do not establish a best commercial platform, provider comparison, or current pricing. The decision should be grounded in fit with your organization’s systems, policies, privacy expectations, workforce, and available resources.
- Risk and role tailoring: Can content be adapted to the audiences and exposures you identified?
- Refresh and updates: Can recurring training and timely content updates be delivered in a manageable way?
- Practice and follow-up: Can realistic exercises support actionable learning and appropriate follow-up?
- Access: Can the workforce reach the material in the formats and circumstances relevant to their work?
- Records and feedback: Can the organization review delivery, completion, feedback, exercise results, and reporting patterns it intends to use?
- Operational fit: Does the option align with internal systems, policies, privacy expectations, and resources?
Compare options against these needs rather than assuming that a larger feature set makes a program more effective. Tool selection cannot substitute for a clear reporting process, relevant content, ownership, or a plan to act on findings.
Use frameworks in their proper scope
CISA publications offer several useful but differently scoped references. The FY2024 IG FISMA Evaluation Guide describes assessment criteria for federal information-security programs, including tailored topics, periodic training, feedback, evaluation, and improvement. The 2025 “Four Cybersecurity Essentials for SLTTs” fact sheet is aimed at state, local, tribal, and territorial governments and includes frequent realistic phishing practice and safe reporting. CISA’s #StopRansomware Guide addresses training for identifying and reporting suspicious activity, including repeat training for social-engineering risks. These references inform program design; they do not establish jurisdiction-specific legal requirements for an unspecified employer.
The CISA/NICCS NICE Workforce Framework for Cybersecurity, version 2.0.0 in the cited material, provides workforce context and identifies cybersecurity work roles, including curriculum-development and cybersecurity-instruction roles. It is a workforce framework, not a prescribed employee-awareness syllabus. CISA’s Cybersecurity Performance Goals FAQ describes goals as prioritizing outcomes that can be tailored to an entity’s maturity, technology environment, and risks. Use frameworks to inform planning, then make decisions against the organization’s own context and obligations.
