Build a game-launch compliance checklist as a controlled release system, not a generic list of laws. Start with a product record covering the build, release format, platforms, storefronts, territories, audience and features. Then turn each applicable obligation into one row with an owner, evidence artifact, due date, dependency, launch gate, status and re-review trigger. This approach lets a team prove what was checked, identify blockers early and update the checklist when the game, data flows or distribution plan changes.

No universal checklist exists. Requirements vary by country, platform, storefront, audience, account design, monetization, communications features and personal-data processing. The framework below gives you a repeatable baseline; legal and platform specialists must apply the current rules to the actual title and destinations.

1. Define the release scope before listing requirements

A requirement is only meaningful when its trigger is known. Create a one-page product record and freeze its first version before assigning compliance work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record the launch profile

  • Title, build number, release candidate and planned launch date.
  • Physical, digital or hybrid distribution.
  • Every console, PC, mobile or cloud platform and each storefront.
  • Countries and regions in the initial launch, plus territories planned for later waves.
  • Intended audience and any child-directed design or marketing.
  • Planned downloadable content, expansions, patches and live-service events.

Inventory features that change the risk profile

  • Accounts, account linking, cross-network play and public profiles.
  • Voice or text chat, messaging, guilds, matchmaking and user-generated content.
  • Purchases, premium currency, subscriptions, loot-style mechanics or gifting.
  • Behavioral advertising, analytics, profiling, location, camera or microphone access.
  • Age gates, family controls, parental approvals and third-party identity or age services.
  • External processors such as hosting, crash reporting, moderation, payments and customer support.

Keep this inventory versioned. Adding chat, telemetry, a new territory or a publisher account should automatically reopen the affected checklist rows rather than relying on someone’s memory.

2. Use a checklist row that can be audited

Use one row per requirement, decision or test. A single row should answer what must be done, who proves it and what happens if it is incomplete.

Field What to record
Requirement or question A testable statement, such as “The digital storefront rating questionnaire is submitted and approved.”
Applicability trigger The fact that makes the row relevant: platform, country, child-directed feature, data use or release format.
Platform and market Exact console, storefront, country or region, and language where relevant.
Accountable owner One person responsible for completion; contributors can be listed separately.
Evidence artifact Submission receipt, policy version, test script, screenshot, notice, contract, decision record or approval.
External dependency Rating authority, platform review, processor, counsel, vendor or localization team.
Target date The date by which the evidence must exist, not merely the date work starts.
Launch gate Whether an open item blocks submission, release, a feature, a territory or only a post-launch task.
Status Not started, in progress, blocked, ready for review, passed, failed or not applicable.
Source and version checked The named rule or policy and the date/version reviewed.
Re-review trigger A specific change that forces a new assessment, such as a patch adding profiling.

For every “not applicable” decision, retain a short rationale. “No children’s data” is not enough; state which product facts were assessed and who approved the conclusion.

3. Assign ownership and set go/no-go rules

Compliance work fails when responsibility is shared by everyone and owned by no one. Name a directly accountable owner for each discipline:

  • Ratings, content descriptors and packaging.
  • Privacy, data protection and child-safety review.
  • Platform certification and technical submission.
  • Security, abuse prevention and incident response.
  • Player-facing disclosures, marketing and customer support.
  • Vendor and subprocessor management.
  • Post-launch monitoring, retention and end-of-life deletion.

Define escalation levels before testing begins. A failed age or account path that prevents an otherwise eligible player from core gameplay is a release blocker. A missing translation for a non-launch territory may block only that territory. A cosmetic disclosure defect may require correction before the store page goes live but not stop an internal test build. Put these distinctions in the launch-gate column.

4. Plan ratings for physical and digital distribution

Physical releases

For an ESRB submission, prepare the content questionnaire and representative gameplay video. Include the most extreme relevant content and pertinent locked content; omitting a later-unlocked scene can make the submission inaccurate. Trained raters review the disclosures and issue a rating summary. If the submitted content changes materially, the review can restart, so connect rating status to the build and content-lock process.

Digital releases

Determine the rating route for every storefront. Digital titles commonly use the International Age Rating Coalition questionnaire, but the actual process and display rules belong to each destination. Complete the required questionnaire before release and retain the confirmation in the evidence column.

Check local display and marketing rules

Rating systems are generally voluntary in the United States, yet console manufacturers and some retailers, mobile stores and online storefronts require them. For every destination, verify where the rating icon, content descriptors and interactive-element disclosures must appear: product page, search result, packaging, trailer, in-game purchase screen or advertising unit. Marketing rules can be contractual for rated physical games; digital products should display rating information prominently where the destination requires or encourages it.

Reassess downloadable content

Do not assume the core-game rating covers an expansion. If downloadable content exceeds the original content profile, submit it for a separate assessment; it may receive a different rating. Create a release gate for each expansion rather than treating DLC as an ordinary patch.

5. Screen for children’s privacy obligations

Age labels do not decide whether a service is directed to children. The Federal Trade Commission evaluates the totality of circumstances, and no single factor is determinative. Run a documented COPPA screen using the service and its audience evidence.

Assess the complete audience picture

  • Subject matter, game mechanics and visual design.
  • Animated characters, child-oriented incentives, language and audio.
  • Advertising and cross-promotion.
  • Empirical audience information, where available.
  • Stated and actual intended audience.

An ESRB E or E10+ category does not establish COPPA-directed-to-children status. Record the evidence considered, the conclusion, the reviewer and the date. Reopen the assessment if marketing, characters, social features or audience data changes.

If COPPA applies

Plan parental notice and verifiable parental consent before collecting, disclosing or using covered information from children under 13. Provide parental access and deletion mechanisms, reasonable security, retention limits and a process for handling a consent withdrawal. An operator that is not compliant must stop collecting, disclosing or using the child’s personal information until it becomes compliant.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Map every personal-data flow

Build a data inventory that follows information from collection to deletion. For each field, record:

  • What is collected and whether it identifies or can be linked to a player.
  • Where it comes from: player entry, platform account, device, telemetry or another service.
  • The precise purpose and whether the purpose is necessary for the requested feature.
  • The organization’s role and each processor or recipient.
  • Storage location, access permissions and transfer arrangements.
  • Retention period, deletion trigger and proof of purging.

Separate service-essential data from optional analytics, profiling, advertising and monetization uses. A player should not have to accept optional tracking merely to use a feature that does not need it.

Minimize schemas and test data

Collect the smallest set of fields that supports the feature. Do not retain full birth dates when an age band is sufficient, or a permanent identifier when a rotating one works. Use synthetic or strongly anonymized records in development and test environments wherever practical, and prevent production exports from being copied into issue trackers.

Set retention and deletion controls

Document retention by data category and implement automated purging where possible. Include backups, logs, analytics warehouses and vendor copies in the deletion design. A policy statement without an executable deletion job is not evidence of control; attach a run record or test result to the checklist.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Prepare notices, choices and rights interfaces

Write privacy and data-use notices for the actual account and play flows, not just a website footer. Tell players what is collected, why, who receives it, how long it is kept and how to exercise applicable rights.

Make choices granular

  • Separate essential service processing from optional analytics.
  • Explain advertising or profiling uses independently from gameplay functions.
  • Log consent, withdrawal and preference changes with timestamps and the policy version shown.
  • Do not preselect optional choices where the applicable rule requires an active choice.

Provide usable rights routes

Offer in-product or account-management paths for access, correction, export and deletion where applicable. Test the route with a player who cannot log in, a family-managed account and a player exercising a request through support. Document identity verification, response deadlines, exceptions and the systems searched.

8. Evaluate age assurance for the target markets

Choose an age-control method based on the feature and legal requirement, not on a generic age gate. The European Commission said its privacy-preserving proof-of-age solution became feature-ready on 15 April 2026. It is designed to establish that a user is over 18 without sharing other personal information, but availability, implementation requirements, store support and local obligations must be confirmed for the specific launch.

Record whether the game needs an under-18 distinction, an over-18 proof, parental authorization or only a platform-provided age group. Test false starts, denied proof, service outages, recovery, data minimization and what the game can still offer when assurance is unavailable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

9. Pass platform certification and account-flow tests

Read the current requirements for every platform; never copy one platform’s rules onto another. For Xbox, the certification requirements page surfaced as version 16.4, dated 8 September 2026. Treat that version as a dated evidence item and recheck before submission because platform policies change.

Review account creation and linking

  • Obtain consent before using information from a platform account during publisher-account sign-up.
  • Show in-title or linked terms and privacy notices at the required point in the flow.
  • Support unlinking and explain its effect on saves, entitlements and progression.
  • Disclose account requirements in the product description where required.
  • Provide age-group and region-eligible paths, including family-managed accounts.

Protect access to core gameplay

Requiring a publisher account must not block an otherwise eligible player from core gameplay or advertised features when the platform rules require an alternative. Test child and teen accounts, parent-authorized flows, privacy-preserving accounts and feature-specific fallbacks. If chat, UGC or purchases are restricted, the player should still receive the permitted portion of the product and a clear explanation.

Test the complete matrix

At minimum, run adult, teen, child, family-managed, unknown-age and region-specific cases when they apply. Repeat tests for privacy settings, chat and UGC restrictions, purchases, account unlinking, service outages and reauthentication. Confirm that partner-hosted services required by the game function during certification, not only in a developer environment.

10. Secure accounts, vendors and live services

Include security as a launch requirement rather than a post-launch aspiration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Use strong authentication and protect recovery and session tokens.
  • Apply least-privilege access for staff, moderators and service accounts.
  • Encrypt sensitive fields and data in transit; document key ownership and rotation.
  • Rate-limit abuse-prone endpoints and monitor fraud, takeover and harassment signals.
  • Maintain an incident-response plan with severity levels, contacts, evidence preservation and notification decisions.
  • Review every processor and subprocessor, its permitted purpose, access, retention and deletion obligations.
  • Confirm that moderation, payment, hosting, analytics and support vendors are configured for the launch regions.

Attach a security test summary, access review and vendor register to the relevant rows. A vendor contract does not prove that the production configuration matches the contract.

11. Validate player disclosures and monetization

Compare the product page, trailers, store metadata, in-game prompts and purchase screens against the shipped build. Disclose account requirements, online-service dependencies, chat or UGC availability, age restrictions, recurring charges, virtual-currency behavior and material limitations where the destination requires them.

Test a purchase with restricted and family-managed accounts. Verify price, currency, confirmation, cancellation, entitlement delivery and restore behavior. Ensure a player is not promised a feature in marketing when an account, region or age restriction prevents access.

Set recurring reviews

  • Check retention jobs and deletion logs on a scheduled cadence.
  • Review access permissions, vendor subprocessors and security alerts.
  • Sample age, consent, account-linking and rights-request outcomes.
  • Reconcile store disclosures with the live build after major patches.
  • Review incidents and update controls, tests and training.
  • Define end-of-life deletion or anonymization for accounts, telemetry, support records and backups.

Keep the policy and platform version checked in each review record. A change log should show what changed, which checklist rows reopened, who approved the result and whether the change affects existing players.

14. Common failure modes and fixes

Copying a generic checklist

Symptom: dozens of broad legal tasks with no platform, territory or feature trigger.
Fix: start with the product record and split every row by destination and applicability.

Treating a rating as a privacy decision

Symptom: the team assumes an E or E10+ label means COPPA does not apply.
Fix: perform the FTC totality-of-circumstances audience assessment independently of the rating.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Leaving evidence until submission week

Symptom: the team cannot reproduce the questionnaire answers, notice version or account test.
Fix: make an evidence artifact and owner mandatory before a row can be marked passed.

Testing only the adult happy path

Symptom: child, teen, family-managed, unknown-age or restricted-region players cannot enter or lose advertised features.
Fix: maintain a persona-and-region test matrix and run it after account, privacy or platform changes.

Relying on a policy without an operational control

Symptom: the notice promises deletion, but no system or vendor can demonstrate it.
Fix: attach deletion jobs, logs, vendor confirmations and a repeatable rights-request test.

Ignoring live-service changes

Symptom: a patch adds profiling, chat or a new territory without reopening compliance review.
Fix: make those changes explicit re-review triggers in the release process and code-review template.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

15. A compact go/no-go review

Before release, the accountable launch group should be able to answer “yes” to each applicable question:

  • Is the final build and destination list recorded?
  • Does every applicable row have an owner, evidence, date and gate?
  • Are physical and digital rating paths complete for every destination?
  • Has the child-directed and COPPA analysis been documented independently of the rating?
  • Are data purposes, recipients, retention and deletion executable?
  • Do notices, consent records and rights routes match the shipped flows?
  • Do age, family, region, account-linking and fallback paths work?
  • Are security, moderation, payment and partner services ready for certification?
  • Do store pages and marketing accurately describe restrictions and required accounts?
  • Are post-launch monitoring, incident response and change triggers assigned?

If an answer is no, classify the impact explicitly: block the entire launch, remove the affected territory or feature, or assign a documented post-launch task that is legally and contractually permitted. Never hide an unresolved decision by marking it “not applicable.”
