A useful climate risk assessment connects specific hazards to the places, people, assets and decisions they can affect, then turns the results into funded adaptation actions with owners and measurable indicators. Use ISO 14091:2021 as the common method: define the system and decisions, examine observed and projected climate data, map exposure, assess vulnerability and adaptive capacity, rank risks under multiple scenarios, and monitor the response. The same logic works for a city or a business, but a city assessment is place-based and cross-sectoral while a business assessment is operational and financial.

What a climate risk assessment is—and what it must produce

Climate risk is not a list of weather events. It is an evidence-based explanation of how a changing climate could affect defined objectives. The assessment should show:

  • which hazards matter to the system and how their intensity, frequency or timing may change;
  • what is exposed, including people, assets, services, processes and dependencies;
  • why exposed elements are susceptible, and what adaptive capacity can reduce harm;
  • when consequences become material enough to require a decision;
  • which adaptation options reduce risk, who owns them, how they are funded and how success will be measured.

ISO 14091:2021 gives guidelines for assessing risks related to potential climate-change impacts and states that the assessment provides a basis for adaptation planning, implementation, monitoring and evaluation for organizations of any size, type or nature. Treat it as a repeatable management process rather than a one-time report.

A credible assessment records its assumptions, data sources, confidence levels, decision thresholds and unresolved gaps. That record lets a later team update the analysis when projections, assets, regulations or operating plans change.

Stage 1: Define the system, decisions and boundaries

Write a one-page scope before collecting data. The scope prevents an assessment from becoming an unmanageable catalogue of every possible climate effect.

Describe the system

For a city, define the administrative or service boundary and the systems included: neighborhoods, population groups, transport, energy, water, drainage, health, emergency response, housing, ecosystems, land use and governance. Decide whether the unit of analysis is a parcel, district, service network, facility or whole municipality.

For a business, identify legal entities, sites, products and critical processes. Include offices, factories, warehouses, data centers, employees, contractors, utilities, suppliers, logistics routes, customers, markets, insurance arrangements and compliance obligations. State whether the assessment covers direct operations only or the wider value chain.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set geography and time horizons

Record the geographic coordinates, administrative areas, facility list and network segments that are in scope. Use horizons that match decisions: an annual operating plan may need near-term hazards, while a building, plant, lease, infrastructure project or financing decision may need several future horizons. A practical set might align with the next planning cycle, the expected life of a major asset and a longer strategic horizon; label the actual years you use.

List decisions and stakeholders

State what the assessment will support, such as a capital programme, zoning rule, business-continuity plan, site selection, maintenance schedule, insurance strategy or public-health investment. Name the people who can act on the result: elected officials and departments for a city; executives, operations, finance, procurement, facilities, risk, legal and sustainability teams for a business. Include affected residents, workers, suppliers, customers, emergency services, regulators and community organizations where their knowledge or rights matter.

Set assumptions and thresholds

Document the baseline year, climate scenarios, asset condition, occupancy, production levels, service standards and regulatory assumptions. Define thresholds in advance: a temperature at which outdoor work must change, a flood depth that stops a site, a service outage duration that triggers emergency action, or a revenue, safety or equity consequence that requires escalation. Thresholds turn a map into a decision rule.

Stage 2: Identify relevant hazards and climate information

Start with hazards that can affect the defined system. UK government guidance identifies extreme rainfall and flooding, heat waves, drought, sea-level rise and tidal surges, storms and wildfires as potential impacts on operations, supply chains, consumers and markets. Add a hazard only when there is a credible pathway to an in-scope consequence; do not create a long list with no decision attached.

Build a hazard register

Hazard Parameters to examine Typical city concerns Typical business concerns
Extreme rainfall and flooding Rainfall intensity, duration, river or coastal levels, flood depth, drainage capacity and duration of inundation Homes, roads, transit, hospitals, schools, drainage, public health and emergency access Site shutdown, equipment damage, utility interruption, blocked deliveries and supplier disruption
Heat waves Maximum and minimum temperature, duration, nighttime heat, humidity and urban heat patterns Heat illness, vulnerable residents, electricity demand, transport, housing and outdoor work Worker safety, cooling capacity, product quality, data-center loads and reduced productivity
Drought Rainfall deficit, soil moisture, streamflow, reservoir levels and water restrictions Water supply, ecosystems, agriculture, fire risk and competing demand Process water, cleaning, cooling, crop or raw-material supply and operating permits
Sea-level rise and tidal surges Mean sea level, surge height, tide, wave action and salinity intrusion Coastal settlements, ports, drainage outfalls, transport and freshwater sources Coastal sites, warehouses, ports, insurance, logistics and long-lived equipment
Storms Wind, rainfall, lightning, wave conditions and compound events Power, trees, buildings, emergency response and communications Roof and façade damage, outages, workforce access, flights, shipping and inventory
Wildfires Fire weather, fuel dryness, wind, smoke and evacuation conditions Communities, public health, forests, utilities and evacuation routes Sites, worker exposure, smoke-sensitive production, transport and supplier regions

The table is a starting point, not a substitute for local evidence. A coastal city may need surge and salinity analysis; an inland manufacturer may find heat, water shortage and smoke more material.

Combine observed and projected data

The IPCC city framework recommends analyzing both observed and projected data. Use observed records to understand recent extremes, seasonality, local differences and the performance of existing infrastructure. Use projections to test how intensity, frequency, duration or timing could change over the assessment horizons.

For each dataset, record the provider, period, spatial resolution, variable, baseline, scenario, downscaling method, quality checks and limitations. Align the data with the decision: a regional temperature series may be adequate for a strategic workforce plan but inadequate for designing a drainage inlet at a specific site.

Handle compound and cascading effects

Assess combinations that can create larger consequences than a single hazard: heavy rain with high river levels, heat with power demand, drought with wildfire, or a storm that causes both wind damage and flooding. Trace dependencies such as electricity for water pumping, roads for emergency access, telecommunications for payments and suppliers for critical components. Mark each dependency in the hazard register so it is not counted as an unrelated risk later.

Stage 3: Map exposure

Exposure answers “what is in harm’s way?” It is distinct from vulnerability: an asset outside a flood zone is not exposed to that flood, while an exposed hospital may be highly or lightly vulnerable depending on its design, occupants and backup systems.

City exposure inventory

  • Map residents and population groups, including age, disability, health, income, housing tenure, language and access to transport or cooling.
  • Locate critical infrastructure and essential services: hospitals, care facilities, schools, shelters, water and wastewater, energy, communications, food distribution, transport and emergency facilities.
  • Include land use, development patterns, informal or temporary settlements, agricultural areas, ecosystems and cultural assets.
  • Identify service dependencies and network bottlenecks, not only individual facilities.
  • Record responsible agencies, mutual-aid arrangements, maintenance responsibilities and governance boundaries.

Business exposure inventory

  • Geocode every owned, leased and outsourced site, including offices, production, storage, laboratories and data infrastructure.
  • List employees, contractors, shifts, accommodation and travel routes that could be affected.
  • Map production steps, utilities, information systems, inventories, tooling and single-source components.
  • Trace suppliers, contract manufacturers, logistics providers, ports, customers and market regions.
  • Record financial, contractual, insurance and regulatory obligations linked to continuity or performance.

Give each exposure a stable identifier and attributes such as location, replacement value, capacity, criticality, redundancy, operating season and owner. A geographic information system is useful for a city, but a well-structured spreadsheet can support an initial business screening when spatial data are limited.

Stage 4: Assess vulnerability, sensitivity and adaptive capacity

Vulnerability explains why the same hazard produces different outcomes. The IPCC city framework links risk to hazard, exposure, vulnerability and adaptive capacity and emphasizes physical, socioeconomic and institutional variables.

Physical and operational sensitivity

Examine design limits, age, materials, elevation, drainage, cooling, water dependence, maintenance, redundancy and safe operating ranges. For a business, ask which process step fails first and how quickly production, quality or safety deteriorates. For a city, examine whether a service can operate when a road, substation, clinic or communications link is unavailable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Social and socioeconomic sensitivity

Identify people who face greater harm because of health, age, disability, income, housing, work conditions, language, discrimination or limited access to transport and services. Do not treat a neighborhood average as a complete picture; use the finest reliable geography and consult affected groups. A measure that protects a high-value asset but displaces risk to residents should not rank as an equitable adaptation.

Institutional adaptive capacity

Assess the ability and willingness to respond before, during and after an event. Check staffing, authority, budgets, emergency procedures, warning systems, data access, procurement time, mutual aid, insurance, training and public trust. For businesses, include the ability to switch suppliers, move production, change shifts, finance improvements and enforce standards across the value chain.

Record capacity separately from vulnerability. A flood barrier may reduce physical exposure, while trained staff, backup power and a tested evacuation plan increase adaptive capacity. Both affect the expected consequence, but they require different owners and investments.

Stage 5: Use screening assessments and impact chains

Begin with a screening assessment to find material risks quickly. Then use an impact chain to make each pathway explicit:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Hazard: describe the event or trend and the parameter that changes.
  2. Exposure: identify the people, asset, service or process in the affected area or period.
  3. Intermediate effect: state what happens first, such as inundation, overheating, smoke, water restriction or road closure.
  4. Outcome: describe the consequence in safety, health, service, environmental, financial, legal or reputational terms.
  5. Existing control: record barriers, warnings, redundancy, maintenance and response procedures.
  6. Decision point: specify the threshold or action that would prevent, reduce or recover from the outcome.

Example: extreme rainfall overwhelms a drainage network; a hospital access road floods; ambulance arrival times increase; urgent-care capacity falls; temporary routing and pumping provide partial control; the decision is whether to raise the access route, add storage, change routing or improve warning and staffing.

Use qualitative categories when data do not justify precision. Define each category in writing—for example, what “high consequence” means for safety, service or cash flow—and explain the evidence behind the rating. Quantify probability, depth, downtime, affected population or monetary loss only where the data, model and uncertainty support it.

Stage 6: Analyze likelihood, consequence and timing

Rank risks using a documented scale that includes likelihood or probability, consequence, vulnerability, adaptive capacity, timing and action thresholds. UK guidance advises considering when a risk becomes significant and whether lead times mean action must begin now.

Build a risk register

Field What to record
Risk statement Cause, exposed element, pathway and consequence in one sentence
Hazard evidence Observed and projected parameters, scenario, horizon and confidence
Exposure and vulnerability Location, people or assets affected, sensitivity and adaptive-capacity factors
Consequence Safety, health, service, environmental, financial, legal and reputational effects
Likelihood Defined category or probability, with the period and evidence
Timing and threshold When the risk may cross a materiality threshold and the lead time for action
Equity and distribution Who benefits, who bears residual risk and whether impacts are concentrated
Uncertainty Data gaps, model spread, scenario dependence and assumptions that could change the rating
Owner and review date Accountable decision-maker, supporting teams and the next update trigger

Use a matrix carefully

A likelihood–consequence matrix is easy to communicate, but it can hide differences between a frequent minor disruption and a rare catastrophic event. Keep the underlying evidence and show separate ratings for people, essential services, financial performance and ecosystems when they diverge. Do not multiply ordinal labels as if they were precise probabilities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test scenarios and assumptions

Recalculate priority under more than one plausible climate scenario and under key operational assumptions. Test changes such as higher occupancy, a failed backup system, a delayed project, a new supplier location or a different service standard. A risk that remains material across scenarios deserves a different treatment from one that appears only under a single uncertain assumption.

City and business assessments: same logic, different decision units

Dimension City assessment Business assessment
Primary unit Place, population, service, network and ecosystem Site, process, workforce, supplier, customer and financial exposure
Key evidence Spatial hazard layers, demographics, infrastructure condition, service dependencies and governance Asset register, process limits, downtime cost, contracts, logistics, insurance and compliance duties
Typical owners Municipal departments, utilities, emergency services, regional authorities and community partners Executive sponsor, operations, facilities, procurement, finance, risk, legal and suppliers
Equity question Which residents or neighborhoods receive protection, services and investment? Which workers, contractors, suppliers or customers bear disruption or transition costs?
Adaptation examples Drainage, cooling centers, land-use rules, resilient transport, ecosystem restoration and emergency capacity Site protection, process redesign, backup utilities, supplier diversification, shift changes and continuity plans
Success indicators Service availability, response time, heat illness, outage duration, protected population and ecosystem condition Downtime, rejected product, worker incidents, delivery performance, avoided loss and recovery time

Partnerships matter in both settings. A city cannot assess a privately operated utility in isolation, and a business cannot assume roads, ports, power or public emergency services will always be available.

Prioritize adaptation options

Use the risk register to generate options, then compare them against the same criteria. ISO 14091 treats assessment as a basis for adaptation planning, implementation, monitoring and evaluation; the ranking should therefore lead to decisions, not end with a colored map.

Criterion Questions to ask
Risk reduction How much does the option reduce hazard exposure, vulnerability, consequence or recovery time?
Feasibility Can the organization obtain land, permits, skills, suppliers, authority and community acceptance?
Equity Does it protect people with greater vulnerability and avoid shifting risk to another group or place?
Cost and finance What are capital, operating, maintenance and financing needs, and when do they occur?
Co-benefits Does it improve health, energy efficiency, biodiversity, access, productivity or service quality?
Lock-in and flexibility Could it commit the system to a high-emission, high-maintenance or hard-to-reverse path?
Urgency and lead time Must work begin now because design, approvals, construction, procurement or behavior change takes years?
Monitoring Can progress and residual risk be measured with an available indicator?

Prefer adaptive pathways for uncertain futures

Separate no-regret actions, low-regret actions and conditional investments. No-regret measures deliver value under current conditions, such as maintaining drains, protecting critical records or improving heat-warning procedures. Conditional measures have trigger points: design, approve or reserve space now, then expand when an indicator or threshold is reached. Large, irreversible projects should be checked for lock-in and tested against multiple scenarios before commitment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assign an implementation record

For every selected action, record the accountable owner, partners, scope, budget source, procurement route, start date, completion date, dependencies, trigger, indicator and review date. Name the residual risk after implementation. A city action may require a department, utility and community partner; a business action may require a capital owner, supplier contract and insurance or legal review.

Implement, monitor and update

Integrate the assessment into existing planning and controls rather than creating a parallel document. Add priority actions to capital plans, maintenance schedules, procurement criteria, site standards, workforce procedures, emergency plans, financial risk reporting and public accountability.

Choose indicators that reveal performance

  • Hazard indicators: observed heat, rainfall, water level, drought or fire-weather measures relevant to the decision.
  • Exposure indicators: people, assets, service capacity or suppliers within the affected area.
  • Vulnerability indicators: cooling capacity, drainage condition, backup duration, worker training, health vulnerability or single-source dependence.
  • Outcome indicators: outage duration, response time, injury, downtime, spoilage, missed deliveries, financial loss or service availability.
  • Action indicators: completed upgrades, maintained equipment, trained staff, exercised plans, funding committed and trigger reviews completed.

Set a review cadence and event-based triggers. Revisit the assessment after a damaging event, a major asset or land-use change, a new projection set, a regulatory change, a supplier relocation or a material change in service demand. Record what actually happened and use it to improve assumptions.

For local governments, ISO 14092:2026 describes a path from understanding risk through implementation, monitoring and continual improvement. Use that lifecycle to connect the technical assessment to governance, budgeting and public reporting.

Evidence, uncertainty and data gaps

Use confidence labels tied to evidence, not a false decimal precision. State what would change the rating, which data would reduce uncertainty and whether waiting would consume the available lead time. Commission specialist advice when detailed projections or quantitative analysis exceed internal capability; UK guidance notes that specialist advice may be needed for such assessments.

Protect privacy and security when mapping people, employees, patients, suppliers or critical infrastructure. Aggregate sensitive information where possible, control access and publish only what communities and partners need to make decisions.

Common failure modes and fixes

Starting with a generic hazard list

Problem: every hazard is listed but none is connected to an objective or owner.
Fix: require an impact chain and decision threshold for each material risk; remove hazards with no credible pathway.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confusing exposure with vulnerability

Problem: all assets in a mapped zone receive the same rating.
Fix: assess design, occupants, operating limits, maintenance, redundancy and adaptive capacity separately.

Using only historical averages

Problem: a recent trend or average masks changing extremes and future conditions.
Fix: combine observed records with projected data and test multiple scenarios.

Hiding uncertainty in a single score

Problem: a precise-looking matrix conceals weak data or scenario dependence.
Fix: retain evidence, confidence, assumptions and sensitivity results beside the rating.

Ignoring indirect and cascading effects

Problem: a site appears protected while its power, water, road, supplier or communications dependency fails.
Fix: map networks and value chains, then test compound hazards and common dependencies.

Ranking by cost alone

Problem: inexpensive projects are favored even when they provide little risk reduction or shift harm to vulnerable groups.
Fix: use risk reduction, equity, feasibility, co-benefits, lock-in, urgency and monitoring alongside cost.

Publishing a report without implementation controls

Problem: recommendations have no owner, budget, trigger or review date.
Fix: create an implementation record for every selected action and place it in the relevant planning or management system.

A practical deliverables checklist

Before approving the assessment, verify that it contains:

  • a scope map, system description, decision list, stakeholders, horizons, assumptions and thresholds;
  • a hazard register covering relevant extreme events and trends;
  • observed and projected climate data with metadata, scenario labels and limitations;
  • exposure inventories for people, assets, services, processes, dependencies and value chains;
  • vulnerability and adaptive-capacity assessments with physical, socioeconomic and institutional factors;
  • impact chains or screening records for each material pathway;
  • a risk register with likelihood, consequence, timing, equity, uncertainty and owners;
  • scenario and sensitivity tests showing which conclusions are robust;
  • a prioritized adaptation portfolio with cost, feasibility, co-benefits, lock-in, urgency and indicators;
  • funding, implementation responsibilities, review dates and a process for monitoring and continual improvement.

The finished assessment should let a decision-maker answer four questions without opening another document: what can happen, who or what is affected, when action is needed, and which funded action will reduce the risk while leaving the least avoidable residual harm.
