A useful slowdown forecast tells you when cash will arrive and leave, not merely whether sales are profitable. Start with the bank balance you can reconcile today, put each receipt and payment in the period it is likely to hit the account, and roll the closing balance forward. Run a rolling 13-week weekly view for immediate decisions and a monthly view through the financial year for VAT, tax, insurance, loan principal and other lumpy payments.

The method below is suitable for a spreadsheet, accounting system or forecasting workbook. It includes late-paying customers, UK VAT timing, downside scenarios, buffer tests and a response plan if the numbers show a gap.

What a slowdown cash-flow forecast measures

A cash-flow forecast is a time-phased plan of bank movements. For each week or month, calculate:

Closing cash = opening cash + customer receipts + other credible inflows − all cash payments.

The closing figure becomes the next period’s opening figure. Booked revenue belongs in the forecast only when you estimate that it will be collected. An invoice raised on 10 June but likely to be paid on 25 July is a July receipt, not a June receipt.

This cash view is different from accrual accounting. Profit can include unpaid invoices and non-cash charges, while the bank account must fund payroll, suppliers, tax and debt on their actual payment dates. Business.gov.uk advises including “all outgoing spend, incoming revenue and expected payment dates” when creating a cash-flow forecast.

A 13-week rolling forecast is a practical operating cadence, not a statutory UK requirement. The British Business Bank says that a complete view of finances and readiness to change help businesses cope with economic uncertainty.

Set up two linked forecast horizons

Rolling 13-week liquidity view

Use one column per week, normally updated every week. This horizon is long enough to expose a cash squeeze before the next payroll, supplier run, VAT payment or loan instalment, while remaining detailed enough to use actual collection promises.

  • Show the opening bank balance for week 1 and the rolled-forward opening balance thereafter.
  • Show expected receipts and payments by week, with a closing balance and minimum-buffer test in every column.
  • When a week ends, replace estimates with actual bank movements, add a new week at the far end and keep the horizon at 13 weeks.

Monthly financial-year view

Extend the same categories by month to the end of the financial year. Monthly buckets make annual insurance, corporation-tax or income-tax payments, loan principal, renewals and other infrequent commitments visible. The monthly view should reconcile to the weekly view for overlapping periods; it is not a second set of assumptions.

Build the forecast step by step

1. Choose periods, owner and buffer

  1. Create weekly columns for the next 13 weeks and monthly columns through year-end.
  2. Define a minimum cash buffer: an amount you will not normally allow the business to cross. Base it on essential payroll, tax, critical suppliers and debt service rather than an arbitrary percentage.
  3. Name one owner for each major assumption and set a review date. An owner must be able to replace an estimate with an invoice, order, bank confirmation or customer promise.

2. Reconcile the opening cash

Take the opening balance from bank statements or live bank feeds, then reconcile it to every business account, cash-on-hand balance and uncleared item. Exclude personal funds, overdraft availability and borrowing that has not been formally agreed and drawn. If the opening number is wrong, every later week is wrong by the same amount.

3. Forecast customer receipts by likely collection date

Split receipts by customer, channel or contract so that a change in one debtor does not disappear inside a single sales total. Start with the order book and debtor ledger, then assign a realistic date to each collection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Use the customer’s agreed terms, established payment behaviour and any promised date.
  • Apply a late-payment assumption separately from the invoice value. For example, move a proportion of receipts into later weeks rather than quietly reducing sales.
  • Separate recurring direct debits, card settlements, marketplace payouts and one-off invoices when their settlement timing differs.
  • Do not count a quotation, unaccepted order or optimistic new sale as cash. Include new sales only through an explicit assumption in the relevant scenario.

Keep an aged-debtor schedule beside the forecast. For each material invoice, record amount, due date, expected date, contact owner and the next collection action. Reclassify a receipt when a customer misses its promise.

4. Add only credible other inflows

Include a grant, asset sale, tax repayment or committed borrowing only when its amount and timing are evidenced. A signed facility with a stated draw date can be modelled on that date; an application, possible relief or hoped-for sale cannot. Never use unconfirmed borrowing, grants or reliefs to make the buffer test pass.

5. List committed outflows on their cash dates

Build payment rows from payroll records, supplier statements, leases, finance agreements and scheduled bills. Typical rows are:

Row group What to enter Timing rule
Payroll Net wages, payroll service charges and any regular employee payments Use the actual pay-run date.
PAYE and NIC Amounts due to HMRC under the business’s payment schedule Use the business’s HMRC deadline, not the payroll period end.
Suppliers Approved bills and expected invoices, separated by critical supplier where useful Use contractual or negotiated payment dates; show any proposed deferral as a scenario, not a certainty.
Premises and utilities Rent, rates, energy, telecoms and insurance instalments Enter direct-debit or invoice dates and annual renewals.
Finance Loan interest, principal, hire purchase and lease payments Split interest and principal if your accounting records require it, but forecast the total bank payment on its due date.
VAT and other taxes VAT, corporation tax, income tax, rates and other liabilities Use the actual HMRC or authority payment date for the business’s scheme.
Discretionary spend Hiring, marketing, travel, stock-building and capital expenditure Model the committed portion and keep optional spend in a separately switchable row.

6. Enter UK VAT by the HMRC deadline

HMRC generally requires a VAT return and payment one calendar month and seven days after the accounting period ends. The payment must have cleared HMRC’s account by the deadline. Put the cash outflow in the week containing the business’s actual online-account deadline, then check the VAT scheme and account for exceptions such as special schemes or payment-on-account arrangements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not use the month in which VAT-inclusive sales were made as a proxy for the payment month. Recalculate the VAT row from the latest return, expected taxable sales and purchases, and replace the estimate when the return is filed.

7. Calculate closing cash and test the buffer

For each period, add all receipts, subtract every payment and carry the result forward. Add a row that returns “pass” when closing cash is at or above the buffer and “breach” when it is below. A simple spreadsheet formula is:

Closing cash = Opening cash + SUM(receipt rows) - SUM(payment rows)
Next opening cash = Prior closing cash
Buffer headroom = Closing cash - Minimum buffer

Flag the first week in which headroom becomes negative. That date is the action deadline, not the date on which the account actually reaches zero.

Model a slowdown with three cases

Build the base case from the current order book, debtor ledger and known commitments. Then change explicit assumptions rather than applying an unexplained percentage to the final balance.

Case Receipt assumptions Cost and commitment assumptions Decision use
Base Confirmed orders and normal collection behaviour, with known late invoices dated realistically Committed payroll, supplier, tax, rent, finance and planned discretionary spend Operating plan if current evidence holds
Downside Lower new-sales volume, slower collections and more late receipts Supplier-price pressure and no automatic reduction in fixed commitments Actions to take before the first buffer breach
Severe Combines the downside sales and collection shocks Adds the strongest credible input-cost pressure while retaining fixed payroll, tax and debt dates Funding, restructuring and continuity planning

Put each changed assumption beside the affected row, name its owner and set a review date. Compare cases on sales volume, average order value, debtor days, late receipts, supplier terms, input costs, payroll, VAT and tax dates, discretionary spend and the first buffer-breach week. Combining lower sales, slower receipts and fixed commitments is more informative than testing a sales reduction in isolation.

How to handle late-paying customers

Turn the debtor ledger into dates

Sort invoices by age and value. For each significant debtor, record the contractual due date, the last contact, a promised payment date and a conservative fallback date. Put the conservative date in the downside case and the promised date in the base case only if the promise is credible.

Change billing to shorten the gap

  • Invoice immediately when the contractual milestone is reached.
  • Ask for a deposit or staged billing on new work, where the contract and customer relationship permit it.
  • Offer a clearly documented payment method that settles faster, while checking fees and contractual terms.
  • Escalate overdue accounts according to your credit-control policy and keep the expected receipt date updated after every contact.

The Department for Business and Trade’s 2026 Commercial Payments Bill overview says, “The bill will tackle late payments between businesses and improve the flow of cash through supply chains.” The same overview reports a government-estimated cost of £11 billion per year to the UK economy and 38 UK businesses closing every day in association with late payments. Those are government-reported figures; the bill’s status and any final provisions may change, so do not model a legal change as cash relief until it is in force.

  1. Pause discretionary spend. Stop or defer optional marketing, travel, hiring, stock-building and capital purchases that occur before the breach.
  2. Accelerate invoicing and collections. Issue every valid invoice promptly, request deposits or staged billing on new work, and contact overdue customers with a specific payment date.
  3. Negotiate supplier timing. Ask critical suppliers for a revised date or instalment plan before the due date. Do not assume agreement until it is in writing.
  4. Protect essential operations. Rank payroll, taxes, utilities, insurance, critical stock and debt obligations; check contracts and legal duties before changing a payment.
  5. Discuss finance early. Approach lenders while the business can show a credible forecast and repayment plan. Treat an undrawn facility as unavailable until approved and documented.
  6. Contact HMRC or other creditors early. Share the relevant facts and ask what formal options exist; waiting for a missed payment generally removes choices.

Weekly controls that keep the forecast credible

Reconcile and replace estimates

At least weekly, reconcile actual bank movements to the forecast. Replace an estimate with the invoice, remittance advice, payroll report, VAT return or bank confirmation that supports it. Keep a variance log stating what changed, why it changed and whether the change affects later periods.

Separate timing from accounting recognition

Maintain cash dates in the forecast even when the accounting system recognises revenue or expense in another period. Non-cash depreciation, accruals and provisions do not belong in the bank forecast unless they trigger a payment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use version control and permissions

  • Date each forecast version and preserve the prior version so movements can be explained.
  • Protect formula cells and identify the person who changed a material assumption.
  • Keep source documents for large receipts and payments in an accessible folder.
  • Review the buffer, first breach week and scenario assumptions at every weekly meeting.

Choosing a spreadsheet, accounting system or forecasting workbook

The right format is the one your team can update on time and audit. Compare options against the same operating requirements:

Capability Questions to ask Minimum useful outcome
Granularity Can it show weekly periods for 13 weeks and monthly periods to year-end? Both views reconcile without duplicate assumptions.
Scenario support Can base, downside and severe assumptions be switched or copied without overwriting the base? Each case shows its first buffer-breach week.
VAT and tax dates Can payments be entered on actual HMRC deadlines and exceptions documented? VAT and payroll-tax cash dates are visible separately from sales.
Debtor ageing Can customer, due-date and late-payment assumptions feed receipts? Material invoices have an owner and expected collection date.
Collaboration and audit trail Can several people update it while preserving who changed a number and when? Material variances are traceable to evidence.
Exportability Can you export the forecast and assumptions for a lender, accountant or HMRC conversation? A readable, dated pack can be produced quickly.
Total cost What are licence, setup, support and staff-time costs? The process remains affordable enough to update every week.

A well-controlled spreadsheet is preferable to an automated system that nobody reconciles. Conversely, automation is valuable when bank feeds, invoicing volume or multiple contributors make manual updates unreliable. In either case, keep the assumptions, evidence and version history with the forecast.

A practical review checklist

  • Is the opening cash reconciled to every business bank account?
  • Are receipts dated by expected arrival rather than invoice date?
  • Are late-paying customers represented in the downside case?
  • Are only confirmed grants, asset sales and borrowing included as other inflows?
  • Are payroll, PAYE/NIC, suppliers, rent, utilities, leases, finance and VAT on actual cash dates?
  • Are annual and quarterly payments visible in the monthly view?
  • Does the severe case combine lower sales, slower collections and fixed commitments?
  • Is a minimum buffer shown for every period, with the first breach highlighted?
  • Does every material assumption have an owner and review date?
  • Were actual bank movements reconciled and variances explained this week?
  • Is there a dated pack ready for a lender, HMRC or supplier if the gap persists?
