When a key employee leaves or becomes unavailable, continuity depends on more than finding a replacement. You must identify the essential work that person supported, document the knowledge and access it requires, transfer decision-making authority, and prove that another person can perform it. Build the plan around activities and dependencies—not job titles—then exercise and update it whenever people, systems, suppliers, or assumptions change.

What the plan must accomplish

A business continuity plan for key-person loss keeps essential outputs available during a personnel disruption. It should answer, for every critical activity:

  • What must continue, for whom, and at what minimum service level?
  • Which people, skills, decisions, systems, records, suppliers, and relationships does the activity depend on?
  • Who performs the work now, who is the backup, and who can authorize action when the primary person is unavailable?
  • Where are the procedures, contacts, credentials, approvals, and exception rules documented?
  • How will the organization know the backup is ready, and what happens when the backup reaches a limit?

This is broader than an IT disaster-recovery document. A system may be online while an organization still cannot approve a payment, answer a regulated customer, release a product, or manage a supplier because the required authority and knowledge left with one person.

ISO describes ISO 22301:2019 as a business continuity management-system framework that is planned, implemented, monitored, reviewed, maintained, and continually improved. That makes the plan a managed capability rather than a file created once and forgotten. The exact legal duties, recovery targets, staffing levels, and records required depend on your jurisdiction, industry, contracts, and service commitments.

1. Set scope and define essential work

Start by stating exactly what the plan covers. A useful scope might be a customer-support operation, one manufacturing site, a payment process, a clinical service, or a whole business unit. Name the plan owner, the locations and systems included, the assumptions being made, and the date of the current version.

List outputs, not just departments

For each process, write the output that customers, regulators, suppliers, or other teams depend on. “Finance” is too broad; “approve supplier payments and release the weekly payment file” is testable. “Sales” is too broad; “respond to renewal quotes and maintain contractual pricing” identifies work that can fail when one relationship owner leaves.

Record the consequence of interruption and the minimum acceptable service. A minimum service statement might specify that emergency orders continue while routine orders are queued, or that a daily reconciliation is completed by the end of the next business day. Do not copy recovery targets from another organization. Set them with the owners of the service and, where relevant, legal, regulatory, contractual, or safety advisers.

Essential activity Dependent output Consequence if interrupted Minimum acceptable service Owner
Activity name What another party receives Operational, financial, safety, legal, or reputational effect What must still be delivered and by when Role accountable for keeping it running
Example: supplier payment approval Approved payment file Late deliveries, penalties, or supplier hold Urgent suppliers approved within the agreed payment window Finance operations manager

Include activities that are easy to overlook: approvals, exception handling, customer promises, compliance submissions, access provisioning, maintenance scheduling, and the informal coordination that prevents work from stopping.

2. Find single-person dependencies

For every essential activity, ask what would fail if the key employee were unavailable today. Interview the incumbent, their manager, coworkers, and downstream users. Look for dependencies that are not visible in an organization chart.

Check six dependency types

  • Knowledge: undocumented steps, judgment calls, formulas, quality checks, historical context, and workarounds.
  • Authority: spending limits, approval rights, customer commitments, release decisions, regulatory sign-off, and the ability to invoke an escalation.
  • Relationships: customers, suppliers, regulators, partners, and internal contacts who respond only to a particular person.
  • Access: applications, shared drives, physical sites, devices, credentials, multifactor-authentication methods, keys, certificates, and distribution lists.
  • Timing: renewal dates, reporting windows, production cutoffs, payroll deadlines, maintenance intervals, and other calendar-driven events.
  • Capacity and skills: licenses, language ability, technical competence, on-call availability, and the time needed to perform the work.

Review calendars, ticket queues, contracts, shared-mailbox rules, approval logs, spreadsheets, dashboards, and supplier records. A dependency is not removed merely because a document exists; someone else must be able to find it, understand it, access the required systems, and make the necessary decision.

Use a dependency register

Field What to record
Activity and task The specific work and the step at risk
Current performer Role, not only a person’s name
Decision-maker Who resolves exceptions or approves completion
Required skill Technical, professional, language, license, or relationship capability
System and record Application, location, file, queue, or physical record needed
External dependency Supplier, customer, regulator, contractor, or partner
Timing and trigger Event, deadline, frequency, or condition that starts the task
Consequence and priority What happens if the task is late or wrong
Backup status Ready, partially trained, unavailable, or not assigned

CISA’s Emergency Services Sector continuity worksheet (file dated February 2018) separates continuity personnel, all staff, and human-resources considerations. Although written for emergency services and requiring adaptation, that structure is a useful prompt: identify the people required for essential functions, then consider the wider workforce needed to support them.

3. Assign successors and transfer authority

Name a primary role and at least one backup role for every essential responsibility. Role-based assignments survive future turnover better than a list of individual names, but the current names, contact methods, and availability still belong in a controlled contact register.

Define what the successor may do

“Backup” is not a sufficient instruction. State whether the successor can approve spending, sign or send customer commitments, release a production change, access confidential records, contact a regulator, approve an exception, or invoke the continuity plan. Specify limits and the person who can extend those limits.

Responsibility Primary role Backup role Authority transferred Escalation boundary
Approve urgent supplier payment Finance operations manager Senior finance analyst Approve payments up to the documented emergency limit Controller approves higher amounts or unusual suppliers
Handle priority customer incident Service delivery lead Support team lead Coordinate response and issue approved status updates Executive sponsor handles contractual concessions
Release production change Engineering release manager Qualified platform engineer Release pre-approved changes using the runbook Change advisory authority handles non-standard risk

Ready.gov’s Business Continuity Plan template specifically prompts planners to identify lines of authority, succession of management, and delegation of authority. Use an order of succession for leadership and for critical operational functions, and state when it takes effect—for example, confirmed unavailability, a declared disruption, or an inability to respond within a defined window.

Make authority usable

  • Put delegation in an approved policy, resolution, contract, or system role—not only in an informal message.
  • Ensure the successor can authenticate, reach required systems, and obtain records without using the departing employee’s account.
  • Provide an alternate communication channel if the normal manager or collaboration system is unavailable.
  • Tell the successor whom to contact for legal, safety, security, privacy, or technical decisions.
  • Revoke former access promptly while preserving records needed for the work and for lawful retention.

4. Capture and transfer operational knowledge

Write short, task-focused instructions for the work that matters most. The objective is not to create a biography of the departing employee; it is to let a capable colleague perform the task safely and know when to stop and ask for help.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a repeatable procedure format

  1. Trigger: Explain what starts the task and how the backup learns that it has started.
  2. Inputs: List the records, requests, data, approvals, equipment, and supplier information required.
  3. Normal steps: Write the sequence in plain language, including the system or location used at each step.
  4. Decision points: Describe the conditions that lead to different actions, including thresholds and approval requirements.
  5. Quality checks: State how the performer verifies accuracy, safety, completeness, and customer impact.
  6. Exceptions: Document common failures, unusual cases, workarounds that are approved, and conditions that require escalation.
  7. Completion: Define the finished state, notification, record, reconciliation, or handoff that proves the task is done.
  8. Review date: Assign an owner and a date for checking that the instruction still matches the system and policy.

Keep secrets out of ordinary documents. Describe the approved password-vault, privileged-access, key-management, or account-recovery process instead of recording passwords. Include the location of the controlled procedure, the owner of the access, and the method for obtaining emergency access.

Make the backup perform the work

Shadowing is useful only when it ends with independent performance. Have the backup execute a real or safely simulated task while the incumbent observes. Ask the backup to explain why each decision was made, locate every record, handle an exception, and identify the escalation point. Correct the procedure immediately when the backup finds an undocumented step.

ISO/TS 22330:2018 describes people aspects of continuity through awareness, needs analysis, learning and development, response to disruption, and support as people return to normal operations. Use that broad view: training is not limited to technical instructions; people also need to understand their role, communication expectations, welfare considerations, and how work changes during a disruption.

5. Prepare employees, contractors, and external contacts

Tell affected employees what their continuity role is before a crisis. Explain how they will be contacted, where to report, what work takes priority, how to record decisions, and how to escalate if they are sick, unreachable, unsafe, or overloaded. Keep a current contact method that does not depend on the unavailable employee.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check whether a contractor, vendor, partner, or customer relationship is itself a single-person dependency. Ready.gov’s template prompts planners to address interaction with outside organizations. Record the alternate contact, contractual notice requirements, service hours, escalation route, and information that may be shared. Do not assume an external party will accept a new contact without verification or authorization.

Coordinate with human resources on leave, redeployment, temporary assignments, succession development, confidentiality, employee assistance, and any consultation or notification duties. A continuity assignment must not override employment, safety, privacy, accessibility, or collective-bargaining obligations.

6. Choose a continuity strategy for each activity

There is no single replacement strategy. Compare practical options against the activity’s minimum service and consequences. The right choice may be cross-training, a second shift, a qualified contractor, a reciprocal arrangement, temporary simplification of service, or a documented queue until a permanent hire is made.

Strategy Best fit Advantages Risks and checks
Cross-train an internal backup Recurring work with transferable skills Fast access to context and existing systems Competing workload; verify capacity and authority
Use a qualified contractor Specialist work or a short-term gap Access to scarce expertise Confidentiality, procurement, supervision, and availability must be addressed
Split duties across several roles Work that is too broad for one successor Reduces concentration and creates peer checks Handoffs can introduce delay or ambiguity
Temporarily reduce or sequence service Demand can be prioritized safely Protects the most important output with limited staff Customer, contractual, accessibility, or regulatory effects require approval
Reciprocal or partner support Organizations with compatible capabilities Provides surge capacity and specialist coverage Requires a tested agreement, secure information exchange, and clear costs

For each option, compare the essential activity protected, minimum service sustained, time to resume, skills and authority required, cost and feasibility, and dependencies on people, systems, suppliers, locations, and records. These are practical decision axes, not a universal scoring formula. Match the depth of analysis to the consequences of interruption and the organization’s size and complexity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Assemble the plan so people can use it

Keep the main plan concise and link it to controlled procedures and registers. A usable structure is:

  1. Purpose, scope, owner, and assumptions.
  2. Activation and notification: who can declare the personnel disruption, how the team is contacted, and what information is shared.
  3. Essential-activity register: outputs, minimum service, priorities, dependencies, and owners.
  4. Roles and succession: primary and backup roles, order of succession, delegation, limits, and escalation.
  5. Knowledge and procedure index: links to current task instructions, forms, decision records, and training status.
  6. Access and resources: approved methods for systems, equipment, facilities, records, and emergency supplies.
  7. External coordination: supplier, customer, regulator, partner, and contractor contacts and notice requirements.
  8. Communications: internal messages, customer updates, approval rules, and alternate channels.
  9. Exercise and improvement log: scenarios, findings, owners, due dates, and closure evidence.

Control versions and access. Mark the effective date, next review trigger, owner, and change history. Store a reachable copy in the normal document system and an approved alternate location; protect confidential information and ensure the backup knows how to find the current version.

8. Exercise the “unavailable today” scenario

A short, realistic exercise exposes more gaps than a read-through. Announce that the key employee cannot be contacted and do not let the incumbent coach the backup during the first run.

  1. Can the responsible manager activate the plan and contact the right people?
  2. Can the backup locate the current procedure, records, contacts, and access instructions?
  3. Can the backup authenticate without borrowing another person’s account?
  4. Can the backup perform the task within the minimum service window?
  5. Can the backup make required decisions, or identify the exact authority gap?
  6. Can the backup handle a normal exception and escalate a non-standard one?
  7. Can customers, suppliers, and internal teams receive an accurate update?
  8. Are decisions, approvals, and unresolved risks recorded for handoff?

Record each failure with an owner and due date. A failed exercise is useful evidence: it may show that the procedure is unclear, the backup lacks capacity, an access role is missing, a supplier contact is stale, or the authority delegation is not valid. Re-test the corrected item rather than simply marking the plan “reviewed.”

9. Maintain the plan after the employee leaves

Assign one plan owner, but make each activity owner responsible for the accuracy of their section. Review the plan when any of these events occurs:

  • A key employee departs, changes role, takes extended leave, or loses required certification.
  • An application, facility, supplier, process, approval limit, or customer commitment changes.
  • A new regulation, contract, safety requirement, or privacy obligation applies.
  • An exercise, incident, audit, near miss, or real disruption exposes a gap.
  • A successor becomes unavailable or the organization changes its reporting lines.

ISO 22301 treats continuity as continual improvement, not a one-time document. Schedule a periodic review appropriate to your risk and change rate, but do not rely on the calendar alone; event-based reviews are essential. Keep evidence of training, exercises, approvals, changes, and unresolved exceptions so managers can see whether capability is improving.

Common failure modes and fixes

The plan lists jobs but not work

Symptom: It names a department head but does not identify the outputs, deadlines, decisions, or systems at risk. Fix: Rewrite the register around essential activities and minimum service.

The backup is named but not authorized

Symptom: The backup can perform steps but cannot approve spending, access records, or make customer commitments. Fix: Document delegation, limits, activation conditions, and escalation owners in the relevant policy and systems.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Procedures describe the normal case only

Symptom: Work stops at the first missing field, unusual request, or failed system. Fix: Add decision points, quality checks, common exceptions, and stop-and-escalate conditions.

Knowledge is stored in the departing employee’s account

Symptom: The organization cannot retrieve files, mailbox history, tokens, or contact records after access is revoked. Fix: Move business records to controlled shared locations, use approved account-recovery processes, and verify retrieval before departure.

Training is assumed rather than demonstrated

Symptom: The backup attended a briefing but cannot complete the task independently. Fix: Observe a practical run, test an exception, and record the remaining skill gap.

The document is correct but unreachable

Symptom: The plan depends on the same system, person, or site that may be unavailable. Fix: Provide an approved alternate copy and alternate contact route, then test both.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

External dependencies are ignored

Symptom: A supplier or customer will only respond to the former employee. Fix: Establish secondary contacts, notice procedures, authorization evidence, and secure information-sharing rules.

10. A practical first 30 days

Days 1–5: stabilize

  • Name an accountable plan owner and an interim decision-maker.
  • List the employee’s active commitments, deadlines, approvals, systems, records, and external relationships.
  • Protect business records and begin approved access and account-transition procedures.
  • Identify the essential activities that would fail first and set temporary priorities.

Days 6–15: document and assign

  • Interview people who perform or receive each essential activity.
  • Create the dependency register and mark single-person risks.
  • Assign primary and backup roles, authority limits, and escalation routes.
  • Write task instructions and move critical records to controlled locations.
  • Notify affected staff and external contacts using approved communications.

Days 16–30: practice and improve

  • Have each backup perform a priority task without coaching.
  • Run an unavailable-today scenario, including an exception and an authority decision.
  • Correct access, documentation, capacity, and supplier gaps.
  • Publish the controlled plan with an owner, version, review triggers, and improvement log.
  • Set the next exercise and review dates appropriate to the risk.

Tailor the plan to your obligations

A general continuity guide cannot determine your required retention periods, notification deadlines, staffing ratios, professional qualifications, safety controls, data-protection duties, or contractual recovery commitments. Confirm those requirements with the responsible legal, regulatory, security, safety, human-resources, and operational specialists. ISO 22301:2019 provides a management-system framework; ISO/TS 22330:2018 provides guidance on people aspects; Ready.gov and CISA provide adaptable planning prompts, not a guarantee that any one template satisfies every organization.

As ISO Expert Malcolm Cornish wrote in an ISO article published on 18 June 2012: “For business continuity to be successful, people with appropriate knowledge, skills and experience must be in place to both contribute to the BCMS and respond to incidents when they occur.” After a key employee leaves, that principle becomes a concrete test: another authorized person must be able to find the knowledge, perform the essential work, and obtain help when the situation exceeds the documented limits.
