Build the case around one identifiable software weakness and the business outcome it affects—not a general request to “clean up quality.” Estimate the one-time work to fix it, the continuing cost or risk of leaving it in place, and what the organization gives up by funding the work. Then compare remediation with planning, delaying, or accepting the debt, using local evidence and explicit uncertainty.

What “quality debt” means in a business case

“Quality debt” is not a universally standardized term. Here, it refers to the cost and consequences of specific software-quality weaknesses, connected to the broader technical-debt literature. That distinction matters: a business case should identify the particular weakness being considered rather than assume that every form of technical debt can be measured or resolved the same way.

The Consortium for Information & Software Quality (CISQ) offers one useful measurement frame for structural software weaknesses. Its Automated Technical Debt standard estimates the effort to correct specified weaknesses in source code. In that frame, the effort required to fix structural problems is the debt’s principal; inefficiencies caused by those problems—such as extra maintenance effort or excessive computing resources—are its interest. The standard also uses adjustment factors, including component complexity and exposure. It is a way to estimate correction effort for the weaknesses it covers, not a complete measure of all organizational debt, business risk, or future consequences.

That principal-and-interest distinction gives leaders a practical starting point: estimate the bounded cost to remediate, then assess what the organization pays or risks while it does not. The second estimate may include measurable recurring work, such as repeated maintenance, or less certain effects, such as a plausible increase in operational exposure. Keep those categories separate instead of combining them into a single confident-looking number.

Start with a specific decision, not a cleanup request

State what decision you want leaders to make. Name the application, service, component, or work pattern; describe the weakness in plain language; request a defined amount of capacity or funding; and connect the request to an outcome the business cares about. “Improve code quality” does not give a decision-maker enough to approve, defer, or reject. “Fund remediation of the identified weakness in the order-processing component so the team can reduce recurring rework in release changes” is more actionable—provided the evidence actually supports the link to recurring rework.

A useful scope is small enough to estimate and assign an owner, but meaningful enough to affect an observable outcome. If a proposal bundles several unrelated weaknesses, separate them into debt items where practical. Their costs, risks, and business effects may differ, so treating them as one large cleanup project can obscure which part merits investment.

Before building a detailed estimate, write down the decision alternatives. At minimum, consider addressing the item now and continuing the current condition. Depending on the situation, also consider planning the work for a later milestone, delaying it until a trigger occurs, or accepting it because the cost of remediation exceeds the value of doing so. This prevents the case from presenting “fix it” as the only possible answer.

Build an asset-level baseline

Collect evidence about the specific asset and weakness, not just organization-wide averages. McKinsey & Company’s April 25, 2023 article, “Breaking technical debt’s vicious cycle to modernize your business,” recommends detailed, asset-level assessment connected to business value. It also notes that different types of debt may require different remediation approaches. A broad technology-spend figure or a general complaint about slow delivery cannot establish the value of fixing one component.

Record what the team knows

  • The asset and debt item: identify the affected system, component, or recurring work pattern, and describe the weakness in terms engineers and business stakeholders can both understand.
  • Correction effort: record the estimated work, relevant assumptions, and who supplied the estimate. If using a structural-quality assessment such as CISQ’s, specify which weaknesses are covered and which are outside the estimate.
  • Recurring effort or rework: capture observed maintenance, investigation, rework, or support work linked to the item. Explain how the team attributed that work; avoid counting all maintenance on the asset as debt-related.
  • Delivery effects: record specific examples of delayed or constrained work and the evidence connecting the delay to this weakness. A plausible effect is not the same as a measured one.
  • Reliability and exposure: use relevant incident, service, or risk evidence where it exists. Distinguish a documented event or control gap from a hypothetical failure mode.
  • Business context: identify the customer, operational, revenue, compliance, or strategic outcome that could be affected. State the pathway from the technical weakness to that outcome rather than merely placing the two side by side.

Label evidence by confidence

Mark each material claim as measured, estimated, or plausible. A measured figure comes from an observed record and a stated period or method. An estimate depends on assumptions, such as the share of recurring work attributable to the weakness. A plausible effect has a credible mechanism but insufficient evidence to quantify. This labeling allows decision-makers to judge the case without mistaking uncertain projections for audited savings.

Do not convert every engineering hour into a cash saving automatically. If remediation frees capacity but does not reduce spending, describe the benefit as capacity available for other work. If it avoids a specific planned expense, explain the avoided cost and the basis for attributing it. Keep hard-dollar savings, released capacity, risk reduction, and opportunity value distinct.

Estimate the cost of fixing it and the cost of leaving it

Estimate the remediation principal as a bounded delivery effort, including relevant implementation, validation, rollout, and follow-up work. The team should state the scope and assumptions behind the estimate. If the work depends on an uncertain discovery or a change in system behavior, say so and describe how that uncertainty affects the estimate rather than hiding it in a single number.

For the continuing cost, use the local baseline to estimate recurring effort or rework attributable to the debt item. Where appropriate, add documented reliability, customer, or operational consequences. Do not count one consequence twice—for example, as both the cost of incident response and a separate full estimate of lost capacity if those represent the same staff time. Do not assign a monetary value to risk unless the organization has a defensible method and the assumptions are visible.

A simple comparison can organize the evidence without pretending to be a universal ROI formula:

  • Address now: remediation effort and timing, plus the expected change in recurring effort, delivery, reliability, or risk.
  • Continue as-is: observed ongoing burden and credible exposure while the current weakness remains.
  • Delay or plan: the value of waiting, the work or risk expected during the delay, and any event or date that would trigger reconsideration.
  • Address another item: the benefits and costs of the competing use of the same capacity or funding.

Use the organization’s own cost assumptions and evidence for each alternative. The Software Engineering Institute’s 2009 report, “Making the Business Case for Software Assurance,” covers cost-benefit models, measurement, risk, prioritization, process improvement, and case studies. Its conclusion is that no single cost-benefit model can be recommended for every case. Show the inputs, uncertainty, and trade-offs rather than presenting one formula as proof that the investment must pay back.

Keep time horizons consistent. A one-time remediation estimate cannot fairly be compared with an unspecified, indefinite stream of projected benefits. State the period used for recurring costs or expected outcomes, and identify which elements are observed versus projected. If a cost or benefit cannot be estimated credibly, retain it as a qualitative factor instead of manufacturing precision.

Connect the technical issue to a business outcome

Explain the causal chain in plain language: what the weakness makes harder or riskier, which work or business activity it affects, and how remediation is expected to change that effect. Lee McClendon, chief digital and technology officer at Tricentis, told ITPro in its July 14, 2025 article, “Paying down technical debt is a problem that won’t go away for businesses,” that the case starts by translating technical issues into business impact, using measures such as downtime, customer churn, or delayed releases. Those are examples of possible measures, not proof that a particular debt item causes any of them.

Select a measure that matches the case. For recurring engineering drag, a measure might track the relevant maintenance or rework observed by the team. For a reliability case, use an appropriate service or incident measure. For a delivery constraint, track the specific delivery outcome the weakness is believed to affect. Establish the baseline and how it will be measured before work starts; otherwise, a later change may be impossible to attribute to the intervention.

Separate the intended outcome from the work completed. Refactoring tickets closed, lines changed, or weaknesses detected can show activity or coverage, but they do not by themselves demonstrate less rework, faster delivery, better reliability, or a better customer outcome. Choose one or more outcome measures that leaders can review after the intervention, and state what result would count as evidence that the investment helped.

Option What to estimate or establish When it may fit
Address now Bounded remediation effort; expected changes to measured maintenance, delivery, reliability, customer impact, or risk; opportunity cost of the capacity used. The expected business value or risk reduction warrants the work now, and an owner can deliver and verify it.
Plan Scope and prerequisites; an intended funding or delivery point; what must be learned or prepared before committing; consequences of waiting. The item merits attention, but sequencing, dependencies, or a better estimate is needed before delivery.
Delay Expected burden during the delay; a review date or trigger; what would make earlier action necessary. There is a reason to wait, but the item should be revisited when conditions change or evidence improves.
Ignore or accept Why the expected benefit does not justify remediation; who accepts the remaining exposure; any conditions that would reopen the decision. The debt is understood and its expected cost or risk is not worth addressing relative to other work.

Gartner’s January 10, 2024 summary, “How to Prioritize and Sell Technical Debt Remediation,” describes PAID: Plan, Address, Ignore, and Delay. The framework is useful because it makes non-remediation a legitimate decision rather than a failure to act. Use business impact and risk to explain why an item belongs in a category, and involve business peers in that choice. An accepted item still needs a clear rationale and, where relevant, an owner for the residual exposure.

Prioritize against competing work, not against an imaginary empty backlog. Compare the debt item with other uses of the same people, time, or funding. Consider remediation cost and duration; recurring maintenance or rework; delivery capacity and time to market; reliability and operational risk; customer or revenue effects; and confidence in the evidence. These dimensions need not be collapsed into a single score. If leaders do use a score, show its factors and weights so that a high-risk item is not silently treated as equivalent to a large but speculative productivity claim.

Use industry statistics only as context, not as a substitute for local evidence. CISQ’s December 6, 2022 press release reported that its U.S. Cost of Poor Software Quality report estimated accumulated U.S. software technical debt at approximately $1.52 trillion. That is a national report estimate, not a forecast or an estimate for an individual company. ITPro reported in 2025 that Pegasystems research found 44% of UK companies spent between 26% and 50% of their time maintaining legacy systems. That reported survey finding concerns UK companies; it is not a target or a universal productivity benchmark. Neither figure establishes the cost or priority of a particular asset in your organization.

Turn the case into an executable approval

An approval request should specify who makes the decision, who owns delivery, what capacity or funding is being requested, and how progress and results will be reviewed. In McKinsey’s April 25, 2023 guidance, executive and finance/technology involvement, outcome-linked funding, and measures such as productivity, speed to market, reliability, and rework all feature in managing technical debt. The article cautions that reserving a percentage of the IT budget alone is insufficient. A budget allocation without an asset, an accountable owner, a chosen outcome, and a review process does not establish that the right debt is being addressed.

Put the decision in a short approval brief

  1. Decision: name the debt item, the asset, and whether you are asking to address, plan, delay, or accept it.
  2. Business objective: describe the operational, customer, delivery, or risk outcome the decision supports and the evidence connecting the item to it.
  3. Baseline: summarize the relevant observed maintenance, rework, delivery, reliability, or exposure evidence and label its confidence.
  4. Options: compare addressing now with the realistic alternatives, including the effect of continued deferral and the opportunity cost of using the requested capacity.
  5. Request: state the bounded work, requested capacity or funding, decision-maker, delivery owner, and material dependencies or assumptions.
  6. Review: name the baseline measure, target or decision threshold, measurement method, and date when the result and any remaining exposure will be reviewed.

Do not promise a specific financial return if the evidence supports only a likely release of capacity or a qualitative reduction in exposure. State what will be measured and what would change the recommendation. If the decision is to delay, make the trigger and review date explicit; otherwise, delay can become an unexamined permanent default.

Measure the result and revisit the decision

Before remediation begins, preserve the baseline for the outcome selected in the brief and confirm how it will be recorded. After delivery, review the measure over the period appropriate to the work and compare it with the baseline. Note other changes during that period that may have affected the result. Report whether the intervention changed the relevant business measure, not merely whether the engineering tasks were completed.

If the expected result did not appear, determine whether the weakness was misidentified, the intervention was incomplete, the causal assumption was wrong, the measurement period was unsuitable, or another factor dominated. The result can still improve future decisions if the team reports it honestly. If residual risk remains, record who owns it and whether the PAID category should change.

Common mistakes that weaken the case

  • Asking to eliminate all debt: some debt is not worth addressing, and taking on debt can be rational in the short term. Make a case for the selected item and its alternatives.
  • Using a national estimate as a company estimate: the CISQ figure describes accumulated U.S. technical debt in its 2022 report, not the expected cost of one organization’s software.
  • Calling all maintenance debt interest: attribute recurring effort to the specific weakness where evidence allows; unrelated maintenance is not automatically a consequence of this item.
  • Claiming capacity equals savings: released engineering time is capacity unless a corresponding cost is actually avoided or reduced.
  • Combining unlike benefits into one precise ROI: keep measured cash effects, estimated capacity, and qualitative risk effects distinguishable, and disclose assumptions.
  • Funding a percentage without accountable work: tie the request to an asset, scope, owner, business outcome, and review rather than relying on a reserved budget alone.
  • Reporting technical activity as business impact: completion counts can document delivery, but they do not prove improvement in the outcome used to justify investment.
