Build a 13-week forecast as a rolling, weekly direct-method cash schedule: start with the cash actually available, place each expected receipt and payment in the week it should clear the bank, calculate the closing balance, and replace estimates with actuals every week. This shows when liquidity may become tight even when the income statement reports a profit.

What a 13-week cash flow forecast shows

A 13-week forecast answers a short-term question: “How much cash should the business have at the end of each of the next 13 weeks?” It is a liquidity model, not a sales, profit, EBITDA, or accounts-receivable report. The direct method records the date cash is expected to arrive or leave the bank.

Accrual accounting can record a sale before the customer pays. The U.S. Small Business Administration illustrates the distinction with a January sale whose cash payment arrives in February; the receipt belongs in the February week of a cash forecast, not in the week the invoice was issued. See the SBA’s explanation of timing in Manage your business.

The fundamental roll-forward is:

  • Net cash flow = total cash receipts − total cash payments
  • Closing cash = opening cash + net cash flow
  • Next week’s opening cash = the prior week’s closing cash

Hemrock describes the model this way: “The 13 week cashflow model uses the same key information that we see in consolidated financial statements – revenue from sales, costs of goods sold, operating expenses, and any planned investments or financing activities, and more – but is constructed a bit differently.” The distinction is the timing and level of detail: the forecast turns those activities into expected bank movements by week. Read the full explanation at Hemrock’s 13-week cashflow model guide.

Design the worksheet before entering numbers

Set 13 dated week columns

Create 13 consecutive columns and label each with a clear week-ending date. A separate column or worksheet can preserve the prior forecast and show actual results against it. One rolling-forecast layout uses 14 columns when the extra column holds week-one actuals; the additional column is for comparison, not a fourteenth forecast week. The IMEG rolling guide explains this layout in its Rolling 13-Week Cash Forecast.

Use a consistent opening-cash definition

Enter the cash that is genuinely available on the forecast start date. Reconcile the amount to the business’s accessible bank accounts, document the date, and decide consistently how to treat uncleared deposits, outstanding checks, restricted balances, and transfers between included accounts. The first week’s opening cash anchors every later week, so an unreconciled starting figure contaminates the entire horizon.

Keep assumptions visible

Use a notes area or an assumptions sheet for the expected collection date, payment date, source of the estimate, and confidence level of material items. Near-term, scheduled payments are usually more certain than receipts several weeks away; recording that distinction prevents an estimate from being mistaken for guaranteed cash.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build the receipts side from expected collection dates

Start with customer-level collections

For each open invoice, review the customer, amount expected, contractual terms, recent payment behavior, disputes, and the week the money should reach the bank. Put the amount in that collection week, not automatically in the week of the invoice or sale. If customer-level information is unavailable, use a documented estimate and mark it for review rather than treating the full receivable balance as cash.

Add cash sales and other credible inflows

Include point-of-sale or other cash sales in the week they settle. Add other inflows only when there is a supportable timing assumption, such as a confirmed refund, grant, asset sale, owner contribution, or draw that management has actually decided to make. Separate materially different sources so a shortfall can be traced to a specific assumption.

Do not substitute revenue for cash

Sales forecasts, invoices issued, and accrued revenue belong in an income or sales plan unless they are converted into expected collection weeks. A 13-week liquidity schedule should contain the amount expected to be deposited, after considering payment terms, card-settlement lag, deductions, and known disputes.

Build the payments side from expected payment dates

Map recurring obligations

Use the payable ledger, payroll calendar, tax-remittance schedule, lease, debt agreements, and recurring vendor commitments. Place each payment in the week it is expected to clear. Common rows include:

  • Employee and contractor payroll
  • Payroll taxes and other required remittances
  • Supplier and vendor payments
  • Inventory or cost-of-goods purchases
  • Rent or other occupancy costs
  • Utilities
  • Software subscriptions
  • Insurance
  • Professional services
  • Loan principal and interest payments
  • Estimated taxes
  • Travel
  • Capital purchases
  • Owner distributions

Holdings’ 13-Week Cash Flow Forecast template illustrates these categories and the basic spreadsheet formulas. They are examples, not a mandatory chart of accounts: remove irrelevant rows and add obligations that are material to your business.

Separate one-off and discretionary items

Keep a major equipment purchase, annual insurance renewal, planned tax payment, owner distribution, or unusual legal bill on its own line. Combining it with “other expenses” makes the week of the cash impact difficult to investigate and can hide a decision that management could postpone or reschedule.

Use tax dates carefully

Tax obligations vary by jurisdiction, entity, filing method, and current government schedule. Enter the date supported by your records or adviser; do not rely on a generic calendar or present a forecast date as tax advice.

Calculate and audit each week

Apply the roll-forward formulas

  1. Sum all receipt rows in the week to get Total receipts.
  2. Sum all payment rows in the week to get Total payments.
  3. Calculate Net cash flow = Total receipts - Total payments.
  4. Calculate Closing cash = Opening cash + Net cash flow.
  5. Link the next column’s opening cash to the current column’s closing cash.

Use formulas rather than retyping balances. A single linked chain makes an assumption change flow through every later week and exposes a broken reference immediately.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run control checks

  • Reconcile the first opening balance to the bank and record the reconciliation date.
  • Check that every material receipt and payment appears once, in one week.
  • Verify that the sum of detailed rows equals each weekly total.
  • Confirm that no receipt is both included as opening cash and forecast again.
  • Check that transfers between included accounts are not counted as external receipts or payments.
  • Compare the ending balance in the final week with the linked opening balance of any subsequent planning period.

Find the week that needs attention

Scan the ending-cash row for the lowest projected balance and for any week in which the business may not meet payroll, vendors, taxes, debt service, or other obligations. Trace the low point to the individual receipts and payments that create it. Then test the assumptions behind those lines: contact a customer about a delayed collection, confirm a vendor due date, verify payroll and tax amounts, or remove a payment that was entered twice.

A low projected balance is an early warning, not an automatic instruction to borrow, delay a payment, or distribute less to owners. The forecast clarifies the timing and size of a potential need; management must decide the appropriate response using its contracts, banking arrangements, legal duties, and professional advice. It also reveals whether the plan depends heavily on financing or on uncertain collections.

Make the forecast rolling rather than one-time

Close the week with actuals

  1. Enter the receipts and payments that actually cleared during the completed week.
  2. Compare each actual with the amount and date previously forecast.
  3. Record material variances and the reason, such as a customer paying late, a vendor changing terms, or payroll differing from the estimate.
  4. Revise the remaining 12 weeks using the new information.

Move the horizon forward

After week one closes, move the old week two into the first forecast position, continue the sequence, and add a new week thirteen. Keep the prior forecast in an actual-versus-forecast worksheet or archived copy so recurring errors can be measured. The IMEG guide describes this rolling process and notes that a two-week update cycle can be useful for some businesses; choose a cadence that matches transaction volume and volatility, but do not allow the model to become stale.

Refresh distant estimates more aggressively

Weeks nearest to the present can use scheduled payroll, confirmed invoices, and known due dates. Farther-out weeks rely more on assumptions and should be revisited whenever a customer changes a commitment, a supplier changes terms, or management approves a new purchase or financing action.

Choose a starting format

Two practical starting methods are supported by the available guidance: a blank spreadsheet you design and a downloadable template you adapt.

Starting method Setup effort Ability to tailor rows Structure and formulas Actuals and rolling updates
Blank or custom spreadsheet You create the week columns, categories, links, and checks. Maximum control over customer, project, payroll, tax, and financing lines. Formulas and controls are designed and tested by the owner or adviser. Can be built around the owner’s preferred actual-versus-forecast process.
Downloadable template Faster initial setup because a worksheet layout already exists. Adapt or delete sample rows so they match the business’s obligations. Use the supplied layout as a starting point and verify every formula and category before relying on it. Copy or extend the weekly structure and add an actuals comparison area.

Templates and reference layouts

SCORE XLSX

SCORE lists a downloadable spreadsheet called “13 Week Cash Flow Analysis,” dated March 28, 2020. SCORE says it can support the owner’s own analysis or work with a financial adviser. It is a digital XLSX resource, not a physical product. Download it from SCORE’s 13 Week Cash Flow Analysis page, then replace or supplement its rows with the categories and dates in your records.

Holdings PDF template

The Holdings PDF provides an alternative category layout for receipts and disbursements and demonstrates the core spreadsheet formulas. Treat it as a reference layout: adapt it to the business, confirm that all obligations are represented, and test the links before using the resulting balance for a decision.

When outside accounting help is useful

The SBA says a small business can consider a CPA, bookkeeper, or online accounting service in Manage your business. Its general distinction is that CPA advice is more tailored and generally costs more, while bookkeeping covers basic day-to-day work at lower cost. A bookkeeper can help reconcile accounts, organize receivables and payables, and maintain actuals; a CPA may be appropriate when tax treatment, financing structure, or a complex transaction affects the forecast. The SBA does not endorse a particular provider, and the forecast owner remains responsible for assumptions and decisions.

Do not confuse this model with a long-term business plan

The SBA’s Plan your business guidance calls for longer financial projections and says the first year should be more specific, often quarterly or monthly. Those projections help evaluate viability and planning over a longer horizon. They do not replace a 13-week schedule that places each near-term receipt and payment in the week it is expected to clear. Use the long-term plan for strategic assumptions and the rolling forecast for immediate liquidity control.

Common mistakes and how to correct them

Putting sales in the receipt row

Symptom: The forecast looks healthy because invoiced sales are recorded immediately. Correction: Convert each material sale into an expected collection week and include only cash expected to arrive.

Starting with an unreconciled bank number

Symptom: Every closing balance is off by the same unexplained amount. Correction: Reconcile accessible accounts on the start date, document uncleared-item treatment, and use that figure as opening cash.

Hiding timing in broad totals

Symptom: A “vendor” or “other” total causes a low week, but nobody can identify the payment. Correction: Split material suppliers, payroll, taxes, rent, debt, capital purchases, and discretionary items into separate rows.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Counting an item twice

Symptom: Cash is included in opening balances and again as a receipt, or a transfer is counted as both an inflow and an outflow. Correction: Define included accounts and check each line against the bank and ledger.

Treating estimates as promises

Symptom: A distant customer payment is used to justify a payment due next week. Correction: Label assumptions, validate uncertain collections, and stress-test the low week without the least-certain inflows.

Failing to roll the model

Symptom: The file still contains last month’s “forecast” and no variance history. Correction: Enter actuals at each close, preserve the old estimate, revise the remaining weeks, and add a new week thirteen.

Implementation checklist

  • Choose a start date and label 13 consecutive week-ending columns.
  • Define which accounts and clearing items count as available cash.
  • Reconcile and document the opening balance.
  • List customer collections, cash sales, and other credible inflows by expected receipt week.
  • List payroll, payroll taxes, vendors, inventory, rent, utilities, taxes, debt, capital, and owner items by expected payment week as relevant.
  • Link opening cash, net cash flow, and closing cash with formulas.
  • Check for duplicate, omitted, or misdated transactions.
  • Identify the lowest projected week and investigate its drivers.
  • At each close, replace forecasts with actuals, explain material variances, and roll forward.
  • Use an accountant or bookkeeper when reconciliation, tax treatment, or financing decisions exceed the owner’s expertise.

A well-maintained 13-week forecast is a decision instrument: it shows the timing of cash, exposes the week most likely to create pressure, and gives the owner time to verify assumptions and choose a response before an obligation is due.
