To block visitors from a country, configure geoblocking at the network edge: a CDN or web application firewall (WAF) looks up the country associated with each request’s IP address and then allows, blocks, or challenges the request. Cloudflare custom rules, Amazon CloudFront geographic restrictions, and AWS WAF geographic-match rules can all do this, but they differ in scope and exception handling. Because IP geolocation is an estimate rather than identity verification, no country block catches every visitor or keeps every legitimate traveler out.
What country blocking actually does
Country blocking is usually called geoblocking. The edge service reads the source IP address on an HTTP request, maps that address to a country database, and evaluates a rule. The rule can have one of three outcomes:

- Allow: deliver the request normally.
- Block: stop the request before it reaches your origin.
- Challenge: require an additional check, which is useful when you want to slow or screen traffic without making an absolute denial.
The decision is based on the network location represented by the IP, not on a passport, billing address, GPS reading, or a verified statement from the visitor. A person using a corporate gateway, mobile carrier, VPN, proxy, or privacy relay may appear to be in a different country. Databases also disagree, and some addresses cannot be mapped confidently.
Country rules are therefore an access-control signal, not proof of a visitor’s identity or physical presence. Use them to reduce unwanted traffic, apply licensing boundaries, or meet a broad policy requirement, then add stronger controls when the decision must be tied to a person or account.

Choose the enforcement point
Use the service that already sits in front of the traffic and match the control to the scope you need.

Block or allow countries with Cloudflare custom rules
When to use this method
Choose Cloudflare when it is already the reverse proxy for your DNS records and you want one rule to block, allow, or challenge traffic. Custom rules are the recommended Cloudflare mechanism for geography-based blocking; an older IP Access Rule is not the preferred control for this purpose.
Block a denylist of countries
- Open the Cloudflare dashboard for the relevant zone and go to the WAF area for Custom rules.
- Create a rule with a descriptive name such as Block selected countries.
- Build the country expression. For example, this expression matches North Korea’s country code:
(ip.src.country in {"KP"})To block several countries, include each two-letter country code in the set.
- Set the action to Block, save the rule, and deploy it.
- Review security events and origin logs after activation. Confirm that expected users, monitoring systems, payment callbacks, and API clients still reach the site.
A denylist is the safer starting point when your site serves a global audience: countries not named in the rule continue to work, including locations you may have forgotten to consider.
Allow only selected countries
An allowlist reverses the test. This example permits the United States and Mexico and blocks requests whose country is outside that set:

(not ip.src.country in {"US" "MX"})Apply the Block action to that expression. The rule is intentionally broad: it also catches visitors whose IP location is missing, wrong, or outside the two permitted codes. Confirm that this behavior is acceptable before enforcing it.
Use a challenge instead of a hard block
If you need to deter automated traffic or gather evidence before denying access, choose a Cloudflare challenge action rather than Block. A challenge introduces friction and may still let legitimate users through. It is not a substitute for authentication, and users on restrictive networks may be unable to complete it.

Custom rules can narrow the decision to a sensitive path, an API, or a known traffic pattern. For example, you can require both a country match and a request path, or exclude an approved source IP from a broad country rule. Keep the expression readable and document why each exception exists; a later administrator should be able to tell whether the rule protects a legal boundary, an attack surface, or a temporary incident.
Apply distribution-wide restrictions in Amazon CloudFront
When CloudFront is the right choice
CloudFront geographic restrictions are appropriate when one policy should apply to the whole distribution. They are useful when content rights differ by country and every file delivered by that distribution must follow the same boundary.

Configure an allowlist or blocklist
- Open the CloudFront distribution that serves the site.
- Edit its geographic-restriction settings.
- Choose Allow list to name the countries that may receive content, or Block list to name countries that must be denied.
- Enter the country selections, save the distribution change, and wait for the updated configuration to take effect at edge locations.
- Test representative URLs, not just the homepage, because the setting applies to every file associated with the distribution.
CloudFront’s list is a distribution-level control. It is not the right tool when one country should be denied only for an administrator path, a paid API, or a particular object while the rest of the distribution remains public. Put those conditions in AWS WAF or in the application instead.
Understand CloudFront’s location accuracy
Amazon’s 2026 CloudFront documentation reports 99.8% overall accuracy for country mapping, with accuracy varying by region. That is a service-level figure, not a guarantee for every individual address. If CloudFront cannot determine a user’s location, AWS says it serves the requested content. Consequently, a restriction cannot be treated as an absolute geographic barrier: unmapped addresses may still receive a response, and correctly mapped VPN or proxy addresses may appear to be in the VPN’s country.
Build conditional country rules with AWS WAF
When AWS WAF is preferable
Use AWS WAF when geography is one condition in a larger policy. A WAF rule can combine country and region matching with a request path, an IP set, bot signals, rate limits, or other statements. This is also the better fit when a small number of known addresses must continue to work despite a country restriction.
Create a geographic-match rule
- Open the AWS WAF Web ACL associated with the CloudFront distribution or other protected resource.
- Add a rule with a Geographic match statement and select the countries to match.
- Set the rule action to Block for a denylist, or use a negated country condition when you are constructing an allowlist.
- If approved offices, support staff, or partners need an exception, add an IP set and combine the statements so the block applies only when the country matches and the source IP is not in the approved set.
- Associate the Web ACL with the resource, publish the change, and inspect sampled requests and metrics.
The IP-set exception is important for operational access. Without it, a broad country rule can lock out an administrator who is traveling or whose company egress address is geolocated unexpectedly.

Use path and service boundaries
A practical WAF design often separates public pages from sensitive endpoints. You might apply a country condition only when the URI path begins with an administration or payment path, while leaving informational pages available globally. You can also put the geography statement inside a rate-limit or bot rule so that the country decision is not the sole reason for blocking a request. Keep each rule’s purpose clear in its name and description.
How to choose between a denylist and an allowlist
Denylist: smaller operational impact
- Use it when most of the world should remain reachable.
- Add countries only when you have a documented abuse, licensing, or business reason.
- Recheck the list periodically; a temporary incident should not become permanent policy by accident.
Allowlist: stronger boundary, higher breakage risk
- Use it when the service is genuinely intended for a defined set of countries.
- Expect to handle travelers, international staff, support vendors, and customers using roaming or VPN connections.
- Decide explicitly what to do with unknown locations before enabling the rule.
For either model, preserve a separate administrative path. An emergency account, an approved IP set, or an independent control plane can let you remove a bad rule when the main site is inaccessible.
Test before enforcing a broad block
Testing from one home connection proves only that one IP was classified as expected. Use a matrix that covers the traffic your business actually depends on.

Roll out a new rule in the least disruptive way your provider supports: observe logs, challenge first, or limit the rule to a noncritical path before applying it to the entire site. Record the rule expression, owner, reason, and rollback method.

Common failure modes and fixes
Legitimate visitors are blocked
First inspect the edge log and the source IP that was classified. If the visitor is traveling, on a VPN, or behind a mobile gateway, the mapped country may be different from the person’s location. Add a narrowly scoped IP-set exception for a known business address, switch that traffic to a challenge, or remove the country restriction from the affected path. Do not add an entire country merely to fix one misclassified address.
Denied traffic still gets through
Country controls do not stop visitors who connect through a VPN, proxy, compromised host, or cloud service whose address is registered in an allowed country. They also cannot correct a stale or conflicting geolocation record. Treat the country rule as one layer and add authentication, bot controls, rate limits, or application authorization for high-value actions.
An allowlist behaves more broadly than expected
Check the negation carefully. An expression such as (not ip.src.country in {"US" "MX"}) blocks every country other than the two named, including an address with an unexpected or unavailable mapping. Verify the handling of unknown locations in your chosen service and test from networks that do not have a stable geographic registration.
APIs, webhooks, or monitoring stop working
Identify each dependency’s source networks before enforcement. If the provider publishes fixed ranges, place those addresses in an exception IP set and keep the exception as narrow as possible. For systems with changing egress, prefer signed requests, mutual authentication, API keys, or another application-level control instead of relying solely on country.
Administrators lose access
Use the emergency path you prepared before rollout. An independent control plane or preapproved IP set is safer than trying to guess which country an administrator’s current connection will map to. After recovery, revise the rule and test the exception from the actual administrative network.
Search visibility or uptime data changes
Review crawler and monitoring requests in logs. If those services operate from countries you blocked, allow the specific addresses or exclude public, non-sensitive paths from the restriction. Confirm that any exception does not expose an administrative or paid endpoint.

- Choose Cloudflare custom rules for Cloudflare-proxied traffic, CloudFront for one distribution-wide policy, or AWS WAF for layered conditions and exceptions.
- Prefer a denylist unless the service has a clearly defined geographic audience.
- Write down the exact country codes and the reason for each one.
- Decide how unknown locations should behave before enabling an allowlist.
- Protect administrative access with a tested exception or separate control plane.
- Check travelers, VPNs, mobile networks, payment providers, APIs, uptime monitors, and search crawlers.
- Monitor edge events and origin logs after deployment, then remove temporary rules when the incident or business requirement ends.
- Review the policy whenever your audience, legal rights, vendors, or network architecture changes.
What a country block cannot guarantee
A geoblock can reduce exposure from selected IP ranges and enforce a broad delivery policy, but it cannot prove where a human is located. The mapping is probabilistic, databases differ by region, and connection methods can make a visitor appear elsewhere. CloudFront’s documented 99.8% overall country-mapping accuracy still leaves a measurable remainder, and AWS notes that regional accuracy varies; unknown locations are served when CloudFront cannot determine them. For sensitive content, combine geography with user authentication, entitlement checks, and logging rather than treating the country result as the final authorization decision.
