A reliable OpenVPN recovery copy contains more than server.conf. For a self-managed installation, preserve the complete Easy-RSA certificate authority (CA), private keys, revocation data, TLS protection keys, client profiles, and the host’s routing and firewall state. OpenVPN Access Server follows a different model: its SQLite databases—especially certs.db—and as.conf are the authoritative backup. Stop the service before replacement, restore every dependency, and prove recovery with a real client connection.

The first decision is which deployment you run. The sections below keep the two workflows separate so you do not apply a file-copy procedure to a database-backed Access Server or accidentally create a new CA during a self-managed recovery.

Identify your OpenVPN deployment

Use the workflow that matches the product installed on the host:

Deployment Where the important state lives What a complete recovery requires
Self-managed OpenVPN community server Text configuration files, included files, Easy-RSA PKI, and operating-system networking Configuration, CA and server keys, certificate database and revocation state, TLS material, client profiles, routes, firewall/NAT, DNS and external-authentication settings
OpenVPN Access Server SQLite databases plus as.conf; additional databases vary by release Every database in the installation, including certs.db, as.conf, version information, and settings outside Access Server such as firewall and NAT

A configuration-only copy can start a daemon yet still fail to authenticate existing users, reject revoked certificates incorrectly, or leave clients without routes. Treat cryptographic state and host networking as part of the service, not as optional extras.

  • pki/ca.crt — the CA certificate distributed to clients.
  • pki/private/ca.key — the CA private key. It is the security root of the deployment and must be protected as carefully as a production signing key.
  • pki/index.txt — Easy-RSA’s master database of issued certificates, including their status.
  • pki/serial — the next serial-number state.
  • pki/issued/ — issued certificate files.
  • pki/private/ — private keys for the server and any clients kept on the host.
  • pki/reqs/ — certificate-signing requests, if retained in your process.
  • pki/crl.pem — the current certificate-revocation list when the configuration uses one.

Do not initialize a fresh PKI during recovery unless you deliberately intend to replace every client identity. A newly generated CA has a different trust chain, so existing client certificates will not validate against it.

Other cryptographic and client artifacts

Include the server certificate and key, ta.key or the configured TLS-crypt key, and Diffie-Hellman parameters when the deployment uses them. Preserve client .ovpn profiles and any client P12 or PFX bundles. If profiles are generated by scripts or a management system, back up those templates and the values used to render them.

Networking and authentication outside OpenVPN

Record and back up the host state that OpenVPN itself does not own:

  • Address-pool and topology settings, including static client mappings.
  • Kernel forwarding settings and routing tables or persistent route definitions.
  • Firewall rules, NAT or masquerade rules, and any cloud security-group or load-balancer rules.
  • Routing and DNS integration scripts, split-DNS settings, and internal resolver configuration.
  • LDAP, RADIUS, PAM, script-based, or other external-authentication configuration, including certificates and secrets stored outside the OpenVPN directory.
  • Service accounts, group ownership, file permissions, and scheduled jobs that renew certificates or publish CRLs.

Back up a self-managed server

  1. Inventory paths first. Read the active service unit and configuration includes to identify the real OpenVPN directory, Easy-RSA directory, scripts, and key locations. Write those paths and the OpenVPN version into the backup manifest.
  2. Create a consistent copy. Schedule the job during a maintenance window or briefly stop the service so files do not change while they are being archived. If you cannot stop production, at least copy the PKI and configuration as a coordinated snapshot and note the method.
  3. Archive with metadata. Preserve ownership, permissions, symbolic links, ACLs, and extended attributes. A typical pattern is tar --xattrs --acls -czf openvpn-backup-YYYY-MM-DD.tar.gz /path/to/config /path/to/easy-rsa; replace the paths with those from your inventory rather than assuming a distribution-specific layout.
  4. Hash and encrypt. Generate a cryptographic hash for the archive, encrypt it before leaving the host, and store the decryption key separately from the archive. Never put the CA private key or server private key in an unprotected shared folder.
  5. Copy off-host. Send the encrypted archive to storage that the VPN host cannot overwrite. Keep at least one recovery copy in a different failure domain and document retention and deletion rules.
  6. Verify the contents. List the archive without extracting it and check for ca.key, index.txt, serial state, the server key and certificate, TLS key, CRL, scripts, and client-profile material. A successful archive command is not proof that a referenced file was included.
  7. Test the backup. Periodically decrypt and restore a copy to an isolated host. Start the service there and perform the client checks described later in this guide.

config.db Global Access Server configuration Controls the installation’s primary settings.
certs.db Server and client certificate information Required to preserve the unique certificate identities used by existing clients.
userprop.db User and group properties Preserves account-level settings and permissions.
log.db Access Server logs Useful for continuity and diagnosis; include it when present.
as.conf Low-level Access Server settings Restore alongside the databases, not as a substitute for them.
config_local.db, cluster.db, notification.db Additional databases on newer or specific deployments Back up every database present in the installation, even if it is not in an older checklist.

OpenVPN states that the resulting database backups and as.conf contain the installation-specific information needed to restore onto another Access Server, including a higher release, subject to that release’s compatibility requirements. Record the exact Access Server version and operating-system details with the archive.

Create Access Server database dumps

  1. Record the installation details. Note the Access Server release, operating-system release, database directory, hostname, certificate-related settings, and any external authentication or network configuration outside Access Server.
  2. Use the database directory for the installed release. Do not guess its location from a different operating system. Stop configuration-changing jobs, and follow the release’s documented SQLite dump procedure.
  3. Dump each database. The SQLite form is sqlite3 database-name.db .dump > database-name.db.bak. Run it for every database that exists, including config.db, certs.db, userprop.db, log.db, and any release-specific databases. Treat these as examples of the dump operation; use the paths and command syntax documented for your release.
  4. Copy the dumps and as.conf. Place the resulting .bak files and the matching as.conf in encrypted, off-host storage. Keep the original filenames so the restore procedure can map each dump to the correct database.
  5. Check completeness. Compare the archive’s database list with the files actually present on the production host. Missing certs.db is not a minor omission.
  6. Automate and monitor. Run the documented dump task from cron or an equivalent scheduler, alert on non-zero exit status, and periodically perform an isolated restore.

Design a backup that can survive a host loss

Use independent copies

Keep the primary copy away from the VPN host and maintain another copy that production credentials cannot modify. Encrypt data in transit and at rest. Restrict read access to CA and server private keys, and separate archive access from the key-encryption material. A backup whose encryption key is lost is not a recovery copy.

Make the schedule explicit

Run backups on a recurring schedule appropriate to certificate issuance, revocation, and account changes. OpenVPN recommends regular automated backups, such as a cron-managed task. Include the time zone, retention period, last successful run, archive hash, and the person or role authorized to restore in the manifest.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not confuse backup with failover

A configuration archive protects against data loss; it does not provide a second VPN endpoint during an outage. A backup tunnel or a failover cluster requires separate network design, synchronized state, and its own testing. Document which objective your procedure addresses.

Restore a self-managed OpenVPN server after disk failure

  1. Provision a clean host. Use the same operating-system family and a compatible OpenVPN and Easy-RSA release. Apply security updates and install required packages before restoring data.
  2. Recreate identities and paths. Create the service account and directory structure expected by the configuration. Do not run Easy-RSA initialization or create a new CA.
  3. Stop the VPN service. Keep it stopped while configuration, PKI, certificates, and keys are replaced. This prevents a partially restored daemon from generating new state.
  4. Decrypt and verify the archive. Check the recorded hash before extraction. Restore the complete configuration and PKI to the paths referenced by the active configuration.
  5. Restore permissions. Set restrictive ownership and modes on ca.key, server keys, TLS keys, client private keys, and credential files. The OpenVPN service account must be able to read what it needs, while unrelated users must not.
  6. Reapply host networking. Restore forwarding, address pools, routes, firewall and NAT rules, DNS integration, service-unit overrides, and external-authentication settings. These may live outside the archive’s OpenVPN directories.
  7. Start and inspect. Start the service only after all referenced files exist. Review service logs for configuration parse errors, missing files, permission failures, certificate-chain errors, and script or plugin failures.
  8. Perform a controlled client test. Use an existing client profile and verify handshake, certificate validity, TLS-auth or TLS-crypt negotiation, virtual-address assignment, routes, DNS, and access to required internal networks.
  9. Check revocation behavior. Confirm that the restored CRL is the current one and that a deliberately revoked test identity is rejected where your change-control process permits such a test. Do not revoke a production user merely to prove the mechanism.

Restore OpenVPN Access Server

  1. Install a compatible base. Provision the same operating-system family and an Access Server release compatible with the backup. Record the new host’s database directory before stopping for the restore.
  2. Stop Access Server. Do not overwrite live SQLite files while the service is running. Stop the service and any scheduled task that could recreate or modify databases.
  3. Preserve the fresh installation. Move the newly created databases and as.conf aside so they can be recovered if the restore must be rolled back.
  4. Restore every dump. Follow the Access Server SQLite recovery procedure for the installed release. Restore config.db.bak, certs.db.bak, userprop.db.bak, log.db.bak, and each additional database included in the backup set to the corresponding database names. Restore as.conf as documented for that release.
  5. Set ownership and permissions. Match the service account and modes used by a working Access Server installation. Incorrect ownership can look like a corrupt database.
  6. Reapply external settings. Restore firewall, NAT, routing, DNS, identity-provider, LDAP/RADIUS, and cloud security controls that were not stored in the Access Server databases.
  7. Start and review logs. Look for SQLite errors, schema incompatibility, certificate loading failures, authentication errors, and permission problems. If a higher Access Server release performs a schema migration, retain the original dumps until validation is complete.
  8. Reconnect a real client. Test an existing profile, certificate validation, address assignment, routes, DNS, internal-network access, and the behavior of a revoked identity. A web administrator login alone does not prove that the VPN data plane is restored.

Will existing client certificates still work?

They will continue to work only when the original trust and identity state is restored. In a self-managed deployment, that means the original CA certificate and private key, the issued certificates and private keys, Easy-RSA’s index.txt and serial state, the server certificate and key, and the current CRL must match the client profiles. Replacing the CA requires issuing and distributing new client certificates.

For Access Server, the certificate database is indispensable. OpenVPN warns that each installation has unique certificates and that losing this information without a backup can require complete reinstallation of Access Server and the VPN clients. Preserve certs.db with the other databases and test an existing profile rather than generating a new one during recovery.

Recovery hazards and fixes

Symptom after restore Likely cause Corrective action
Clients report an unknown or changed certificate authority A new CA was initialized or the original ca.crt was not restored Stop the service and restore the original CA and PKI; do not distribute a replacement CA unless you are intentionally reissuing every client.
Existing Access Server profiles no longer authenticate certs.db was omitted, was restored under the wrong name, or has incorrect ownership Restore the matching certificate database dump and permissions, then retest an existing profile.
Revoked users can connect or valid users are rejected The CRL is stale or missing, or Easy-RSA’s certificate index was not restored Restore the current CRL and PKI database state, verify the configuration’s CRL path, and run a controlled revocation test.
TLS negotiation fails immediately ta.key, TLS-crypt material, server key, or Diffie-Hellman parameters are missing or unreadable Compare every referenced file with the backup manifest and correct service-account permissions.
The tunnel connects but internal services are unreachable Forwarding, routes, NAT, firewall, or cloud security rules were not restored Reapply host and network controls, then inspect the client route table and server packet counters.
Certificates appear not yet valid or expired Server and client clocks are not roughly synchronized Correct time synchronization on both ends and retry certificate validation.
Service will not start Configuration path, include, plugin, database schema, or file permission error Read the service log, correct one reported dependency at a time, and keep the original backup untouched.

Compare backup approaches

Approach Cryptographic completeness Database consistency Off-host protection Automation and testing Restore compatibility
Copy only the main OpenVPN configuration Low; keys, PKI, CRL, and TLS files may be absent Not applicable for file-only self-managed state Depends on where the copy is stored Easy to schedule but easy to mislabel as complete Usually cannot reproduce client identity
Archive self-managed configuration plus full Easy-RSA PKI and host rules High when every referenced artifact is included File consistency must be managed with a snapshot or maintenance window High when encrypted and stored outside the host Use scheduled archives, hashes, and isolated restore tests Good across compatible operating-system and OpenVPN releases
Access Server database dumps plus as.conf High for Access Server state when all databases, especially certs.db, are present Use the documented SQLite dump and recovery procedure with the service stopped High when encrypted and copied off-host Cron or an equivalent scheduler plus restore drills OpenVPN documents restoration to another installation, including a higher version subject to compatibility
Disk image or VM snapshot alone Potentially broad, but only if application and database state are consistent Snapshot timing can capture live, inconsistent SQLite or PKI files Often tied to the same infrastructure failure domain Provider-dependent; still requires application-level validation Dependent on hypervisor, operating system, and recovery platform

Final recovery checklist

  • Deployment type, product version, operating-system version, and active paths are recorded.
  • Self-managed archives contain the complete configuration, Easy-RSA PKI, CA key, server key and certificate, TLS material, CRL, client profiles, scripts, and service overrides.
  • Access Server archives contain every database present, certs.db, as.conf, and version details.
  • Firewall, NAT, forwarding, routes, DNS, cloud controls, and external authentication are documented separately.
  • Archives are encrypted, hashed, retained off-host, and protected from modification by the production VPN account.
  • Decryption keys and restore authority are documented and available to the recovery role.
  • A clean-host restore has been rehearsed, not merely archived.
  • An existing client has completed a real connection test, including certificate validation, TLS protection, CRL behavior, routes, DNS, and internal access.
