The reliable way to audit SaaS is to reconcile several kinds of evidence, not to search one payment report for obvious waste. Build a central inventory from financial records, identity systems, application administrators and employee knowledge; verify what each account actually does; check duplicate tools, seats and plan tiers; then act before the contract’s renewal and notice deadlines. Low activity is a reason to investigate, not proof that a subscription has no value.
What a SaaS subscription audit should establish
A useful audit answers five questions for every application:
- What is the application, and what business process does it support?
- Who owns the business decision, the technical administration and the budget?
- What are we paying for, including seats, plan tier, billing cycle and contract commitments?
- Who uses it, how recently, and in what way?
- What should happen next: keep, optimize, consolidate, cancel or investigate?
The goal is not to delete every account with an old login. A seasonal reporting tool, service account, shared mailbox integration or application used only during quarterly work can be valuable even when activity is infrequent. The goal is to make a documented decision with enough evidence to avoid both waste and disruption.

1. Set the scope and name an owner
For a small business, write down the departments or business units included, the period you will examine and the person responsible for the working inventory. Include a finance or operations lead and give each department a contact who can validate how its tools are used.
A more formal review should define the legal entities, environments, products, measurement window and contract rules being tested before evidence is collected. A compliance-oriented license audit can require proof of entitlements, license metrics and contractual use rights. That level of legal and technical detail may be appropriate for an enterprise agreement, but a small company normally needs a clear inventory, accountable owners and contract dates rather than a full compliance program.
Choose a practical time window
Set a review period that matches the work. A monthly customer-support tool may warrant a shorter activity window than a design application used for annual campaigns. Do not apply one universal inactivity threshold to every product. Record the window you used and why it fits the workflow.

No single source is complete. A payment list can miss free-to-paid upgrades, purchases made on a personal card, marketplace billing and accounts that are paid through a department. An SSO or identity-provider list can miss applications bought outside the managed identity environment, desktop software and tools that do not use SSO. Reconcile the sources instead of treating one as the master list.
Evidence sources to collect
- Recurring credit-card and bank transactions, including cards held by departments or executives.
- Accounts-payable records, invoices, purchase orders and expense reports.
- Email receipts, renewal notices and billing alerts.
- App marketplaces and mobile-store subscriptions used for company work.
- Identity-provider and SSO connected-application lists.
- SaaS administrator exports showing organizations, seats, roles and billing plans.
- Team-lead and employee surveys asking which tools people use, including tools that are not centrally approved.
- Information from procurement, security, IT support and finance about contracts or one-off purchases.
Compare names and payment descriptors carefully. A billing descriptor may differ from the product’s marketing name, and one vendor may bill several products together. Keep the original invoice or export reference so another person can reproduce the finding.
3. Build a central SaaS register
Start with a spreadsheet if the portfolio is small. A procurement, IT asset or SaaS-management system can replace it later, but the fields and decisions should remain understandable outside the software.

For a formal license review, also retain the source document for each entitlement, the applicable license metric and the legal entity covered by the agreement. That evidence is different from a simple list of active users.

4. Verify use instead of relying on an arbitrary cutoff
Export the application’s own administrator report whenever it is available. Compare its last-activity field with assigned seats and an up-to-date employee and contractor roster. Ask what the product’s activity measure means: a login, an API call, a file edit, a workflow execution, an event sent or merely an account existing. “Last login” can understate use by integrations and overstate value when a user signs in but does no work.
Investigate every low-activity account
- Former employee: confirm that records, ownership and retention requirements have been transferred before removing access.
- Service or shared account: identify the process it runs, its credentials and its replacement or owner.
- Seasonal or periodic user: check the business calendar and past usage, not just the last few weeks.
- Assigned but uninvited seat: reclaim or reassign it if the contract allows, while checking whether the seat is reserved for onboarding.
- Named user with an external workflow: ask whether the work occurs through an integration, export or mobile client that the report does not count.
- Unknown owner: assign an investigator and a review date rather than canceling an account with no accountable decision-maker.
Usage thresholds shown by management software are examples of reporting periods, not universal cancellation rules. One service may show activity in the last 30 days and longer bands; those bands help prioritize review but do not prove that a product has no business value.
5. Understand the limits of automated discovery
SaaS-management products can accelerate discovery and usage review, but their coverage depends on integrations, enabled collection methods, configuration and package. Treat an automated dashboard as an evidence source, not as an infallible inventory.
Common collection routes
JumpCloud documents several routes for discovering SaaS use: SSO applications, connectors, browser-extension discovery and device-agent discovery. Each route has prerequisites. Browser discovery depends on the extension being installed and on user-authentication conditions. Device discovery depends on the agent being installed and enabled. Collection timing also differs by method, so a report may not represent the same period for every application.
Some desktop-discovered applications can show an unknown application account. Resolve that identity before counting the seat as unused. Also check the package required for the feature: JumpCloud’s current documentation states that its AI & SaaS Management feature requires the Platform Prime package.
Compare automated findings with the provider’s own license data. A browser or device signal can show that an application was opened, but only the vendor’s administration or billing records may show purchased seats, plan rights and contractual limits.
6. Find duplicate tools and poor plan fit
Group applications by the job they perform rather than by vendor or department. Useful categories include project management, file storage, video meetings, design, customer support and email marketing. A category match is only a prompt for investigation; two tools may have different integrations, security controls, data locations or specialist features.

Questions for an apparent duplicate
- Which teams use each product, and for which workflows?
- Does either product contain records or integrations that the other cannot replace?
- Can the replacement import the data, preserve permissions and meet retention requirements?
- Would consolidation create a higher plan cost, migration work or operational risk?
- Who will own the migration and approve the final cutover?
Analyze seat and tier fit separately from duplication. A company can have one necessary tool with too many seats, or two necessary tools with correctly sized seats. Possible remedies include reclaiming an unused seat, reassigning it, moving to a lower tier, removing an add-on, negotiating a different commitment or consolidating tools. Record which problem you found and which remedy addresses it.
7. Check renewal dates and contract terms before acting
Sort the register by renewal date and add a reminder well before each notice deadline. For every candidate, read the order form, agreement and current billing terms. Verify:
- Renewal date and whether the contract auto-renews.
- Cancellation-notice deadline and the required notice method.
- Minimum seat or spend commitments.
- When seats can be reduced and whether reductions apply immediately or only at renewal.
- Data-export, retention and deletion requirements.
- SSO, API, automation and other dependencies that must be migrated or disabled.
- Any legal-entity, region or environment covered by the order.
There is no universal cancellation period or seat-reduction right. A vendor’s monthly plan, annual order form and negotiated enterprise agreement can have different rules. Preserve the contract record beside the decision so the person sending notice knows exactly what was agreed.
8. Decide, assign and document the action

Record the decision owner, evidence, action date and realized result. Do not call a dashboard’s “potential savings” figure savings until seats or the subscription have actually been reduced and the billing change is confirmed. ServiceNow distinguishes potential savings from actual savings associated with completed reclamation candidates; the same discipline is useful in a spreadsheet.
How can I find and cancel software subscriptions my team no longer uses?
- Identify the candidate: match the charge, application account, owner and contract in the central register.
- Confirm the reason: check activity, employee status, service-account use, seasonal work and workflow dependencies with the owner and representative users.
- Choose the remedy: reclaim one seat, reassign it, downgrade the plan, consolidate products or cancel the whole subscription.
- Protect data and access: export records if required, transfer ownership, preserve retention copies and document integrations that must be removed.
- Read the agreement: verify notice, minimum-seat and effective-date terms rather than assuming cancellation is immediate.
- Send the action: use the contract’s required portal, email or account process and retain confirmation.
- Close the loop: check the next invoice or card statement, remove credentials and update the register with the actual result.
If the owner cannot establish that the tool is safe to remove, leave the status as Investigate with a deadline. A temporary review task is safer than an undocumented cancellation.
When manual work is enough—and when to use SaaS-management software
A spreadsheet, billing data, administrator exports and conversations with application owners are sufficient for a small, centralized portfolio. The manual approach is transparent and inexpensive, but it requires ongoing reconciliation and can become stale as teams buy tools independently.
As the portfolio grows or becomes decentralized, software asset-management or SaaS-management products can centralize discovery, seat and activity reports, renewal dates and license reclamation. Evaluate a product against the evidence you actually need:

ServiceNow documents reporting for spend, unused subscriptions under defined rules, activity windows, cost centers, potential savings and renewal workspaces. Navigation and availability vary with product configuration and release. JumpCloud documents the multiple discovery routes described above. These examples demonstrate possible capabilities; they do not mean every small business needs enterprise software.

- Monthly: review new subscriptions, unusual recurring charges and renewals approaching their notice deadline.
- Quarterly: review assigned versus active seats, duplicate categories, plan tiers and unresolved Investigate items.
- Annually or before major renewals: perform a complete reconciliation of finance, identity, administrator and owner records.
These intervals are a practical operating pattern, not a universal standard. Increase the frequency for rapid hiring, decentralized purchasing, regulated data or frequent contract changes. Assign each review a due date and keep the prior register so you can see whether actions were completed.
What published SaaS-waste figures can—and cannot—tell you
Industry surveys can provide context, but they cannot predict your savings. Flexera’s 2025 release reported that 35% of respondents said SaaS waste had increased over the previous year. That is a perception of change, not a measured waste rate for a particular company.
A 2024 Flexera report summary said advanced IT asset-management practitioners estimated that 20% of SaaS software spend was wasted. The figure is a self-estimate from a specific group, not a universal percentage to apply to a budget. The same release reported that 54% of respondents had an accurate view of SaaS usage; its sample included 503 global professionals at organizations with at least 1,000 employees, so it should not be transferred to a small firm as a precise benchmark.
These numbers support the case for better visibility. They do not establish a guaranteed savings percentage, an ideal inactivity threshold or a mandatory review cadence.

Common failure modes and fixes
Using only the card statement
Symptom: the inventory contains charges but no owner, seats or application purpose. Fix: reconcile invoices, email, app marketplaces, identity records, administrator exports and team knowledge.

Using only SSO data
Symptom: applications purchased outside the managed identity environment are missing. Fix: compare identity records with finance and procurement sources and ask departments about unsanctioned or personal-card purchases used for work.
Canceling from a login count
Symptom: a low-login account is removed even though it supports a periodic process or integration. Fix: establish the activity definition, ask the owner and representative users, and inspect dependencies before acting.
Calling overlap a duplicate
Symptom: a second product is removed because both tools have the same category label. Fix: compare required features, integrations, records, security controls and migration effort with the owners.

Symptom: a dashboard estimate is reported as a budget reduction before billing changes. Fix: confirm the changed seat count or subscription, inspect the next invoice and record the realized amount.
Missing the renewal deadline
Symptom: the business decides to cancel but remains committed for another term. Fix: store notice and seat-reduction dates in the register and schedule reminders before the contractual deadline.
Ignoring monitoring and collection requirements
Symptom: browser extensions or device agents are deployed without clear policy, notice or coverage expectations. Fix: document what is collected, why it is needed, who can access it, how long it is retained and which users or devices are outside coverage.
When a subscription audit becomes a formal license audit
Enterprise compliance work goes beyond finding idle seats. It reconciles measured use with entitlements and contractual use rights. That can require the correct legal entity, environment, license metric, product edition, order form and evidence of use for the measurement period. It may also require preserving source documents and explaining exceptions.

Do not impose that apparatus on every small-business review, but do recognize the boundary. If a contract includes audit rights, complex metrics, affiliates, multiple environments or regulated records, involve procurement, legal, security and the relevant technical owners before changing access or terminating a product.
