Audit backlinks by checking Google Search Console for an unnatural-links manual action, reviewing suspicious links for evidence of manipulative intent, and trying to remove policy-violating links before considering disavowal. A third-party “toxic” score is a lead to investigate—not proof that Google considers a link spam.
What a backlink audit can—and cannot—tell you
A backlink audit is a review of sites and pages linking to your website, undertaken to identify links that may have been created to manipulate search rankings and to decide whether action is warranted. The important question is not simply whether a link looks unusual. It is whether there is evidence it was created primarily to manipulate rankings.
Google Search Central defines link spam as “the practice of creating links to or from a site primarily for the purpose of manipulating search rankings.” That definition focuses on purpose. A link’s language, geographic origin, apparent quality, or a vendor’s warning label does not by itself establish manipulative intent. Treat such observations as context to check, not as a verdict.

An audit also is not a way to diagnose every ranking change. The remediation process described here is for a possible unnatural-link policy violation, especially when Google has issued a manual action. Ordinary ranking fluctuations are not the same thing as a manual action and do not, by themselves, establish that backlinks caused a problem.

Keep those distinctions in view throughout the process. A backlink report is an inventory or an investigative aid; it does not explain who arranged a link or why. A manual action is a specific policy notice in Search Console, while an automated tool warning is a vendor’s assessment. The right response depends on what you can establish about the links and whether Google has identified a policy issue—not on how alarming a dashboard looks.
Start with Google Search Console
First check Search Console for an unnatural-links manual action. A manual action is a direct indication that Google has identified a policy issue; an alert from a third-party backlink tool is not equivalent. If there is no manual action, continue reviewing the profile, but do not assume that every suspicious-looking link needs removal or disavowal.
Use the Search Console Links report to examine and export the links Google reports. You can export links by hostname or export the latest links. This is the most relevant starting point when addressing a Google manual action because it is Google’s own view of links it has associated with the property. It is not necessarily a complete inventory of every link on the web.
For a large list, Google’s manual-actions guidance recommends beginning with sites linking most often or links created recently. These are practical ways to prioritize review; frequency or recency alone does not prove a violation.
Make the initial export a working document rather than a verdict list. Preserve the original export, record when you downloaded it, and work from a copy so you can track additions, decisions, and changes over time. Grouping by hostname can make it easier to see repeated links from one site; reviewing recent links can help focus attention on newly appearing patterns. Neither method replaces checking the actual pages and the context of the links.
If the report contains more links than you can inspect at once, divide the work into manageable batches and record which rows have been reviewed. Prioritization is about using limited review time sensibly, not about assuming that the most frequent or newest links are automatically the worst. Keep a separate list of unresolved candidates so that links requiring more evidence do not disappear into an undifferentiated export.
Choose the right data source
Search Console and third-party backlink indexes serve different purposes. The official report anchors the review in Google’s own data, while a vendor index may offer additional discovery, filtering, or organization features. Neither a link list nor a score can establish manipulative intent on its own.
| Approach | Useful for | Limits |
|---|---|---|
| Google Search Console Links report | Reviewing links Google reports for your property; exporting by hostname or exporting the latest links; investigating a manual action. | It is a report of links Google shows in Search Console, not a guarantee that every link on the web is included. The presence of a link in the report does not itself show that the link violates policy. |
| Third-party backlink index, such as Ahrefs | Supplemental discovery and organizing investigation. Ahrefs documents a “Best links” filter that can use Domain Rating, organic traffic, and outgoing external links. | These are vendor data and filters, not Google’s determination. Ahrefs says it does not provide a definitive backlink spam score, and Google does not specify one metric or score that identifies manipulative links. |
Use a vendor filter to reduce a large list to a manageable set of candidates, then inspect the underlying links and their context. Do not turn a filter result into an automatic removal or disavow list.

The two sources are not competing substitutes. Search Console provides Google’s own report and is the natural starting point for a Google manual action. A third-party index can help surface or sort additional pages, but its coverage and metrics belong to that vendor. If a vendor’s filter puts a page near the top of a queue, treat that as a reason to inspect the page—not as a finding that the link violates Google’s policy.
Ahrefs’ “Best links” filter can sort using measures such as Domain Rating, organic traffic, and outgoing external links. Those measures may help organize an investigation, but they are not a Google spam score. Ahrefs explicitly says it does not provide a definitive backlink spam score, and Google does not identify one numeric metric that proves a link is manipulative. Do not convert a threshold in a commercial tool into a universal rule.
Review each candidate link in context
For each link selected for review, record enough information to explain why it is or is not concerning. A spreadsheet can help keep the assessment consistent across a large profile. Useful fields include the linking hostname, linking page, your destination page, anchor text, discovery or export date, any observed link attribute, your relationship with the linking site, evidence about how the link was created, and the action taken.

Add a clear status and a concise rationale to each row. For instance, you might mark a link “evidence of violation,” “needs more review,” or “no evidence found,” then note what you observed. Those labels are an internal organizing method, not Google classifications. Record facts separately from assumptions: the page URL and anchor text are observable; a claim about who paid for or placed the link needs supporting evidence.
Look for evidence, not a single warning sign
Ask what the link’s context says about its purpose. Was it arranged, paid for, exchanged, or generated as part of a deliberate ranking tactic? Is there evidence of a broader link scheme or artificial pattern? Does the surrounding context support an editorial or otherwise ordinary reason for the link? Record the evidence you can actually observe and distinguish it from assumptions.
Do not treat low authority, a foreign-language page, an unrelated topic, or a tool’s “toxic” label as standalone proof that a link harms rankings or violates policy. These observations may help you decide what to inspect, but the policy question is manipulative purpose—not whether the source matches a preferred quality profile.
Likewise, a high count from a single hostname or a recent appearance is a prioritization signal, not a conclusion. A useful review asks what the pages show, whether the links appear connected to a deliberate scheme, and what evidence supports that reading. If the source page is unavailable or the circumstances are unclear, record that limitation instead of guessing.

Use a classification that keeps uncertainty visible. For example, distinguish links with concrete evidence of a policy violation from links that warrant more investigation and links for which you found no evidence of manipulation. Include a short reason and the supporting details for each classification. This prevents a broad tool label or a high count from silently becoming a claim about intent.

When the evidence is incomplete, leave the link in the investigate category rather than escalating automatically. A link’s appearance alone may not reveal who created it or why. Avoid claiming that a source is manipulative unless the information you reviewed supports that conclusion.
This restraint matters when deciding whether to contact a site or prepare a disavow file. A conservative-looking label may still be wrong if it is based only on a score, an unfamiliar domain, or an unattractive page. Conversely, if you have documented evidence of a link scheme, retain that evidence with the row so your later decisions and any review request can be explained consistently.
Act on links that violate policy
If your review identifies links that violate Google’s link-spam policy, try to address them directly. Google’s manual-action guidance says to contact the linking site’s owner and ask for the link to be removed or marked nofollow or with a more specific link attribute. Keep a record of your outreach and the outcome, including cases where you received no response or removal was not possible.
- Identify the specific link. Record the source hostname and page, the link to your site, and why you believe it violates policy.
- Contact the site owner. Make a clear request to remove the link or apply
nofollowor a more specific attribute. Keep the message and date with your audit records. - Track the result. Note whether the link was removed, changed, or left in place. Record unsuccessful attempts as well as completed changes.
- Recheck the page. Confirm whether the link or its attribute changed before deciding what unresolved links require further action.
Removal outreach is part of remediation, not a demand to remove every link you dislike. Keep the scope tied to links for which your review found evidence of a policy problem.
Make the request specific enough that the site owner can act on it: identify the page and link, and state whether you are asking for removal or for the link to be marked with the requested attribute. Keep the correspondence, including the date sent and any reply, alongside the audit record. If there is no response, note that rather than recording the link as removed. If a link cannot be removed, keep the reason and any relevant reply for your later decision-making.
Do not treat outreach as a campaign to clean up every low-authority or irrelevant mention. Google’s process concerns links that violate policy. Limiting requests to links supported by evidence keeps remediation proportionate and makes your record more credible than a blanket request based on a third-party label.
Decide whether disavowal is appropriate
Google says most sites do not need to use the disavow tool because Google can assess which links to trust without additional guidance. Consider disavowal only when there is a considerable number of spammy, artificial, or low-quality links and your site has a manual action or is likely to receive one. Where possible, try to remove problematic links first.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteA third-party score, a long list of unfamiliar domains, or ordinary ranking movement is not by itself the narrow set of circumstances Google describes. Do not disavow the entire backlink profile simply to be cautious. Google advises against blindly disavowing all backlinks and says that is not a good-faith removal effort.

Google Search Console Help puts the default plainly: “In most cases, Google can assess which links to trust without additional guidance, so most sites will not need to use this tool”. That is why disavowal should be a considered step after review and reasonable removal efforts, rather than a routine maintenance task. If you are unsure whether the volume and circumstances meet Google’s criteria, do not substitute a vendor score for that judgment.
The distinction between a manual action and a likely manual action is important. Google’s criterion is not simply “I found a link I dislike.” It describes a considerable number of problematic links together with a manual action or a likely manual action. Ordinary movement in search rankings does not establish that threshold. Disavowal is a targeted response for those narrow circumstances, not a way to seek reassurance after every backlink export.
Prepare a disavow file carefully
The file must be plain text encoded as UTF-8 or ASCII, with one URL or domain per line. To disavow a whole domain, prefix it with domain:. Use a domain-level entry only when the evidence and intended scope justify excluding links from that domain, since it applies to the domain rather than just one individual URL.

The example shows the syntax, not a recommendation to disavow those illustrative entries. Do not include organic links. Before uploading, compare the file with your documented findings and removal efforts so that a formatting or selection mistake does not broaden the action beyond the links you intend to address.
Use one entry per line and keep the list readable enough to check against your audit spreadsheet. A domain entry is broader than a URL entry: it covers links from that domain rather than just one page. Make that choice deliberately. The file should reflect the scope of the problematic links you actually reviewed, not every hostname that appears in an export.
Check limits and replacement behavior
Google’s documented technical limits are URLs up to 2,048 characters and a file of up to 100,000 lines or 2 MB. These are file limits, not a target size. Keep the list limited to the domains or URLs that meet Google’s criteria.
Uploading a new list replaces the existing disavow list for that property. If you already have a list, account for its entries when preparing the replacement; uploading only newly identified entries can unintentionally remove prior entries from the active list.

Before submitting, check the encoding, confirm that each line is a URL or correctly prefixed domain, remove any organic links, and compare the final text file with the list of decisions in your records. Because a fresh upload replaces the prior list for the property, preserve the previous contents and make sure the new file includes any entries you still intend to keep. The file-size ceiling is not a reason to fill the file; the goal is a narrow, deliberate list.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Request review after a manual action
If Search Console shows an unnatural-links manual action, request a review after you have addressed the violation. Your explanation should describe the remediation you completed, including links removed or changed, and identify links you could not get removed. Keep the account factual and supported by your records.
A disavow file alone is not a substitute for reviewing the links or making reasonable removal attempts. Google’s guidance emphasizes link review and attempted removal before disavowing what remains. Do not claim that every backlink was harmful or that every outreach attempt succeeded if that is not what happened.
Use the audit trail to make the review request specific: explain which problematic links you addressed, what removal or attribute changes were achieved, what could not be changed, and what action you took for unresolved links. If you attempted contact without success, say so and retain the supporting record. A factual account is stronger than a sweeping claim that the whole profile was cleaned up when some links remain or were never confirmed.
Keep the review process tied to the manual action. If there is no manual action, do not frame ordinary rank movement or an external tool’s warning as though Google had issued a policy finding. The steps for reconsideration are relevant when Search Console identifies an unnatural-link issue, not as a general explanation for every SEO change.
A practical audit checklist
- Check Search Console for an unnatural-links manual action before treating a link issue as a policy violation.
- Export links from the Search Console Links report; for a large list, prioritize sites linking most often or links created recently.
- Use third-party backlink data only as supplemental discovery and filtering, not as Google’s judgment.
- Review the source page and the available evidence about the link’s purpose; do not rely on a score or isolated quality signal.
- Document the reason for each decision and keep outreach and outcomes on file.
- Ask the linking site owner to remove a violating link or mark it
nofollowor with a more specific attribute. - Use disavowal only if the volume and circumstances meet Google’s stated narrow criteria, and do not include organic links.
- If a manual action exists, request review after remediation and explain both completed work and unresolved links.
Frequently Asked Questions
Do I need to disavow every backlink that an SEO tool calls toxic?
No. A vendor’s “toxic” label or filter is not Google’s determination that a link is manipulative. Review the page and evidence of purpose first. Google says most sites do not need the disavow tool; it is intended for a considerable number of spammy, artificial, or low-quality links together with a manual action or likely manual action.
What should I do first if Google reports an unnatural-links manual action?
Use the Search Console Links report to review and export links. For a large list, Google’s manual-actions guidance suggests starting with sites linking most often or links created recently. Investigate context, contact site owners about links that violate policy, document the outcomes, and request review after remediation.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Can a low-authority, foreign-language, or irrelevant link hurt my site by itself?
Those characteristics alone do not establish that a link violates Google’s link-spam policy or harms rankings. The policy question is whether the link was created primarily to manipulate search rankings. Treat those characteristics as possible context to inspect, not standalone reasons for removal or disavowal.
What should a disavow file contain, and does uploading it add to an existing file?
It should be a UTF-8 or ASCII plain-text file with one URL or domain per line; use the prefix domain: for a domain entry. Do not include organic links. A new upload replaces the existing list for that property, so include prior entries you still intend to retain. Google documents limits of 2,048 characters per URL and 100,000 lines or 2 MB per file.
How long does Google take to process a disavow file?
Google says processing can take a few weeks while it recrawls and reprocesses pages. Uploading a file should not be treated as an immediate ranking change or an instant resolution of a manual action.
The Bottom Line
A careful backlink audit separates evidence from tool labels. Start with Search Console, inspect links for signs of manipulative intent, and document both your conclusions and removal efforts. Contact site owners about links that violate policy; consider disavowal only in Google’s narrow circumstances, and request review after remediation if a manual action exists.
