To audit GitHub read-only access, compare each person, team, token, or app with the repositories and actions it actually needs. Review people and repository grants, check the organization audit log for recent activity, inspect personal access tokens and installed apps separately, then make and verify changes with the resource owner’s approval. “Read-only” is not a single universal GitHub role: the right access depends on the task, the resource, and the specific permissions involved.
What “read-only access” means on GitHub
GitHub distinguishes a permission—the ability to perform a specific action—from a role, which is a set of permissions that can be assigned to individuals or teams. As a result, a role labeled “read” is not necessarily a precise description of every action available across GitHub features. Start with the task, such as reading source code, reviewing issues, or viewing security alerts, and identify the capabilities it requires. GitHub Docs explains access permissions and roles.
Audit human and programmatic access separately. Human access can come through organization roles, teams, repository roles, outside collaborators, or personal-account collaboration. Programmatic access can come from fine-grained or classic personal access tokens (PATs), GitHub Apps, or OAuth apps. Personal repositories and organization repositories also use different permission models: personal repositories have owner and collaborator levels, while organizations have owner, billing manager, and member roles, with teams available to manage access for multiple members. Check the model that applies to the repository you are auditing.

Before changing grants, write down the principal (person, team, token, or app), the resources it needs, the actions it must perform, and the resource owner who can confirm the need. “Developer access” is too broad to validate; a concrete task gives you something to compare with the granted role and permissions.

- Principal: Who or what is receiving access?
- Resource boundary: Which repository, selected repositories, organization resources, personal account, or enterprise does it need?
- Action boundary: Which specific actions must it perform?
- Management and revocation: Who can inspect or change it, and what remains active after revocation?
- Compatibility: Does the required workflow or API support the narrower credential or permission option?
- Evidence: Is this a current access view or an activity record with a limited time window?
Use the inventory to identify grants that no longer match someone’s responsibilities or exceed a documented task. Check both direct repository grants and team-derived access. Verify the role and permission semantics in your organization’s account before reducing a grant. Custom organization roles are an Enterprise Cloud feature according to GitHub’s organization roles documentation; do not assume they are available on every plan.
Review people, teams, and repository access
Inspect organization membership, role assignments, teams, and repository access. Compare each grant with the owner-validated inventory, including access inherited through teams. For personal-account repositories, review owner and collaborator access under that repository’s permission model rather than assuming the organization model applies.

Remove or reduce a grant only after confirming that the person’s current work does not depend on it. Generic documentation cannot establish that a particular person’s access is unnecessary; the organization’s actual role inheritance, responsibilities, and dependencies determine that.
Use the organization audit log for recent activity
The organization audit log can help establish who performed relevant actions and when, but it is an activity record—not a complete current-state permission inventory. GitHub documents filters for repository (repo), actor (actor), action (action), and date or time (created). Search using the organization-qualified repository name and export narrowed results as JSON or CSV if needed. See GitHub’s organization audit-log guide.

The organization audit log contains data for the last 180 days, according to GitHub Docs’ current documentation (accessed 2026). Treat that as the documented window for this log, not a permanent history or a retention guarantee for other GitHub data. Pair activity searches with the current membership, repository, token, and app views.
Review personal access tokens
Inspect fine-grained tokens in organization settings
Organization owners can open Organization settings → Personal access tokens → Active tokens to review fine-grained tokens. The documented view supports filtering by token owner, repository access, and permission. Confirm the token owner and service need before revoking a token that appears unused; GitHub says the creator receives an email when a fine-grained token is revoked. Understand what token review and revocation cover
The organization view described by GitHub lists fine-grained tokens, not classic PATs. Unless the organization restricts classic-token access, classic PATs can access organization resources until they expire. Revoking a fine-grained token also does not disable SSH keys created by that token, and the token can still read public resources in the organization. Account for these limits when documenting what a revocation changed.
Choose a narrower token only when the workflow supports it
Fine-grained PATs can be limited to one selected resource owner, selected repositories, and specific permissions. GitHub recommends using them instead of classic PATs “whenever possible,” but documents gaps that include some outside-collaborator and multiple-organization workflows, enterprise-level APIs, Packages, the Checks API, and user-owned Projects. Before replacing a working credential, check whether the required endpoint and workflow support fine-grained tokens in GitHub’s personal access token documentation.

Review installed apps and organization policies
Review GitHub Apps separately from people and PATs. Organization owners can inspect an installed app’s permissions, change the repositories it can access, or temporarily or permanently prevent it from accessing organization resources. Confirm the app owner and business purpose before reducing its scope, since integrations may rely on access to particular repositories. See GitHub’s guide to reviewing and modifying installed GitHub Apps.
Also check the organization’s programmatic-access policies for OAuth apps and personal access tokens. Review whether users can request app access and whether token approvals or restrictions are configured; these controls are distinct from inspecting an individual app’s repository scope.
Change grants carefully and verify the result
- Record the principal, resource, current grant, intended change, approver, and date in your normal change process.
- Ask the resource owner to confirm that the proposed role, repository selection, or permission reduction still supports the required work.
- Apply the change to the correct access path—direct user grant, team, token, or app—rather than assuming one change removes all routes to access.
- Verify that expected read workflows still work and that the unnecessary grant no longer appears in the relevant current access view.
- If an automation must retain a classic token because of a documented compatibility gap, record that constraint and revisit it when the integration or required endpoint changes.
Token and app controls depend on credential type, supported permissions, organization policy, and account context. Check the live settings and endpoint documentation before changing a production integration.
