The defensible way to audit a consent screen is to treat it as a repeatable browser experiment, not a single image. For every geography, locale, viewport and browser build, start with a new profile, capture the untouched page, exercise every choice (accept, reject, granular settings, no choice and withdrawal), and retain screenshots together with DOM text, cookies, local storage, network requests and a HAR file. Give each run a unique ID and preserve the exact banner, privacy notice and policy versions shown. This creates evidence that another reviewer can rerun and compare.
The ICO says a controller must be able to demonstrate who consented, when, what they were told, how they consented and whether consent was withdrawn; it also recommends retaining the versioned document or form in use and notes that a cryptographic hash can support online-consent data integrity (ICO consent-record guidance).
What an auditable consent test must prove
A screenshot demonstrates what a person could see. It does not, by itself, prove what the browser stored or which trackers ran. A complete record links the visual state to technical artefacts and timestamps.
- Pre-consent blocking: optional cookies, pixels and requests do not load before an affirmative choice.
- Choice architecture: accept and reject controls are similarly prominent; optional purposes are not pre-ticked or bundled.
- Specificity: each purpose and vendor can be understood and controlled independently.
- Information: the notice explains technology, purpose, recipients and consequences in plain language.
- Withdrawal: a persistent, discoverable control lets a person revisit and change choices.
- Evidence linkage: screenshots, DOM or text snapshots, storage exports and network artefacts point to the same run ID.
- Reproducibility: another reviewer can rerun the same script and compare timestamps and hashes.
Ireland’s Data Protection Commission describes valid consent for cookies and similar technologies as a clear affirmative act that is freely given, specific, informed and unambiguous, with clear information about technology and purpose (DPC cookie guidance). The ICO’s privacy-by-design examples show a first-layer banner, a settings option and non-essential purposes disabled until specific consent is gathered (ICO privacy-by-design guidance).
Design a reproducible run
Record scope before opening the page
Write a run manifest before navigation. Include the URL, crawl date and time in UTC, jurisdiction, locale, device class, viewport dimensions, browser name and build, network profile, logged-in state and the test objective. Record the script commit or release used. If the site changes by region, use a separate run ID for every geography and locale; one result cannot stand in for all variants.
Start with an empty profile
Create a new browser context or profile with empty cookies, local storage, session storage and cache. Do not reuse an operator’s profile: an existing consent cookie can hide the banner and make a reject test meaningless. Keep the profile settings, user agent, timezone and geolocation fixed for the run so a later reviewer can recreate them.
Capture the untouched page
Navigate without clicking and wait for the page’s normal load condition. Save both a viewport screenshot and a full-page screenshot, the DOM or HTML, visible text and an accessibility tree. Note whether accept, reject and settings controls exist, whether they are enabled, and whether their visual prominence is comparable. Save the first network activity before any interaction.

Exercise every consent branch
Run each branch in a separate clean session. A single session that accepts and then rejects cannot show what happened before the first choice.
- Accept all: capture the first layer, click the all-purpose accept control, wait for the documented post-choice state, then capture again and export storage and network data.
- Reject all: repeat from a clean profile and choose the reject or refuse control. Confirm that optional storage and requests remain absent.
- Granular settings: open the preference centre, capture the panel, record every purpose and vendor, and run meaningful combinations such as analytics only, advertising only and all optional purposes off.
- Close without a choice: dismiss or close the banner without selecting a purpose. Record whether optional processing remains blocked and whether the banner returns.
- Later withdrawal: after an accepted run, revisit the persistent privacy or cookie control, withdraw or change purposes, capture each transition and observe subsequent requests.
- Reload and revisit: reopen the site in the same profile and in a new tab. Record which choice persists, how long it persists and whether the preference centre still exposes the same controls.
Take a screenshot after every transition, not only at the beginning and end. Keep the exact text of the banner, settings panel, privacy notice and policy links because wording and versions are part of what the person was told.
Collect technical evidence with every state
Cookies and storage
Export cookies, local storage and session storage before interaction and after every choice. Record name, domain, path, expiry, secure and same-site attributes where available. Link each export to the screenshot that shows the corresponding UI state.
Requests and responses
Capture request URL, method, timestamp, initiator, response status and response domain. Classify resources as essential or optional using the site’s documented purposes and your review criteria. Keep a HAR file for the complete exchange. The EDPS describes its collector as gathering screenshots, visited pages, local storage and HTTP traffic in a machine- and human-readable package (EDPS data-protection tools).

Prove timing, not just presence
Record the timestamp of the first banner render and the timestamp of each interaction. Assert that optional trackers do not fire before affirmative consent. Compare every optional request timestamp with the interaction timestamp and flag a resource that loads earlier than the policy allows. Repeat the check after withdrawal: requests that depend on an optional purpose should stop or change in the manner your documented policy requires.
Test persistence and withdrawal explicitly
Consent is ongoing rather than a one-time box to tick. ICO guidance says organisations should provide easy withdrawal or preference management, review consent and refresh it when purposes or processing operations change (ICO consent-management guidance).
- Reload after each choice and verify the stored state and network behaviour.
- Open the persistent preference control from a normal page, not only from the original banner.
- Withdraw one purpose at a time where the interface allows it, then withdraw all optional purposes.
- Check whether existing cookies are removed, expired or otherwise disabled, and record what actually happens.
- Capture the resulting screen, storage and requests, including any confirmation text.
Package evidence so another reviewer can verify it
Store every artefact beneath the run ID. A practical package contains:
- the manifest with scope, software versions, UTC timestamps and script commit;
- viewport and full-page PNG, JPEG or WebP screenshots for each state;
- DOM or HTML, visible text and accessibility-tree snapshots;
- cookie, local-storage and session-storage exports;
- request and response logs, tracker classifications and the HAR file;
- the exact banner, preference-centre and policy text or version identifiers;
- a human-readable findings report that maps each assertion to filenames;
- a hash manifest, such as SHA-256, for every file.
Hash the completed files after capture and keep the manifest with the package. If a screenshot or log changes, the hash comparison exposes the change. Preserve the software and browser versions used; otherwise a later rerun may differ for reasons unrelated to the consent implementation.

Official tooling that can accelerate collection
EDPS Website Evidence Collector
The EDPS Website Evidence Collector (WEC) is a command-line or web-based tool that launches Chromium with a new profile and automatically gathers screenshots, links, visited pages, local storage and HTTP traffic. The EDPS says its output supports self-assessment and accountability and is readable by both machines and people (EDPS inspection software).
EDPB Support Pool of Experts website auditing tool
The EDPB-listed auditing tool is open-source software intended to analyse trackers and help prepare audit reports; its listed capabilities include full-page screenshots and analysis import/export (EDPB website auditing tool). The page notes that external contractors prepared it and that it does not necessarily represent the EDPB’s official position, so document the version and treat its output as evidence to review rather than an automatic legal conclusion.
DIY automation with Playwright
The following Node.js pattern creates a fresh Chromium context for each branch, records a HAR, saves screenshots and storage, and logs request timing. Consent selectors differ by site, so change the selector values after inspecting the actual banner. Install Playwright and its browser once:
npm install playwright
npx playwright install chromium
import { chromium } from 'playwright';
import { mkdir, writeFile } from 'node:fs/promises';
const target = process.env.TARGET_URL;
if (!target) throw new Error('Set TARGET_URL to the page under test');
const runId = new Date().toISOString().replace(/[:.]/g, '-');
const root = `evidence/${runId}`;
await mkdir(root, { recursive: true });
const branches = [
{ name: 'first-layer', actions: [] },
{ name: 'accept-all', actions: [{ selector: 'button:has-text("Accept all")' }] },
{ name: 'reject-all', actions: [{ selector: 'button:has-text("Reject all")' }] },
{ name: 'analytics-only', actions: [
{ selector: 'button:has-text("Settings")' },
{ selector: 'label:has-text("Analytics")' },
{ selector: 'button:has-text("Save choices")' }
] },
{ name: 'withdraw', actions: [
{ selector: 'button:has-text("Accept all")' },
{ selector: '[aria-label*="privacy" i]' },
{ selector: 'button:has-text("Reject all")' }
] }
];
for (const branch of branches) {
const dir = `${root}/${branch.name}`;
await mkdir(dir, { recursive: true });
const requests = [];
const browser = await chromium.launch();
const context = await browser.newContext({
locale: 'en-GB',
timezoneId: 'Europe/London',
recordHar: { path: `${dir}/network.har`, content: 'attach' }
});
const page = await context.newPage();
page.on('request', request => requests.push({
type: 'request', url: request.url(), method: request.method(),
time: new Date().toISOString(), resourceType: request.resourceType()
}));
page.on('response', response => requests.push({
type: 'response', url: response.url(), status: response.status(),
time: new Date().toISOString()
}));
await page.goto(target, { waitUntil: 'networkidle', timeout: 90000 });
await page.screenshot({ path: `${dir}/viewport.png`, fullPage: false });
await page.screenshot({ path: `${dir}/full-page.png`, fullPage: true });
await writeFile(`${dir}/dom.html`, await page.content());
await writeFile(`${dir}/text.txt`, await page.locator('body').innerText());
const beforeStorage = await page.evaluate(() => ({
localStorage: Object.fromEntries(Object.entries(localStorage)),
sessionStorage: Object.fromEntries(Object.entries(sessionStorage))
}));
await writeFile(`${dir}/storage-before.json`, JSON.stringify(beforeStorage, null, 2));
for (const action of branch.actions) {
const control = page.locator(action.selector).first();
await control.waitFor({ state: 'visible', timeout: 15000 });
await control.click();
await page.waitForTimeout(500);
await page.screenshot({ path: `${dir}/step-${branch.actions.indexOf(action) + 1}.png`, fullPage: true });
}
const afterStorage = await page.evaluate(() => ({
localStorage: Object.fromEntries(Object.entries(localStorage)),
sessionStorage: Object.fromEntries(Object.entries(sessionStorage))
}));
await writeFile(`${dir}/storage-after.json`, JSON.stringify(afterStorage, null, 2));
await writeFile(`${dir}/cookies.json`, JSON.stringify(await context.cookies(), null, 2));
await writeFile(`${dir}/requests.json`, JSON.stringify(requests, null, 2));
await context.close();
await browser.close();
}
await writeFile(`${root}/run.json`, JSON.stringify({
runId, target, locale: 'en-GB', timezone: 'Europe/London', branches: branches.map(b => b.name)
}, null, 2));
After the run, classify optional requests against the site’s purpose list and compare their timestamps with the click events. Add the browser version, viewport, jurisdiction and test objective to run.json before hashing the package. If a selector times out, treat that as a finding to investigate rather than silently marking the branch as passed.

ScreenshotNeo provides a website screenshot API and MCP server. It can accept the cookie or consent banner before capture and remove more than 60 known consent platforms, newsletter popups and chat widgets; each step can be disabled. Only clean shots are billed: bot checks or CAPTCHAs, blank pages, timeouts, failed loads and cache hits cost nothing, and each response identifies the result with X-Page-Verdict and X-Billed headers. For a single visual checkpoint, call the API as documented at https://screenshotneo.com/docs/:
cURL
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
Python
import requests; r = requests.get("https://api.screenshotneo.com/v1/shot", params={"access_key": "YOUR_API_KEY", "url": "https://stripe.com"}, timeout=90); open("shot.webp", "wb").write(r.content)
Node.js
const q = new URLSearchParams({ access_key: 'YOUR_API_KEY', url: 'https://stripe.com' }); const res = await fetch(`https://api.screenshotneo.com/v1/shot?${q}`);
For consent audits, its relevant controls include full-page capture with lazy images loaded, CSS-selector element capture, dark mode, device presets or a custom viewport, retina scale, custom CSS and JavaScript, clicking an element before capture, hiding selectors, waiting for a selector, delay or network idle, blocking ads, trackers, requests or resource types, custom headers, cookies, user agent and Authorization, timezone and geolocation, transparent backgrounds, resizing, a chosen cache TTL, signed links, asynchronous jobs with signed webhooks, bulk capture of up to 100 URLs per call, usage reporting and an OpenAPI specification. Parameter names used by other screenshot APIs also work, which can simplify migration. Its MCP server exposes take_screenshot, get_page_info and capture_pdf to Claude, Cursor and other MCP clients, so an AI agent can collect a checkpoint without custom browser plumbing. A screenshot API does not replace branch-by-branch storage and HAR assertions; use browser automation when you must prove interaction timing, persistence or withdrawal, and use API captures for stable visual evidence or scripted checkpoints.

Troubleshoot common audit failures
| Symptom | Likely cause | Fix |
|---|---|---|
| No banner appears | Reused cookies, local storage or a region-specific rule | Use a new profile, verify jurisdiction and locale, and save the untouched state as evidence. |
| Reject control is missing | The first layer exposes only a settings link or the UI changed | Record the exact text and prominence, inspect the preference centre, and flag the absence instead of inventing a click. |
| Optional request precedes consent | Tag fires during page bootstrap or before the CMP finishes | Compare request and interaction timestamps, identify the initiator in the HAR, and raise the resource as a pre-consent finding. |
| Granular branch times out | Selector or wording differs by locale, viewport or experiment | Inspect the saved DOM, use a stable role or test ID, and record the variant in the manifest. |
| Lazy content is absent from the image | Capture occurred before scrolling or the page was not fully loaded | Use full-page capture with lazy images loaded, wait for a selector or network idle, then recapture. |
| Bot check, blank page or timeout | Target blocked automation or failed to load | Keep the failure record and response headers. ScreenshotNeo marks these outcomes and does not bill them. |
| Reruns do not match | Browser build, timezone, geolocation, network or policy version changed | Pin those values in the manifest and compare hashes, timestamps and text before comparing compliance results. |
| Withdrawal appears to work visually | Stored optional cookies or requests continue | Export storage and observe a fresh navigation after withdrawal; visual confirmation alone is insufficient. |
Account for platform-specific policy checks
Google’s EU User Consent Policy covers users in the EEA, the UK and Switzerland and describes periodic audits of sites and apps using Google advertising services. It references certified CMP partners and may require implementation evidence such as screenshots (Google policy audit guidance). Treat that as an additional contractual or platform layer alongside GDPR, ePrivacy and UK PECR analysis; passing a platform check is not a complete legal determination.

Article 7(1), quoted in the ICO guidance, requires that where processing is based on consent, the controller be able to demonstrate that the data subject consented. The same guidance urges organisations to view consent as a dynamic relationship of trust rather than a one-off compliance box.

Frequently Asked Questions
Can screenshots alone demonstrate valid consent?
No. They show the information and controls presented at a moment in time. Demonstration requires the linked interaction record, storage state, request timing, policy version and withdrawal result for the same run.
Should one automated run cover every country and language?
No. Regional, language, device and browser differences can change the banner and tracker behaviour. Give each combination its own scope metadata and run ID.
When is an API screenshot preferable to a full browser test?
Use an API for repeatable visual checkpoints, element crops or scheduled evidence collection. Use a fresh browser context when the question depends on consent timing, storage, persistence or withdrawal.
