To audit an AI agent, treat it as a separately identifiable actor, then trace one complete chain: the agent and runtime, the identity provider, delegated authority, tool and API permissions, the SaaS principal, and the data or actions reached. For each connection, record who or what authorized it, what the agent can do, how long its credentials remain valid, where authorization is enforced, and whether logs can connect the action to both the agent and its human or system sponsor.
This approach answers the questions administrators actually face: which apps and records an agent can reach, whether it uses a person’s credentials or its own identity, what it did, and how to reduce access without breaking the business task.
What a defensible AI-agent access audit must establish
An audit is complete only when you can demonstrate all of the following for every deployed or pilot agent that touches an organizational account:
- Identity: a unique agent identifier, accountable owner, operator or upstream system, runtime, and version.
- Authority: the delegation or approval under which each run started, including whether the agent acted on behalf of a person.
- Effective access: the exact tools, API operations, resources, records, data classes, and read/write capabilities available to the agent.
- Credential control: issuer, audience, scope, lifetime, storage, rotation, revocation, and reuse of every token, key, certificate, or service account.
- Enforcement: an authorization decision made in the execution path, outside the model’s own context, especially before sensitive or irreversible actions.
- Evidence: records that join the initiating request, agent run, policy decision, tool call, SaaS event, result, and any approval or denial.
- Abuse resistance: tests showing that untrusted documents, mail, web pages, retrieved records, or API responses cannot silently turn permitted tools into unauthorized access or actions.
NIST’s NCCoE concept paper frames agent identity as an open implementation area, including questions about unique identifiers, software-versus-organizational boundaries, least privilege for unpredictable tasks, and binding an agent to a human in “on behalf of” scenarios. It is a concept paper seeking feedback, not a final implementation standard: NIST NCCoE agent identity and authorization concept paper.

1. Inventory every agent and connected SaaS service
Set the audit boundary
Include production agents, pilots, locally run assistants, orchestrated workflows, and third-party agent services whenever they can read or change an organizational account. Scope the business data and actions first: customer records, source code, contracts, financial data, employee information, messages, file repositories, tickets, configuration, user administration, exports, and approvals. Include read access; a system that can silently copy sensitive data may be as consequential as one that can edit it.
Capture an inventory record for each agent
Use one record per deployed agent and update it when the model, runtime, tools, or permissions change. At minimum capture:
- Agent name, version, deployment date, environment, runtime location, and accountable owner.
- Business purpose, expected tasks, data classes handled, and whether the agent is autonomous, scheduled, event-driven, or user-invoked.
- Human operator, upstream application, or service that initiates a run.
- Identity-provider principal, service account, workload identity, OAuth client, app registration, certificate, API key, or other credential.
- Connected SaaS applications, tenant or organization, API endpoints, plugins, retrieval stores, and outbound destinations.
- Tool names and operations, including separate read, write, export, invite, configuration, approval, and administration functions.
- Credential owner, issuer, audience, scopes, expiry, storage location, rotation and revocation procedure, and monitoring source.
- Agent-side, identity-provider, gateway, and SaaS audit logs, their retention, and the key used to correlate events.
Confirm the SaaS-side principal
Ask each SaaS owner what principal is visible in that service: a named user, generic service account, OAuth grant, app registration, integration identity, or workload identity. Record the exact display name and immutable identifier. If the SaaS log shows only a person or a generic integration, mark the missing agent distinction as an attribution gap rather than assuming the agent is identifiable.
Recommended Free Tools
Cloud access-control guidance remains relevant even though it predates autonomous agents. NIST SP 800-210, published July 31, 2020, covers access control across infrastructure, platform, and software services and explains that controls differ by service model; use it as a framework, then verify each provider’s actual implementation: NIST SP 800-210.
2. Trace the identity and delegation chain
Follow a representative operation end to end
Choose a harmless read and a controlled write for each important integration. Start with the user request, scheduled event, or upstream system. Identify the agent run ID, the principal used to obtain a token, the policy or approval that authorized the task, the tool call, and the identity recorded by the SaaS application. Repeat the trace when a run is delegated through an orchestrator or gateway.
Document the chain in a form such as:
- Initiator: human user or upstream service, with a stable identifier.
- Delegation: task, ticket, workflow event, or approval that authorizes the run, including time and expiry.
- Agent: unique agent and run identifiers, version, model provider, and environment.
- Credential: token, key, certificate, or workload identity used for the call.
- Tool gateway: policy decision, target, parameters, and approval state.
- SaaS principal: exact account or application identity seen by the provider.
- Result: returned data, mutation, error, denial, or external side effect.
Detect shared and ambiguous identities
Look for a person’s password copied into an agent, a generic service account shared by several agents, tokens reused across environments, and secrets embedded in configuration files, prompts, source material, or logs. Test whether the SaaS audit record can distinguish two agents using the same account. If it cannot, state that attribution and containment are limited.

NIST writes that “Sharing credentials – between humans or agents – creates accountability gaps that can result in any number of security, privacy, and legal issues.” The same article says agents need “their own unique identifiers, credentials, and associated entitlements that are bound to and by the identity of the user or system operating the agent.” Read the full guidance in NIST’s August 27, 2026 identity article.
OAuth 2.0, SPIFFE identities, JSON Web Tokens, X.509 credentials, and sender-constraining mechanisms can provide building blocks, but selecting a protocol does not make a broad grant least-privileged. The audit question is whether the resulting credential is scoped, audience-restricted, short-lived where practical, bound to the intended actor, and revocable.
3. Compare effective access with the job
Build a permission matrix
Compare what the agent can actually do with the smallest authority needed for its documented purpose. Use one row for each application and tool combination; split rows when a tool exposes different operations or resources.
| Dimension | Record | Audit question |
|---|---|---|
| Application and tenant | SaaS name, tenant, environment | Is this service in the approved scope? |
| Tool and API operation | Endpoint or function, method, action | Can the agent invoke more than the task requires? |
| Resource | Project, folder, record type, mailbox, repository, or tenant-wide wildcard | Is access limited to named resources? |
| Data | Classification and fields returned | Can a low-risk task expose sensitive data? |
| Mode | Read, create, update, delete, export, invite, approve, administer | Does the agent need mutation or administrative power? |
| Duration | Standing, scheduled, just-in-time, or one-use | Can the grant expire after the task? |
| Owner and status | Business owner, last use, expiry, exception | Is unused or undocumented access removed? |
Mark broad tenant-wide, wildcard, “all files,” “all users,” and unrestricted export permissions in a separate risk column. Compare them with the task’s actual resource set. CISA’s May 1, 2026 joint-guidance announcement advises against broad or unrestricted agent access, especially to sensitive data and critical systems: CISA and partners’ guidance on adopting agentic AI services.
OWASP recommends scoping permissions per tool and separating read from write and specific resources. Remove grants unrelated to the purpose, document a compensating control where removal is not immediately possible, assign an owner, and set a date for remediation. A permission that has never been used is not automatically safe; it is an opportunity to reduce the blast radius before it is exercised.

For every integration, answer these questions in the audit record:

- Who or what issued the credential, and which agent or environment is it bound to?
- What scopes, roles, audiences, resources, and operations does it authorize?
- When does it expire, and is it renewable without human review?
- Where is it stored, who can retrieve it, and can the agent expose it through prompts, tool output, or logs?
- How is it rotated, revoked, and replaced after an incident or ownership change?
- Is the same secret used by other agents, developers, environments, or vendors?
- Which telemetry records issuance, use, failed validation, replay, and revocation?
Find high-risk patterns
Prioritize broad API keys, long-lived bearer tokens, credentials in local agent configuration, secrets passed as ordinary prompt text, and tokens with no audience restriction. Check whether a token copied from one environment works in another, whether a revoked operator still has an active grant, and whether uninstalling an agent leaves an orphaned OAuth consent or service account.
NIST’s IR 8587, finalized September 15, 2026, provides general recommendations for protecting identity tokens, access tokens, and assertions through key management, verification, lifecycle controls, and monitoring for SSO, federation, and API access. It is not an agent-specific checklist, but its controls are useful when reviewing agent integrations: NIST IR 8587.
5. Verify authorization at execution time
Separate model decisions from enforcement
An agent may propose a tool call, but the component that executes it must independently check authorization. Confirm that the executor validates the current actor, exact tool, target resource, parameters, data sensitivity, and approval state immediately before sending the request to the SaaS service. A prompt instruction such as “ask the user first” or a Boolean field named confirmed=true is not an access control.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsTest high-impact operations
For deletion, external messaging, data export, user invitation, permission changes, financial approval, configuration changes, and other irreversible actions, run controlled tests that cover:
- A permitted request with the original target and parameters.
- The same approval with a changed target, amount, recipient, or query.
- An expired, denied, missing, or already-consumed approval.
- A request from a different operator or agent using the same tool.
- A tool call generated after untrusted content attempts to override the task.
Each altered case should fail safely. OWASP’s AI Agent Security Cheat Sheet says the execution component should verify that approval belongs to the current actor and exact call, remains valid, has not been consumed, and is checked and consumed atomically before execution: OWASP AI Agent Security Cheat Sheet.
6. Reconstruct what the agent did
Join the evidence sources
Select representative read, write, administrative, and denied operations. Reconstruct each event from the initiating request through the final SaaS result. The minimum correlation set is:

Check coverage and integrity
Verify that reads are logged where their data sensitivity warrants it, not only mutations. Confirm retention, access controls, time synchronization, tamper resistance, alerting, and incident-response retrieval. Store the agent version, tool policy, retrieval configuration, and relevant model or provider version with the review evidence so a later investigator can reproduce the authorization context. Do not put passwords, bearer tokens, API keys, or unnecessary raw business data in plaintext logs.
NIST’s agent identity work asks how action and intent logs can be made tamper-proof and verifiable and how an action can be bound to human authorization. OWASP likewise recommends retaining production validation evidence, including agent version, model provider, tool policy, retrieval configuration, abuse cases, observed approvals and denials, and accepted residual risk. Treat the ability to join agent-side and SaaS-side records as something to verify in each product, not an assumption.
7. Test indirect prompt injection and data exposure
Map every untrusted input path
List content the agent can ingest: inbound email, shared documents, tickets, web pages, calendar entries, retrieved records, code repositories, and API responses. For each source, ask whether an instruction embedded in the content could cause the agent to invoke a permitted tool, read unrelated records, export data, send an external message, or alter a system.
Run controlled abuse cases
Under an authorized security program, test representative cases such as:
- A document instructing the agent to search another user’s files and attach the results.
- An email that tells the agent to forward confidential content to an external address.
- A web page or API response that changes a previously approved target or parameter.
- A retrieved record that attempts to reveal credentials or hidden system instructions.
- A prompt that asks the agent to grant itself a role or create a new integration.
Review input boundaries, sanitization, retrieval filters, memory persistence, tool scopes, approval rules, sensitive-data handling, and alerts. External content must remain untrusted even when it comes from a normally reputable SaaS system. OWASP identifies direct and indirect prompt injection, tool abuse, privilege escalation, data exfiltration, excessive autonomy, and high-impact action abuse as agent risks, and recommends input handling, human oversight for high-risk actions, monitoring, and structured evidence.

8. Reduce access without breaking the task
Apply least privilege in layers
- Remove unused connections. Revoke integrations and grants with no current owner or business purpose.
- Split read and write paths. Give routine retrieval a read-only identity; place mutation and export functions behind a separate executor.
- Constrain resources. Replace tenant-wide or wildcard grants with named projects, folders, repositories, record types, mailboxes, or API operations.
- Shorten authority. Prefer just-in-time or task-bound credentials for sensitive work; set explicit expiry and one-use approvals where feasible.
- Separate environments. Use different identities and secrets for development, test, and production, and prevent cross-environment replay.
- Require approval for impact. Put human or policy approval immediately before high-impact execution, with the exact target and parameters in the approval record.
- Protect the data path. Filter retrieval results, minimize fields returned to the model, redact sensitive values where the task permits, and prevent secrets from entering prompts or logs.
- Make revocation routine. Test revocation during agent retirement, operator offboarding, incident response, and ownership transfer.
Document exceptions
If a SaaS product cannot provide the required granularity, record the limitation, affected data, compensating controls, owner, monitoring, and a review date. Do not describe a tenant-wide role as least privilege merely because the agent normally uses one endpoint. Provider capabilities and event detail vary by product and edition, so validate the exact behavior in the tenant under audit.

9. Compare audit approaches by capability, not by brand
When evaluating an identity, gateway, SaaS-management, or agent-security control, score it against the same questions:
| Capability | Evidence to require |
|---|---|
| Identity attribution | Distinct agent, operator, service, and delegation identifiers in inventory and logs. |
| Permission granularity | Controls for tool, action, resource, data class, and read/write mode. |
| Credential lifecycle | Scope, audience, lifetime, storage, rotation, revocation, and reuse reporting. |
| Execution enforcement | Independent checks of actor, exact call, target, parameters, approval freshness, and atomic consumption. |
| Evidence quality | Joinable agent and SaaS events with integrity, retention, and incident retrieval. |
| Coverage and oversight | Visibility into sensitive reads and writes, indirect prompt-injection paths, and actions requiring human approval. |
These criteria expose a common weakness: a tool may show the permissions configured in an agent but not the effective SaaS role, or show SaaS events without identifying which agent initiated them. Require a demonstrated trace for both sides before treating coverage as complete.
10. Turn the audit into a repeatable control
Set triggers for reassessment
Repeat the audit when an agent changes model or version, gains a tool, changes its retrieval source, moves environment, receives a new role, changes owner, or connects to a new SaaS tenant. Also reassess after a security incident, a material SaaS permission change, or an unexplained log gap.

How do I answer the four questions stakeholders ask most?
How do I audit what an AI agent can access?
Inventory its tools and SaaS principals, then test effective permissions at the operation, resource, data, and read/write levels. Do not rely on the agent’s prompt or documentation; inspect the identity-provider grants, executor policy, and SaaS role.
How can I see which apps and data an AI agent can reach?
Join the agent inventory to OAuth grants, service accounts, API clients, tool configuration, retrieval indexes, and SaaS-side principals. For each connection, list the specific resources and fields returned, not only the application name.
How do I tell what an AI agent did in our SaaS apps?
Correlate the initiating request, agent run ID, tool call, policy decision, credential or client ID, and SaaS event ID. If the SaaS log shows only a shared user or generic integration, report that attribution gap and preserve the surrounding agent-side evidence.
Does my AI agent use my credentials or its own account?
Inspect the credential used on a representative call and compare it with the principal recorded by the SaaS provider. A user-consent flow can still result in an application or service identity; only the token claims, client configuration, and SaaS event establish what was used.
How do I limit an AI agent’s access to business data?
Remove unnecessary tools, separate read from write, restrict resources and fields, shorten credential lifetime, isolate environments, require exact-call approval for high-impact operations, filter untrusted retrieval sources, and test revocation. Record any provider limitation as an exception with an owner and review date.
