An industrial parcel is suitable for an AI data center only when it can deliver the required electrical load, cooling and water services, connectivity, buildings and expansion space on an approvable schedule. Industrial zoning, a large acreage figure or a nearby transmission line is not proof of any of those things.

Start by defining the proposed facility: initial and ultimate IT megawatts, deployment phases, commissioning date, availability objective, rack density, cooling design, backup strategy and operating profile. Test those assumptions with the serving utilities, grid operator, engineers and permitting authorities. A site should advance only when critical claims are supported by written, parcel-specific evidence.

What “suitable” means for an AI data center

Suitability is a fit between a particular project and a particular parcel. There is no universal minimum acreage, megawatt capacity, water volume or approval period established for every AI data center. A training cluster with very dense liquid-cooled racks has different requirements from a smaller inference facility, and a phased campus has different land and utility needs from a single building.

Write the project brief before rating land. At minimum, record the following assumptions:

Project variable What to define Why it changes site requirements
IT load Initial MW, ultimate MW, rack density and growth curve Determines generation, substations, feeders, cooling plant and building size
Schedule Target energization, first compute, expansion dates and acceptable delay Sets the value of an available connection and the risk of network or permit upgrades
Resilience Availability target, redundancy design, backup duration and maintenance strategy Changes the number of utility feeds, generators, fuel systems, batteries and cooling trains
Cooling Air, evaporative, direct liquid, immersion or hybrid approach Changes water, sewer, electrical, mechanical, noise and climate exposure
Operations Staffing, security, logistics, telecommunications and noise profile Determines road, fiber, workforce, zoning and community requirements

Use these assumptions consistently. Changing the load or cooling concept halfway through diligence can invalidate a utility study, water estimate, layout and environmental review.

A seven-stage site assessment

1. Define the facility and its expansion phases

Prepare a one-page design basis that a utility, civil engineer and planning officer can understand. State the continuous IT load, peak facility demand, power factor assumptions, number of halls, commissioning sequence and ultimate campus size. Distinguish IT load from total facility demand: chillers, pumps, fans, power-conversion losses, lighting and auxiliary systems add to the utility requirement.

Describe the workload and rack profile. High-density accelerator racks may require liquid cooling even when a conventional server room would not. Note whether the site must support dense training runs, latency-sensitive inference, or a mixed fleet. Include the desired operating date and the latest date that still makes the project viable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set a resilience objective in plain language. For example, state whether a single planned maintenance event may interrupt service, whether independent utility paths are required, and how long backup systems must carry critical loads. Do not label a design “redundant” until the electrical and mechanical one-line diagrams show independent paths and fuel or recharge assumptions.

2. Prove that power can be delivered on schedule

Identify the serving electric utility, distribution company and transmission or market operator. Ask each for the applicable interconnection process and obtain written answers rather than relying on a broker’s map or a line visible from the property.

  • What capacity is deliverable to this parcel at the requested energization date?
  • Which substation, transformer, feeder or transmission upgrades are required?
  • What study stages, deposits, milestones and cost responsibilities apply?
  • Is the quoted capacity firm, conditional, interruptible or dependent on future projects?
  • What easements, rights-of-way, switching equipment and protection studies are needed?
  • How will the utility handle the proposed expansion phases?

Proximity to a high-voltage line proves only physical proximity. It does not establish spare transformer capacity, a feasible tap, available fault duty, an approved route or a connection date. Federal siting criteria emphasize access to high-voltage transmission and unused capacity, while the Department of Energy’s April 2025 request for information asks developers for grid, substation, capacity and timing details. Those are due-diligence priorities, not a guarantee of service.

Evaluate generators, batteries, fuel cells or other on-site resources as separately engineered and permitted systems. Confirm fuel delivery, emissions approvals, noise limits, interconnection rules, operating hours and black-start behavior. Do not count on-site generation as firm replacement capacity until its equipment, fuel supply, permits and operating controls are documented.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Request a utility letter that names the parcel, voltage, connection point, study status, upgrade scope, estimated dates and assumptions. If the utility will provide only a preliminary indication, classify power as an open risk rather than as available capacity.

3. Establish water, wastewater and cooling feasibility

Cooling is both a thermal-design decision and a water-rights decision. Document the source, legal entitlement, maximum and seasonal volumes, drought restrictions, quality, pressure, delivery infrastructure and competing users. Obtain written confirmation from the water provider or rights holder; a municipal main near the boundary does not prove that it can supply a large continuous load.

Model water use for normal operation, peak ambient conditions, maintenance and each expansion phase. Include treatment, blowdown, makeup water and fire-protection demand. Verify sewer capacity, discharge limits, pretreatment requirements, outfall location and whether a new pipeline or pumping station is needed. Check the reliability of both supply and discharge during drought, heat waves, freezes and utility outages.

Compare cooling concepts against the local climate and compute density:

Cooling approach Questions to resolve Typical site implications
Air-cooled Can heat be rejected during the hottest design hours without unacceptable fan energy or noise? May reduce process-water demand but can require large outdoor equipment and substantial electrical capacity
Evaporative or hybrid Are water rights, treatment, drought allowances and wastewater capacity secure? Can improve hot-weather efficiency while increasing water infrastructure and reporting obligations
Direct liquid cooling What coolant, heat exchangers, filtration, leak detection and service procedures are required? Supports dense racks but changes mechanical rooms, maintenance and fluid-management requirements
Immersion or other specialized systems Are suppliers, fire controls, recovery procedures and operating skills available locally? May reduce air-side equipment while introducing specialized tanks, fluids and handling processes

The Department of Energy specifically asks how water and sewer requirements vary with cooling technology and asks about options for hot, humid or water-limited locations. Australia’s national expectations published March 23, 2026, provide a jurisdiction-specific example: they call for efficient cooling, resilient water sourcing, non-potable or circular-water options where practicable, water reporting and local coordination. Those expectations do not automatically apply outside Australia.

Record a water balance signed by the mechanical engineer and utility provider. If the design depends on recycled water, seasonal storage or an industrial discharge permit, show the legal instrument, capacity and backup path—not just an intention to obtain one.

4. Confirm that the parcel is physically buildable

Obtain a current boundary and title survey. Map easements, rights-of-way, setbacks, restrictive covenants, pipelines, drainage channels and utility corridors. Confirm that the usable area—not merely the gross acreage—can accommodate data halls, substations, generators, cooling equipment, fuel or battery compounds, stormwater controls, fire access, parking, construction staging and future phases.

Commission geotechnical and civil investigations covering bearing capacity, settlement, expansive or corrosive soils, groundwater, seismic conditions, slope stability, drainage and grading. Review flood maps and other natural-hazard data, then verify them with a site-specific study. Assess wildfire, wind, hail, extreme heat, freezing, lightning and seismic exposure where relevant to the location.

Federal Executive Order 14141 identifies “sufficient terrain with appropriate land gradients, soil durability, and other topographical characteristics for frontier AI data centers” as a consideration for a federal siting initiative. The wording is a useful prompt for investigation, not a private-sector pass/fail standard.

Test construction logistics. Measure turning radii and bridge limits for transformers, generators and modular equipment; identify crane pads and laydown areas; check road weight limits; and determine whether construction traffic can reach the parcel without unsafe or prohibited routes. A site that can hold a building but cannot receive its transformer or cooling modules is not construction-ready.

5. Verify fiber, roads and operating support

Map high-capacity telecommunications routes and ask carriers for serviceability, delivery dates, latency, repair access and route diversity. Require physically diverse entrances where the availability objective depends on more than one path. Confirm that ducts, poles, rail crossings and rights-of-way can support the proposed routes.

Assess permanent and construction access separately. Review road capacity, emergency response times, bridge and pavement ratings, winter or flood closures, employee commuting and heavy-haul permits. Locate nearby contractors, fuel suppliers, spare-parts logistics, laboratories and qualified technicians. DOE’s site-information request asks about workforce and security because operating capability is part of feasibility, not an afterthought.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan physical security around the actual threat model: perimeter, gates, surveillance, lighting, delivery screening, standoff distances, visitor control and communications during an outage. Coordinate security layouts with fire access, emergency services and local authorities.

6. Map zoning, permits and environmental review

Ask the planning authority to confirm whether data-center use is permitted on the parcel and whether ancillary substations, generators, fuel storage, cooling towers, batteries, offices and access roads are allowed. “Industrial” is a land-use category, not an automatic approval for a high-load computing campus.

Obtain a written list of approvals and their dependencies. It may include conditional-use or rezoning action, site-plan approval, building and electrical permits, air permits for generators, water-appropriation or discharge authorizations, stormwater permits, wetlands or protected-water reviews, tree or habitat approvals, noise permits and fire-code review. Identify which agency leads each decision and whether state, tribal, regional or national review also applies.

Order environmental due diligence that matches the site history and jurisdiction. Investigate contamination, regulated substances, protected species, cultural resources, floodplains, wetlands, air quality, traffic, noise, light and effects on nearby communities. Preserve all title, survey, geotechnical, utility and environmental records in a common data room so later reviewers can trace assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Federal criteria mention land-use restrictions, rights-of-way, air quality, waters, community effects, telecommunications, roads and security. They help organize questions but do not replace current local law or guarantee an approval.

7. Evaluate community and long-term operating resilience

Model effects on water users, electricity customers, traffic, noise, air quality, visual character, emergency services and local employment. Engage affected communities early enough to change the design. Explain the expected load, cooling method, generator testing, construction period, truck movements and mitigation measures in terms residents can evaluate.

Check whether the local grid, water system, roads and emergency services can withstand the project during heat waves, drought, storms or fires. Define operating contingencies for a utility outage, fiber cut, fuel disruption, cooling-water restriction and loss of a critical contractor. Resilience is not just the number of backup devices; it includes access, staffing, supplies and recovery procedures.

Workstream Minimum evidence Hold point
Power Utility and grid-operator correspondence, study status, connection point, upgrade scope, cost allocation and milestone dates No firm project schedule until deliverability and timing are documented
Water and cooling Water-right or provider confirmation, seasonal balance, quality data, sewer/discharge capacity and selected cooling basis Do not freeze the mechanical design while supply or discharge is speculative
Land Survey, title and easement review, geotechnical report, hazard screening, grading concept and construction logistics plan Do not rely on gross acreage or an unverified flood or soil assumption
Connectivity Carrier serviceability, route map, diversity plan, latency requirement and road/haulage review Do not promise production availability from a single unconfirmed route
Approvals Written zoning interpretation, permit matrix, environmental constraints map and schedule Escalate any use, emissions, water or habitat issue that lacks an agency answer
Operations and community Workforce plan, security concept, emergency coordination, traffic/noise assessment and engagement record Revise the design if mitigation cannot be funded or permitted

How to compare several industrial parcels

Apply identical project assumptions to every candidate. A parcel with a lower purchase price can be inferior if it needs a long transmission upgrade, a new water pipeline or extensive soil improvement. Compare at least these axes:

Comparison axis Questions Risk signals
Power and schedule How much capacity is deliverable, by what date, at what upgrade cost? Only a nearby line, no study, conditional capacity or undefined queue position
Water, cooling and climate What source, volume, quality, discharge and cooling design work in every season? Unsecured rights, drought exposure, no sewer capacity or an untested cooling concept
Buildability How much usable land remains after setbacks, hazards and infrastructure? Settlement, flood, slope, contamination, easement or heavy-haul constraints
Connectivity and logistics Are diverse fiber paths and construction routes available? Single carrier route, weak bridges, long detours or no staging area
Approval path Which permits and reviews are needed, and can they fit the schedule? Unclear data-center use, unresolved environmental constraints or political opposition
Operating context Can the community, workforce, emergency services and suppliers support the campus? Persistent staffing gaps, water conflict, inadequate roads or weak emergency response
Total cost and schedule risk What is the combined land, utility, civil, mechanical, permitting and delay exposure? Large unpriced contingencies or benefits that depend on unapproved assumptions

There is no validated universal scorecard or set of weights. If you score parcels, publish the assumptions, evidence date and treatment of unknowns. Keep “unknown” separate from “fails”; an unresolved utility study is a decision gate, not proof that the parcel can never work.

What current government examples do—and do not—prove

United States federal siting criteria

Executive Order 14141, issued January 14, 2025, lists terrain and soils, community and resource effects, proximity to high-voltage transmission and unused capacity, air-quality context, waters relevant to permitting, land-use and right-of-way restrictions, telecommunications, roads and national-security considerations for identifying potential federal AI infrastructure sites. It is a policy-specific federal framework, not general private-site law.

Department of Energy request for information

The Department of Energy’s April 10, 2025 request for information asks about acreage, water and sewer, natural hazards, topography, geology, zoning, permits, cooling technology, grid and interconnection details, environmental documentation, workforce and security. It is a checklist of information the agency considers useful; it is not a site approval or a universal design specification.

Australia’s 2026 expectations

Australia’s Department of Industry, Science and Resources published national expectations on March 23, 2026. They address additional clean generation or storage, grid costs and flexibility, efficient energy use, locally appropriate water and cooling, resilience, water reporting, community engagement and workforce. Their legal and policy effect depends on the Australian context and does not extend automatically to another country.

ERCOT’s 2026 data-center information request

ERCOT describes an information request for projects of 25 MW or more pursuing interconnection. It asks about grid dependence, on-site generation, water, cooling, noise, light, traffic and ownership. The page listed an October 12, 2026 response deadline and a report planned on or before December 10, 2026. Because October 12 has passed as of October 17, 2026, verify the current page before relying on that schedule. The 25 MW threshold is specific to that request, not a universal definition of a large data center.

DOE land initiative

The Department of Energy has described an initiative to consider AI infrastructure on DOE lands and identified 16 potential sites. That number describes the scope of a federal-property program; it does not mean those sites are approved, nor does it make a private industrial parcel eligible.

Common failure modes and recovery actions

“There is a transmission line next door.”

Obtain a written interconnection study and upgrade schedule. If the utility cannot identify a feasible connection point and deliverable capacity, classify the parcel as unproven.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The zoning is industrial, so approval is automatic.”

Request a formal use interpretation and permit matrix covering data halls, substations, generators, fuel, batteries, cooling equipment, noise and emissions. Redesign or pursue the required land-use action before acquisition.

“The city main has plenty of water.”

Ask for seasonal capacity, legal availability, quality, pressure, drought rules, sewer limits and competing demand. Select a lower-water cooling design or secure recycled, stored or alternative supplies if the original source cannot support the load.

“The parcel is large and flat.”

Subtract easements, setbacks, flood areas, stormwater facilities, substations, cooling yards, roads and expansion reserves. Fund geotechnical and drainage work before treating the remaining area as buildable.

“A single fiber route is enough.”

Require carrier confirmation and a physically diverse second path. If diversity is impossible, change the availability architecture or reject the site for workloads that cannot tolerate a route outage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Decision framework

Classify the parcel only after the project assumptions and evidence register are complete:

  • Advance: power, water, land, connectivity and approvals have written evidence compatible with the schedule, and remaining risks have funded mitigations.
  • Hold: one or more critical items are unresolved but a defined utility study, permit decision or engineering investigation has a credible owner and date.
  • Reject or redesign: a fatal constraint exists, such as unavailable power on the required schedule, legally unavailable water, an unmitigable hazard, prohibited use or no workable access and connectivity.

The defensible answer to “Can this industrial property support an AI data center?” is therefore conditional: it can support the project only when parcel-specific utility, engineering, environmental and regulatory evidence matches the stated load, cooling design, resilience objective and schedule. Anything less is a lead for diligence, not a suitable site.
