AI infrastructure spending is not a bubble merely because it is growing quickly. The test is whether the cash flows, utilization and durable customer commitments that eventually support today’s compute, power and data-centre investment are keeping pace with the capital being deployed. A sound assessment separates reported spending from plans, measures monetization rather than general technology revenue, checks who bears financing risk and verifies that projects can actually obtain power, chips and grid connections.

The International Energy Agency (IEA) says five large technology companies spent more than USD 400 billion on capital expenditure in 2025 and expects that figure to rise another 75% in 2026. Those figures show scale, not proof of excess. The same IEA summary reports data-centre electricity demand up 17% in 2025 and AI-focused data-centre demand up 50%, while warning that not every announced project will be completed. The framework below helps you decide whether a particular company, project or spending wave is economically supported or depends on optimistic assumptions.

What “bubble” means in AI infrastructure

In this context, a bubble is a period when asset prices, construction commitments or equipment orders are based on expectations that cannot be justified by eventual revenue, cash flow and productive use. A buildout can be enormous and still rational if customers pay enough for the capacity, contracts are durable, financing costs are manageable and the assets retain useful value. Conversely, a project can become risky without any dramatic collapse if demand arrives late, prices fall, power is unavailable or debt obligations remain after customers leave.

“AI infrastructure” includes the data-centre buildings and electrical systems that host workloads, high-performance processors, networking, storage, cooling equipment, power contracts and the cloud capacity sold to customers. Spending may appear in a technology company’s capital-expenditure line, a cloud provider’s lease commitments, a specialist operator’s borrowing or a supplier’s inventory and purchase commitments. Looking at only one of those categories can hide where the risk sits.

No authoritative source currently provides a single bubble-probability percentage, a universal excess-capacity threshold or an industry-wide return on invested capital that settles the question. A defensible conclusion therefore weighs evidence across four dimensions rather than applying one ratio.

The four-part test

Dimension Question to answer Evidence that supports the buildout Evidence of vulnerability
Monetization Are AI-related revenues and cash flows growing enough to cover compute and facility costs? Disclosed AI revenue, healthy margins, operating cash flow and credible payback periods. Spending rises while AI revenue is not separately reported, margins deteriorate or cash payback depends on aggressive assumptions.
Utilization and demand quality Is installed capacity used by paying customers under durable commitments? High deployed utilization, multi-year contracts, prepayments and diversified customers. Announced capacity has no committed users, contracts are cancellable, customers are concentrated or demand depends on speculative future applications.
Financing and risk allocation Who funds the assets and who absorbs losses if demand disappoints? Strong balance sheets, matched maturities, transparent guarantees and creditworthy customers. Heavy debt, leases, supplier commitments or guarantees leave owners liable after revenue falls.
Physical delivery Can projects obtain land, power, chips, grid connections and capital on the required schedule? Secured sites, interconnection agreements, equipment deliveries and commissioning milestones. Grid queues, delayed shells, chip shortages, rising electricity costs or projects that work only if every deadline is met.

This is an analytical framework, not a published IEA scoring model or an investment recommendation. Use consistent periods and distinguish actual results from commitments and forecasts.

Step 1: Separate what has been spent from what is merely planned

Start with a timeline for each company or project. Put cash capital expenditure, signed commitments and announced plans in separate columns. Identify whether an amount covers servers, buildings, land, power infrastructure, networking, leases or acquisitions. A headline total can combine several years and different asset types, making a rapid percentage increase look more meaningful than it is.

Spending category What to record Why the distinction matters
Reported capex Cash paid or capitalized during a stated quarter or year. It is an observed outflow, although it may support capacity that is not yet productive.
Committed capex Signed purchase orders, leases, construction contracts and supplier obligations. The company may owe the money even if customer demand changes.
Planned capex Management guidance, announced campuses and projects without final approval. Plans can be delayed, resized or cancelled; they are not evidence of completed capacity.

The IEA’s 2026 Key Questions on Energy and AI executive summary says capital expenditure by five large technology companies exceeded USD 400 billion in 2025 and is expected to increase another 75% in 2026. The 2026 number is an expectation, not a reported result, and the IEA says not all announced data-centre projects will come to fruition. Treating the forecast as money already spent would overstate both capacity and bubble risk.

Step 2: Test monetization, not general technology revenue

Revenue from an entire company does not show whether its AI infrastructure earns an adequate return. Seek an AI-cloud, accelerated-computing or data-centre revenue figure for the same period as the spending. If the company does not disclose one, mark the value as “not stated” rather than allocating all company growth to AI.

Calculate the cash-flow bridge

  1. Record AI-related revenue, if separately disclosed, for a consistent quarter or year.
  2. Subtract the directly attributable costs that are disclosed, such as electricity, hosting, depreciation, networking and personnel. If a cost is not disclosed, label the margin estimate incomplete.
  3. Compare operating cash flow with cash capex. A positive operating-cash contribution does not prove that a new facility has paid back its construction cost, but a persistent gap identifies funding dependence.
  4. Ask what utilization and price assumptions are required for payback. Run a lower-price and lower-utilization case instead of accepting a single management forecast.

Infrastructure can be economically useful even when a company does not yet report a standalone AI margin, but the uncertainty should reduce confidence in precise return claims. A project that requires high prices, full utilization and uninterrupted power simultaneously is more fragile than one that remains cash-positive under conservative conditions.

Watch for circular or low-quality revenue

Check whether the largest customers are also suppliers, investors or financing partners. Transactions within a tightly linked ecosystem can expand reported revenue while leaving ultimate demand uncertain. Examine customer concentration, payment terms, prepayments and cancellation rights. Revenue backed by a multi-year contract with a creditworthy customer is different from capacity reserved by a start-up that can exit when funding tightens.

Step 3: Measure utilization and the quality of demand

Installed capacity is not the same as productive capacity. A facility may be built but awaiting chips, grid energization, cooling upgrades or customer workloads. Ask for both physical availability and billable utilization.

Evidence to collect

  • Megawatts energized and servers commissioned, not just announced.
  • Percentage of capacity under contract and the portion actually drawing power.
  • Average contract duration, renewal rates, minimum-spend clauses and prepayments.
  • Customer concentration and the financial strength of the largest users.
  • Cancellation, take-or-pay and termination provisions.
  • Pricing per unit of compute and how quickly prices are declining.

Demand growth can coexist with overbuilding. The IEA reports that global data-centre electricity demand increased 17% in 2025 and demand from AI-focused data centres increased 50%. Those are measurements of electricity use, not proof that every facility is profitable. Electricity can rise because workloads are shifted between sites, because inefficient equipment is running or because capacity is being tested before customers pay for it.

Distinguish durable demand from a queue of intentions

Rank demand evidence from strongest to weakest:

  1. Customers have paid deposits or prepayments and are already using commissioned capacity.
  2. Customers have signed multi-year contracts with minimum commitments and acceptable credit quality.
  3. Customers have non-binding reservations or letters of intent.
  4. Management cites a broad market opportunity without naming contracted workloads.

A project supported only by the last two categories should be stress-tested as speculative. A diversified customer base also matters: losing one large customer can strand capacity when a single tenant represents most of a site’s revenue.

Step 4: Map financing and who carries the downside

Large projects increasingly require outside funding. The IEA states: “Data centre investments have grown too large to be funded from company balance sheets alone, and large amounts of funding from capital markets will be critical for their buildout.” This describes sensitivity to financing conditions; it does not declare that a bubble exists.

Obligation Questions Stress signal
Debt When does principal mature, and what happens to interest coverage if prices or utilization fall? Large near-term maturities or floating-rate exposure with little cash buffer.
Leases Are buildings, servers or power capacity leased for longer than customer contracts? Fixed lease payments remain after customers cancel.
Supplier commitments Must the company buy processors, networking gear or electricity at predetermined prices? Inventory or minimum purchases become uneconomic when resale prices decline.
Guarantees and joint ventures Is the company responsible for a partner’s financing or construction obligation? Contingent liabilities become cash claims during a downturn.
Customer credit Can customers pay through the contract term? Revenue is concentrated in highly leveraged or venture-funded customers.

External financing can accelerate useful capacity, but it transfers sensitivity to interest rates, credit spreads and investor risk appetite. Compare the timing of debt service with the timing of contracted cash receipts. A project whose debt starts before power and customer revenue are available has a different risk profile from one funded after commissioning.

Step 5: Verify physical delivery

Returns depend on functioning infrastructure, not announcements. For each site, verify land control, permits, substation and transmission access, construction progress, equipment delivery and commissioning dates. A high demand forecast cannot compensate for a facility that cannot draw electricity or receive the required processors.

Power and grid constraints

The IEA’s 2025 Energy and AI report estimates that data centres used 415 TWh of electricity in 2024, about 1.5% of global electricity consumption. Its base case projects around 945 TWh in 2030. That 2030 figure is a scenario projection, not a measured outcome; the IEA highlights uncertainty from AI adoption, efficiency improvements and energy-sector bottlenecks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The same report estimates that around 20% of planned data-centre projects could face grid-related delays. The percentage is a global estimate, not a prediction that any particular site will be delayed. Local effects can be much larger because demand is concentrated in particular power and data-centre clusters.

Use a delivery checklist

  • Land: Is the site controlled, permitted and suitable for the required footprint?
  • Grid connection: Is there a signed interconnection agreement, energization date and adequate transmission capacity?
  • Generation: Are power-purchase agreements or on-site generation available at a known cost?
  • Facility: Is the data-centre shell complete, and can it support the cooling density of the intended equipment?
  • Chips and networking: Are delivery dates confirmed, with alternatives if a supplier slips?
  • Commissioning: When will the first customer workloads run, and what acceptance tests must pass?

Record each milestone as secured, contracted, under construction or aspirational. A project that reaches operation two years late may miss the pricing window that justified its original financing.

What company filings can—and cannot—tell you

NVIDIA’s infrastructure disclosures

NVIDIA’s 2026 quarterly filing says customer deployments can be constrained by infrastructure availability and capital. It identifies land, power, data-centre shells and financing as necessary inputs, and describes commitments connected to AI-cloud partners. The filing warns that changed market conditions could adversely affect the company’s financial results.

IREN’s monetization warning

IREN’s fiscal 2026 filing describes its move toward AI Cloud Services and says planned investments may outpace monetization. It also identifies profitability, capital requirements, electricity costs, execution and infrastructure retrofits as risks.

This is a useful example of why announced capacity should not be treated as successful monetization. It is company-specific evidence, not an industry-wide statistic. Compare the company’s planned spending with commissioned capacity, customer contracts and the cash required to complete the retrofit.

Build three scenarios instead of one forecast

For every major project, create at least three cases with the same time horizon:

Case Demand assumptions Cost and delivery assumptions Interpretation
Base Contracted customers renew and new demand grows at management’s central estimate. Power, chips, financing and construction arrive near the stated schedule. Shows expected economics, but does not test resilience.
Constrained demand Lower utilization, falling compute prices, delayed applications or a lost major customer. Construction completes but interest and electricity costs remain fixed. Shows whether obligations can be met without optimistic growth.
High growth Rapid adoption and full utilization. Equipment and grid access arrive on time with stable financing. Useful for capacity planning, but not evidence that the case is probable.

Then vary one input at a time: utilization, price per compute unit, electricity cost, construction delay, interest rate and customer churn. A project that remains viable when one assumption deteriorates has more margin for error than one that fails after a modest change.

Axis Data to enter Warning question
Spending Reported, committed and planned capex by period and infrastructure type. How much is already paid, and how much can still be cancelled?
Monetization AI revenue, disclosed gross margin, operating cash flow and payback assumptions. Are AI cash flows growing with the asset base?
Utilization Commissioned capacity, billable use, contract duration, cancellations and prepayments. Is capacity used by paying customers today?
Customer quality Concentration, credit quality and minimum-spend commitments. Could one customer failure strand the site?
Financing Cash funding, debt, leases, guarantees, supplier commitments and maturities. Who pays if revenue arrives late?
Delivery Power access, grid date, construction milestones, chips and commissioning. What physical dependency could delay revenue?
Uncertainty Base, high-growth and constrained-demand outcomes, including efficiency assumptions. Does the project work only in the optimistic case?

Do not combine these rows into a false precision score unless you can justify the weights. The value of the scorecard is that it exposes missing evidence and makes comparisons consistent.

Warning signs and reassuring signs

Warning signs

  • Planned capacity is repeatedly announced while commissioning dates move back.
  • AI revenue is not separated from broader company revenue, yet management attributes all growth to AI.
  • Utilization data is absent while capex and debt commitments accelerate.
  • A small number of financially weak customers account for most contracted demand.
  • Projects require full utilization, falling equipment costs and cheap financing simultaneously.
  • Grid connection, power pricing or chip delivery remains uncertain after financing is committed.
  • Lease, guarantee and supplier obligations extend beyond customer contracts.

Reassuring signs

  • Reported AI-related cash flow grows alongside commissioned capacity.
  • Contracts include meaningful duration, minimum payments and creditworthy counterparties.
  • Customer concentration is disclosed and declining over time.
  • Debt maturities match the expected ramp in operating cash flow.
  • Sites have secured power, construction milestones and delivered equipment.
  • Management publishes sensitivity to utilization, prices, energy costs and delays.
  • The project remains viable under a constrained-demand case.

Common analytical mistakes

Confusing electricity demand with profitability

Electricity consumption is evidence that equipment is running, not that customers pay enough to cover capital and operating costs. The IEA’s energy projections should not be used as a proxy for AI revenue or data-centre returns.

Treating forecasts as results

The expected 75% capex increase for 2026 and the projected 945 TWh of data-centre use in 2030 are forward-looking figures. Label them as expectations or scenarios each time they are used.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Generalizing from one filing

NVIDIA’s commitments and IREN’s monetization warning illustrate different exposures. Neither is a representative sample of all infrastructure providers.

Counting announced megawatts twice

Capacity may appear in a developer’s project pipeline, a cloud customer’s reservation and a supplier’s order book. Reconcile ownership and timing before treating the figures as separate demand.

Ignoring time

Revenue that arrives after a two-year grid delay may not support the debt, lease or equipment pricing assumed at approval. Put every obligation and milestone on the same calendar.

How to reach a careful conclusion

Conclude at the level supported by the evidence. You might find that spending is large but backed by contracted demand and delivered capacity; that demand is real but financing or grid delays make returns fragile; or that a specific project depends mainly on uncommitted future customers. These are more informative conclusions than declaring the entire sector a bubble.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The strongest assessment states what is observed, what is forecast and what remains undisclosed. It compares monetization with spending, utilization with installed capacity, obligations with customer quality and physical delivery with the schedule used in the financial model. Rapid capex growth raises the need for this analysis; it does not answer the question by itself.
