A site is suitable for a wind farm only when its wind resource, grid connection, planning prospects, environmental effects, constructability and economics work together. A windy parcel can fail because export capacity is unavailable, roads cannot carry components, protected habitats cannot be mitigated, or the planning authority will not accept the visual and residential impacts.

Use a staged screen: define the project and jurisdiction, test the wind resource, investigate grid capacity, map planning and land constraints, check access and ground conditions, scope environmental and community studies, then compare alternatives. Treat an initial map review as a way to decide what to investigate next—not as proof that the project is viable.

What “suitable” means in a wind-farm assessment

Suitability is a project-specific decision, not a single wind-speed cutoff or universal setback distance. The answer changes with turbine size, the number of machines, onshore or offshore construction, the country’s planning rules, the network operator, nearby receptors and the intended financing standard.

A useful assessment produces enough evidence to decide whether to spend more on measurement, engineering, surveys and permitting. It should identify fatal constraints early, quantify the uncertainties that remain, and show how different candidate sites compare. A desktop screen, a planning application, a bankable energy assessment and a final engineering design are different deliverables; do not describe one as another.

1. Define the project before judging the land

Write down the assumptions that determine every later check. If they are left vague, a site can appear suitable simply because the assessment is being made against an unrealistically small or unspecified project.

Specify the physical project

  • Technology: onshore or offshore wind; turbine make and model can remain provisional, but record an envelope for hub height, rotor diameter, tip height and foundation type.
  • Scale: approximate turbine count, installed capacity and the area needed for roads, crane pads, substations, temporary compounds and cables.
  • Operating assumptions: expected commissioning window, design life, maintenance strategy and whether battery storage or other generation will share the connection.
  • Land control: ownership, leases, easements, access rights and the ability to secure cable and substation corridors.

Fix the location and legal context

Record the country, state or province, local planning authority, utility or transmission operator, marine jurisdiction where relevant, and all parcels that might be needed. Permitting routes and environmental rules are jurisdiction-specific. UK policy examples below illustrate the type of analysis required; they are not universal requirements for projects elsewhere.

Also define the decision you need now. A landowner may need a rapid “investigate or reject” screen, while a developer seeking finance needs measured data, a defensible energy-yield model, a grid offer and consent evidence. The same land can pass the first test and fail the second.

2. Screen the wind resource, then measure it properly

Start with authoritative wind-resource maps and any available anemometer or reanalysis data at a scale appropriate to the terrain and project. In the United States, the Department of Energy’s WINDExchange siting material identifies wind-resource maps and anemometer data as core inputs. Maps are useful for ranking broad areas, but their resolution, modelling assumptions and treatment of complex terrain limit what they can prove about a particular turbine position.

Check whether the resource is plausible

  • Compare mean wind speed and wind-power density at a height relevant to the proposed turbine, not only at a standard map height.
  • Look for terrain complexity, ridgelines, forest roughness, buildings and surface changes that can create speed-up, turbulence or flow separation.
  • Review seasonal and directional patterns. A strong annual average can conceal turbulence, icing, extreme winds or a direction that is blocked by terrain.
  • Check whether the map period and measurement record represent the climate period used for long-term energy estimates.

Move from screening to a bankable resource assessment

For a promising site, commission suitably robust measurement and modelling. That normally means a measurement campaign designed around the proposed turbine envelope and terrain, quality-controlled data, correlation to a long-term reference period, wake and loss modelling, and an uncertainty statement. The appropriate method depends on project scale, financing requirements and local conditions; a consumer weather station cannot establish wind-farm viability.

For offshore projects, UK National Policy Statement EN-3 says an applicant may collect wind-speed data with an anemometry mast or a similar method for economic modelling. The policy leaves the judgement about wind suitability and economics to the applicant. The practical lesson is to gather data capable of supporting the investment decision, rather than treating a map colour as a yield guarantee.

Record the limits of the result

Label each estimate as preliminary, development-grade or finance-grade. State the measurement height, period, terrain model, assumed turbine, wake losses and uncertainty. If those details are unknown, the output is a screening indication only and should not be used to promise annual generation or revenue.

3. Test grid feasibility before investing heavily

Grid connection is often the decisive constraint. Identify plausible connection points and ask the network operator for the available capacity, voltage level, fault-level and stability requirements, connection queue position, reinforcement scope and indicative timeline. Map the route for overhead lines or underground cables, including land rights and crossings.

Why a windy site can still be uneconomic

UK EN-3 highlights local network capacity as critical to technical and commercial feasibility. Distance to the connection point and the voltage at which the project can connect can materially change cost and feasibility. A remote site may need long export infrastructure, substations or network reinforcement; a nearby connection may have no spare capacity or may require a connection date that misses the project’s commercial window.

Questions to answer at the early stage

  • Where is the nearest technically plausible connection, and is it on the distribution or transmission network?
  • What export capacity is available after considering existing and queued generation?
  • Would curtailment, reactive-power equipment, synchronous compensation or battery storage be required?
  • Can the cable or line route cross protected land, highways, railways, rivers or third-party property?
  • What studies, deposits, reinforcement payments and milestones does the network operator require?

Keep the grid response in writing and date it. Capacity and queue conditions change. An indicative response is not the same as a firm connection offer, and neither proves that planning consent will be granted.

4. Map planning, land-use and stakeholder constraints

Overlay the turbine envelope, access works, substation and cable corridors on current planning and environmental datasets. Review zoning and local ordinances, permitted development rules, protected sites, landscape and heritage designations, nearby homes, existing infrastructure and cumulative projects. The Department of Energy’s siting overview describes reviewing data, permits and ordinances as part of site selection.

Build a constraint register

Constraint What to check Decision implication
Planning policy and zoning Whether wind energy is an accepted use; required studies, consultation and hearing route; local design policies. May be a fatal prohibition, a consent risk or a manageable application requirement.
Land and rights Ownership, leases, access, cable easements, compulsory-acquisition powers and existing rights. A technically good layout may be unusable without control of every required parcel.
Homes and other receptors Distances, settlement pattern, occupied buildings, schools, workplaces and recreational areas. Drives noise, shadow-flicker, visual and health-related assessment in the applicable planning regime.
Landscape and heritage Designated landscapes, historic assets, protected views, archaeological potential and night lighting sensitivity. Can require layout changes, turbine reduction or extensive visual and heritage evidence.
Aviation, defence and communications Airspace, radar, navigation aids, military interests, airports and telecommunications links. May require technical mitigation, marking and lighting, or can prevent particular turbine positions.
Cumulative development Operating, consented and proposed wind farms and other tall infrastructure in the affected viewshed or ecological area. Effects are assessed together; a site that looks acceptable alone may fail cumulatively.

Check aviation early

Turbines can affect radar, navigation aids, instrument procedures and safeguarding zones. The UK Civil Aviation Authority’s current CAP 764 is version 7.1, dated 10 September 2026. Use the current aviation guidance and consult the relevant airport, defence and navigation stakeholders rather than applying a generic distance rule.

5. Prove that the site can be built and maintained

Onshore access and ground conditions

Model the complete delivery route from port, factory or highway to each turbine position. Check bridge limits, turning radii, gradients, road widths, overhead lines, culverts, property rights and the temporary works needed for abnormal loads. Then test whether cranes, concrete deliveries, electrical equipment and maintenance vehicles can reach the site in the weather conditions expected during construction and operation.

Review topography, drainage, flood risk, soil strength, rock, landslide susceptibility, peat and groundwater. UK EN-3 specifically identifies peat, hydrology and landslide-related information as relevant where appropriate. Early desktop geology is not a substitute for geotechnical investigation; it indicates where boreholes, trial pits, slope studies or foundation testing are needed.

Offshore buildability

Offshore assessment adds water depth, bathymetry, seabed geology, metocean conditions, foundation selection, inter-array cables, export cables, port capability and vessel access. Water depth and seabed conditions affect foundation design and installation. Cable corridors must be feasible for burial, protection, landfall and onshore grid works, while accounting for shipping, fishing, pipelines, military areas and other users.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan operations, not only construction

Confirm that cranes or specialist vessels can return for major component replacement, that roads and ports remain available, and that maintenance access does not create unacceptable ecological or community effects. A site that can be built once but cannot be serviced safely is not operationally suitable.

6. Scope environmental and community work around actual receptors

Environmental work should follow the effects that could occur at the proposed site and layout. Engage qualified specialists and the relevant statutory bodies early; survey duration and methods depend on geography, habitat, season, species and likely impact pathways.

Birds and bats

Potential effects include habitat loss, displacement, disturbance and collision. Map important habitats, flight paths, roosts, breeding areas, migration routes and feeding or commuting areas. Design survey effort around the species and effects that are plausible, and allow for seasonal fieldwork where required.

Natural England and Defra state in their England standing advice that “All wild birds are protected by law.” Their guidance gives an example of a significant-effect threshold of more than a 1% increase in background mortality when considering whether bird survey and monitoring may be needed. It also says an environmental impact assessment will usually be required in England in listed circumstances including more than five turbines or more than 5 MW. These are England-focused guidance statements, not worldwide thresholds; confirm the current law and the exact project category with the responsible authority.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bat surveys, habitat assessments and post-construction monitoring may also be needed where the receptor and impact pathway justify them. Do not infer that a site is low-risk because a desktop map shows no formal designation.

Noise and shadow flicker

Assess operational noise at representative sensitive receptors using the planning method required in the jurisdiction, including cumulative projects and reasonable operating modes. Shadow flicker depends on turbine geometry, sun position, latitude, receptor orientation and local weather; model it for occupied rooms or outdoor areas where the rules require it and specify curtailment or other mitigation if needed.

There is no single setback distance that is valid everywhere. Residential separation, noise limits, visual effects and shadow-flicker controls are set through the applicable planning framework and the project’s evidence. For UK onshore planning assessments, guidance published on 19 June 2026 replaces the 1996 ETSU-R-97 report; use the current guidance rather than an older template.

Water, habitats and other effects

  • Assess wetlands, streams, groundwater, erosion, flood risk and changes caused by roads, foundations, drainage and cable trenches.
  • Identify protected habitats, priority species, fisheries, marine mammals and seabed features relevant to the site type.
  • Evaluate landscape and visual effects from agreed viewpoints, including night lighting where aviation rules require it.
  • Check cultural heritage, archaeology, historic settings and community access or recreation.
  • Consider construction traffic, dust, vibration, waste, restoration and decommissioning obligations.

Make community engagement part of site design

Early engagement can reveal unrecorded uses, valued views, access routes, local wildlife knowledge and concerns about noise or construction. It also allows alternatives to be tested before the layout is fixed. Community input does not replace statutory assessment, but it can improve the evidence and reduce avoidable conflict.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Compare candidate sites with a transparent decision framework

When more than one site remains, compare the same assumptions and document who supplied each input. The following axes cover the main trade-offs; their weighting must reflect the project and jurisdiction rather than an invented universal score.

Comparison axis Evidence to compare Questions for the decision
Energy resource and confidence Measured or modelled wind, turbulence, extreme conditions, losses and uncertainty. Is the expected yield high enough, and how much does it depend on unverified assumptions?
Grid connection Available capacity, voltage, distance, route, reinforcement, queue and date. Can the project export power on an acceptable schedule and cost?
Planning and land-use fit Policy support, designations, rights, consultation and cumulative development. Is consent plausible, and what would have to change?
Environmental sensitivity Birds, bats, habitats, hydrology, marine receptors, mitigation and monitoring. Are effects avoidable, reducible or likely to remain significant?
Residential, landscape and heritage effects Noise, shadow flicker, visibility, protected views and historic settings. Can a compliant layout retain enough turbines to be viable?
Aviation and communications Radar, navigation, defence, airspace and telecommunications assessments. Is mitigation technically available and acceptable to the relevant stakeholder?
Access and construction Delivery route, port or road works, cranes, weather windows and logistics. Can the project be built and maintained safely?
Geotechnical and hydrological suitability Ground strength, foundations, slope stability, peat, drainage and seabed geology. Are unknown conditions likely to create major cost or schedule risk?
Cost, schedule and uncertainty Development studies, connection, civil works, mitigation, consent duration and data confidence. Does the risk-adjusted project still meet the investment case?

Use a written risk register alongside any scoring sheet. A low average score should not hide a fatal constraint such as an unavailable connection, an unresolvable radar objection or a legal prohibition.

8. A practical staged workflow

  1. Set the project envelope. Record onshore or offshore status, turbine dimensions, approximate capacity, land-control assumptions, connection target and jurisdiction.
  2. Run a desktop wind screen. Use authoritative maps and available data; flag terrain, turbulence, icing and measurement gaps.
  3. Map hard and soft constraints. Overlay planning designations, homes, heritage, aviation, communications, protected sites, waterways, access and existing projects.
  4. Ask the network operator early. Obtain a dated view of plausible connection points, capacity, voltage, reinforcement and queue timing.
  5. Check physical access and ground conditions. Trace component routes, assess slopes and drainage, and identify the surveys needed for foundations, roads and cables.
  6. Hold an early stakeholder meeting. Include planning officers, environmental bodies, aviation and defence contacts, utilities, landowners and affected communities as appropriate.
  7. Commission targeted surveys. Start wind measurement and the environmental, heritage, noise, visual, geotechnical and marine work indicated by the screening results.
  8. Iterate the layout. Move turbines, roads, cables and substations to avoid receptors and test whether mitigation leaves enough energy yield.
  9. Compare alternatives. Use common assumptions, record uncertainty and identify fatal, high, medium and low risks.
  10. Choose the next gate. Reject the site, keep it as a reserve, fund development studies, pursue a grid application, or prepare a consent strategy. State exactly what evidence is still missing.

9. Common mistakes and how to correct them

Choosing the windiest map cell

Why it fails: map averages do not reveal turbulence, wake losses, extreme conditions, access or export constraints.
Correction: use the map to shortlist locations, then measure and model the resource at the proposed turbine envelope while checking all non-wind constraints in parallel.

Waiting to investigate the grid

Why it fails: a late connection study can reveal no capacity, an unaffordable reinforcement or an unacceptable delivery date.
Correction: request an early network view and reserve plausible corridors before detailed layout work.

What’s actually slowing this PC down?

Applying one global setback rule

Why it fails: noise, shadow flicker, visual impact and planning separation depend on local rules, turbine design, terrain and receptor conditions.
Correction: model the actual layout under the current jurisdictional guidance and consult the planning authority.

Treating a protected-area map as the whole environmental assessment

Why it fails: birds, bats, habitats and hydrology can be affected outside designated boundaries, and cumulative effects may involve several projects.
Correction: identify impact pathways and commission receptor-specific, seasonally appropriate surveys.

Ignoring construction and decommissioning

Why it fails: delivery routes, foundations, drainage, cable corridors and restoration can consume more land or create greater effects than the turbine pads alone.
Correction: assess the full temporary and permanent footprint from first access works through removal and restoration.

Calling preliminary evidence “bankable”

Why it fails: lenders and investors need defined measurement quality, uncertainty, losses, connection rights, permits and contracts.
Correction: label each work product honestly and list the tests required before the next investment gate.

10. What a credible assessment should contain

At the end of screening, a decision-maker should be able to see:

  • a map of the project envelope and all required land, access and cable parcels;
  • the wind-data sources, measurement gaps, modelling assumptions and uncertainty;
  • a dated grid note identifying connection options, capacity questions and route risks;
  • a planning and land constraint register with responsible authorities and next actions;
  • an access, geotechnical, hydrological or marine buildability plan;
  • an environmental-receptor list covering birds, bats, habitats, water, landscape, heritage, noise, shadow flicker and cumulative effects where relevant;
  • aviation, defence, radar and telecommunications contacts and outstanding objections;
  • alternative layouts or sites and the reason each was retained or rejected;
  • a risk register separating fatal constraints from issues that can be mitigated; and
  • a clear statement of whether the evidence supports desktop rejection, further development, a formal grid application or preparation of a planning submission.

Final decision: when to advance a site

Advance a candidate when the wind resource is credible for the proposed turbine envelope, a technically and commercially plausible grid path exists, the land and planning route is controllable, construction is practical, and environmental and community effects appear capable of being avoided or mitigated under the applicable rules. Hold or reject it when a fatal constraint is established or when the remaining uncertainty is too large to justify the next study.

No single map, wind-speed figure or distance from a home determines suitability. The strongest sites are those that remain credible after wind, grid, consent, environmental, logistics and financial risks have been tested together and documented with the right jurisdictional assumptions.
