A mineral-processing operation is ready for digital transformation when a specific operational outcome has an accountable owner, a measurable baseline, usable data, workable IT/OT integration, capable people, and controls for safety, cybersecurity and governance. Readiness is not the presence of a particular software stack or a high maturity score. Assess the plant against the use case you intend to deliver, then turn the evidence into a staged roadmap.

The assessment should combine leadership interviews, operator and maintainer input, surveys, technical and data reviews, and an inspection of the processing operation in context. The result should be a short list of readiness gaps, the consequence of each gap for the chosen use case, and decision gates for a pilot or scale-up.

Start with the operational outcome, not the technology

Digital transformation is too broad to assess as a yes-or-no condition. A concentrator might be ready for a condition-monitoring pilot but not for closed-loop optimization. A refinery might have excellent historians yet lack the governance needed to use machine-learning recommendations in production. Define readiness in relation to a named outcome, such as higher recovery, lower energy intensity, fewer unplanned shutdowns, improved throughput stability, better water management or safer decision-making.

Write the outcome as a measurable change. Record the current baseline, the target, the time period, the process boundary and the person accountable for value. Deloitte’s mining maturity work emphasizes defining and tracking digital value and establishing value governance; those practices prevent a pilot from becoming an isolated technology experiment.

Minimum outcome statement

  • Outcome: the operational result the initiative is intended to improve.
  • Owner: one accountable business or operations leader, not a committee.
  • Baseline: the current performance level and how it was measured.
  • Measure: leading and lagging indicators, with frequency and data source.
  • Decision horizon: when the organization will decide to stop, adapt or scale.

If the team cannot agree on these five items, the operation is not ready for a value-led transformation initiative, even if its equipment and network are modern.

Assess strategic ownership and the operating model

Digital work crosses production, process engineering, maintenance, automation, information technology, finance, safety and the workforce. Readiness requires explicit ownership for decisions and for the systems that support them. Map who can approve a change, who supplies data, who operates the control system, who responds to an alarm, who owns cybersecurity, and who supports the capability after the project team leaves.

Questions for leaders and governance teams

  • Which operational outcome has priority, and who is accountable for its result?
  • How will value be calculated, verified and reported after deployment?
  • Who owns each data set and the definitions used in performance reports?
  • Who authorizes changes to control logic, models, interfaces and network connections?
  • What are the support, training, patching and lifecycle responsibilities?
  • How are production, safety, maintenance and technology priorities resolved when they conflict?

Deloitte identifies digital strategy and operating model as one of four maturity categories and recommends clear IT/OT roles, responsibilities and interaction models. A useful assessment produces a responsibility matrix covering data, systems, integration, decisions, cybersecurity, deployment and sustainment. “Everyone owns it” is a gap, not an ownership model.

Inspect the plant, process and operating constraints

Readiness cannot be inferred from a corporate technology inventory. Visit the processing operation, observe how work is performed and trace the decisions the proposed capability would change. Interlate describes plant visits and inspections, operational-context analysis and infrastructure review as parts of its own assessment approach; that is a provider method, not a universal standard, but the activities are practical evidence sources.

Trace the workflow end to end

  1. Draw the process boundary, from feed condition and material handling through the unit operations affected by the use case.
  2. Record control-room, laboratory, maintenance and shift-handover decisions that influence the outcome.
  3. Identify normal, upset, startup, shutdown and maintenance states. Data and model behavior may differ sharply between them.
  4. Document constraints such as feed variability, refractory ore, water availability, reagent limits, equipment access, hazardous areas, environmental permits and production windows.
  5. Mark every point at which a recommendation could affect a safety-critical or environmentally regulated action.

Ask operators what they do when instruments disagree, a sensor fails, a model is unavailable or a feed changes unexpectedly. Their workarounds often reveal constraints that are absent from process diagrams. A use case that is technically feasible in steady state may be unsafe or uneconomic during an upset.

Audit data and technology foundations

For each candidate use case, inventory the information required to make and verify the decision. Check whether it exists, whether people can access it, whether its meaning is understood and whether it arrives quickly enough. Deloitte treats technology, data and infrastructure as a distinct maturity category; Interlate likewise describes assessing technology and data infrastructure.

Data-readiness checks

  • Availability: Are the required tags, laboratory results, maintenance records, assays, images or contextual variables captured?
  • Continuity: Are there gaps from outages, manual entry, shift changes, instrument calibration or historian migrations?
  • Semantics: Do teams agree on units, tag names, time zones, asset identifiers, ore types and quality definitions?
  • Timeliness: Is the latency compatible with the decision, and can timestamps be reconciled across systems?
  • Quality: Are values accurate enough for the intended action, with known ranges, alarms and calibration status?
  • Access: Can authorized users retrieve the data without unsafe or uncontrolled copying from OT systems?
  • Lineage: Can the organization explain where a value came from and which transformations were applied?

Technology inventory

Map sensors and analyzers, programmable logic controllers, distributed control systems, historians, laboratory information systems, computerized maintenance systems, fleet or production systems, networks, edge devices, analytics platforms and user interfaces. Record versions, interfaces, ownership, support status and dependencies. Note where a proposed capability would require a new connection, an upgrade or a compensating manual step.

Legacy equipment does not automatically make an operation unready. A plant can begin with a bounded, read-only data flow and improve instrumentation over time. Conversely, a modern platform does not solve missing measurements, inconsistent definitions or untrusted procedures.

Evaluate people, skills and change capability

A digital capability becomes operational only when people use it, challenge it appropriately, maintain it and incorporate it into standard work. Deloitte places culture, talent and organization in its maturity model and highlights deliberate change management. Interlate’s described assessment includes benchmarking capabilities and skills.

Map the affected roles

  • Operators who will see or act on recommendations.
  • Process engineers who validate assumptions and operating envelopes.
  • Maintenance and reliability staff who supply asset context and respond to findings.
  • Automation, OT and IT teams who manage interfaces, availability and security.
  • Data, analytics or model-support staff who monitor performance and drift.
  • Supervisors and trainers who embed the new workflow across shifts.

Compare required skills with current coverage: process knowledge, instrumentation, data interpretation, statistical reasoning, cybersecurity hygiene, model monitoring, vendor management and incident response. Identify the support model for nights, weekends, shutdowns and staff turnover. Include workforce representatives early; a system designed without the people who must operate it will generate workarounds or abandonment.

Check governance, cybersecurity and interoperability

Digital transformation expands the number of connections and the number of people who can influence a process. Assess identity and access management, network segmentation, remote access, backup and recovery, vulnerability handling, logging, incident response and change control. Tie each control to the consequence of failure in the specific plant and use case.

Governance questions

  • Who may view, export, modify or delete operational data?
  • How are suppliers, contractors and remote support sessions authorized and recorded?
  • What is the process for patching or upgrading systems that cannot tolerate ordinary downtime?
  • How are models, rules and configuration changes tested, approved, versioned and rolled back?
  • What evidence is retained for safety, environmental, quality and regulatory obligations?

Interoperability beyond connectivity

A system can exchange packets and still fail to interoperate if the values have different meanings. Check three layers: whether systems can share information, whether equivalent fields represent the same concept, and whether the receiving system can use the information safely. The Responsible Minerals Initiative’s Risk Readiness Assessment 3.0 addresses 33 environmental, social and governance issues and produces a digital performance report; it is an ESG due-diligence tool, not a plant-control or digital-transformation readiness score. Its interoperability concepts can inform information-governance discussions, but they should not be treated as automation standards.

Compare use cases and choose a proof that can be measured

Do not select a pilot because it is fashionable or because a vendor demonstration is persuasive. Compare candidates using the same evidence. Deloitte reports that mining organizations identify pilots and proofs of concept and then scale successful ones; that supports staged validation, not an assumption that every pilot will succeed.

Decision axis Evidence to record Warning sign
Operational value Baseline, target, owner, financial or risk consequence Benefits described only as “visibility” or “innovation”
Data readiness Sources, quality, continuity, latency, semantics and access Critical variables are unavailable or manually reconstructed
Integration effort Interfaces, network changes, system versions and support dependencies Unowned connections or a requirement to bypass OT controls
Plant and safety constraints Operating states, failure modes, permits and human approval points Recommendation could affect a critical action without a fallback
Workforce change Affected roles, training, workflow redesign and shift coverage No operator participation or support after launch
Governance and security Access, logging, model approval, vendor and incident controls Unclear data ownership or unmanaged remote access
Proof measures Success criteria, test period, comparison method and stop/scale gate No credible way to separate impact from ore or market variation

For every candidate, record the intended outcome; baseline and owner; process boundary; required information and source; current quality and access; connected systems; operational and workforce constraints; security and governance controls; skills and support model; proof measures; and the next decision gate. This is a practical assessment record, not a published universal scorecard.

Gather evidence instead of relying on a maturity score

A workable baseline combines interviews and surveys with technical and operational evidence. Interview executives, control-room operators, process engineers, maintenance, laboratory staff, IT, OT, cybersecurity, safety, finance and workforce representatives. Compare what leaders say with system records, alarm histories, maintenance logs, network diagrams, access lists and observed work.

Evidence package

  • Outcome charter with baseline, target, owner and measures.
  • Current-state process map and operating-constraint register.
  • Asset, application, network and interface inventory.
  • Data catalog with definitions, lineage, quality and access findings.
  • Role and skills matrix, training needs and support model.
  • Cybersecurity, privacy, safety and regulatory control review.
  • Use-case comparison and proof plan.
  • Prioritized gap register linked to consequences and actions.

Each gap should state what is missing, why it matters to the selected use case, who owns remediation, the evidence required to close it and the decision it unlocks. A maturity label without this explanation is not actionable.

Use published frameworks as lenses, not pass-fail rules

Deloitte’s 2024 mining maturity report organizes assessment into four categories: digital strategy and operating model; digital culture, talent and organization; operations and value chain; and technology, data and infrastructure. It highlights six themes: defining and tracking digital value, strategy and communications rigor, challenging operating conditions, deliberate change management, data, and early-stage generative-AI innovation. These categories help structure interviews and gap analysis, but Deloitte’s work is an industry framework from a professional-services publisher, not a regulator’s readiness standard.

A 2025 paper titled “Assessing Digital Maturity in Chile’s Mining Cluster: A Multi-Dimensional Model-Based Approach” applied a ten-dimensional model to 83 companies in Chile’s mining cluster and reported an average of 2.5 on a five-point scale, with gaps in automation, robotics and cybersecurity. That result describes the study’s geographically and population-bounded sample. It is not a global mineral-processing benchmark and should not be used as a universal threshold for “ready.”

The reviewed sources do not establish a universal readiness score, minimum technology stack or globally representative benchmark for mineral-processing plants. Treat any score as an internal diagnostic, and retain the underlying evidence and assumptions.

Turn findings into a staged roadmap

Prioritize actions by the value they unlock, the risk they reduce and the number of use cases they enable. Sequence foundational work so that the first proof is safe and measurable, without delaying every experiment until a perfect architecture exists.

Stage Typical actions Exit evidence
0–30 days: align Confirm outcome, owner, baseline, process boundary, stakeholders and candidate use cases. Signed outcome charter and responsibility matrix.
31–60 days: verify Inspect plant workflows; inventory data, systems and interfaces; test access and quality; identify safety and cyber constraints. Evidence-backed gap register and selected proof hypothesis.
61–90 days: prove Run a bounded, reversible proof with operator involvement, security controls, fallback procedures and defined measures. Measured results, incident record, user feedback and scale/stop recommendation.
After proof: scale deliberately Harden support, training, integration, model monitoring, lifecycle funding and governance before expanding to other lines or sites. Approved operating model, support ownership and repeatable deployment pattern.

Use decision gates rather than calendar promises. Stop or redesign when data quality cannot support the decision, when the workflow creates unacceptable risk, when users cannot act on the output or when the value cannot be measured. Scale only when the proof demonstrates the target outcome under the operating conditions that matter.

Common readiness gaps and practical responses

“We have data, but nobody trusts it”

Reconcile tag definitions, timestamps, units and calibration records with operators and process engineers. Publish lineage and quality rules, then test the exact data feed used by the proof.

“The pilot works in a dashboard but changes nothing”

Redesign around a decision and a responsible role. Specify what the user does, within what time, with what authority and what fallback when the recommendation is unavailable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“IT and OT disagree about ownership”

Create a joint responsibility matrix and an approval path for connections, changes, incidents and support. Include production, maintenance, cybersecurity and safety rather than assigning integration to one department by default.

“The model performs well in normal operation”

Test startup, shutdown, upset, maintenance and feed-change states. Define out-of-range behavior, human override and rollback before allowing operational reliance.

“The organization wants a score before funding”

Provide a transparent diagnostic with evidence and confidence levels, but do not present it as an industry threshold. Funding decisions should connect each gap to value, risk, cost and the next decision gate.

What a ready operation can credibly claim

A ready operation can show a specific value case with an owner and baseline; understands the process and its constraints; can supply timely, interpretable data; has accountable IT/OT and support roles; involves the workforce; and has proportionate safety, cybersecurity, governance and interoperability controls. It also has a reversible proof plan and a way to verify results.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That definition permits different starting points. One plant may begin with read-only monitoring, another with maintenance prioritization, and a more mature operation with tightly governed optimization. The correct next step is the one whose evidence, controls and people are strong enough for the decision it will influence.

Frequently Asked Questions

How often should a mineral-processing readiness assessment be repeated?

Repeat it when the process, ownership, major systems, cybersecurity exposure or strategic outcome changes, and review the gap register at each major deployment gate. A fixed annual interval can be useful for governance, but the evidence should drive the timing.

Can a small or remote operation use the same assessment approach?

Yes, but scale the evidence collection to its risk and complexity. Use the same outcome, data, people, integration and control questions, while combining interviews and inspections when travel or staffing is limited.

Who should approve the decision to scale a successful proof?

The accountable outcome owner should sponsor the decision with operations, process, maintenance, IT/OT, cybersecurity, safety and workforce representatives. Approval should rely on measured results and documented support and control arrangements, not a technology team’s recommendation alone.
