A data-center site is ready only when the serving electric utility and multiple network carriers confirm, in writing, that the actual parcel can receive the required power and connectivity on the project schedule. Public maps are useful for eliminating obviously unsuitable locations and finding likely utilities and carriers, but a nearby transmission line, substation, fiber route, or carrier node is not proof of available capacity, an approved interconnection, or a delivery date.

Assess the site in two stages: define the facility’s technical requirements, screen geography with current public data, then obtain parcel-specific utility and carrier evidence. Compare sites by deliverable megawatts, firmness, upgrade obligations, energization milestones, physically diverse fiber paths, construction scope, and the certainty of each answer—not by infrastructure that merely appears nearby.

What “enough” power and fiber means for a data center

“Enough” is a project-specific design requirement, not a universal number. A small enterprise facility, a colocation building, and a hyperscale campus can have radically different loads and network designs. The reviewed U.S. sources do not establish one threshold for megawatts, fiber capacity, or route count that applies to every data center.

Before evaluating a parcel, write down the design basis that the utility and carriers must satisfy:

  • Electrical demand: expected IT load in megawatts (MW), total facility load including cooling and auxiliary systems, initial load, ultimate build-out, and each expansion phase.
  • Reliability design: required redundancy, such as dual utility feeds, independent substations, generator-backed systems, or other topology defined by the engineering team.
  • Operating profile: steady-state demand, ramp rate, seasonal variation, power factor assumptions, and any load-management or curtailment tolerance.
  • Schedule: construction start, first energization, commissioning phases, and the date by which the ultimate load must be available.
  • Network architecture: required carrier count, bandwidth, latency objectives, entrance locations, physically separate paths, and acceptable restoration times.
  • Site constraints: room for substations, switchyards, utility easements, meet-me rooms, diverse building entrances, and ducts or conduit for future growth.

If these inputs are not fixed, a utility or carrier cannot give a meaningful yes-or-no answer. Record ranges where the design is still evolving and identify which assumptions are binding.

Use a two-stage evidence model

Separate an inexpensive geographic screen from formal, site-specific confirmation. This prevents a map from being mistaken for a service commitment.

Stage Purpose Acceptable evidence What it cannot establish
Geographic screening Remove obvious mismatches and identify likely utilities, substations, transmission corridors, metropolitan networks, and carriers. Current transmission and substation maps, data-center and metropolitan maps, broadband maps, fiber-node proximity tools, and regional planning studies. Available feeder or substation headroom, queue position, interconnection approval, parcel-level fiber service, route diversity, price, or a construction date.
Site confirmation Determine whether the required infrastructure can be delivered to the parcel on the project schedule. Written utility response, interconnection-study records, upgrade scope and cost responsibility, service milestones, and written responses from multiple carriers. Nothing beyond the conditions stated in the utility or carrier commitment; conditional or phased offers must remain conditional in the decision record.

Keep the two evidence types visibly separate in the project file. A map observation can be a lead for diligence; it should never be entered as confirmed capacity.

Step 1: Establish the electrical and network design basis

Convert IT demand into a utility request

Utilities need more than a server-room estimate. State the initial and ultimate IT load, total facility load, power factor, expected ramp, and the dates for each block of demand. Show cooling, pumps, lighting, battery systems, and other auxiliary loads rather than hiding them inside a single multiplier. Identify whether the design requires one service, two independent services, or a new substation.

Express the request in phases. For example, a project might need an initial block at commissioning and larger blocks after later buildings are complete. The exact MW values must come from the project’s engineering design; do not substitute a generic “data-center” allowance.

Define what reliability means

“Two feeds” is not automatically two independent sources. Specify whether feeds must originate from separate substations, separate transmission paths, or physically separated utility corridors, and identify acceptable maintenance or failure scenarios. Ask the utility to state which elements are common to both feeds, including a shared substation bus, right-of-way, or protection system.

Define the connectivity requirement

List the minimum number of carriers, aggregate and per-carrier bandwidth, service types, latency or geographic requirements, and entrance points. State whether the project needs diverse long-haul routes, diverse local loops, or both. A second circuit that follows the same duct bank or bridge crossing is not physically diverse, so define the separation standard before requesting quotes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 2: Screen candidate geography with public maps

Identify the serving electric system

Use current transmission, substation, and utility-territory information to identify which utility would serve the parcel and which substations or transmission corridors are nearby. Regional transmission studies can reveal broad constraints and planning needs. They are useful for prioritizing diligence, not for certifying capacity at a particular address.

Use fiber maps as lead generators

Broadband maps and fiber-node proximity tools can show where to begin carrier outreach. NLR’s map offers a broad spatial view, but its infrastructure data is not curated by NLR; the map cautions that the underlying datasets may not be accurate, complete, or reliable. Its fiber routes are generalized and approximate, and fiber capacity is not provided. Treat a displayed route as a possible corridor, not as a strand count or service offer.

Record what each map actually proves

Map observation Reasonable use Do not infer
Transmission line near the parcel Flag the utility for an interconnection conversation and check whether a suitable voltage level is nearby. Unused capacity, an available feeder, a queue position, an approved tap, or a delivery date.
Substation shown nearby Ask the utility whether it can serve the proposed load and what network upgrades would be required. Transformer headroom, protection capability, firm service, or room for a new bay.
Fiber route or node on a public map Identify carriers and possible entrance corridors for parcel-level checks. Fiber at the property line, spare strands, bandwidth, route diversity, construction responsibility, or a ready-for-service date.
Regional transmission constraint Increase scrutiny of schedule, upgrade risk, and phased energization. A site-specific refusal or a site-specific capacity number.

Save the map date, source, parcel boundary, and screenshots used in the screen. Public layers change, and a later reviewer should be able to distinguish an old lead from current confirmation.

Step 3: Obtain written electric-utility evidence

Contact the utility that serves the parcel, not only a developer representative or a map provider. Ask for a written, site-specific response tied to the legal parcel, proposed load, voltage, and requested dates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confirm the service point and electrical path

Request the serving territory, proposed point of interconnection, service voltage, substation and feeder(s), metering arrangement, and any required easements or on-site equipment. If the plan includes two services, request the source and physical path of each and ask which components are shared.

Ask for deliverable MW and its status

Ask the utility to state how much load it can deliver for each project phase, when that amount can be energized, and whether the statement is firm, conditional, indicative, or subject to curtailment. “Capacity available” is incomplete unless the utility explains the operating and construction conditions attached to it.

Request the interconnection-study trail

Ask which study process applies, whether an initial screening or detailed study has begun, its current status, and the assumptions used. Request identified substation, feeder, transmission, protection, transformer, or distribution upgrades; the estimated cost of each; who pays; and whether costs are refundable, shared, or subject to change. Ask whether other queued projects could alter the result.

Get milestones, not a single optimistic date

Break the schedule into study completion, design, procurement, permitting, construction, testing, and each energization phase. Ask what must happen before the utility can release a firm date and which milestones are outside its control. The U.S. Department of Energy’s May 11, 2026 technical report on serving data centers and other large loads describes the mismatch between rapid load development and slower utility planning and construction cycles; phased energization and structured interconnection are among the approaches discussed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Clarify curtailment and phasing

Ask whether the proposed service can be interrupted, capped, or delayed during contingencies, and whether early phases can operate while later upgrades are built. Record the trigger, duration, notice, and operational consequence of any curtailment condition. A phased offer is useful only when each phase has a documented capacity and milestone.

Use this utility request checklist

  1. Provide the parcel address, legal description, one-line diagram, initial and ultimate MW, power factor, phase dates, and redundancy requirement.
  2. Ask the utility to identify the serving entity, point of interconnection, voltage, substations, feeders, and shared elements.
  3. Request available MW by phase and label each amount as firm, conditional, indicative, phased, or curtailable.
  4. Request study type, queue or application status, assumptions, required upgrades, cost responsibility, and change triggers.
  5. Request design, procurement, permitting, construction, testing, and energization milestones.
  6. Ask for the validity period of the response and the actions required to convert it into a binding agreement.

File the utility’s letter, study documents, diagrams, and meeting notes together. If an answer is verbal, send a written recap and ask the utility to correct it; do not score an unconfirmed statement as committed capacity.

Step 4: Obtain parcel-specific fiber evidence from multiple carriers

Fiber readiness is determined by carrier engineering and construction, not by a national map. Contact more than one carrier because one provider’s route or schedule does not establish the availability of another provider’s path.

Confirm serviceability at the actual parcel

Give each carrier the exact address, parcel boundary, building location, expected ready-for-service date, and requested service types. Ask whether the carrier can serve the building, the property line, or only a nearby node. Those are different states and should be recorded separately.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask for capacity and service options

Request available bandwidth, optical or Ethernet service options, handoff location, lead time, and any limitations on scaling to the ultimate requirement. A route shown on a map does not disclose spare strands, lit capacity, equipment availability, or commercial serviceability.

Test physical diversity

Ask for the proposed entrance locations, ducts, roads, bridges, buildings, and long-haul corridors for every path. Require carriers to identify common manholes, poles, rights-of-way, aggregation sites, and meet-me rooms. Two circuits are not independent if a single excavation, bridge, conduit, or carrier hotel failure can interrupt both.

Separate carrier work from site work

Request a written division of responsibility for route construction, permits, easements, conduit, building entry, demarcation, optical equipment, and restoration. Ask for non-recurring construction charges, recurring service charges, assumptions behind any estimate, and conditions that could change the price or date. Do not treat a budgetary quote as a commitment.

Ask for a build schedule

Obtain milestones for design, route survey, rights-of-way, permits, materials, construction, testing, and service turn-up. Ask what must be completed by the site owner before the carrier can start and what happens if the building-ready date slips.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use this carrier request checklist

  1. Send the parcel boundary, building coordinates, target service date, initial and ultimate bandwidth, and required entrance locations.
  2. Request a serviceability statement tied to the parcel, with the nearest existing facilities identified.
  3. Request available capacity and service types for each phase, including any equipment or strand limitations.
  4. Request route drawings or a route description showing entrance points and physically diverse paths.
  5. Identify common points of failure and the carrier’s construction, permitting, and easement responsibilities.
  6. Request a milestone schedule, one-time construction estimate, recurring charges, validity period, and conditions for a firm order.

How to compare sites on deliverability

Create one comparison sheet that distinguishes confirmed facts, conditional offers, assumptions, and unanswered questions. Use the same definitions and requested dates for every parcel.

Decision axis What to record Higher-confidence evidence
Power quantity MW available at initial energization and each later phase; total facility-load basis. Utility letter or agreement tied to the parcel and stated design assumptions.
Power firmness Firm, conditional, phased, or curtailable status; operating limits and triggers. Written utility terms, not a broker or map statement.
Electrical upgrades Substation, feeder, transformer, transmission, protection, and easement work; cost responsibility. Study documents with milestones and assumptions.
Schedule certainty Study, design, procurement, construction, testing, and energization dates. Milestone schedule with prerequisites and validity period.
Carrier availability Number of carriers that can serve the building, service types, capacity, and handoff locations. Parcel-specific carrier engineering responses.
Physical diversity Separate entrances, ducts, roads, bridges, aggregation sites, and long-haul corridors; common failure points. Carrier route documentation reviewed against a site plan.
Fiber construction New route, conduit, easement, permit, building-entry, and owner-work requirements. Written scope and schedule with responsibility assigned.
Confidence and conditions Open assumptions, expiry dates, approvals, and events that could change capacity, price, or date. Named owner and next action for every unresolved item.

Do not hide uncertainty by averaging it. A site with more apparent infrastructure can be less viable than a site with fewer nearby assets but a documented, funded path to energization and service turn-up.

Does a power line near a site mean capacity is available?

No. A line’s presence says nothing by itself about feeder or transformer headroom, voltage suitability, protection limits, queued interconnections, network-upgrade requirements, cost allocation, or the date service can be delivered. The utility must evaluate the proposed load at the actual point of interconnection and state the result in writing.

How do I check whether a property has fiber?

Use broadband and fiber maps to identify likely carriers and corridors, then ask multiple carriers to confirm serviceability at the parcel. Require capacity, route and entrance details, physical diversity, construction scope, and delivery milestones. A nearby node or generalized route is only a lead until carrier engineering confirms a buildable connection.

Current U.S. planning context to include in risk reviews

National and regional planning material helps explain why a site can look electrically close to infrastructure yet face a long interconnection schedule. The U.S. Department of Energy’s draft National Transmission Needs Study page states that the draft was released July 9, 2026, for a 60-day public-comment period that closed September 8, 2026. DOE describes it as an assessment of historic and anticipated near-term transmission constraints and congestion based on observed and expected load growth. It is national planning context, not a parcel-specific capacity determination.

The DOE-hosted technical report record, dated May 11, 2026, examines distribution infrastructure for data centers and other large loads, including interconnection thresholds and substation and feeder needs. It identifies hosting-capacity maps, phased energization, and structured interconnection frameworks as possible strategies. These materials support a staged utility process; they do not replace the serving utility’s study or commitment.

The sources and mapping cautions are U.S.-focused. Utility regulation, grid structure, interconnection rules, carrier construction practices, and public-data quality differ by state and country. Outside the United States, identify the applicable transmission or distribution operator and telecom regulator before applying this workflow.

Common failure modes and how to recover

Counting a mapped asset as capacity

Symptom: A feasibility memo says a substation or fiber route is “nearby” and labels the site ready.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Recovery: Replace the statement with a written utility or carrier response tied to the parcel, requested load, service type, and date.

Using one generic MW number

Symptom: The project is screened against an unstated “typical data center” threshold.

Recovery: Recalculate initial, phased, and ultimate IT and total facility loads from the engineering design, including cooling and auxiliaries.

Accepting a conditional utility answer as firm

Symptom: An indicative amount appears in the financial model without a study status, upgrade scope, or curtailment terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Recovery: Label the amount conditional, list the missing milestones and approvals, and model the date and cost risk until the utility provides binding terms.

Calling two carrier circuits diverse

Symptom: Both circuits enter through the same duct, bridge, building, or aggregation site.

Recovery: Obtain route documentation, mark shared elements on the site plan, and require a design that meets the project’s physical-separation standard.

Ignoring owner-side construction

Symptom: The carrier promises service but the site has no conduit, easement, room, or approved entrance path.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Recovery: Assign every construction and permitting task to the utility, carrier, landlord, or developer and put the prerequisite date in the master schedule.

Relying on an expired estimate

Symptom: A quote or capacity letter has no validity date or is several planning cycles old.

Recovery: Request a refreshed response with current queue conditions, equipment lead times, costs, and assumptions before making a site decision.

Set a practical go/no-go gate

Advance a site only when the evidence answers the project’s actual requirements. A useful gate is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Requirements locked: initial and ultimate MW, phases, reliability, bandwidth, carrier count, physical diversity, and required dates are documented.
  2. Utility identified: serving territory, service point, voltage, and proposed electrical path are known.
  3. Power deliverability documented: MW by phase, firmness, upgrades, cost responsibility, study status, and milestones are written by the utility.
  4. Fiber deliverability documented: at least two suitable carrier responses describe parcel serviceability, capacity, paths, owner work, and dates.
  5. Schedule reconciled: utility and carrier milestones fit the building and commissioning plan, with prerequisites assigned.
  6. Uncertainty priced and owned: every conditional item has an owner, next action, expiry date, and contingency in the project model.

If a required item remains conditional, the correct conclusion is “not yet confirmed,” not “available.” A site can remain in the pipeline while studies proceed, but its investment approval should reflect the unresolved technical and schedule risk.

When to commission professional studies

Once a parcel survives geographic screening and the project is serious enough to spend on diligence, engage qualified electrical engineering support for a utility interconnection study or distribution-capacity assessment. The work should test load flow, fault duty, protection, redundancy, phasing, upgrade interfaces, and schedule assumptions against the utility’s information. A carrier route and serviceability study can map entrances, common failure points, construction scope, and diverse alternatives.

These are project-specific professional services. They supplement—not replace—the utility’s interconnection process and the carriers’ written serviceability commitments. The final site decision should rest on what the responsible infrastructure providers can technically and contractually deliver by the required dates.
