Start with the provider’s incident notice, but do not stop there. Match the named service and location to your workload and dependency inventory, then correlate application symptoms with cloud, host, identity, configuration, network and security logs. Treat suspicious changes or data movement as a security incident even when a provider outage is also underway. Preserve evidence, contain affected systems, coordinate with the provider and restore only from a known-good state.

What a provider status page can—and cannot—prove

A cloud status update confirms that the provider has identified an event in a named service, location or control plane. It does not automatically show which of your projects, applications, users or datasets are affected. Google Cloud describes incidents that can be global or limited to a region, zone, project, workload or application. Its published handling sequence is Verify → Investigate → Report → Resolve → Review (Google Cloud reliability guidance, September 15, 2026).

Use the status page and customer notifications as one evidence stream. Your own dependency map, telemetry and security records determine customer impact. A provider outage notice also does not diagnose ransomware or exclude a simultaneous compromise.

“Cloud outages can range from global service disruptions to issues isolated to a specific region, zone, or even just your project, workload or application.” — Flemming Christensen, Google Cloud, Best practices for handling cloud reliability incidents

Build the baseline you will need during an incident

Assessment is fastest when your normal environment is documented before anything fails. Maintain the following records and keep ownership current:

  • Asset inventory: cloud accounts or projects, regions and zones, clusters, virtual machines, databases, storage, serverless functions, queues, identity systems and management tools.
  • Dependency map: which applications call which cloud services, third-party APIs, DNS providers, identity providers, networks and on-premises systems. Include data flows and authentication paths.
  • Business criticality: the business function, users, data sensitivity, recovery-time objective and recovery-point objective for each workload. CISA recommends using critical assets and interdependencies to set restoration priorities (CISA StopRansomware Guide).
  • Normal-state telemetry: baseline availability, latency, error rates, authentication volume, administrative activity, egress and backup status, with retention long enough to compare an incident window.
  • Response contacts: incident commander, security, application owners, legal and communications leads, cloud account administrators, backup operators and the provider support route for each account.

Record which systems can operate in a degraded or disconnected mode. That distinction helps you prioritize a customer-facing application over a noncritical development workload when capacity or recovery resources are limited.

The assessment workflow

1. Verify the provider-side event

  1. Open the provider’s live status information and any authenticated customer incident console.
  2. Write down the incident identifier, affected service, products or APIs named, start time, current status and stated geography. Capture updates as they change because status information is volatile.
  3. Check whether the notice applies globally or only to a region, zone, project, account or feature. Also check maintenance notices and provider communications that are not shown on a public page.
  4. Compare the provider’s start time with the first alert and user report in your environment. A mismatch does not disprove either event; it tells you to investigate additional causes.

Do not label your entire estate unavailable merely because one service is listed. The affected service may be a control-plane function while existing data-plane workloads continue, or it may be a dependency used only by one application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Map the reported scope to your workloads

  1. Filter the inventory for the exact service, region, zone and account or project named in the notice.
  2. Trace direct and indirect dependencies. For example, an identity, key-management, DNS, networking or storage service may support an application that appears to run on a different product.
  3. List the business processes, user groups and data stores attached to each affected workload.
  4. Mark each item as confirmed affected, plausibly exposed, apparently unaffected or not assessed. Include the evidence and the person responsible for the next check.

This mapping converts a provider product name into an impact statement such as “order submission in the European production region is failing” rather than “the cloud is down.”

3. Compare observed application and infrastructure evidence

Correlate user-facing symptoms with telemetry from every layer:

  • Application health checks, HTTP status codes, queue depth, transaction failures and latency.
  • Cloud service metrics, resource events, quotas, capacity errors and control-plane activity.
  • Host, container, orchestration, database and storage logs.
  • Identity-provider sign-ins, privilege changes, token issuance, access-key use and failed authentication.
  • Network-flow records, firewall events, DNS changes and unusual inbound or outbound connections.
  • Endpoint and cloud security alerts, malware detections, vulnerability findings and configuration-drift notifications.

CISA identifies cloud, host and network logs as important for triage and impact analysis (CISA StopRansomware Guide). Compare the timing and affected scope rather than relying on a single alert. A service error that begins exactly with the provider event and has no abnormal identity or data activity supports an availability hypothesis; it does not close the investigation.

4. Decide whether compromise indicators are present

Escalate to the security incident process when you see evidence that cannot be explained by the provider’s availability event. Examples include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Unexpected administrative actions, new accounts, changed roles, disabled logging or modified security controls.
  • Mass file renames, encryption-related processes, inaccessible data with ransom instructions or sudden destruction of snapshots and backups.
  • Large or unusual outbound transfers, especially to destinations not used by the workload.
  • New persistence mechanisms, unauthorized software, altered startup configuration or suspicious automation.
  • Credentials or keys used from unfamiliar locations, impossible-travel patterns or a sudden expansion of privileges.

Ransomware can affect availability, but availability loss alone is not a ransomware diagnosis. Conversely, a provider outage does not rule out an attacker using the same window to change identities or exfiltrate data. CISA’s response guidance calls for determining affected systems, isolating them, preserving evidence and checking for unexpected changes and abnormal outbound data (CISA StopRansomware Guide).

5. Activate the response plan and coordinate with the provider

Use your incident-response plan as soon as the impact is material or compromise is plausible. Assign an incident commander and maintain a time-stamped decision log. Tell the provider what you know in operational terms:

  • Account, project, subscription or tenant identifiers and affected regions.
  • Workloads, services, error messages, first-observed times and current business impact.
  • Relevant incident IDs, request IDs, screenshots and log time ranges.
  • Whether you have evidence of unauthorized access, encryption, data loss or data transfer.
  • Containment actions already taken and actions you need the provider to perform.

For confirmed impact to Google Cloud services, Google’s ransomware guidance advises opening a P1 support case after confirming the event is not a false positive and does affect Google Cloud (Google Cloud ransomware guidance). That priority label is Google-specific; use the escalation terms and entitlements in your own provider contract elsewhere. CISA recommends that response plans account for cloud outages and provider collaboration (CISA TIC 3.0 Cloud Use Case).

6. Preserve evidence before destructive recovery actions

Containment and evidence preservation can conflict, so have the incident commander and forensic lead approve actions. Where practical:

  1. Preserve relevant cloud audit, identity, network, host, application and security logs in a separate, access-controlled location. Note collection times, time zones and retention gaps.
  2. Take snapshots of affected cloud volumes for later forensic review, while considering whether snapshot operations could alter evidence or spread an attacker’s access.
  3. Export configuration, identity-policy, firewall, key-management, backup and orchestration records that may change during recovery.
  4. Record volatile details such as running processes, active sessions, network connections, temporary credentials and provider console messages before they disappear.
  5. Use out-of-band communications for sensitive coordination if attacker access to corporate email or chat is possible. CISA includes out-of-band communications and cloud volume snapshots among ransomware-response considerations (CISA StopRansomware Guide; CISA TIC 3.0 Cloud Use Case).

Customer teams generally cannot access a provider’s physical infrastructure. Ask the provider what logs, snapshots, forensic exports and preservation holds it can supply, and document any evidence you cannot obtain.

7. Contain affected systems without destroying the recovery path

Isolation should stop spread while preserving the ability to investigate and restore. Depending on the evidence and architecture, actions may include disabling compromised credentials, restricting network paths, quarantining infected instances or workloads, suspending suspicious automation and protecting backup accounts. Avoid deleting resources, rotating or destroying keys, or wiping hosts until the response lead confirms that required evidence has been preserved. If an active attacker is present, prioritize containment over convenience and coordinate potentially disruptive changes with the provider.

8. Restore by criticality from a known-good state

  1. Identify the clean recovery point and verify that backups are offline or otherwise isolated from the compromised identity and network paths. CISA recommends offline, encrypted backups and restoration according to critical-service priorities (CISA StopRansomware Guide).
  2. Rebuild or restore the most critical service in an isolated environment. Validate operating-system images, application artifacts, infrastructure definitions, identity policies and security controls before reconnecting dependencies.
  3. Google Cloud describes quarantining infected systems, restoring healthy backups and returning infrastructure to a previously known-good state through CI/CD where applicable (Google Cloud ransomware guidance).
  4. Test authentication, authorization, data integrity, monitoring, backups and business transactions with application owners.
  5. Reconnect users and downstream systems in stages, watching for renewed encryption, suspicious authentication or abnormal egress.
  6. Keep the original affected copies and preserved snapshots available for investigation according to your retention and legal requirements.

Do not treat a successful restart as proof that the environment is clean. Recovery is complete only when critical functions work, controls are re-established and monitoring shows no continuing compromise.

How to distinguish an outage from suspected ransomware

Observation More consistent with an availability incident Requires security escalation
Scope Failures align with the provider’s named service and location. Systems outside the reported scope fail, or different tenants and regions show unrelated changes.
Identity and configuration No unusual administrative activity; configuration remains consistent with approved changes. New accounts, privilege changes, disabled logging, altered policies or unfamiliar key use.
Data behavior Timeouts, throttling or capacity errors without data modification. Mass encryption or renaming, deleted snapshots, ransom notes or unexplained data destruction.
Network activity Traffic declines because the service is unavailable; no new destinations. Unexpected outbound volume, unfamiliar destinations or command-and-control indicators.
Recovery behavior Provider recovery restores normal operation without customer-side changes. Symptoms return after restart, spread between workloads or persist after the provider reports recovery.

This table is a triage aid, not a forensic conclusion. Treat any credible compromise indicator as an incident while continuing to verify provider scope.

Service model changes who must do what

Incident responsibilities depend on the actual service, deployment and contract. CISA’s TIC 3.0 guidance emphasizes understanding what incident-response capability the service provides and how customers will be notified about incidents affecting the application or underlying systems (CISA TIC 3.0 Cloud Use Case).

Model Provider typically controls Customer must still assess and manage
SaaS The application platform, provider infrastructure and much of the operational monitoring. Data, users, roles, integrations, configuration, exports, business continuity and the provider’s notification and evidence terms.
PaaS Underlying hardware, physical network and managed runtime components. Application code, identities, data, secrets, configuration, deployment pipeline and service-specific logs.
IaaS Physical facilities, hardware and provider network layers. Guest operating systems, workloads, storage contents, identities, network rules, agents, backups and forensic collection within the tenant.

These are general boundaries, not a substitute for the provider’s documentation or contract. Even when the provider owns the underlying infrastructure, your team remains responsible for knowing which business services depend on it and for preserving customer-side evidence.

What to ask the provider

Use a concise, evidence-based request rather than a broad question such as “Are you hacked?” Ask:

  • Which services, regions, zones, projects or tenants are affected, and what are the start and update times?
  • Is the event limited to availability, or is unauthorized access, data modification or data exposure under investigation?
  • Which customer logs, audit records, snapshots or forensic artifacts can you provide, and how long will they be retained?
  • Are there recommended containment steps, credential rotations, isolation actions or recovery sequences?
  • What support severity, secure communication channel and incident-contact process apply to our account?
  • What evidence should customers preserve before retrying operations, deleting resources or restoring backups?

Record the provider’s answers and the identity of the support engineer or incident contact. Support paths vary by service and account arrangement, so there is no universal endpoint or priority label.

Common assessment mistakes

  • Assuming a public green light means your workload is healthy: provider dashboards may not expose project-specific, account-specific or application-level failures.
  • Assuming every failure is the provider’s fault: expired credentials, quota exhaustion, DNS changes, faulty deployments and local network paths can coincide with a provider event.
  • Waiting for certainty before preserving logs: retention windows and volatile state can disappear while teams debate the cause.
  • Restoring immediately from the newest backup: an attacker may have encrypted or poisoned backups, or restoration may destroy evidence.
  • Rotating credentials without scoping access: emergency changes can break recovery and obscure which identities were abused; coordinate them through the response plan.
  • Using a provider-specific procedure as a universal rule: the Google Cloud P1 instruction applies to confirmed Google Cloud impact, not every provider or service.
  • Ignoring communications and legal duties: notification and reporting requirements depend on jurisdiction, data type, contractual role and incident facts. Obtain qualified legal and regulatory advice rather than assuming a generic deadline.

Close the incident with a review

After service and security teams agree that operations are stable, document the timeline, affected assets, evidence collected, provider interactions, containment decisions, recovery points, data-integrity checks and business impact. Note which alerts, inventories or dependencies were missing or inaccurate. Update the asset map, contact list, logging retention, backup isolation, provider escalation procedure and restoration runbooks. Exercise the revised plan so staff can repeat the Verify → Investigate → Report → Resolve → Review cycle under pressure.

The practical conclusion is a disciplined one: determine the provider’s exact scope, prove which of your dependencies intersect it, investigate your own telemetry for independent causes or compromise, and recover only through an evidence-preserving, prioritized process.
