Assess the project as a change to a living river, not simply as a small piece of infrastructure. Map every place where the plant will store, divert, pass, or return water; establish trout use and existing habitat; model seasonal and daily flow changes; examine passage and intake risks; measure water-quality exposure; and obtain agency and community input before fixing the study plan. “Small” capacity does not prove a project will have small ecological effects. The Federal Energy Regulatory Commission (FERC) describes its small/low-impact program as intended for projects expected to cause minor environmental effects, including little change to water flow and use and little likelihood of affecting threatened or endangered species. That description is a screening purpose, not a finding about an unspecified trout stream.

The actual requirements depend on the stream, trout species, watershed rules, project design, operating regime, and agencies with jurisdiction. Use the framework below to define the questions that must be answered at your site, then confirm field methods and permits with the relevant authorities.

What a small hydropower plant can change

A hydropower project can alter trout habitat through several linked mechanisms. A dam or weir changes depth, velocity, sediment storage, temperature, and the area covered by water. A diversion can reduce flow in a bypassed reach between the intake and powerhouse. A powerhouse and tailrace can concentrate discharge at a new location, while turbines and intake structures can injure or kill fish. Operating rules can create water-level and discharge fluctuations that did not occur under the natural or existing regime.

Project feature or operation Potential trout-habitat exposure Questions for the assessment
Dam, weir, or impoundment Inundated habitat, altered depth and velocity, sediment deposition, temperature change, and a barrier to movement Which habitat will be submerged, how will water levels vary, and can trout reach upstream and downstream habitat?
Intake and diversion Reduced flow in a bypassed reach, entrainment through turbines, or impingement on screens or trashracks What flow remains in the reach, what are intake velocities, and where do fish go when they encounter the structure?
Powerhouse and tailrace Changed discharge location, attraction flows, altered velocity, and construction disturbance Will trout be attracted toward the tailrace, and does the return flow disconnect or scour existing habitat?
Peaking or pulsing operation Rapid daily or seasonal flow changes, stranding, and disruption of feeding, spawning, or movement What is the timing, rate, and magnitude of each change, and when do sensitive life stages occur?
Run-of-river operation Less storage-related fluctuation than a peaking plant, but possible diversion, passage, intake, and water-quality effects What water is diverted at each flow condition, and how are bypassed and downstream reaches protected?
Construction footprint Turbidity, sediment release, noise, bank disturbance, dewatering, and temporary loss of cover Which habitats are disturbed, for how long, and what controls prevent sediment or fuel from entering the stream?

Run-of-river is an operating pattern, not a guarantee of negligible impact. A project can avoid a large storage reservoir and still dewater a reach, block movement, entrain fish, or change water temperature and dissolved oxygen.

How do I assess trout habitat impacts before building a small hydropower plant?

Use this sequence. Keep the steps connected: a flow model is not meaningful until the diversion and operating rules are defined, and a fish-passage design cannot be judged without knowing which trout habitats and life stages must remain connected.

1. Describe the project before describing its impacts

Prepare a plan-view map and a longitudinal profile showing the existing and proposed structures. Include the dam or existing diversion, intake, trashrack or screen, conveyance, powerhouse, tailrace, bypassed reach, impoundment, construction areas, access roads, and the downstream reach likely to experience a changed discharge. Identify property boundaries and any existing water-control structures.

Write an operating description that a field biologist can use. State how water is stored, diverted, released through the dam, passed through turbines, and returned to the river. Specify expected minimum, maximum, and typical flows; ramp-up and ramp-down rates; daily start and stop cycles; seasonal shutdowns; maintenance outages; and emergency or flood operations. Distinguish a plant that follows available inflow from one that stores water and generates during selected hours. The U.S. Fish and Wildlife Service distinguishes peaking or pulsing facilities from run-of-river facilities and also notes projects that divert water at natural falls or through conduits.

  • Mark the upstream and downstream limits of the assessment area.
  • List every reach that could gain, lose, or experience more variable flow.
  • Record the design head, turbine type, intake arrangement, and proposed screen or trashrack concept when known.
  • Separate temporary construction effects from permanent operating effects.
  • Identify alternative locations, diversion rates, and operating schedules while they are still changeable.

2. Build a site-specific baseline

Start with existing information, then determine what must be verified in the field. Assemble maps, aerial imagery, prior fisheries surveys, temperature records, flow records, water-quality data, watershed plans, threatened- or endangered-species information, and records of existing barriers. FERC advises applicants to use available environmental information and consult early; those consultations may identify concerns or require additional studies.

Confirm which trout species and life stages use the site. A stream may support resident trout, migratory forms, or a mixture of species whose spawning, rearing, overwintering, and movement periods differ. Document where trout are observed, where suitable spawning gravel and cover occur, and how habitat connects to tributaries, springs, or downstream reaches. Do not assume a generic survey season, electrofishing effort, sample size, or habitat-classification method is acceptable everywhere. The responsible agencies may specify timing, permits, safety procedures, statistics, and quality-control requirements.

3. Define the studies agencies actually require

There is no universal “small hydropower trout survey.” The study plan should be negotiated for the site and design. Depending on the questions raised during consultation, agencies may request some combination of:

  • Hydrology and hydraulic modeling for existing and proposed conditions.
  • Habitat mapping and measurements of depth, velocity, substrate, cover, channel form, and available spawning or rearing areas.
  • Fish distribution, abundance, movement, and life-stage surveys.
  • Passage or barrier evaluation at the dam, intake, bypass, and tailrace.
  • Screen or trashrack analysis, including approach velocity, sweeping velocity, bar spacing, bypass, and maintenance assumptions.
  • Water-temperature, dissolved-oxygen, turbidity, conductivity, and other water-quality monitoring.
  • Geomorphic and sediment-transport assessment where the project stores or diverts sediment.
  • Construction-impact, erosion-control, dewatering, and restoration plans.
  • Alternatives analysis comparing locations, flows, structures, and operating rules.

Ask agencies to identify the decision each study will support, the reach and season it must cover, the minimum data quality, and how results should be reported. A study that cannot distinguish existing conditions from project effects will not answer the permitting question, even if it produces a large volume of data.

4. Evaluate flow and habitat exposure

Compare the existing and proposed hydrographs in three places: the impoundment, the bypassed reach, and the downstream reach. Show seasonal low and high flows, daily generation cycles, ramping rates, and the duration of each condition. Analyze both the amount of water and its timing. Trout may depend on a particular combination of depth, velocity, temperature, and cover during spawning, incubation, juvenile rearing, migration, and summer low-flow periods.

Impoundment

Determine which riffles, pools, side channels, springs, tributary mouths, and gravel bars will be inundated. Model normal and extreme water-level variation and identify whether daily fluctuations expose shallow margins or strand fish. Consider increased residence time, sediment deposition, and warming. If the impoundment replaces flowing habitat with a ponded reach, describe that habitat conversion rather than treating the new water area as an equivalent substitute.

Bypassed reach

Calculate the proposed conservation flow for each relevant season and operating condition. Examine whether the remaining discharge maintains connected wetted habitat, suitable depths and velocities, oxygenation, and access to spawning or refuge areas. FWS identifies dewatering in bypassed reaches as a potential concern and notes that conservation flows may vary by season or be designed to approximate elements of a natural hydrograph. Do not claim that a particular flow is adequate for trout without site data and agency review.

Downstream reach

Analyze how the tailrace and release schedule change the downstream hydrograph. Rapid increases can alter channel hydraulics and displace fish; rapid decreases can strand fish in shallow margins. Compare the proposed ramping pattern with the existing rate of change and with periods when eggs, fry, juveniles, or adults are most vulnerable. Include unusual but foreseeable conditions such as turbine trips, spill events, drought operations, and maintenance drawdowns.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Present the results in a reach-by-season matrix. For each reach and season, record existing flow, proposed flow, change in wetted area or habitat suitability, fluctuation frequency, sensitive life stages, and the proposed protection or monitoring measure. If a value is not yet established, label it as a data need rather than filling the gap with a generic trout threshold.

What does a small hydropower project do to stream flow and trout habitat?

The answer depends on the operating regime and the location of the affected habitat. Storage can convert a flowing reach into an impoundment and create level fluctuations. Diversion can leave a bypassed reach with less water. Peaking can produce repeated daily pulses, while a run-of-river plant may track inflow more closely but still remove water from the bypassed reach and alter the timing and location of discharge. The assessment must quantify these changes rather than assign an impact category from the project’s nameplate capacity.

Assess connectivity, passage, and intake risk

Map movement pathways

Identify where trout must move for spawning, feeding, refuge, seasonal temperature changes, or recolonization. Examine the dam face, spillway, bypass channel, intake, tailrace, culverts, and construction barriers. Assess both upstream and downstream routes. A fishway can be species- and life-stage-specific; it may improve passage without recreating the free movement of an unobstructed river. Evaluate attraction, entrance location, hydraulic conditions, maintenance, debris loading, and passage during the full range of operating flows.

Evaluate impingement and entrainment

Fish can be pressed against an intake screen or trashrack (impingement) or drawn through the intake and turbine (entrainment). Risk varies with fish size and species, turbine type, hydraulic head, approach and sweeping velocities, screen geometry, bypass design, debris, and operating conditions. FWS gives a broad entrainment-mortality range of 5 percent to nearly 100 percent, emphasizing that the outcome depends on those factors. It is not a trout-specific prediction and must not be used as the proposed project’s mortality estimate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define the fish sizes and species evaluated, the hydraulic conditions tested, the probability of encountering the intake, and the fate of fish at the bypass. Analyze normal, high-flow, low-flow, startup, shutdown, and debris-loaded conditions where they could change exposure. Specify inspection and maintenance responsibilities; a screen that works when clean may perform differently when partially blocked.

Use project-specific examples correctly

A FERC environmental assessment for the Smith Falls project analyzed resident rainbow trout and other fish in relation to trashrack spacing and intake velocity. That analysis demonstrates the level of project-specific reasoning that may be needed; its values and conclusions are not transferable standards for another stream. Do not present the Smith Falls design as proof that a particular spacing or velocity protects trout at your site.

Assess water quality and construction effects

Flow and passage are only part of the habitat assessment. Hydropower-related concerns identified by FWS include water temperature, sediment and turbidity, gas supersaturation, resuspension of toxic substances, and reduced dissolved oxygen.

Temperature

Compare existing and proposed temperatures through the water column and across seasons. An impoundment can increase residence time and solar exposure; releases from different depths can produce a different temperature regime downstream. Relate predicted changes to the thermal requirements of the trout species and life stages present, using criteria accepted by the responsible water-quality agency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Sediment and turbidity

Identify where the project stores sediment and what happens during excavation, cofferdam installation, drawdown, flushing, floods, and high-discharge events. Model or monitor turbidity pulses and deposition in spawning gravels. Construction controls should specify sequencing, isolation, weather shutdowns, inspection, and restoration, not merely promise that sediment will be minimized.

Dissolved oxygen and other chemistry

Measure or model dissolved oxygen in the impoundment, bypassed reach, and tailrace under low-flow and warm conditions. Screen for gas supersaturation or contaminants where the structure and watershed make them plausible. Establish trigger levels, reporting, and corrective actions with the relevant agency rather than importing a threshold from another project.

Construction disturbance

Map temporary work areas, access roads, staging, cofferdams, dewatering points, blasting or drilling, vegetation clearing, and bank stabilization. State when each activity will occur relative to spawning, incubation, and migration. Provide fish rescue and relocation procedures only if authorized and specified by the agency; capture and handling can itself harm fish and is not a substitute for avoiding habitat disturbance.

Consult agencies, tribes, communities, and landowners early

Do not wait until the design is fixed to ask whether the study plan is acceptable. Identify the state fish and wildlife agency, FWS, the state water-quality and permitting authorities, relevant tribes, affected communities, and property owners. FERC lists state fish and wildlife agencies and FWS among potential consultees. NOAA Fisheries may be relevant where migratory fish occur; it is not automatically involved in every trout project.

  • What passage, screening, conservation-flow, ramping, and monitoring measures are under consideration?
  • What construction windows, water-quality controls, and reporting formats apply?
  • Which state, tribal, watershed, or local rules supplement the federal process?

Document meeting dates, data supplied, unresolved questions, requested studies, and design changes. The FERC process page reviewed for this guidance was last updated January 27, 2022; its consultation page was dated September 9, 2020. Confirm current procedures and contacts before filing an application. A regional NOAA Fisheries page cited for hydropower information was dated August 12, 2026, but regional applicability still depends on the fish and jurisdiction at the project site.

Compare alternatives on the same axes

If more than one genuine design or operating option remains, compare them with one consistent scorecard. FERC encourages screening for sites at existing dams or conduits, limited changes to water flow and use, and reduced likelihood of fish-passage concerns. Those are siting and design considerations, not substitutes for impact findings.

Comparison axis Questions to answer for every alternative
Flow retained How much water remains in the bypassed reach by season, and how often does the project change discharge?
Habitat conversion Which flowing, spawning, rearing, refuge, or side-channel habitats are inundated, dewatered, or newly created?
Passage Where are upstream and downstream routes, and under what flows do they function?
Intake exposure What are the encounter, impingement, and entrainment pathways for each trout life stage?
Water quality How do temperature, oxygen, turbidity, sediment, and other parameters change?
Construction footprint How much channel, bank, riparian vegetation, and access area is disturbed, and for how long?
Operational flexibility Can the plant maintain conservation flows, safe ramping, passage, and water quality during droughts, floods, outages, and maintenance?

Record trade-offs explicitly. A shorter diversion may reduce bypassed-reach exposure but increase head or intake velocity; a different powerhouse location may improve passage while enlarging the construction footprint. The preferred option should be the one that performs acceptably across the relevant seasons and failure modes, not merely the one with the highest generating potential.

What studies are needed for a hydropower project on a trout stream?

At minimum, prepare a scoping package that lets agencies decide whether more detailed studies are necessary. It should contain:

  1. Project description: maps, profiles, capacities, head, structures, conveyance, operating rules, construction methods, and alternatives.
  2. Existing-condition baseline: hydrology, habitat, trout observations, barriers, temperature, dissolved oxygen, turbidity, sediment, and relevant species information.
  3. Impact pathways: reach-by-reach analysis of inundation, diversion, flow fluctuation, passage, intake exposure, water quality, and construction disturbance.
  4. Methods and uncertainty: field dates, instruments, modeling assumptions, quality controls, data gaps, and limits on what the results can establish.
  5. Protection and monitoring concepts: conservation flows, ramping rules, fish passage, screening, erosion and sediment controls, temperature or oxygen monitoring, maintenance, and adaptive responses.
  6. Consultation record: agencies and stakeholders contacted, questions raised, studies requested, and design revisions made.

Professional aquatic-habitat, fisheries, hydraulic, and water-quality specialists can help develop this package, but the appropriate disciplines and methods depend on the site and the agency-approved study plan. Generic field-meter or equipment lists are not a substitute for that plan.

Tools and models: where they fit

The Department of Energy has described BioPA and the Hydraulic Biological Evaluation Tool (HBET) as tools for evaluating relative turbine-passage impacts for fish species represented in their data. Use such a tool only for the question and species coverage it actually supports. The cited description does not establish that BioPA performs a whole-stream trout-habitat assessment or that its current database includes every trout species. Verify current access, scope, species coverage, and validation before relying on an output.

Hydraulic models, habitat-suitability analyses, telemetry, mark-recapture, temperature models, and water-quality sensors can all be useful, but each answers a different question. State the management decision connected to each model, calibrate it with site observations, and report uncertainty. A precise-looking model output does not remove uncertainty about future operations, sediment, debris, or fish behavior.

  • Are all affected reaches and operating conditions mapped?
  • Is trout presence, habitat use, and seasonal movement understood well enough to define exposure?
  • Are existing and proposed hydrographs, levels, ramping, and conservation flows quantified?
  • Have upstream and downstream passage routes and intake hazards been evaluated for the relevant species and sizes?
  • Are temperature, dissolved oxygen, turbidity, sediment, and construction effects addressed?
  • Have agencies confirmed the study scope, methods, timing, and data needs?
  • Have alternatives been compared on flow, habitat, passage, intake, water quality, footprint, and operational flexibility?
  • Are monitoring triggers, maintenance duties, reporting, and corrective actions assigned to a responsible operator?
