How do I assess the risks of relying on a single SaaS vendor? Start with the business service the software enables, not with a generic vendor questionnaire. Identify what would stop working, how quickly the interruption would cause material harm, which data and dependencies are involved, and whether you could recover or move. A single supplier can be reasonable for a low-impact service with a simple, tested fallback. It becomes unacceptable when a critical process depends on opaque subcontractors, difficult data extraction, weak contractual protections, or an exit plan that exists only on paper.
The practical test is resilience: can your organization continue, restore, or migrate within the time, cost, and legal limits it can tolerate? The framework below helps business owners, IT and security leaders, procurement teams, and regulated organizations answer that question and apply controls proportionate to the actual exposure.
What single-SaaS-vendor dependence actually means
Single-vendor dependence is more than having one company on an invoice. It is the condition in which a provider, or a chain of providers behind it, is a necessary point of failure for a business capability. The dependency may include the application, its hosted database, identity services, APIs, integrations, support channel, and the provider’s own subcontractors.
Recommended Free Tools
Concentration can therefore exist even when your organization has several applications. Three products may all rely on the same underlying cloud region, identity platform, payment processor, or data repository. Conversely, a single application may be acceptable if the process is nonessential, the data is easily exported, and a manual alternative can operate for the required period.

Do not treat “single vendor” as an automatic finding of unacceptable risk. Treat it as a condition requiring an impact-based decision. Record why the arrangement is acceptable, which safeguards make it acceptable, and what change would cause the decision to be revisited.
1. Establish the business impact first
Begin with the capability being enabled. List the process, users, locations, data, and downstream decisions that depend on the service. Then analyze several disruption scenarios rather than considering only a short outage.
Define disruption scenarios
- Short service interruption: What work stops during an outage lasting minutes or hours? Can staff use a local or manual procedure?
- Prolonged unavailability: What happens if support, authentication, or the application is unavailable for days?
- Data loss or corruption: Which records could not be reconstructed, and which regulatory, financial, or customer obligations would be missed?
- Provider insolvency or acquisition: Could you obtain data and transition assistance if the commercial relationship changes abruptly?
- Termination or forced migration: How much time, specialist labor, and parallel operation would be needed to move?
Set recovery time and recovery point objectives through your own business-impact process. The sources used for this framework do not prescribe one universal number; an acceptable interruption is specific to the service, organization, and jurisdiction.

Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Classify the service’s materiality
| Materiality question | Evidence to record | Decision implication |
|---|---|---|
| Does unavailability stop a revenue-generating, safety-related, regulated, or legally required process? | Process owner, affected customers, obligations, and quantified consequences where available | High impact calls for stronger continuity, export, and testing controls. |
| Can staff work safely and accurately without the service? | Documented manual procedure, staffing requirement, and maximum workable duration | A credible fallback can reduce, but not eliminate, concentration risk. |
| Can the data be recreated from independent records? | Source systems, retention periods, reconciliation method, and restoration test | Independent records improve recovery and negotiation leverage. |
| Would a failure affect other systems or customers? | Integration map, transaction queues, identity dependencies, and contractual commitments | Hidden blast radius may make a seemingly ordinary application critical. |
For financial entities, the European Banking Authority’s announcement of 18 September 2026 describes critical or important functions as functions whose disruption would materially impair an entity’s performance. The announcement says its updated third-party-risk guidelines address risk assessment and due diligence, contracts, subcontracting, monitoring, documentation, and exit strategies, with a two-year transitional period. That is a regulatory framing for entities within scope, not a universal legal definition. Confirm the applicable entity, jurisdiction, implementation date, and supervisory expectations before making a compliance conclusion.
2. Map the complete dependency chain
After identifying impact, map how the service works in practice. Ask the provider for current information, but distinguish confirmed facts from assumptions. A SaaS company may not operate every infrastructure, identity, communications, or analytics component itself.
Build a dependency register
- Application name, edition, tenant, region, and business owner.
- Data sets stored or processed, including sensitive, regulated, or confidential information.
- Identity provider, multifactor authentication, privileged-access path, and emergency administrator account.
- APIs, webhooks, connectors, browser extensions, agents, and scheduled jobs.
- Underlying hosting, database, content-delivery, communications, payment, or monitoring services where known.
- Material subcontractors, their service locations, access to data, and change-notification arrangements.
- Internal teams and external parties needed for configuration, support, backup, reporting, or migration.
CISA’s TIC 3.0 Cloud Use Case v1.2, indexed in July 2025, states: “SaaS: Often a SaaS product is provided by a single vendor.” It also advises agencies to consider the supply chain of third-party services added to a SaaS deployment. The point is not that every subcontractor must be replaced; it is that the chain must be visible enough to assess.

Recognize different forms of concentration
| Concentration point | Typical failure effect | Questions to ask |
|---|---|---|
| Application provider | Users cannot perform the core workflow or retrieve records. | What are the provider’s commitments, recovery arrangements, and termination rights? |
| Common infrastructure | Several supposedly independent applications fail together. | Do key services share a cloud region, network, database, or managed platform? |
| Identity service | Users and administrators cannot authenticate even if the application is running. | Is there a break-glass account and a tested recovery path? |
| Integration or data hub | Transactions, synchronization, or reporting stops across multiple systems. | Can queues be replayed, and can data be exported without the integration? |
| Subcontractor | A hidden provider outage or change degrades the primary service. | Will you receive notice of material subcontractor changes and incidents? |
3. Assess seven risk dimensions
Use a written assessment that ties each risk to evidence, an owner, and a decision. Security questionnaires are inputs, not the assessment itself.
Availability and resilience
- Review service-level commitments, maintenance windows, support coverage, escalation routes, and incident communications.
- Identify who is responsible for backups, restore testing, retention, and immutable copies. A provider’s statement that it has backups does not prove that your tenant can be restored to a usable point.
- Ask how a regional, platform-wide, identity, or subcontractor failure affects the service.
- Determine whether degraded operation, read-only access, queued transactions, or offline exports are available.
- Compare stated recovery arrangements with your required recovery time and data-loss tolerance.
Do not convert an availability target into a guarantee of business continuity. Your organization may still be unable to operate if authentication, integrations, or support channels fail.
Security and access
Evaluate controls appropriate to the data and use: authentication, authorization, privileged-access management, encryption, vulnerability handling, logging, detection, incident reporting, and secure development practices. Confirm how administrators are identified, how emergency access is controlled, and how access is removed when personnel or contracts change.
Require assurance evidence that you can understand and challenge, such as independent audit reports, penetration-test summaries, control mappings, or responses to specific findings. Check the scope, date, exceptions, and system boundaries; a report covering a hosting platform may not cover the application configuration or your tenant.
Data location and processing
- Inventory the categories of data and the processing performed, including support access and telemetry.
- Record storage and processing locations, transfer mechanisms, retention periods, and deletion behavior.
- Identify which subcontractors can access data and under what authorization.
- Check whether the contract controls geographic changes and provides notice before material processing changes.
- Confirm how legal holds, audit records, backups, and tenant separation are handled.
Location alone does not establish compliance. The relevant question is whether processing, access, transfers, retention, and contractual rights satisfy the laws and obligations that apply to your organization.
Subcontracting and supply-chain exposure
Request a current list or meaningful description of material subcontractors, service locations, responsibilities, and access. Ask how the provider evaluates them, passes down security and continuity duties, communicates changes, and handles a subcontractor incident. Record unknowns rather than treating a generic statement that the provider “uses trusted partners” as evidence.

Commercial and contractual exposure
Review the actual agreement, order form, data-processing terms, acceptable-use rules, and support policies. Focus on:
- Renewal, termination for convenience, termination for cause, and suspension rights.
- Advance notice of price, service, functionality, region, and subcontractor changes.
- Access to records during a dispute, suspension, insolvency event, or wind-down.
- Export formats, completeness, frequency, technical limits, professional-service requirements, and fees.
- Transition assistance, support response during migration, and responsibility for integration work.
- Deletion certification, backup deletion timing, retention exceptions, and legal-hold treatment.
- Liability, indemnity, insurance, service credits, and limitations that affect realistic recovery.
These are assessment prompts, not a substitute for legal advice. A favorable clause is of limited value if the product cannot produce usable data or if the provider’s operational process cannot meet the promised timeline.
Portability and functional substitutability
Portability asks whether you can obtain and use your data elsewhere. Substitutability asks whether another service or a manual process can perform the necessary function. Assess both:
- Can you export all records, metadata, attachments, audit trails, permissions, configurations, and relationship keys?
- Are formats documented, machine-readable, and sufficiently stable for validation?
- Can integrations, workflows, reports, and retention rules be recreated?
- Will rate limits, API quotas, encryption keys, or proprietary features block migration?
- Can you operate with an alternative provider, an internally hosted system, or a manual process?
- What specialist skills, parallel licenses, migration tooling, and testing are required?
Do not assume that a CSV button equals portability. A partial export that omits attachments, history, permissions, or identifiers may leave the business unable to prove transactions or continue operations.
Compliance and auditability
Determine which laws, sector rules, contractual commitments, records obligations, and customer requirements apply. Then check whether the agreement supports access to relevant information, audit or assurance rights, incident notification, regulator cooperation, subcontractor oversight, and documented exit. The EBA’s 20 December 2017 cloud-outsourcing recommendations for credit institutions, investment firms, and competent authorities highlighted security of data and systems, data location and processing, access and audit rights, chain outsourcing, and contingency plans and exit strategies. They were stated as applicable from 1 July 2018; later requirements and current scope must be checked before relying on them as a complete statement of present law.
4. Turn contractual exit language into an executable plan
A credible exit plan names who decides, what triggers action, how data is extracted and validated, how workflows are rebuilt, and how the organization operates during the transition. It should work for planned termination and for a sudden provider failure.

Run an exit exercise
- Set the scenario and trigger. Choose a prolonged outage, insolvency, material contract breach, unacceptable processing change, or strategic termination. Name the decision authority.
- Select the target state. Identify an alternative service, an internally operated option, or a documented manual procedure. Define the minimum viable capability.
- Request and execute an export. Use the contractual or product process with representative production data. Capture permissions, metadata, attachments, logs, configurations, and identifiers where required.
- Validate completeness. Reconcile record counts, totals, timestamps, relationships, attachments, and audit history. Test whether another system can read the files.
- Rebuild dependencies. Recreate identity integration, APIs, workflows, reports, notifications, retention rules, and downstream feeds.
- Measure the transition. Record elapsed time, staffing, rate limits, manual work, missing fields, format defects, support delays, and extra fees.
- Protect records and close the old service. Preserve required evidence, communicate with users and customers, revoke access, obtain deletion evidence, and document exceptions.
ENISA’s 26 February 2015 public-sector cloud security framework covers procurement through contract finalization and exit and includes a questionnaire template. Its age and public-administration scope make it useful for lifecycle framing, not proof of current technical or legal requirements.

Evidence to retain from the test
- Export request, contract permission, and provider response times.
- File formats, schemas, encryption details, and checksums.
- Reconciliation results and unresolved data gaps.
- Migration runbooks, staffing assumptions, and dependency owners.
- Decisions about records retention, deletion, and customer notification.
- Actions, due dates, and an accountable risk owner for every defect.
5. Choose proportionate safeguards
Controls should reduce an evidenced risk. Duplicating every service across multiple vendors can increase complexity, attack surface, cost, and operational error. Use the service’s materiality and exit difficulty to determine the response.
| Risk profile | Reasonable baseline | Stronger treatment when impact is high |
|---|---|---|
| Low impact, easy replacement, non-sensitive data | Document owner and fallback; review contract, access, export, and incident contacts. | Periodic export and a short tabletop if dependency grows. |
| Moderate impact or complex integrations | Independent records, tested export, documented manual procedure, subcontractor information, and continuity terms. | Alternate-service assessment, migration rehearsal, stronger notice and transition clauses. |
| High impact, regulated, or difficult to replace | Formal risk acceptance, executive owner, detailed contract controls, tested recovery, and evidence of data usability. | Independent backup or replicated records where lawful, prequalified alternative, dedicated migration capacity, frequent exercises, and regulator-ready documentation. |
Practical mitigation options
- Negotiate notice, audit, incident, continuity, access, export, transition, and deletion provisions before implementation.
- Maintain independent exports or records where technically viable and lawful, with restoration tests rather than merely scheduled jobs.
- Reduce unnecessary data and avoid integrations that create avoidable lock-in.
- Use open or documented interfaces when they meet the business requirement.
- Maintain a break-glass identity path and test it without weakening normal controls.
- Document a manual fallback with staffing, forms, reconciliation, and catch-up steps.
- Assess an alternative supplier or internal option even if you do not immediately contract for it.
- Assign each mitigation an owner, due date, acceptance criterion, and residual-risk decision.
6. Score options consistently
When comparing SaaS scenarios, use a transparent scoring model instead of allowing a low price or familiar brand to dominate. Score each option against the same evidence and explain the weighting.
| Axis | What to measure |
|---|---|
| Business impact | Consequence of unavailability, data loss, delayed recovery, or failed termination. |
| Dependency visibility | Known application, infrastructure, identity, integration, and subcontractor chain. |
| Security and data evidence | Control assurance, incident history, processing locations, access, and retention evidence. |
| Rights and governance | Audit, regulator cooperation, subcontractor notice, change control, and suspension terms. |
| Portability and substitutability | Completeness and usability of export plus availability of an alternative process. |
| Transition effort | Time, cost, skills, parallel operation, testing, and contractual permissions needed to move. |
| Continuity quality | Recovery arrangements, communications, fallback modes, and results of exercises. |
A numeric score is useful only when its evidence and weighting are recorded. A high portability score based on an untested vendor statement should not be treated as equivalent to a successful export using your own data.
7. Monitor the arrangement throughout its life
Risk changes after onboarding. Set review triggers and retain the assessment, supplier evidence, decisions, exceptions, mitigations, and exit-test findings.
Refresh after material change
- Business criticality, customer commitments, or regulatory classification changes.
- New sensitive data, users, regions, integrations, or processing purposes are added.
- The provider changes ownership, architecture, hosting region, subcontractors, pricing, or contract terms.
- There is a material outage, security incident, audit exception, or deterioration in support.
- Identity, network, backup, or data-retention dependencies change.
- A migration exercise reveals missing data, excessive manual work, or an impractical timeline.
NIST’s software supply-chain guidance, updated 1 November 2024, addresses U.S. federal agencies acquiring, deploying, using, and managing third-party software and services and points to supplier controls and enhanced vendor-risk assessment material. Other organizations can use it as a reference, but it is not a universal SaaS regulation.

Common failure modes and corrective actions
“The vendor has a strong certification, so the risk is low.”
Certification evidence may not cover your tenant, integrations, subcontractors, export process, or business continuity. Map the evidence to the actual service and test the missing operational controls.
“We have backups, so we can leave whenever needed.”
A backup that cannot be read outside the service, lacks metadata, or cannot be restored within your tolerance is not an exit capability. Perform a restore or migration test and reconcile the result.
“The contract says we can export our data.”
Export rights do not specify completeness, format, rate limits, fees, support, or deletion. Convert the clause into a procedure and measure it with representative data.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
“A second supplier removes concentration risk.”
Two applications may share the same infrastructure, identity service, or integration provider. Map the full chain and account for the extra complexity, cost, and security work of duplication.
“We will write the exit plan if something happens.”
Under pressure, missing owners, credentials, contracts, data maps, and migration skills become delays. A short tabletop exposes these gaps before an outage or commercial dispute.
Questions a decision record should answer
- Which business capability depends on the service, and who owns it?
- What is the maximum tolerable interruption and data loss, and how were those limits set?
- Which data, identities, integrations, infrastructure, and subcontractors are material?
- What evidence supports availability, security, processing, audit, and continuity claims?
- Can complete, usable data and required records be obtained within the required time?
- What alternative or manual process exists, and what staffing and cost does it require?
- Which contractual gaps remain, who accepts them, and what triggers reassessment?
- When was the last export, restore, tabletop, or migration test, and what did it prove?
Bottom line
Relying on one SaaS vendor is acceptable only when the business impact, dependency chain, security and processing risks, contractual rights, and practical exit capability are understood and within tolerance. Start with the service’s consequences, verify the complete chain, test whether your own data and workflows can move, and apply controls proportional to the harm a failure would cause. Keep the decision reviewable: a change in criticality, data, subcontractors, contract, architecture, or outage history should trigger a fresh assessment.
