To assess a nearby data center, first identify the exact site and its status, then check records for electricity, water, air emissions, noise, land impacts and backup systems. Compare project claims with local conditions and actual operating data where available. Without a specific site and jurisdiction, no national estimate can tell you how much that facility uses or what it does to your neighborhood.
Start with the exact site and project status
Search your municipality’s planning and zoning agendas, land-use and parcel records, public notices, and environmental-permit databases. Use the street address or parcel number to distinguish the project from other facilities with similar names. Record the owner or operator, project name, proposed capacity, and key dates.
Establish whether the facility is proposed, under construction, permitted, or operating. Keep the evidence types separate: a developer description is a claim, an application describes requested activity, a permit sets authorized conditions, and operating records or monitoring data show what was reported or measured.
How much water does the data center use?
Ask the water utility or local water-resource agency for annual withdrawals and peak-day demand, and identify the source: municipal supply, groundwater, surface water, or reclaimed water. Ask about the cooling method, drought restrictions, wastewater discharge, and any discharge permit.

Check what each figure measures. Water withdrawn is not necessarily water consumed: some water may be returned, while some may evaporate. Label a number as a design estimate, permit limit, reported total, or measured use, and note its time period and facility boundary. General information about data centers does not establish the water use of an unnamed nearby facility; request site-specific records rather than applying an industry-wide figure.
Will it affect local electricity bills or the power grid?
Request annual electricity use in megawatt-hours (MWh), peak demand in megawatts (MW), expected load growth, and information about the utility connection. Ask what portion of the supply is grid-provided and what generation or procurement claims support any clean-energy statements. If the site has on-site generation, find out what it is and when it is expected to run.

Data-center demand can affect regional grids, but the effect depends on location, the facility’s operating profile, and the available power supply. The U.S. Department of Energy reports an EPRI estimate that data centers could account for up to 9% of U.S. electricity generation annually by 2030, compared with 4% of total load in 2023. That national estimate is not a measurement or forecast for a particular facility or community. It does not, by itself, establish whether local electricity bills will rise. For a local answer, look for utility or regulator filings on the project’s grid connection, planned capacity, and any costs assigned to system upgrades.
What pollution comes from its backup generators?
Look for air permits covering backup engines, turbines, boilers, or other combustion equipment. For each source, check its fuel, number and size of units, pollutants, emission limits, permitted operating hours, testing restrictions, and any allowance to run outside power outages. Ask whether air-dispersion modeling was submitted and what nearby sources and background concentrations it included.

The U.S. Environmental Protection Agency says state and local agencies issue most air permits and provides Clean Air Act resources for data centers. EPA describes a staged review: assess the source’s impact first, then assess cumulative effects when needed using representative background concentrations and relevant nearby sources. A model showing a permit demonstration is not a direct measurement of neighborhood exposure. A permit also does not prove the equipment ran at its permitted maximum; look for operating logs, annual reports, monitoring data, and agency inspections where available.
Check noise, chemicals and backup systems
Planning submissions and operating documents may describe cooling equipment, generator testing, battery systems, chemical storage, operating hours, and noise controls. Look for a noise study and compare its assumptions and results with local limits and existing background levels, especially near homes or other sensitive locations. Check whether the study covers routine operations, testing, and construction separately.

Assess land, habitat and contamination
Map the parcel and nearby homes, waterways, wetlands, flood-prone areas, habitat, and roads. Review planning documents for land conversion, construction disturbance, traffic, and stormwater controls. Check whether the property has a brownfield or Superfund history, and confirm cleanup status and any continuing engineering controls with the agency responsible for that site.

EPA’s brownfield reuse guidance for data centers links to the Redevelopment Mapper, which can screen site locations and surrounding data layers. Reusing previously developed land may offer community benefits, but it does not substitute for checking site-specific risks, cleanup requirements, and controls.
Compare each claim with the local baseline
For every figure, record its units, time period, facility boundary, source, and status: projected, requested, permitted, reported, or independently measured. Ask for the underlying record, method, assumptions, and responsible agency. Then compare the project with relevant local conditions:
- Compare emissions and modeled impacts with background air concentrations and nearby sources.
- Compare water demand and discharge with watershed conditions, utility capacity, and applicable restrictions.
- Compare annual electricity and peak demand with local grid capacity and generation plans.
- Compare predicted noise with existing levels and applicable local limits.
- Compare the site’s existing disturbance, habitat, flood exposure, and contamination controls with the proposed work.
- Compare permits, reporting, monitoring commitments, and enforceable conditions—not just sustainability claims.
Use the same units and time periods when comparing facilities. A larger project is not automatically worse on every local measure, and a favorable efficiency metric cannot resolve local questions about scarcity or exposure.
Find records and take part in the review
Start with the municipality and the state or local environmental regulator responsible for the site. Federal tools can help with some projects, but they do not replace local planning or permit records. EPA’s NEPA resource page links to NEPAssist, environmental impact statement (EIS) records, and comment information. Many zoning and permit proceedings are separate from federal NEPA review, and not every project has an EIS.
Some public reporting systems are jurisdiction-specific. Pennsylvania’s GRID requirements page, for example, lists fields such as annual energy use, peak hourly demand, annual water use, and peak-day water consumption. Treat those requirements as Pennsylvania-specific, not a general rule elsewhere.
