A credible carbon-removal assessment asks two separate questions: does the project deliver additional, durable net removal after its full lifecycle emissions, and are its local environmental and social effects acceptable under the applicable law and the rights of affected people? Answering either question from a gross-capture figure or a certification label alone is not enough.

Use the sequence below to define a transparent counterfactual, set the project boundary, calculate net climate benefit, test storage and reversal risk, investigate pathway-specific environmental effects, and document evidence from affected communities.

What a defensible assessment must establish

Assess a project as a claim about a specific activity at a specific place, not as a judgment about carbon removal as a whole. The result should let an independent reader see what would have happened without the project, which emissions and removals were counted, how long the carbon is expected to remain stored, what could reverse that storage, and who bears environmental or social costs.

  • Economical &Reusable: Built durable materials with a long-lasting battery, our CAGIWIRU air duster it's a sustainable alternative to disposable air cans.
  • Climate performance: additional net removal, including material supply-chain and operating emissions.
  • Storage security: the reservoir, expected duration, reversal pathways, monitoring period, response plan and liability.
  • Environmental effects: energy, materials, water, land, biodiversity, pollution, waste and displaced activity.
  • Social effects: rights, participation, livelihoods, health and safety, distribution of benefits and burdens, and access to remedy.
  • Evidence quality: what is measured, modelled, forecast or independently verified, and where uncertainty remains.

Keep these findings distinct. A project can have strong carbon accounting but unresolved land-rights issues, or a well-designed consultation process but a weak baseline. A favorable result in one category does not substitute for evidence in another.

Step 1: Create a precise project record

Start by recording exactly what is being assessed. Do not combine a proposed project’s forecast with an operating project’s measured results.

Item to record What to document
Removal pathway For example, direct air capture with storage, biogenic emissions capture with storage, biochar, a land-based approach or a marine approach.
Operator and location Legal entity, facility or field location, jurisdiction, neighboring communities and relevant rights holders.
Scale and status Proposed, under construction, operating, expanded or closed; planned or measured annual quantity.
Lifecycle stage Construction, feedstock production, capture, processing, transport, injection or application, monitoring and closure.
Storage form and reservoir Where the carbon is held and which physical, ecological or operational processes could release it.
Claim being made For example, a forecast removal, a measured removal, a credit issued in a registry, or a buyer’s net-zero claim.
Methodology and verifier The accounting method, monitoring protocol, independent verifier and registry or certification status.
Monitoring period How long monitoring is planned, who receives reports and what happens after the stated period.

Ask for the version and effective date of every methodology. A label may describe a narrow carbon attribute and may not cover local social acceptability, cumulative impacts or every stage of the supply chain.

Step 2: Set the baseline, boundary and additionality test

Define the counterfactual

The baseline is the credible description of what would happen without the project. The United Nations Framework Convention on Climate Change Clean Development Mechanism FAQ describes additionality against that without-project scenario. In practice, require evidence rather than a statement that the project is “new” or “needed.”

Test whether the activity would proceed anyway because of a legal requirement, ordinary commercial practice, existing finance, another revenue stream or an already-approved investment. Check the geographic relevance of the baseline and whether its assumptions match local infrastructure, energy, land and feedstock conditions.

Draw the project boundary

Map every operation that can materially change the result:

  • Construction of capture, processing, transport and storage equipment.
  • Electricity and heat generation, including the source and timing of energy.
  • Feedstock production, collection, preprocessing and replacement of displaced uses.
  • Water withdrawal, treatment and discharge.
  • Transport of materials, biomass, captured carbon and wastes.
  • Injection, mineralisation, land application or other storage operations.
  • Monitoring, verification, maintenance, closure and remediation.

Record emissions and removals inside the boundary, then identify effects outside it. The CDM FAQ calls emissions outside the boundary that are caused by a project “leakage.” Examples include displaced land uses, diverted biomass, or emissions shifted to another energy source or facility. State which leakage pathways were screened and why any were judged immaterial.

Check whether the baseline stays current

Energy prices, regulations, land use, technology and financing can change the without-project scenario. Require a rule for updating the baseline when conditions change, rather than assuming a forecast remains valid for the entire crediting or monitoring period. The European Commission’s carbon-removal certification proposal describes periodic baseline updates; its proposal text should not be treated by itself as the final binding rule.

Step 3: Calculate net removal, not gross capture

Gross captured carbon is only one input. A transparent calculation subtracts project and supply-chain emissions and shows the treatment of uncertainty:

Net climate benefit = gross removed carbon − lifecycle emissions − credited leakage − expected reversal losses

The exact accounting equation depends on the applicable methodology, but the categories should be visible. NOAA’s Science Council overview describes additionality assessment as combining a counterfactual baseline, robust gross-removal measurement and production and supply-chain emissions accounting.

Request the underlying data

  • Direct measurements of captured or removed carbon, with instrument locations, calibration and sampling frequency.
  • Energy consumption by process step and the emissions factors or generation data used.
  • Construction materials, replacement parts and decommissioning assumptions where material.
  • Feedstock quantities, origins, moisture or quality assumptions and competing uses.
  • Transport distances, modes and fuel or electricity data.
  • Processing chemicals, catalysts, sorbents, minerals and waste treatment.
  • Storage-site monitoring, injection or application quantities and any estimated losses.
  • Model structure, input ranges, sensitivity analysis and uncertainty intervals.

Classify every number

Mark each result as measured, calculated from measurements, modelled, forecast or issued as a credit. A forecast is not evidence that an operating plant has achieved the same result. If a project reports a single point estimate, ask for the range and the assumptions that drive it. Explain whether uncertainty is carried through to the number of credits or removals claimed.

Check the energy and feedstock story

A project can show high capture while causing substantial emissions through fossil energy, new infrastructure, feedstock production or transport. Examine the marginal energy source, not only an annual average, when the project changes demand. For biomass, test whether the claimed feedstock would otherwise support food, materials, soil functions, habitat or another carbon-storage use.

Step 4: Match durability claims to the storage pathway

“Permanent” is not a universal property of a technology. It is a claim about a reservoir, monitoring period and response system. The European Commission describes permanent removals as securely stored for centuries; any project using that term should show why its particular reservoir and controls justify it.

Identify the reservoir and release mechanisms

Describe where the carbon resides and what could return it to the atmosphere. Consider physical leakage, chemical or biological degradation, fire, erosion, disturbance, equipment failure, well integrity, groundwater movement, extreme weather and governance or maintenance failure, as relevant to the pathway.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspect monitoring and reversal response

Ask how releases would be detected, how quickly they would be reported, who pays for corrective action and how the accounting is adjusted. The EU certification proposal addresses release risks and liability during the monitoring period. A credible plan specifies the responsible entity, funding source, verification procedure and treatment of a reversal in issued or claimed units.

Separate storage duration from monitoring duration

A project may monitor for a defined period while claiming storage for much longer. Require a clear explanation of controls after routine monitoring ends, including site stewardship, institutional responsibility and what happens if ownership changes or the operator fails.

Step 5: Screen environmental effects beyond carbon

Environmental impacts are pathway- and site-specific. Use a screening matrix that records the impact, affected receptor, geographic extent, timing, mitigation, residual risk and evidence quality.

Engineered capture and geological storage

  • Energy: electricity and heat demand, generation source, grid effects and backup supply.
  • Materials and chemicals: extraction, manufacturing, replacement rates, hazardous properties and end-of-life handling.
  • Air emissions: process emissions, combustion pollutants, dust and releases from transport or storage operations.
  • Water: withdrawal, consumption, discharge quality, competing users and effects on aquatic systems.
  • Transport and infrastructure: roads, pipelines, shipping, construction disturbance and accident scenarios.
  • Subsurface storage: site integrity, induced effects, groundwater protection, monitoring limits and remediation responsibilities.

Land-based and biomass approaches

  • Land tenure, land-use change and restrictions on existing users.
  • Feedstock sourcing, harvest intensity, soil carbon, nutrients and water demand.
  • Habitat fragmentation, biodiversity, fire risk and effects on ecosystem services.
  • Displacement of food production, grazing, timber, fuel or other activities.
  • Waste streams, ash or biochar handling, runoff and downstream water quality.

Marine approaches

  • Potential effects on marine food webs, habitats, chemistry and fisheries.
  • Monitoring coverage and the difficulty of detecting dispersed or delayed effects.
  • Shipping, coastal infrastructure, discharge and accident risks.
  • Uncertainty about ecological responses and thresholds for stopping or modifying operations.

The European Commission’s sustainability objectives include biodiversity and ecosystems, water and marine resources, circular economy, and pollution prevention and control. Its methodologies for direct air capture with carbon storage, biogenic emissions capture with carbon storage and biochar do not imply that those pathways have identical impact profiles.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 6: Review social impacts with affected people

Social assessment must be local. Identify rights holders and affected groups before deciding what consultation is adequate. A meeting log is not proof that participation was meaningful or that concerns changed the project.

Map rights, access and distribution

  • Land ownership, customary tenure, access routes, grazing, fishing, water and other resource rights.
  • Indigenous and community rights under the governing law and any applicable agreements.
  • Who receives jobs, revenue, services or other benefits, and who bears risks, restrictions or costs.
  • Effects on livelihoods, food security, public health, cultural heritage and local services.
  • Worker health and safety, contractor conditions and emergency preparedness.

Test the quality of participation

Document when people were engaged, what information they received, which languages and formats were used, who could participate, and how the operator responded. Look for evidence that project design, site choice, operating conditions or benefit arrangements changed in response to concerns. Distinguish consent or legally required approvals from voluntary engagement.

Check grievance and remedy channels

A usable mechanism explains how to file a complaint without retaliation, sets response times, identifies an independent escalation route and records outcomes. Ask whether affected people can obtain remediation for land loss, livelihood damage, health effects or cultural harm, and whether funds remain available if the operator becomes insolvent.

The New Zealand Ministry for the Environment’s Assessment Framework for Carbon Removals, published 15 May 2026, presents preparation, assessment, decision-making and implementation stages and links an activity self-assessment tool for checking evidence against scientific criteria. It is a process model in New Zealand’s national context, not a universal social-safeguard law for every country or pathway.

Step 7: Judge monitoring, reporting and verification quality

Monitoring, reporting and verification (MRV) connects the claim to evidence. The UK Greenhouse Gas Removal MRV Task and Finish Group has highlighted the complexity of robust MRV and the importance of permanence. Evaluate the system rather than accepting the word “verified.”

How current frameworks fit the assessment

New Zealand

The Ministry for the Environment framework noted above provides a staged scientific assessment process and a self-assessment resource. Apply it within New Zealand’s legal and institutional setting; do not present it as a global certification standard.

European Union

The European Commission’s current certification-methodologies page identifies delegated methodologies for direct air capture with carbon storage (DACCS), biogenic emissions capture with carbon storage (BioCCS) and biochar carbon removal. Confirm the specific in-force instrument, methodology version and eligibility conditions before describing a project as certified or compliant.

CRCF proposal principles

The Commission’s 2022 Carbon Removal Certification Framework proposal set out principles for quantification, additionality, long-term storage and sustainability, including uncertainty, release risk and liability. Because it is a proposal text, it should not be cited on its own as the final current legal rule.

Other jurisdictions and standards

Apply the law, permit conditions, environmental-impact requirements, labor rules, land-rights protections and certification methodology that govern the project’s location and claim. Where no single framework covers social safeguards, document the gap and use a rights-based, evidence-led review rather than implying that carbon certification resolves it.

Comparing two or more projects

Use a common evidence sheet. Do not rank projects by a permanence label or headline tonne figure alone.

Comparison axis Questions to answer
Pathway and reservoir What removes the carbon, where is it stored, and which release mechanisms matter?
Net removal What is the result after lifecycle emissions, leakage and expected reversal losses?
Baseline and additionality What happens without the project, what evidence supports that scenario and when is it updated?
Durability and liability How long is storage expected, how long is monitoring funded and who bears reversal liability?
MRV and uncertainty Which values are measured or modelled, who verifies them and how are errors treated?
Environmental effects What are the site-specific impacts on energy, water, land, biodiversity, pollution, waste and displaced activity?
Rights and participation Which groups are affected, what rights apply, and did participation influence decisions?

Red flags that should pause a decision

  • A gross-capture number with no lifecycle boundary or energy data.
  • A baseline described only as “business as usual,” without local evidence or an update rule.
  • A permanence claim that names no reservoir, monitoring period, reversal plan or liable party.
  • Certification presented as proof of comprehensive environmental or social acceptability.
  • Consultation records that list meetings but not affected rights holders, concerns or project changes.
  • Feedstock, land or water assumptions that omit competing uses and displaced activity.
  • One point estimate with no uncertainty range, raw-data summary or verifier findings.
  • No mechanism to correct credits or claims after a reversal, measurement error or discovered leakage.

A practical evidence checklist

  1. Record the pathway, operator, location, scale, status, storage reservoir, claim, methodology, verifier and monitoring period.
  2. Obtain the without-project scenario and test legal, financial, practice-based and geographic assumptions.
  3. Draw the lifecycle boundary and list emissions, removals and leakage outside it.
  4. Reconcile gross removal with energy, materials, construction, transport, processing, monitoring and storage emissions.
  5. Classify data as measured, modelled, forecast or credited; request uncertainty treatment and sensitivity analysis.
  6. Document release mechanisms, monitoring duration, reversal response, liability and post-closure responsibility.
  7. Screen pathway- and site-specific effects on energy, water, land, biodiversity, pollution, waste and displaced activity.
  8. Map rights holders and affected groups, then evaluate participation, distribution, worker protection and remedy.
  9. Check the current jurisdictional framework and methodology version; separate binding rules from proposals or guidance.
  10. Write a conclusion that states net climate benefit, unresolved uncertainties, environmental residual risks and social conditions, rather than issuing a single unqualified “good” or “bad” label.

What the final assessment should say

End with a conditional, evidence-based finding. State whether additional net removal is demonstrated or only forecast; whether the baseline and boundary are credible; how durable storage is supported; which environmental effects remain material; and whether affected people have enforceable rights, meaningful influence and access to remedy. Identify evidence gaps that could change the conclusion and the decisions or monitoring actions that would close them.

This format makes the assessment useful to buyers, regulators, communities and project operators without pretending that one certification, one metric or one pathway can answer every environmental and social question.
