Assess an open-weight AI model as both a software supply-chain artifact and a component in a specific deployment. Verify what you received and where it came from, inspect its code and dependencies, test model and system behavior against relevant threats, and document the controls and risks that remain. A model name, repository badge, model card, or single benchmark cannot establish that a particular download is authentic or safe in your application.
Why the model name is not enough
“This model is secure” is not a useful assessment unless it identifies the exact artifact and the way it will be used. A model can be downloaded, adapted, quantized, connected to private data, exposed through an API, or given permission to call tools. Each change can alter the risks. An assessment of an isolated model does not automatically apply to a later fine-tune or an application that uses it.
Start with the decision you need to make: whether to download, fine-tune, self-host, or integrate a particular release for a particular purpose. Record the model revision and the system configuration under review. NIST’s supply-chain guidance emphasizes visibility into how acquired technology is developed, integrated, and deployed; its generative-AI guidance adds model-specific security checks and red-teaming. Together, they support a deployment-specific review—not a universal security rating.
Open weights do not, by themselves, establish the trustworthiness of the publisher, the integrity of a file, the safety of model behavior, or the terms under which the model may be used. Treat those as distinct questions. This article’s checklist is an operational way to organize evidence; it is not a NIST certification method.

1. Define the decision and threat model
First describe the intended use in terms that affect security. “Run the model internally” is too broad: an internal summarization tool that sees public documents has a different exposure from an agent that can retrieve confidential records, write code, and call network services.
Record the deployment context
- Use and users: What task will the model perform, who can use it, and who could misuse it?
- Data: What information may appear in prompts, retrieved content, training or adaptation data, logs, and outputs? Classify its sensitivity.
- Boundary: Will inference run on a local machine, a private service, shared infrastructure, or a hosted provider? What crosses the boundary?
- Permissions: Can the model or surrounding application read files, access databases, browse networks, execute code, send messages, or invoke tools?
- Consequences: What happens if the output is wrong, manipulated, private information is exposed, or a user obtains harmful assistance?
Identify the assets to protect and the plausible attackers: for example, someone trying to poison an adaptation dataset, extract model information, bypass safeguards, compromise a dependency, or exploit an exposed endpoint. Match the threat list to the actual use case rather than testing every imaginable attack without a decision purpose.
Set scope and success criteria before testing
Write down which exact model artifact and surrounding components are in scope, which threats you will test, what would count as a failure, and what test limitations apply. Define safe test inputs and a procedure for handling any sensitive output. Without predefined criteria, a collection of prompts and screenshots is difficult to interpret or compare.

Consider the entire path from user input to output: serving API, authentication, retrieval or other data connectors, tools, agent permissions, logging, and network boundaries. NIST’s Generative AI Profile recommends red-teaming relevant AI systems; NIST AI 800-1, a second public draft dated January 2025 in the cited file, addresses misuse risk and the AI supply chain. Treat that document as a draft unless a later finalized version is verified.
2. Check the supplier and chain of custody
Supplier review is not just a check for a familiar organization name. NIST SP 1326, Cybersecurity Supply Chain Risk Management: Due Diligence Assessment Quick-Start Guide, published July 8, 2026, identifies five due-diligence dimensions: foreign ownership, control, or influence; provenance; resilience; foundational cyber practices; and supply-chain tiers.

Build a provenance record
Capture who published the release, where it was distributed, who maintains the repository, its release history, and any stated relationships to upstream models or datasets. Record what evidence connects the file you obtained to the release the publisher describes. If ownership or control information is unavailable, mark it as unknown rather than treating silence as reassurance.
For the specific candidate being assessed, preserve an inventory that includes:
- Model name, revision or commit identifier, download location, and download date and time.
- All files received, including weights, configuration, tokenizer, adapters, and any other supporting artifacts.
- Relevant upstream repositories, packages, and stated model or dataset relationships.
- Inference runtime, dependencies, loading options, and configuration used for testing.
- Any signatures or cryptographic digests checked, the channel used to obtain the expected value, and the verification result.
Where the format and distribution system support it, verify cryptographic digests or signatures against a trustworthy publisher channel. A digest can help detect that a file differs from the file represented by the expected digest; it does not independently prove that the publisher or the file’s behavior is trustworthy. NIST’s cited guidance does not prescribe one universal model-file verification procedure, so document the method and its limits.
Ask about resilience and cyber practices
Use the supplier dimensions to structure questions: how transparent is the organization about origin and updates; how does it handle vulnerabilities; can it maintain or replace the release if a problem emerges; and what security practices are visible across relevant supply-chain tiers? A supplier’s answers are evidence to evaluate, not a substitute for examining the artifact and testing your deployment.
NIST SP 800-161 Rev. 1 provides organization-wide cybersecurity supply-chain risk-management guidance. Its final page identifies November 1, 2024 as the document history date for the final version with updates. Use such guidance to fit model acquisition into existing organizational supply-chain risk management, rather than treating model procurement as an isolated exception.

3. Inspect code, loading paths, and dependencies
Determine what must execute to use the model. Some workflows may load weights as data through an established runtime; others may require custom code or packages. Review the actual path you intend to use, especially if it executes code from a repository or enables custom loading behavior. Do not infer safety from the fact that the main artifact is a weights file.

Review the software supply chain
- Inspect repository code, package dependencies, build and release practices, and model-loading behavior.
- Identify whether custom code is required and whether it runs with filesystem, credential, or network access.
- Check relevant upstream repositories and dependencies for reported vulnerabilities, and record what version or revision your artifact uses.
- Review vulnerability handling and update practices, including how you would replace a release or dependency if a flaw is found.
- Use dependency inventories and vulnerability management to improve visibility into software components.
NIST’s supply-chain materials describe risks that include malicious functionality, counterfeit products, vulnerabilities arising from poor development or manufacturing, and limited visibility into development and integration. A software bill of materials (SBOM) and vulnerability-management process can help reveal dependencies, but neither proves that model weights are authentic or that model behavior is safe.
MITRE’s August 2023 release described a tool intended to scan GitHub repositories used to create publicly available model artifacts for reported upstream software vulnerabilities. The release is historical; it does not establish the tool’s current availability or completeness. Do not make an assessment depend on a tool’s continued availability without verifying its status.
4. Test model-specific and system-level threats
Ordinary software review will not answer every question about a model. Build tests around the threats that matter to your use case, and separate observations about model behavior from findings about application controls. NIST’s Generative AI Profile identifies security concerns including backdoors, compromised dependencies, weight exposure, inference, bypass, extraction, and risks from fine-tuning.
Threats to include where relevant
- Unexpected or malicious functionality: Look for behavior inconsistent with the intended use, including possible backdoor-like behavior.
- Artifact and dependency compromise: Consider compromised packages, unsafe loading paths, and vulnerabilities in the software around the model.
- Weight access and extraction: Determine who can access or copy weights, and whether exposed interfaces or outputs could support inference, extraction, or reverse engineering.
- Safeguard bypass: Test whether prompts or adversarial inputs can circumvent controls relevant to the deployment.
- Data poisoning and privacy: Consider untrusted training or adaptation data, poisoning, membership inference, and leakage of sensitive information.
- Harmful capability use: Evaluate whether the system could assist with malicious code or make phishing more effective in the context in which it will be available.
- Control degradation after changes: Check whether fine-tuning, adapters, quantization, configuration changes, or integration have weakened intended security or safety controls.
NIST’s profile calls for red-teaming against malicious-code generation, phishing, prompt injection, adversarial prompts, poisoning, membership inference, and model extraction, among other risks. These are test categories, not a claim that a single test suite can establish safety. Select scenarios that reflect the data, permissions, users, and consequences defined in your threat model.

Test the integrated application, not only the model
A model-only test can reveal useful behavior, but cannot establish the security of a later integration. Test the actual serving configuration, with the access controls, retrieval connectors, tools, agent permissions, logging, and network boundaries that will be used. For example, when prompt injection is relevant, evaluate not just whether the model follows an adversarial instruction in isolation, but whether the integrated system limits what that instruction can cause it to retrieve, disclose, or execute.
Keep an evidence record for each test: date, artifact and configuration, test objective, input or scenario, observed result, and limitations. Store prompts and outputs appropriately if they contain sensitive material. A test result applies to the configuration tested; after a material change, it may no longer describe the system that is running.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.5. Assess controls, resilience, and hosted infrastructure
Controls should limit both direct compromise and the consequences of a model behaving unexpectedly. Review who and what can access the weights, adaptation data, credentials, and inference endpoints. Check whether permissions are limited to the people and services that need them, and whether sensitive credentials are kept outside model-visible inputs and outputs.
Check operational readiness
- Access: Review authentication and authorization for model files, services, data, and administrative functions.
- Monitoring: Decide what signals can reveal misuse, anomalous access, or a change in system behavior, while accounting for sensitive data in logs.
- Incident response: Assign responsibility for triage, containment, notification, and recovery if the artifact or service is compromised.
- Rollback or replacement: Know how to disable, revert, or replace a model, adapter, dependency, or configuration.
- Maintenance: Track updates and vulnerability disclosures, and define when new evidence requires a fresh review.
Security checks need to be repeatable after a model revision, adapter change, dependency update, configuration change, or deployment change. NIST calls for measuring security controls, conducting AI red-teaming, verifying that fine-tuning does not compromise controls, and regularly reassessing whether security measures remain effective.
Evaluate a hosting provider as part of the system
If a provider operates the compute or serves the model, assess its protections for weights and other sensitive model elements as part of the provider relationship. Clarify which party controls access, updates, incident handling, and relevant logs. NIST AI 800-1’s January 2025 second public draft says compute providers can implement physical and cybersecurity practices proportionate to misuse risk. Because the cited document is a draft, do not present it as finalized guidance unless a later final version is verified.

6. Record residual risk and decide
For each material scenario, record the evidence and make the decision explicit. A useful record includes the threat scenario, evidence reviewed, likelihood and impact rationale, controls already in place, residual risk, accountable owner, planned mitigation, and disposition: accept, mitigate, restrict, or reject. This is an implementation recommendation based on NIST’s integration of supply-chain risk assessment into organizational risk management, not a mandatory quoted template.
Keep the reviewed artifact inventory and tested system configuration with the decision. Define reassessment triggers so the approval cannot silently outlive its evidence. Typical triggers include a new model revision, a new dependency, a fine-tune or adapter, a permission or network change, a newly disclosed vulnerability, or a changed use case.
Compare candidates on evidence, not a borrowed score
When reviewing multiple models, use the same evidence axes for each candidate. Record differences in provenance transparency, supplier and dependency evidence, resilience and cyber practices, known vulnerabilities, observed behavior in relevant tests, deployment controls, and maintenance burden. If evidence is missing, mark it as not established; do not award a favorable assumption because a candidate is popular or has a strong benchmark result.
Recommended Free Tools
The cited NIST sources provide assessment categories, not a universal quantitative cybersecurity score or ranking for open-weight models. A single number can hide trade-offs—for example, strong provenance evidence alongside weak deployment controls. If your organization needs a score, define and validate its method internally and preserve the underlying evidence and rationale.
What the guidance can—and cannot—establish
NIST states, “The trustworthiness of AI technologies depends in part on how secure they are.” Its AI security and resilience work also notes that current frameworks do not comprehensively cover all AI attack surfaces. NIST describes model-weight and configuration-focused control overlays as work in development, and its Dioptra testbed as a research resource. These are signs that assessment methods and tools continue to evolve, not a reason to postpone basic supply-chain and deployment checks.
The defensible outcome is a bounded decision about a named artifact in a recorded configuration: what was verified, what was tested, what controls exist, what remains uncertain, and who owns the residual risk. The decision should change when the artifact, system, threat context, or evidence changes.
