A supplier’s presence in a conflict zone is a warning signal, not proof of misconduct and not an automatic reason to terminate the relationship. Make the decision through documented, risk-based due diligence: establish who controls each part of the steel chain, test evidence of human-rights, conflict, corruption, environmental and continuity risks, use whatever leverage you have to obtain measurable mitigation, and set clear triggers for suspension or disengagement.
This process should be led by procurement with legal or compliance, sustainability and human-rights, operations, and security or geopolitical-risk specialists. The OECD minerals-and-metals framework is a useful process model for steel sourcing, but it is not a steel certification and cannot answer country-specific legal questions without the parties, route, goods and jurisdictions involved.
What a conflict-zone location tells you—and what it does not
“Conflict zone” is a starting condition for investigation, not a conclusion about a supplier. A location may expose the business to armed-group control, abuses by security forces, forced labour, corruption, diversion of payments, environmental damage, or disruption of transport and utilities. It may also be possible for a supplier to operate responsibly with effective controls and transparent records. Conversely, a supplier outside the zone may still be connected to harmful extraction, trading, processing or transport inside it.
Assess the concrete connections rather than assigning risk from a country label. Establish who controls production sites, mines, scrap yards, warehouses, roads, ports and border crossings; whether armed actors or public security forces receive money or services; how taxes, royalties and other payments move; whether workers or communities are harmed; and whether fighting affects power, insurance, access, transport or shipment reliability. These are investigation questions. They are not findings about any particular supplier or location.

The buyer’s decision should distinguish four situations:
- Confirmed facts: information corroborated by reliable records, site work or independent sources.
- Credible allegations: specific, plausible claims that require a response while verification continues.
- Supplier assertions: statements or certifications supplied by the vendor but not independently corroborated.
- Unknowns: material information that is unavailable, inconsistent or outside the supplier’s stated scope.
That distinction prevents both false reassurance and an unsupported accusation.
1. Establish ownership, policy and expectations
Name a senior owner and a cross-functional team
Assign one accountable executive—often the chief procurement, compliance or sustainability leader—and give the team authority to request records, commission assessments and change sourcing. Include:
What’s actually slowing this PC down?

- procurement and category management;
- legal and trade or financial-crime compliance;
- sustainability, human-rights and responsible-sourcing specialists;
- operations, quality and supply-planning staff;
- security, insurance and geopolitical-risk specialists; and
- finance or internal audit where payments, ownership or tax exposure is material.
Define who can approve continued purchasing, who can place a shipment on hold, and who communicates with the supplier and affected stakeholders. A key supplier should not be allowed to self-approve its own risk rating.
Write the standard before reviewing the supplier
Set out the company’s expectations for human rights, labour, conflict contribution, anti-corruption, environmental protection, information access, grievance handling and business continuity. State which requirements apply to the supplier’s own operations and which extend to traders, transporters, processors, mines, scrap providers and other upstream parties.
Communicate the policy in a language the supplier and relevant workers can understand. Put material requirements, information rights, audit or assessment access, incident notification, remediation duties and consequences for non-performance into contracts or purchase terms where appropriate. Provide a confidential channel for workers, communities and business partners to raise concerns and explain how the company will protect against retaliation.
The OECD’s recommendation describes management systems, a supply-chain policy and communication of expectations as the first part of due diligence. See the OECD Legal Instruments recommendation and Annex I framework.

2. Map the steel chain and establish the facts
Map every relevant hand-off
Build a chain-of-custody map for the material you actually buy, not just the legal entity that invoices you. Record, for each product, grade or lot where feasible:
- the supplier’s legal name, registration, beneficial owners and controlling interests;
- all relevant plants, furnaces, rolling mills, coating lines, scrap yards, warehouses and offices;
- the production route, including iron ore, pellets, coking coal, recycled scrap, ferroalloys and other material inputs;
- miners, recyclers, traders, brokers, processors and subcontractors upstream;
- transport companies, storage locations, ports, border crossings and export points;
- the entities receiving payments, taxes, royalties, fees or security charges; and
- the destination, importer of record and any onward processing in your own chain.
Ask who extracts, trades, handles, transports, processes and exports each relevant input, and where each activity occurs. Trace raw materials or scrap as far upstream as is reasonably possible. A diagram should show legal ownership and physical movement separately: a supplier may own a plant while another party controls access, security or transport.
Label what is known, asserted and missing
For every map entry, record the evidence type, date, scope and person responsible for verification. A supplier questionnaire is useful for opening the investigation, but it is not proof by itself. Compare declarations with corporate records, bills of lading, production and mass-balance records, payment information, permits, grievance logs, incident reports and credible third-party assessments.
Review existing supplier, industry or third-party assessments for:

- the assessor’s competence and methodology;
- the sites, products, periods and tiers actually covered;
- whether workers and affected communities were consulted;
- how contradictory evidence and inaccessible locations were handled; and
- the age of the findings and whether corrective actions were verified.
Do not treat a general corporate certification as evidence that the specific steel, route or transaction is free of risk. The OECD’s resource for miners illustrates the type of information and five-step approach needed to identify and assess a chain; consult the OECD-hosted five-step framework resource.
Investigate control, money and access
For sites and routes in or near the conflict area, ask targeted questions:
- Who controls the site, road, checkpoint, port or border crossing in practice?
- Are armed groups, military units, police or private security providers present, and what services or payments do they receive?
- Are payments made in cash, through intermediaries or to accounts that differ from the contracting entity?
- Are taxes, royalties, transit fees or “security” charges documented and lawful?
- Can the supplier segregate material from different origins, or is it blended without a defensible reconciliation?
- What happens when auditors, inspectors, workers or communities cannot safely access a location?
- Which utilities, roads, ports, insurers and communications links are single points of failure?
Document answers even when they are negative or incomplete. An inability to verify a critical route or payment is a risk gap that needs an owner and deadline.

3. Assess adverse impacts and continuity risk together
Evaluate the main adverse-impact categories
Assess actual and potential impacts against your policy and applicable standards. The following categories are relevant to a steel chain connected to a conflict-affected or high-risk area:

| Risk area | Questions to test | Evidence to seek |
|---|---|---|
| Conflict contribution and armed actors | Could purchasing, transport fees, security arrangements or other payments benefit armed groups or enable abuses? | Ownership and control records, payment trails, security contracts, route information and credible incident reporting. |
| Human rights and labour | Are there forced-labour indicators, violence, intimidation, child labour, unsafe conditions, discrimination or retaliation against complainants? | Worker interviews, payroll and recruitment records, grievance outcomes, health-and-safety data and independent assessments. |
| Corruption and financial crime | Are beneficial owners, agents, customs brokers and public-official interactions transparent and controlled? | Ownership documents, agent registers, invoices, customs records, approvals, training and transaction monitoring. |
| Environmental harm | Could extraction, processing, waste, emissions or spills harm communities or ecosystems, especially where oversight is weak? | Permits, monitoring results, incident logs, remediation plans, community complaints and site observations. |
| Continuity and concentration | Could conflict interrupt power, labour, transport, insurance, communications, border access or export capacity? How much of your volume depends on this source? | Business-continuity plans, route and port alternatives, inventory and lead-time data, force-majeure terms and scenario analysis. |
The OECD Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas explains how mineral and metal sourcing can create exposure to conflict and serious human-rights harm. Adapt its questions to the steelmaking process, including ore, scrap and alloy inputs.
Prioritize without creating false precision
Use a documented method that considers:
- severity: how serious, widespread or difficult to remedy the potential harm would be;
- likelihood: how plausible the event is given current facts and conditions;
- connection: whether your purchasing caused, contributed to or is directly linked to the impact;
- evidence quality: how independently and specifically the claim is supported;
- immediacy: whether people or the business face an urgent threat; and
- influence: what leverage your company has to prevent or reduce the harm.
Do not assign a numerical score unless your organization has a defined methodology and defensible inputs. A single high-severity issue may require action even when likelihood is uncertain. Separate risks to people from risks to supply availability, then examine their interaction: a route that is commercially reliable may still be unacceptable if it funds serious harm, while a responsible source may need a continuity plan because conflict makes delivery volatile.
Close decision-changing information gaps
For each unknown, state why it matters, the evidence required, the owner and a deadline. Examples include verifying a beneficial owner, reconciling a disputed origin, confirming who controls a checkpoint, interviewing workers through a safe channel or obtaining current insurance and route information. Escalate when a supplier refuses access, supplies inconsistent records, pressures interviewees or repeatedly misses agreed deadlines.
4. Judge evidence quality and use independent checks
Evidence should be assessed for specificity, independence, currency and completeness. A recent, site-specific record may be more useful than an older broad certification; a detailed allegation from a credible organization may warrant immediate protective action even before every fact is proved. Conversely, an anonymous or politically motivated claim should be investigated without being presented as established fact.
| Evidence level | How to use it | Typical limitation |
|---|---|---|
| Primary business records | Reconcile ownership, production, payments, origin, transport and corrective actions. | Records may be incomplete, manipulated or limited to the supplier’s own tier. |
| Worker or community testimony | Test lived impacts, retaliation, recruitment, security and environmental conditions. | Access and safety constraints can limit representativeness. |
| Independent assessment or audit | Examine controls and conditions at identified sites or process points. | An audit samples evidence and cannot guarantee that no harm exists. |
| Public reporting and incident information | Identify allegations, conflict changes, legal actions and emerging routes or actors. | Coverage, reliability and political context vary; corroborate material claims. |
| Supplier policy or certification | Indicate stated commitments and control design. | Policy does not prove implementation or coverage of your material. |
Commission an independent assessment where the risk and access justify it. Define its scope in advance, including facilities, upstream tiers, workers, communities, security arrangements, payment flows and route points. Require a findings report, management response and verification of corrective action. Treat the assessment as one input to a decision, not as a guarantee.
5. Select a response using leverage and measurable actions
After assessing risk, choose a response proportionate to severity, immediacy, connection and the supplier’s capability and willingness to improve. The OECD framework describes three broad approaches:

| Response | When it can fit | Required controls |
|---|---|---|
| Continue trade while mitigating | Impacts are manageable, the supplier accepts corrective action and continued engagement can reduce harm without making the buyer complicit. | Written action plan, milestones, responsible people, evidence requirements, deadlines, grievance access and consequences for failure. |
| Temporarily suspend trade while mitigating | Harm is serious or immediate, facts are unresolved, or continued purchasing could worsen the situation while safeguards are put in place. | Defined suspension scope and review date, protection for affected workers or communities, remediation steps and conditions for resumption. |
| Disengage | Mitigation has failed, the supplier will not cooperate, harm is severe and ongoing, or safe and effective mitigation is not feasible or acceptable. | Exit plan, responsible transition, inventory and customer planning, records of rationale, and checks that a new source does not recreate the same exposure. |
Before selecting an option, assess your leverage. Commercial volume, contract terms, technical support, preferred-supplier status and the ability to coordinate with other buyers can increase influence. Leverage is not only bargaining power: use it to fund remediation, improve worker grievance channels, require route transparency, change security arrangements or support safer alternatives. Consult the supplier and, where appropriate and safe, affected workers, communities, unions, civil-society groups and other knowledgeable stakeholders.
Record the decision in a way another executive could audit. Include the facts and uncertainties, risk rationale, contribution or connection analysis, leverage assessment, actions, owners, dates, evidence thresholds, consequences for missed milestones and triggers for moving from engagement to suspension or disengagement. Do not keep buying simply to protect continuity, and do not terminate solely because a map shows a conflict-zone address.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.6. Compare alternative suppliers and routes without assuming they are safer
If alternatives exist, compare the whole risk profile rather than looking only at country or price. Use a side-by-side record such as this:
| Decision factor | Questions |
|---|---|
| Traceability and evidence | Can the alternative identify inputs, owners, processors, transporters, routes and payment recipients with stronger, current evidence? |
| Adverse-impact exposure | Are severity, likelihood and connection to conflict, rights, corruption or environmental harm lower and better understood? |
| Supplier capability and willingness | Will management provide access, protect complainants, remedy impacts and meet milestones? |
| Buyer leverage | Can your volume, contract or collective action influence outcomes? |
| Continuity and concentration | What are the alternative’s route, port, utility, insurance, lead-time and single-source dependencies? |
| Qualification feasibility | How long will testing, approval, quality validation, capacity reservation and contractual onboarding take? |
| Consequences of switching | Could exit displace workers, remove leverage for remediation, increase exposure elsewhere or create a dangerous rush to an unverified source? |
Switching suppliers does not eliminate risk unless the new chain has better evidence and lower exposure. The OECD’s current overview highlights transparency, traceability, interoperability and the role of commodity traders as practical supply-chain issues; see Responsible mineral supply chains.
7. Verify, monitor and report after the decision
Turn mitigation into a control calendar
For every action, define an outcome rather than a vague promise. Examples include a verified beneficial-ownership record, reconciled origin and mass-balance data, a worker grievance channel that operates without retaliation, a corrected security-payment process, a completed route assessment, or independently checked remediation for a documented harm.
Set review dates according to risk. Monitor:
- milestone evidence and overdue actions;
- new allegations, incidents, complaints and retaliation reports;
- changes in ownership, management, subcontractors, routes, ports and security providers;
- conflict intensity, access restrictions, border conditions, insurance availability and transport delays;
- production, inventory, quality and concentration indicators; and
- progress on worker, community and environmental remediation.
Reassess immediately after a material change, not only at an annual supplier review. A route change, new armed actor, ownership transfer, serious incident, blocked audit or unexplained payment can alter the decision.

Report accurately, including limits
Public or customer reporting should describe the policy, scope, process, significant findings, actions and unresolved gaps without claiming certainty the evidence does not support. Explain which tiers or sites could not be verified, what is being done, and when the next review is due.
The OECD Council Recommendation states: “Companies should publicly report on their supply chain due diligence policies and practices and may do so by expanding the scope of their sustainability, corporate social responsibility or annual reports to cover additional information on mineral supply chain due diligence.”
Keep an auditable file containing the chain map, evidence register, risk assessment, stakeholder input, decision approval, contract notices, action plans, assessment reports, monitoring results and communications. Retain the version and date of each document so a later reviewer can see what was known when the decision was made.
8. Complete jurisdiction-specific legal checks before acting
No generic conflict-zone assessment can determine whether a particular transaction is lawful. The answer depends on the supplier and beneficial owners, the buyer and banks, the steel grade and inputs, the route and ports, the transaction dates, and every jurisdiction whose sanctions, export controls, customs, forced-labour, anti-bribery, environmental or mandatory-due-diligence rules may apply.
Before placing, continuing, suspending or terminating orders, give qualified counsel or compliance specialists a fact pack containing:
- all contracting parties, owners, directors, agents and banks;
- goods, grades, inputs, quantities and origin information;
- production sites, transport legs, border crossings, ports and final destinations;
- payment terms, currencies, intermediaries, taxes and fees;
- relevant transaction and shipment dates; and
- the company entities, employees and customers involved.
Ask advisers to check current official rules and licensing or reporting requirements for each relevant jurisdiction. The OECD framework can organize the investigation, but it does not replace legal advice or a country-specific determination.
A practical decision record
Use the following sequence at the approval meeting:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute- Define scope: identify the steel products, facilities, upstream inputs, routes, volumes and time period under review.
- Confirm facts: mark each material statement as confirmed, credible allegation, supplier assertion or unknown, with evidence and date.
- Assess impacts: evaluate conflict, human rights, labour, corruption, environmental and continuity risks, including your company’s connection to each.
- Identify gaps: assign owners and deadlines for information that could change the decision.
- Assess leverage: determine what commercial, contractual, collective or technical influence is available.
- Choose a response: continue with mitigation, suspend while mitigating or disengage, and state why the chosen option is proportionate.
- Set conditions: define milestones, evidence, review dates, consequences and triggers for escalation.
- Check law: obtain jurisdiction-specific advice before executing the decision.
- Monitor: schedule incident, route, grievance, supplier-performance and conflict-condition reviews.
- Report: communicate findings and limitations accurately to leadership, customers, regulators and the public as applicable.
This record makes the decision repeatable when facts change, preserves leverage where engagement can reduce harm, and provides a defensible basis for suspension or exit when mitigation fails.
