Assess the exact voyage against the latest Joint War Committee (JWC) listed-area circular, then get written, voyage-specific terms from the vessel’s broker or underwriter before deciding whether the proposed transit is insured. Confirm the route and dates covered, any notification duty or additional premium, quote expiry, exclusions, cancellation terms and required conditions. A listed-area notice signals enhanced perceived risk; it does not set a price or determine the cover under an individual policy.

What the JWC listed-area notice tells you

The JWC’s JWLA-035 circular, dated 16 September 2026, lists the Persian/Arabian Gulf, Gulf of Oman, Indian Ocean, Gulf of Aden and Southern Red Sea waters, along with named Middle East countries including Iran, Oman, Qatar, Saudi Arabia and the United Arab Emirates. The circular says that applying the list to individual contracts is subject to specific negotiation. Compare the actual proposed route and relevant policy wording with the current circular rather than relying on an older article or assuming that every contract treats a listed area identically.

The JWC is a London-market committee with underwriting representatives from Lloyd’s and IUA company markets; its listed-area work is informed by independent advisers. The Lloyd’s Market Association (LMA) says the areas were reviewed in September 2026. The list is therefore a market risk reference, not a voyage-specific coverage decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The LMA says ships sailing into listed areas are required to notify underwriters, but the relevant policy and insurer determine the applicable process. It also states that rating is negotiated individually between underwriters and brokers; the JWC does not set the rating. There is no reliable, decision-relevant public premium statistic established for a Hormuz voyage, so a generic percentage or market anecdote is not a substitute for a quote for your vessel and dates.

Use the circular as a prompt to check the contract and contact the insurer, not as a shortcut for either step. The named areas indicate where enhanced perceived risk is being tracked; they do not tell you what an individual policy covers, whether an additional premium will be charged, or what terms an underwriter will offer. Nor does a listed-area notice, by itself, establish that existing cover has ended. Those answers depend on the policy, any endorsement and the insurer’s response to the particular voyage.

Check the newest circular available when making the decision. A copy saved during an earlier planning stage may no longer reflect the current listed areas or review. Compare the proposed route, ports and relevant territorial waters with the circular’s actual definitions, then ask the broker or underwriter how those definitions interact with the policy’s geographical wording. The circular’s general geography and a policy’s own definitions are related references, not interchangeable terms.

Build a precise voyage description before requesting terms

A broker or underwriter needs enough detail to assess the exposure and state what any offer actually covers. Prepare one consistent voyage brief and update it if the plan changes. The purpose is not to predict underwriting’s answer but to remove ambiguity about which ship, journey and time period the answer refers to.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Include vessel, cargo and parties

  • Vessel identity and relevant particulars, including flag and ownership.
  • Cargo and the interests seeking cover. Hull war-risk cover does not by itself establish that cargo is insured.
  • Origin, destination, planned ports of call and any expected waiting or anchorage.

Make clear which policy and insured interest you are asking about. A response addressing the vessel’s hull policy is not automatically an answer for a cargo owner, charterer or another party in the contract chain. Where several interests are involved, identify them and ask whether each requires a separate confirmation or policy check.

Define the route and timing

  • The intended route, including the part that enters or passes through the listed-area geography.
  • The planned transit window and any expected delay, waiting period or route contingency.
  • Any known operational changes that could affect the route, timing or exposure.

Do not ask only whether “Hormuz is covered.” That wording leaves open which vessel, voyage, dates, ports, waiting periods and contract terms the answer refers to. Request confirmation against the actual voyage description.

Use the same voyage description when requesting terms from different insurers or when checking the response with charterers and cargo interests. If one version includes a port call or waiting period and another does not, the answers may not be comparable. Keep track of updates so that the version sent to the insurer reflects the plan under consideration, rather than an earlier route or transit window.

Request written, voyage-specific confirmation

Notify the existing insurer or broker using the policy’s required process and ask for a written response tied to the voyage brief. An informal indication is not enough to establish that cover has been formally accepted or bound under the policy’s requirements.

  1. Ask whether notice or a declaration is required. Confirm the required recipient, timing and information, and whether an additional declaration is needed before entering the area.
  2. Ask whether additional premium applies. Request the amount and basis for the quoted voyage, how it is payable, and whether the terms apply to the full voyage or only a defined period or segment.
  3. Pin down the insured route and time window. The written response should identify the vessel, route, dates or period, and any port calls or waiting that are included. Ask how a delay or material route change affects the terms.
  4. Check when the offer expires. A quote may have a validity period. Record the expiry and ask what must happen before then for cover to take effect.
  5. Identify conditions and warranties. Ask for every required operational or security condition and how compliance must be demonstrated.
  6. Confirm the status of acceptance. Establish whether the insurer has formally bound or accepted the terms in the manner required by the policy, rather than relying on an email that merely indicates a possible price or willingness to consider the risk.

These questions help distinguish an initial indication from terms that have actually been accepted in accordance with the contract. Ask the broker to clarify any response that gives a premium but does not identify the covered route, period, conditions or status of acceptance. A price alone cannot establish that the proposed transit is insured.

China Shipowners Mutual Assurance Association guidance from March 2026 recommends consulting the insurer before entering listed areas and securing written acceptance of additional-cover terms. It also notes short quote-validity periods in its own member arrangements. Those examples are not universal market rules: confirm the actual expiry and binding process with the insurer handling this voyage.

The guidance is a reminder to avoid leaving notice and acceptance until after the ship has entered the area. It is not a universal timetable: the applicable policy and underwriter determine the required process. Ask specifically what must be done, by whom and by when, and retain the written response with the policy documents. If an offer expires before the planned transit, ask whether it can be refreshed; do not assume the old terms remain available.

Read the policy, endorsements and cancellation terms

Assess the written offer alongside the existing policy and any proposed endorsement. A premium indication alone cannot answer whether the voyage’s actual exposure is within the policy’s terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Covered perils and exclusions: Check what the policy and endorsement cover, and which exclusions remain. Do not infer that a listed-area notice automatically voids cover, or that extra premium necessarily removes an exclusion.
  • Geographical wording: Compare the policy’s definitions with the planned route, ports, territorial waters and any listed-area terms. The circular’s geography does not replace the wording in the individual contract.
  • Cancellation: Read cancellation rights, notice periods and any relevant changes to terms. Ask what happens if the voyage is delayed or if the insurer exercises a cancellation right before the planned transit.
  • Incident or delay: Confirm whether and how cover may change during an incident, a prolonged wait or a route alteration. Do not assume the original quote applies indefinitely if circumstances change.
  • Sanctions clauses: Ask the broker or underwriter to review sanctions exposure and applicable policy wording for the vessel, parties, cargo, ports and voyage. This is a matter for professional review, not an assumption based on the route alone.

Read any new endorsement together with the existing policy rather than treating it as a complete standalone description of cover. Check whether the endorsement changes a specific term, adds a condition or leaves existing exclusions and responsibilities in place. If its scope is unclear, ask the insurer or broker to explain in writing how it applies to the proposed voyage.

China Shipowners Mutual Assurance Association’s March 2026 guidance emphasizes that its circular does not modify policy responsibilities or exclusions and that actual cover remains subject to formal insurance contracts. Treat any written voyage terms as part of the contract process, not as a replacement for checking the policy and endorsement that govern the risk.

Check who pays and what each interest has insured

The ship’s insurance, cargo insurance and contractual responsibilities are related but separate questions. Review the charterparty and relevant insurance arrangements rather than assuming one party’s cover settles another party’s obligations.

  • Charterparty: Check who must arrange or pay an additional premium, and how the contract allocates delay, waiting and rerouting responsibilities. Ask the relevant broker or legal adviser to resolve unclear wording before the voyage decision.
  • Cargo: Confirm cargo interests’ cover separately with the cargo insurer or broker. A ship’s hull war-risk policy does not prove that cargo is covered for the same route, period or perils.
  • Other contractual interests: Make sure the parties relying on the insurance understand which vessel, voyage and interests the written acceptance names. Do not treat an answer given for one party or policy as confirmation for every party in the contract chain.

Keep the insurance question distinct from the allocation question. A policy or endorsement may address whether a defined risk is insured; the charterparty determines responsibilities between contracting parties, including who arranges or pays an additional premium and how delay or rerouting is handled. Do not assume that the insurer’s written terms resolve an ambiguity in the charterparty, or that a charterparty allocation changes the insurance wording.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Likewise, check cargo cover on its own terms. Confirm with the cargo broker or insurer whether the relevant cargo interest, route, period and perils are covered. The fact that a vessel has hull war cover—or that an underwriter has accepted a voyage for that hull policy—does not demonstrate that cargo cover matches it.

Compare alternatives on the terms that affect this voyage

If more than one insurer or route is genuinely available, compare the written offers against the same voyage brief. Public sources do not establish comparable prices or the availability of alternatives for a particular vessel, owner, policy or transit date.

Compare What to verify
Route and time window Whether each offer covers the same route, dates, ports, waiting and relevant voyage segment.
Perils and geographical wording Which perils are covered, which exclusions apply and how the contract defines the relevant geography.
Premium and quote expiry The additional premium for the stated voyage, how it is payable and the date or time the offer expires.
Cancellation and notice Required advance notice, cancellation rights and notice periods.
Conditions Any warranties, security requirements or other conditions and how compliance is to be confirmed.
Contract allocation Who bears additional premium, delay and rerouting responsibilities under the charterparty.
Cargo cover Whether cargo interests have separate cover for the intended voyage and terms.

Do not compare a binding offer with an unsupported rate anecdote, or assume that the lowest premium is the best fit if its route, dates, exclusions or conditions differ.

Start by checking that each response is based on the same vessel particulars, cargo and intended voyage. Then compare the actual terms, not just the quoted premium. An offer may address a different time window, exclude a waiting period, carry different cancellation provisions or require conditions that affect whether it works for the planned operation. If terms are not stated clearly enough to compare, ask for clarification rather than filling gaps with assumptions.

The JWC does not publish a voyage-specific rating for an individual ship. The LMA states that rating is a matter for individual negotiation between underwriters and brokers, and no reliable public premium figure for a Hormuz voyage was established. Treat figures circulated informally as anecdotes, not evidence of a current offer for your vessel, owner, policy or transit date.

Use security information for operations, not as proof of insurance

Check current operational information separately from the insurance contract. The UK Maritime Trade Operations (UKMTO) site describes its regional maritime security information as verified and corroborated and provides security products, reporting and voyage-planning resources. Use its live products when assessing the operational picture; a security notice is not an insurance endorsement, and an insurance indication is not a finding that a voyage is safe.

On 6 October 2026, the UKMTO home page surfaced a report that a crude-oil tanker was struck by an unknown projectile while transiting the Strait. The incident-list page displayed zero reports when checked, so that home-page item should not be treated as a complete or independently confirmed incident record. Consult current UKMTO products for live operational information rather than relying on a single surfaced report.

The LMA described the situation as evolving and unpredictable while stating that hull war cover remained available in the London market at the time of its statement. That general statement does not establish availability or terms for a specific vessel, owner, policy or transit date. Confirm the current underwriting response for the voyage in question.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the operational and contractual checks separate in the decision record. UKMTO information can inform voyage planning and security monitoring, but it does not amend an insurance contract or confirm that a policy condition has been met. Conversely, written insurance terms do not establish that the route is safe or substitute for current operational assessment. Both checks matter, but they answer different questions.

Recheck the decision close to sailing

Listed-area circulars, security information and underwriting appetite can change. Before the transit decision, compare the planned voyage with the newest JWC circular available, confirm that the broker’s or underwriter’s written terms still apply, and review current UKMTO information. If the route, timing, port calls or waiting plan has changed, send the revised details and obtain confirmation that the accepted terms still cover them.

Rechecking is especially important if there has been a material change since the quote was prepared: a shifted transit window, added port call, longer expected wait, altered route or changed operational plan. Ask whether the existing acceptance continues to apply or whether updated terms, notice or a new confirmation are required. Do not assume that a previously accepted voyage description automatically follows a changed plan.

A useful decision record keeps the voyage brief, current circular reference, insurer’s written acceptance, policy and endorsement wording, quote expiry, applicable conditions, charterparty allocation and separate cargo-cover confirmation together. This makes it possible to identify whether a change affects the insured voyage or requires a new insurer response.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use that record to answer a final set of practical questions before the transit decision: Is the current route assessed against the latest JWC notice? Has the insurer received the required notice and formally accepted the stated voyage in the required way? Are the dates, route, port calls and waiting period within the written terms? Are the premium, expiry, exclusions, cancellation provisions and conditions understood? Have the charterparty and cargo-cover questions been checked separately? If any answer is unclear, return to the relevant broker, underwriter, cargo insurer or professional adviser rather than treating silence as confirmation.

Frequently Asked Questions

Does being in a JWC listed area automatically mean the voyage is uninsured?

No. A listed-area notice identifies enhanced perceived risk and prompts checks such as notification and negotiation. It does not, by itself, determine whether an individual policy covers a voyage or automatically void cover. Check the policy, any endorsement and the insurer’s written voyage-specific response.

Does JWLA-035 set the additional premium for a Hormuz transit?

No. The LMA says rating is negotiated between underwriters and brokers; the JWC does not set an individual voyage price. Request a written quote for the vessel, route and dates, and do not use generic percentages or informal rate anecdotes as a substitute.

What information should I give a broker or underwriter?

Provide the vessel identity and relevant particulars, flag and ownership, cargo and insured interests, origin and destination, planned route and ports, transit window, and any expected waiting or anchorage. Include known route contingencies and ask for confirmation against that specific voyage description.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is a broker’s email quote enough to prove the transit is covered?

Not necessarily. Ask whether the insurer has formally bound or accepted the terms in the manner required by the policy. The written response should identify the voyage and covered period, applicable premium, expiry, exclusions and conditions; an indication of price or willingness to consider the risk may not be acceptance.

Does the ship’s hull war-risk policy also cover its cargo?

Do not assume so. Confirm cargo interests’ cover separately with the cargo insurer or broker, including the relevant route, period and perils. Hull cover does not establish cargo cover.

Can I use a UKMTO security notice as confirmation of insurance?

No. UKMTO’s security products provide operational context and voyage-planning information; they are not insurance endorsements. Check current UKMTO information separately from the policy and obtain written terms from the insurer or broker.

What should I do if the route or transit timing changes after acceptance?

Send the revised details to the broker or underwriter and ask whether the accepted terms still apply or whether updated notice or confirmation is needed. Do not assume a change in route, timing, port calls or waiting remains within the original terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Assess the proposed Hormuz transit as a specific voyage, not as a general question about the Strait. Check the latest JWC circular, notify the insurer through the required process, and obtain written acceptance that identifies the route, dates, premium, expiry, exclusions, cancellation provisions and conditions. Then check charterparty responsibilities, cargo cover and current UKMTO information separately. A listed-area notice, security update or informal price indication cannot replace confirmation under the policy governing the voyage.
