Assess execution risk by testing whether the project baseline, assumptions, interfaces, resources and controls can deliver the defined scope. Start with the scope, design, site information, estimate and schedule together; identify uncertain events across the entire delivery system; quantify cost and time ranges where the evidence supports it; assign every material exposure to a named owner; and keep the risk picture connected to change control, reporting and decisions through closeout.

Federal Highway Administration (FHWA) methods are useful U.S. federal guidance, not a universal legal requirement for every civil project. Applicability depends on geography, funding, contract, project size, delivery method and current agency rules.

What execution risk means

Execution risk is the possibility that a project cannot deliver its approved scope, cost, schedule, technical performance, quality, safety or stakeholder commitments as planned. It is broader than a list of things that might go wrong during physical construction. Design maturity, right-of-way, utilities, permits, environmental mitigation, procurement, traffic operations, third-party agreements, contract administration and governance can determine whether construction is even ready to proceed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A risk register prepared once is not an execution-risk management system. Assessment should begin during scoping and continue through design, procurement, construction management, commissioning or opening, and closeout. Every review should use the current scope, estimate, schedule, assumptions and evidence.

1. Set the assessment boundary

Write down what the review covers before scoring risks. Record the facts that change the meaning of cost, schedule and exposure:

  • Project phase and data date.
  • Geography, climate and governing agency.
  • Funding source, oversight regime and applicable rules.
  • Delivery method and contracting approach.
  • Design maturity and unresolved interfaces.
  • Scope baseline, estimate date and schedule status date.
  • Whether execution includes design completion, procurement, right-of-way, utilities, construction, commissioning, opening and closeout.

Do not assess a schedule or estimate in isolation from the scope it represents. A completion date can appear credible only because work, interfaces or approvals are missing from the baseline.

Federal major-project context

For applicable federally assisted U.S. major projects, FHWA describes a Cost and Schedule Risk Assessment (CSRA) as an independent, collaborative, probabilistic review. Its current CSRA page, updated August 4, 2026, says at least one CSRA is required over the life of a Major Project and describes a preconstruction CSRA before completion of the Initial Financial Plan. The same page describes a Cost Estimate Review at least 90 days before a National Environmental Policy Act decision approval. These are FHWA process statements for that program context, not a rule for every highway or civil job.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

FHWA major-project guidance issued in 2007 used an estimated total program cost above $500 million in year-of-expenditure dollars, or another FHWA designation, as its definition for that guidance. It is a dated policy threshold. Confirm the current statute, funding agreement and agency procedures before applying it.

2. Challenge whether the baseline is complete

The first practical test is whether the baseline contains the whole program needed to open and operate the asset, rather than only the visible construction contract.

Scope and estimate completeness

Reconcile the work breakdown structure, drawings, specifications, estimate and schedule. FHWA estimating guidance identifies roadway and structures, utilities, right-of-way, environmental mitigation, construction engineering, contract administration, contingency and inflation as minimum areas to examine. It also points to engineering, outreach, project management, utility adjustments and railroad relocations. Check that each item has an owner, a cost basis and a schedule activity or explicit reason for exclusion.

  • Are temporary works, staging, maintenance of traffic, testing, commissioning and demobilization included?
  • Are design services, construction engineering, inspection and contract administration budgeted?
  • Are land acquisition, relocation, utility and railroad agreements priced and scheduled?
  • Are environmental commitments and mitigation measures represented as actual work?
  • Are escalation assumptions tied to an estimate date and a stated index or market basis?
  • Does contingency correspond to identified uncertainty rather than an arbitrary percentage?

Design and site maturity

List every design package, approval and interface that remains unresolved. Test geotechnical data, existing-asset records, drainage, structures, contamination, survey control and utility information against the assumptions used in the estimate and schedule. FHWA examples of uncertainty include geotechnical conditions, existing facilities, weather, project duration, phased contractors and compressed schedules. They are prompts for project-specific investigation, not automatic risks on every job.

When early information is insufficient, a carefully considered worst-case analysis may be useful. Where several outcomes remain plausible, present a range and explain its basis. A single precise number can conceal immature information.

Schedule credibility

Trace the schedule from notice to proceed through opening and closeout. Check logic, calendars, access, staging, work windows, review periods, procurement lead times, utility and right-of-way dependencies, third-party approvals, testing and acceptance. Identify the critical and near-critical paths and the activities with little or no float.

Ask how the sponsor will detect deviation and recover time. A credible plan names the data source, update frequency, variance threshold, decision authority and recovery options. A date that depends on unapproved design, unavailable property, uncommitted utility access or optimistic production rates is a target, not an execution plan.

3. Identify risks across the delivery system

Use a structured workshop or review with the owner or sponsor, designer, contractor or construction manager when appropriate, estimator, scheduler, geotechnical and other technical specialists, utilities, environmental staff, operations, safety and traffic personnel, and affected third parties. FHWA’s CSRA model is collaborative; the people who own assumptions and interfaces must be present.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Risk area Questions to test
Scope and design Are requirements complete? Which design decisions, standards, interfaces or constructability issues remain open? Could errors, omissions or late decisions create rework?
Site and technical conditions What is unverified about geotechnical conditions, existing assets, structures, drainage, contamination or environmental constraints?
Right-of-way and third parties Are acquisition, relocation, utility, railroad, permit, environmental and access commitments complete and enforceable?
Cost and market How sensitive is the estimate to escalation, labor, materials, contractor capacity, specialist subcontractors and third-party costs?
Schedule and construction Are sequence, productivity, weather, work windows, staging, long-lead procurement, interfaces, claims and change control realistic?
Safety, traffic and public effects Can workers and road users be protected? Does staging preserve traffic operations, emergency access and a workable communication plan?
Governance and external context Could funding, regulatory, legal, political, security, stakeholder or public-relations decisions alter the plan?
Quality and contract administration Are inspection, testing, acceptance, records, payment, change orders, claims and responsibility boundaries clear?

Work-zone impacts belong in execution review, not only in a safety file. Examine lane closures, detours, queue management, worker exposure, incident response, access for residents and emergency services, and communication with the traveling public.

4. Record and analyze each material risk

Describe a risk as a cause or uncertain condition, a possible event and its effect. “Bad weather” is too vague; “extended wet-season rainfall prevents embankment placement during the planned work window, delaying successor activities and increasing traffic-control cost” can be analyzed.

A practical register can contain the following fields:

  • Risk statement and category.
  • Evidence, source documents and assumptions.
  • Potential effect on scope, cost, time, quality, safety, environment or operations.
  • Likelihood or probability range, only where defensible.
  • Cost and schedule consequence range.
  • Pre-response and residual exposure.
  • Response action, budget, authority and due date.
  • Named accountable owner and supporting parties.
  • Trigger, escalation threshold and reporting status.

This format is a practical synthesis of FHWA expectations to identify, analyze, document, track and respond to risks; it is not presented as a single mandatory FHWA template.

Qualitative prioritization

Use a defined likelihood-and-consequence scale to focus workshop time. Explain what each level means and distinguish safety or legal consequences from financial ones. An ordinal score ranks discussion; it does not prove that a “4” is twice a “2,” nor should it be treated as a precise probability.

Probabilistic cost and schedule analysis

When the project is mature enough and the decision warrants it, model uncertain quantities, durations, correlations and discrete events together. FHWA describes Monte Carlo simulation in CSRA as producing an array or distribution of possible outcomes rather than a single-point estimate. Report the assumptions, confidence or percentile convention, major drivers and the decisions the range is meant to support.

For an early estimate or substantial unknowns, show a range and its basis. FHWA advises disciplined reassessment of uncertainty and says contingencies should evolve as risks become defined costs through design. Longer construction duration, winter or rainy-season work, dependent phases and compressed schedules can change the appropriate allowance. An unexplained contingency percentage is not a substitute for identifying and managing risks.

5. Decide responses and allocate ownership

For every priority risk, choose a response and specify who acts, by when, with what authority and funding.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Avoid: change the scope, route, sequence or method so the exposure no longer exists.
  • Reduce: obtain more investigation, redesign, add controls, procure earlier or change staging to lower likelihood or consequence.
  • Transfer or share: place a manageable portion with another party through a workable contract, insurance, warranty or agreement.
  • Accept and monitor: retain the exposure when treatment costs more than the expected benefit, with a trigger and owner.
  • Prepare a contingency: pre-authorize funds, time, equipment, alternate access or a recovery sequence for a credible event.

Allocate risk to the party best able to control or price it, and make the allocation transparent. Contractual wording does not eliminate the underlying physical or market exposure. Assigning unknown conditions to a party that cannot investigate or manage them may increase bid prices, disputes or delivery difficulty. Treat that as a design question for procurement, not as proof of a guaranteed result.

Test the contract and delivery model

Compare the risk allocation with the chosen delivery method, payment approach, incentives, design responsibility and construction-management process. Ask:

  • Can the assigned party observe, influence and mitigate the risk?
  • Is the information available before pricing or mobilization?
  • Does the clause define notice, records, valuation and time entitlement?
  • Do incentives reward the project outcome rather than a local optimization?
  • Are owner, designer, contractor and customer responsibilities consistent at interfaces?

6. Connect risk to active project controls

Risk actions should appear in the project management plan and routine reporting, not remain in a workshop spreadsheet. FHWA project-management guidance emphasizes documenting, monitoring and controlling schedule, risks, quality, contract administration and change management, along with communication, records, lessons learned and closeout.

Minimum control rhythm

  • Update the schedule and cost forecast at an agreed cadence.
  • Review open risks, response actions, triggers and residual exposure.
  • Track critical-path movement, float erosion, productivity and procurement status.
  • Reconcile design changes, change orders, claims, allowances and contingency drawdown.
  • Report quality findings, safety events, traffic performance and environmental commitments.
  • Record decisions, approvals, assumptions, notices and supporting evidence.
  • Escalate when thresholds are exceeded and document the decision authority.

Events that should trigger reassessment

Refresh the assessment after a material design change, unexpected geotechnical or existing-condition finding, utility or right-of-way development, procurement result, contractor mobilization, major market change, severe weather or site event, or significant cost or schedule variance. Tailor the trigger list to the project’s actual exposures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Test whether a schedule and estimate are realistic

Schedule realism test

  1. Confirm that every scope item has a corresponding activity, predecessor, successor and responsible party.
  2. Verify review, approval, permitting, acquisition, utility, procurement, testing and acceptance durations with the parties who perform them.
  3. Replace generic productivity assumptions with quantities, crew resources, calendars, access limits and evidence from comparable work where available.
  4. Model seasonal conditions, traffic restrictions, outage windows, phased contractors and long-lead materials.
  5. Run a critical-path and near-critical-path review; identify float consumption and recovery options.
  6. Stress the plan with plausible delays and record which response actions are funded and authorized.

Cost realism test

  1. Freeze the scope and estimate basis date before comparing forecasts.
  2. Reconcile quantities and construction methods with the design and schedule.
  3. Separate base estimate, known commitments, escalation, allowances, contingency and risk-driven exposure.
  4. Check labor, materials, equipment, subcontractor capacity and procurement lead times against project-specific evidence.
  5. Include engineering, right-of-way, environmental mitigation, utilities, railroads, outreach, management, construction engineering, inspection, administration and inflation where applicable.
  6. Use sensitivity or probabilistic analysis to show the drivers of the range, then decide what investigation or mitigation would narrow it.

8. Compare alternatives without hiding risk

When choosing between delivery plans, bids, phasing options or response strategies, compare the same decision dimensions rather than selecting the lowest visible number.

Comparison axis What to examine
Scope and design maturity Complete requirements, unresolved interfaces, design assumptions and constructability.
Cost exposure Estimate basis, range, contingency logic, escalation and third-party costs.
Schedule confidence Logic, completion range, critical constraints, work windows and recovery options.
Technical uncertainty Geotechnical, structural, environmental, right-of-way and utility information.
Safety and public impact Worker and road-user exposure, traffic operations, access and communication.
Risk allocation Clarity, manageability, pricing and incentives created by the contract.
Response readiness Named owner, action, trigger, authority, funding and residual exposure.
Controls and oversight Quality, reporting, change control, records and independent review strength.

No universal scoring weights or pass-fail cutoff is established by the cited FHWA material. Set weights transparently for the project and show how a preferred alternative changes both expected outcomes and downside exposure.

9. A field-ready execution-risk checklist

  • The assessment boundary, phase, data date, geography, funding and delivery method are recorded.
  • Scope, design, estimate and schedule are reconciled to the same baseline.
  • Right-of-way, utilities, railroads, permits and environmental commitments have owners and dates.
  • Site and geotechnical assumptions are supported by evidence or expressed as ranges.
  • Traffic, work-zone, emergency-access, worker-safety and public-communication plans are tested.
  • Procurement, labor, material, escalation and contractor-capacity assumptions are explicit.
  • Each material risk has a cause, event, consequence, response, owner, trigger and due date.
  • Contingency is tied to identified uncertainty and decreases or converts as information improves.
  • Cost and schedule uncertainty is quantified when project maturity and decision value justify it.
  • Contractual risk allocation matches each party’s ability to manage the exposure.
  • Reporting, records, change control, escalation and reassessment triggers are operating.
  • Current statutes, agency procedures, funding conditions and contract requirements have been verified.

FHWA guidance: useful framework, not a universal rulebook

FHWA material provides a strong framework for U.S. federally assisted highway work: connect scope, design, cost, schedule and risk; use collaborative review; make uncertainty visible; and manage risk through construction. Other FHWA material, including a 2006 highway risk-allocation report, international construction-management chapters and work-zone guidance, supplies practice context. The major-project estimating guidance is dated January 2007, the project-management-plan guidance is approximately 2017, and the risk-allocation report is from 2006. Confirm current federal and state requirements before relying on any dated process description.

Historical statements illustrate the purpose without serving as current policy. In FHWA’s January/February 2006 publication, Tom Sorel, then FHWA Minnesota Division Administrator, said, “Risk analysis determines where the high and low risk areas of a project are.” Mark Gabel of WSDOT’s Cost Risk Assessment Office said, “Using the CEVP, our goal is to deliver projects within the target cost range and schedule range.”

The practical standard is simple: a project is more execution-ready when its scope is complete enough to price and schedule, its uncertainty is explicit, its interfaces are owned, its responses are funded and triggered, and its controls can detect deviation early enough to act.
