A data-center site is not “powered” merely because it sits near a transmission line, substation, or generating plant. The only decision-grade answer comes from the serving utility and relevant grid operators: how many megawatts they can deliver to the parcel, at which voltage, on what dates, with what reliability, and after which upgrades. Assess a candidate by submitting a realistic, phased load request; checking both distribution and transmission constraints; documenting upgrade scope, cost and schedule; and comparing each site under identical assumptions.
What “power available” actually means
For site selection, power availability is a deliverability question, not a proximity measurement. A utility may have generation in the region while the local transformer, feeder, protection system or transmission interface cannot serve a new campus. Conversely, a site that looks remote on a public map may be serviceable after a defined set of network projects.
Your decision should distinguish among four different conditions:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- Screening potential: public maps, nearby lines and planning documents suggest that further investigation is worthwhile.
- Preliminary utility position: the utility has reviewed an early request, but assumptions, studies or network changes remain open.
- Studied and conditional capacity: analyses identify a service level subject to specified upgrades, agreements, permits, deposits or other conditions.
- Contractual commitment: an executed service arrangement defines obligations, milestones and remedies. This is the level that can support a binding construction decision.
Do not use a regional megawatt statistic as a substitute for a parcel-specific answer. No national source establishes a universal site-level MW quantity, upgrade cost or energization date.

1. Define the load before asking for service
A single headline such as “a 100 MW data center” is not enough for a utility study. Prepare a load profile that explains what will be energized, when and how it will behave.
Include these load details
- Initial demand and ultimate campus capacity, in MW and (where relevant) MVA.
- Separate phases with target energization dates and the expected interval between phases.
- Ramp rates: how quickly demand can rise during commissioning, workload changes or a campus expansion.
- Expected load factor, daily and seasonal variation, and whether demand is continuous.
- Power factor, harmonic characteristics and major equipment types, if known.
- Expansion headroom beyond the first build-out.
- Redundancy architecture, such as whether dual utility feeds, independent substations or other arrangements are required.
- Any 24/7 carbon-free-energy, renewable-procurement or other supply requirement.
- Acceptable interruption duration, ride-through expectations and the role of backup generation or storage.
Provide a one-line diagram and a phase-by-phase schedule when possible. A concrete staged request gives the utility something it can model instead of forcing it to evaluate an undefined maximum.
Electric Power Research Institute (EPRI) reported in its 2024 survey that utilities screened data-center requests using factors including land acquisition, permits, company maturity, public announcement, existing-customer status and whether a signed utility agreement existed. Those are practices reported by that survey sample, not a universal eligibility test, but they show why a documented project can receive a more useful review than an informal inquiry.
2. Identify every organization that controls the answer
List the electric distribution utility, load-serving entity, transmission owner and, where applicable, the regional transmission organization (RTO) or independent system operator (ISO). Ask which organization accepts a large-load request and which one performs each transmission and distribution study.
Do not assume that a generator-interconnection queue reserves capacity for a new customer. Federal Energy Regulatory Commission (FERC) interconnection procedures addressed in its interconnection final-rule materials concern interconnecting generating facilities; they do not guarantee service to data-center load.
Questions for the first utility contact
- Which entity will issue the service position for this parcel?
- What tariff, large-load process or study agreement applies?
- Is the request treated as firm load, interruptible load, flexible load or another category?
- Which transmission provider and regional planner must review upstream impacts?
- What information, application fee, deposit, confidentiality agreement or site-control evidence is required to start?
Record the contact, date, document version and assumptions for every answer. Utility territories can have materially different processes.

3. Test the local distribution system
Distribution constraints determine whether electricity can physically reach the parcel from the utility’s network. Request a site-specific review of the serving feeder or feeders, substation bus, transformer capacity and contingency performance.
Evidence to request
- Candidate serving feeders and available service-voltage options.
- Normal and contingency loading of the substation bus and transformers.
- Feeder thermal limits, voltage limits, fault-duty constraints and protection requirements.
- Whether a dedicated substation, new feeder, line extension or additional transformer is required.
- The load threshold or engineering trigger that requires dedicated facilities or a different interconnection process.
- Planned local projects that could change capacity or the construction sequence.
- Whether easements, right-of-way acquisition, outages or site access are needed.
Ask whether a hosting-capacity map or other public tool exists. Treat it as screening evidence only: confirm its publication date, modeling assumptions, resolution and whether it covers a load of your requested scale. A map may omit contingencies, protection changes, large-load-specific studies or projects already committed to other customers.
The National Laboratory of the Rockies’ 2026 report examines large-load interconnection from small edge facilities to hyperscale campuses. It describes infrastructure needs at feeders and substations and notes that rapid data-center schedules can conflict with slower utility planning and construction cycles. Its discussion of phased energization, hosting-capacity maps and structured interconnection frameworks identifies approaches to investigate, not guaranteed service options.
4. Check transmission and regional constraints
Local equipment can be adequate while the bulk system cannot deliver the requested load under normal or contingency conditions. Review both the transmission owner’s planning material and the applicable regional planner’s projects, constraints and study assumptions.
Use FERC Form No. 715 appropriately
For covered transmitting utilities, FERC Form No. 715 materials include power-flow base cases, system maps and one-line diagrams, reliability criteria and assessments of current and future transmission performance. FERC says this information helps potential customers assess transmission availability and known constraints. The filing instructions apply to transmitting utilities with integrated non-radial transmission facilities at or above 100 kV.

Form 715 is planning context; it is not a reservation of capacity for your campus.

Interpret national studies cautiously
The U.S. Department of Energy’s draft 2026 National Transmission Needs Study says additional transmission is needed for load growth, new generation and load interconnection, and congestion relief. DOE describes the document as an assessment of needs rather than a selection of specific transmission solutions. It can help screen regional risk, but it cannot establish your deliverable MW, upgrade cost or service date.
FERC’s Form 715 instructions explain the purpose of predictable technical review in this sentence: “The Federal Energy Regulatory Commission (Commission) has determined that to satisfy section 213(b) of the Federal Power Act (FPA) it is necessary for potential customers to be able to reasonably anticipate the outcome of technical studies that a transmitting utility would perform in assessing the availability of transmission capacity to satisfy a request for transmission service.” Use the principle behind that statement: request enough information to understand how the utility will evaluate your service request, not merely a verbal capacity estimate.
5. Define the study scope and obtain results in writing
Ask the utility to identify every analysis it will perform, the modeled phase and contingency assumptions, and the output you will receive. Possible topics include:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Steady-state power flow and contingency analysis.
- Transient or voltage stability.
- Harmonic and power-quality analysis.
- Distribution hosting capacity and feeder impacts.
- Generation-capacity or resource-adequacy review.
- Ramp-rate analysis for staged energization or flexible operation.
EPRI’s 2024 survey found that utilities did not use a uniform analytical package for data-center transmission requests. Only one respondent considered all six analysis types listed above, while 15 considered two or more. The survey therefore supports asking for the exact scope instead of assuming that a “large-load study” is comprehensive.
Written questions that make a utility response usable
- What MW can be served at each phase, and on what date?
- Is the answer preliminary, conditional, studied or contractually committed?
- Which generation, transmission, feeder, substation, transformer, protection or other upgrades are required?
- Who owns, funds, designs, permits, builds and maintains each upgrade?
- What are the estimated costs, contingencies, cost-allocation method and any refund or reimbursement provisions?
- Which equipment, permits, easements, outages, land rights or third-party approvals control the critical path?
- What changes if another large load, generator or network project enters or leaves the planning queue?
- What reliability level and outage assumptions are included in the offer?
- What flexibility, load shedding, phased energization, on-site generation or storage arrangements could change the plan, and what separate approvals or agreements would they require?
Request the underlying assumptions and model dates where the utility can provide them. A capacity figure without a study boundary, contingency case or service date cannot support a construction decision.
6. Turn upgrade scope into a schedule
Power may be technically feasible but unavailable by your construction milestone. Build a critical-path schedule that names each required project and its dependency.

Typical schedule drivers
- New or expanded substation, transformer and switchgear procurement.
- Transmission or distribution line construction and right-of-way acquisition.
- Protection, control, communications and metering design.
- Environmental review, permits and outage coordination.
- Utility design approval, customer design approval and interconnection agreements.
- Long-lead equipment manufacturing and testing.
- Commissioning, relay settings, energization testing and acceptance.
Ask for milestone dates tied to a defined phase: study completion, agreement execution, deposit payment, design release, equipment order, permit issuance, construction start, testing and commercial energization. Identify the event that permits each subsequent phase. If a date depends on another customer, transmission project or regulatory approval, label it as conditional rather than firm.
EPRI’s 2024 survey reported requested lead times usually at 36 months or less, with almost half of responses at 18 months or less. The survey also cautioned that larger requests can take longer because of transmission upgrades or supply-chain challenges. These are response patterns from that survey window, not a current promise for any parcel.
7. Evaluate reliability and operating compatibility
“Available” does not automatically mean suitable for your uptime design. Compare the utility’s proposed service with the data center’s required redundancy and operating behavior.
Reliability questions
- Is service supplied from one radial path or from independent sources?
- What equipment failures or planned outages are included in the utility’s contingency analysis?
- Does the offer include dual utility feeds, separate substations or networked service?
- What interruption duration and restoration assumptions apply?
- Which reliability level is contractual, and which improvements would be customer-funded?
Power-quality and ramp questions
- Can the network accommodate the expected power factor and harmonic spectrum?
- What voltage variation, flicker and fault-current limits apply during normal and contingency operation?
- How quickly may the campus increase demand during commissioning or expansion?
- Will large variable-speed drives, UPS systems, battery systems or other equipment require mitigation?
- Which measurements and acceptance tests will be required before energization?
Match the utility’s study model to the actual electrical design. EPRI reported that 68% of responses used general load models rather than a specific data-center representation in planning studies. That does not prove a model is inadequate, but it makes it important to disclose the equipment and operating profile and ask whether the chosen model captures your ramping and power-quality behavior.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Examine alternatives without treating them as guarantees
When grid timing or reliability is uncertain, ask the utility and regulators whether alternative arrangements could change the sequence. Evaluate each as a separate scenario with its own permits, studies, contracts, fuel logistics and operating risks.
Phased energization
A utility may energize an initial block while upstream work continues for later phases. Confirm the maximum interim MW, the conditions for increasing it, the duration of the interim configuration and whether reliability differs from the ultimate design.

Flexible or interruptible load
Reducing or curtailing demand during specified system conditions may alter required upgrades or operating cost. Define notice time, event frequency, maximum interruption and backup requirements before assigning value to the option.
On-site generation
Generators or other on-site resources can support commissioning, emergency operation or a portion of normal demand. They may require air, fuel, noise, environmental and interconnection permits, and they do not automatically replace firm grid service.
Storage
Batteries can bridge outages, manage ramps or reduce peaks. Determine the duration, recharge power, protection design and fire-safety approvals; short-duration storage is not equivalent to an all-day supply.
Free tools Windows power users keep installed

For each alternative, document who controls dispatch, how it interacts with the utility tariff, and whether a separate generation or load-interconnection study is required.
9. Compare candidate sites on one decision sheet
Use identical definitions and dates for every parcel. A “nearby substation” label should never be the comparison metric.
| Comparison item | What to record | Why it matters |
|---|---|---|
| Firm or conditional capacity | MW by phase, voltage and date; status of the utility answer | Separates deliverable service from a screening indication |
| Distribution scope | Feeders, substation, transformers, protection and local line work | Shows whether power can reach the parcel |
| Transmission scope | Upstream constraints, reinforcements and regional dependencies | Reveals bulk-system limits outside the site boundary |
| Cost exposure | Estimate, allocation, deposits, contingencies and reimbursement terms | Prevents an attractive capacity figure from hiding an unaffordable obligation |
| Schedule confidence | Milestones, lead times, permits and dependencies | Connects service feasibility to the construction plan |
| Reliability | Sources, redundancy, outage assumptions and restoration terms | Tests fit with the uptime architecture |
| Power quality and ramping | Modeled load, power factor, harmonics, voltage and ramp limits | Identifies operating incompatibility before equipment is ordered |
| Expansion | Path from initial to ultimate MW and conditions for later phases | Protects the campus plan from a first-phase-only solution |
| Commercial status | Study agreement, tariff, executed service contract and open conditions | Shows how much risk remains before land acquisition or construction |
Attach the date, source document and responsible utility contact to every cell. If a value has not been established, write “not stated” and identify the missing decision.
10. Red flags that should stop an assumption from becoming a commitment
- A broker or seller cites only the distance to a substation or transmission line.
- A public hosting-capacity map is presented as a firm allocation.
- A regional MW statistic is used without a parcel, voltage, contingency or date.
- The utility gives an energization date but no upgrade list, milestone basis or conditions.
- The request describes only ultimate MW and omits the first phase and ramp profile.
- Transmission and distribution responsibilities are treated as one undifferentiated “grid” process.
- Reliability claims omit the number of sources, outage assumptions or contractual standard.
- On-site generation or batteries are counted as firm substitutes without permits, fuel and operating analysis.
- A generic 18-, 24- or 36-month statistic is used as the schedule for a specific site.
What the published figures can—and cannot—tell you
EPRI’s 2024 survey covered 25 utilities during its May–July 2024 survey window, with different response counts for individual questions because some utilities skipped items. It reported that 75% of responding utilities used their standard large-load service-request process for data centers; 68% of responses used general load models rather than a specific data-center representation; and requested lead times were usually 36 months or less, with almost half at 18 months or less. These figures describe the surveyed utilities’ reported practices. They do not establish capacity, cost or schedule for a candidate parcel.

A practical decision sequence
- Prepare the staged electrical load profile, one-line diagram, operating requirements and target dates.
- Identify the distribution utility, load-serving entity, transmission owner and RTO or ISO.
- Submit the formal large-load request and ask for the applicable study process and information requirements.
- Obtain local feeder, substation, transformer, protection and voltage evidence.
- Review transmission planning material and request a project-specific bulk-system assessment.
- Agree in writing on study scope, assumptions, contingencies and deliverables.
- Map every upgrade, owner, funding responsibility, permit and long-lead item to a milestone schedule.
- Test reliability, ramping, harmonics, voltage behavior and redundancy against the data-center design.
- Evaluate phased, flexible, on-site and storage scenarios as separately approved arrangements.
- Score all sites on the same capacity, cost, schedule, reliability, operating and contractual criteria before selecting land.
Bottom line for site buyers
Ask “What can this utility deliver to this parcel, in each phase, by which date, under which reliability and upgrade conditions?” Then require a written answer supported by defined studies and a milestone schedule. Proximity is useful for screening; only a site-specific, documented utility position can establish whether a data center can be energized on the schedule and at the reliability level its business requires.
